Abstract

According to law no 32 of 2004 article 4 paragraph 3 , the formation of a territory can be done by the merger of two regions that bersandingan or may be done by means of the segregation of .Including kecamatan bulik the east who also is the result of a part of the kecamatan bulik .It is hoped that the region between will be able to close and improve the service for people , so can not use public services not only warg in the city center but to also to the residents of the outskirts .Especially is education , where education is one of the basic rights of which may be obtained citizen without discrimination .This research take focus on the impact of the region against the segregation of education in east sub-district bulik.So as to get a description for, writer using qualitative methodology type descriptive.In this research , seen that the segregation of after it has occurred have been built a lot of infrastructure education , among them are the addition of four units of new junior high school , three pieces of high school or the equivalent level , 3 units of primary school , and some a preschool education .Besides that also have been built land infrastructure that is easy to reach out to the school students whether it is with a motor , ride a bike , or on foot .Unfortunately , there has been no mass transportation that are amenable to access the school students .Efforts need to be done more serious by the district government lamandau to help children who have access difficult against the school, as for example transport menyediaakan school provision of transportation facilities mass and infrastructure improvement army.Besides, also need to be done the recruitment efforts of teachers continuously educator so that the quality of this region not lose compete with educator from other .

Abstract

General Election of Mayor and Deputy Mayor of Tangerang which took place on August 31, 2013 followed by five pairs of candidates contesting for the seat of Mayor and Vice Mayor. These five pairs of candidates are competing is Harry Mulya Zein-Iskandar, Abdul Syukur-Hilmi Fuad, Dedy Gumelar-Suratno Abu Bakar, Ahmad Marju Kodri-Gatot Suprijanto, and Arief R. Wismansyah-Sachrudin.Number of (DPT) Permanent Voters List Tangerang were 1,161,855 people and the number of valid votes on election day amounted to as much as 726 351. While the number of polling stations (TPS) as many as 2,921 polling stations spread over 104 villages. In the election of 2013 yesterday Tangerang victories achieved by the pair number 5 by a vote as much as 48.01%, followed by pair number 2 by a vote 26.34%, then the pair number 3 by a vote 17.10%, while the pair number 1 and 4 respectively to get the vote by 6.43% and 2.12% .Good cooperation between the winning team, volunteers, and political parties for couples Arief R. Wismansyah-Sachrudin become one of the success factors. Political strategies and political marketing are applied also proved successful and brought the couple occupying the Mayor and Deputy Mayor of the period 2013-2018.Local elections is pentokohan event. Abstract

ABSTRACTIONOpportunities of the policy about the expansion which protected by UU No. 32 of 2004 article 4-8 and PP No. 78 of 2007 made a lot of local and regional elites take an advantage of these opportunities, as well as the southern of Brebes region. The expansion discourse that several years dim come back arise after the election 2012. Although, the pros and contras coloring of the expansion discourse in brebes regency, but the expansion cannot be happened without the actors role to achieve expansion. Therefore, the formulation of the problem in this this research is "Who are the actors involved in the expansion plan of Brebes regency?", "What did the actors do in the expansion plan of Brebes regency ?" and "What is the purpose to be achieved from the expansion of Brebes?".This research aims to identify the actors and their activities in the expansion plan of Brebes regency and the goals of the expansion. The method used is descriptive qualitative. The primary data source was obtained through interview with snowball sampling technique, and secondary data from document, archive and other sources related to the research. Analysis techniques using analysis of qualitative data which is the analysis in the form of description, illustration and drawing conclusions on the problem analysed.From the results of this research, be discovered that the idea of expansion of Brebes regency is already discussed in 1963 by H.S.A Basori, a member DPR-GR of the Brebes District. Post-reform, demands of expansion continued by other South Brebes figures consisting of religious leaders / organizations, politicians, academics and NGO activists, Head of the Village and BPD. In the struggle, the actors make a structure dan give a socialization. While the path used is Informal and Formal. The purpose is effective and efficient services, accelerate development, manage and develope a potential in the south region, ease community control to governance, get a central funding and economic motives.The suggestion that can be given, among others; actor to continue to comply with Regulation 78 of 2007 in the process of expansion, don't leave the relevant institutions such as camat, and had to leave his ego so that the expansion process can be done well. While the recommendation for next researcher are able to see from the side of the internal conflict in the stewardship and how the readiness of the southern region community if the expantion is really happening.Keywords: Expansion, actor, role.

Abstract

ABSTRAKSIKeikutsertaan masyarakat dalam pemilihan umum kepala daerah merupakan suatu tindakan memilih pemimpin yang dapat memimpin dengan baik daerahnya. Kecenderungan untuk memilih salah satu kandidat dalam pemilihan umum kepala daerah terbentuk oleh suatu perilaku pemilih yang telah dibentuk dari lingkungan keluarga dan masyarakat sekitarnya.Penelitian ini bertujuan untuk mengetahui perilaku masyarakat dalam pemilihan umum kepala daerah Kabupaten Kendal Tahun 2010. Berdasarkan tujuan penelitian tersebut, maka metode penelitian yang digunakan adalah metode penelitian deskriptif kuantitatif dengan menggunakan teknik probability sampling.Hasil penelitian menunjukkan bahwa faktor kandidat (figur pasangan calon) mempunyai pengaruh yang tinggi terhadap perilaku pemilih, karena pemilih melihat kandidat dari citra suatu kandidat. Faktor lain adalah visi/misi pasangan calon juga mempengaruhi perilaku pemilih selain kesamaan agama dengan kandidat yang dipilih. Hasil analisa juga menunjukkan bahwa perilaku memilih masyarakat Kabupaten kendal masih dipengaruhi oleh “politik uang” walaupun pada dasarnya mayoritas masyarakat Kendal memiliki partisipasi yang tinggi dalam Pemilu serta sadar akan haknya sebagai warga negara.Kata kunci : PEMILUKADA, perilaku memilih

Abstract

Recruitment politics or political representation plays an important role in the political system of a country with a democratic political system. Because the process is determining the people who will carry out the functions of the country's political system through existing institutions. Therefore, the goal is reached or not a good political system depends on the quality of political recruitment. This study aims to examine the change recruitment pattern of legislative candidate partai keadilan sejahtera of post defined as open party for 2014 election in semarang city. PKS recruitment mechanism is the formation of Regional Committee of the executor legisltaif candidate recruitment, socialization, Networking legislative candidates by a cadre member in each electoral district, verification of legislative candidates, internal elections plenary meeting by the committee and the board of DPD PKS and Determination of candidates for the Board legisltaif Regional Board PKS and the National Election Commission. Recruitment pattern adopted by the PKS is a semi-open pattern for all the people who qualify can be selected as candidates of the party. The society, unable to register in person to the Prosperous Justice Party, but a cadre of each electoral district will conduct a search on its territory, in the sense that the entire community has no right to register as a candidate member legisltaif. Abstract

ABSTRACT Village is a reflection of a country, because village is the smallest part of government in a country. The village government consists of the village head and village as an element of village administration. Village heads elections conducted by the election committee conducted through several stages, netting and screening of candidates, the establishment candidate, campaign, vote, and the determination of the elected candidates. Village Head Election in Pahesan Village, Godong Subdistrict, Grobogan District, followed by several candidates and eventually won by Annaj muts Tsaqib. This research uses descriptive method and aims to provide an overview of the factors of Annaj muts Tsaqib’s victory as village heads of Pahesan. This research was conducted in the village Pahesan Godong Subdistrict Grobogan. The research approach used in this study is a qualitative approach. Factors of Annaj muts Tsaqib’s victory in the village elections is through the approach to the villagers by visiting homes and public places, using a strategy of pre-dawn raid, donated material and non-material to the villagers and the perception of the villagers that its competitors, namely Qomarudin, deemed not able to lead the country if elected. Abstract

KontraS as civil society (organization) has done advocacies for Munir murder case for nine years. Any efforts have been done by using advocacy strategies such as case investigation, legal assistance, demonstration, and making opinion in mass media. But those efforts seem like hit a great wall: government's willing to handle and reveal Murnir murder case. KontraS's efforts should be continue to reveal Murnir murder case by keep the solidarity with other civil society. Abstract

ABSTRACTGender-based violence to women is an act of violence which caused suffering to womenon the basis of the victims were women. Violence against women due to gender inequality and injusticecompounded by the unequal power that still exist between men with women. The existence ofpatriarchal ideology that puts the position of women under men also triggers perpetuation of acts ofviolence towards women.In attempt to make protection to women victims of gender-based violence in Central Java,Central Java Provincial Government through the Agency for Child Protection of Women'sEmpowerment and Family Planning (Badan Pemberdayaan Perempuan Perlindungan Anak danKeluarga Berencana/BP3AKB) as the Regional Work Units (Satuan Kerja Perangkat Daerah/SKPD) incharge of the issue of violence against women have been trying to do a variety of ways such ascooperation with state agencies and other non-state role in networking PPT, cooperating with LawEnforcement (APH), as well as with other provinces. The study was conducted using a qualitativeapproach, the research methods used to examine the condition of natural objects (natural setting).The results showed a very dominant role of BP3AKB but has not run optimal because of thelack of gender awareness and commitment which considers that the issue of gender-based violence isan important issue and must be addressed both by law enforcement officials, Regents/Mayors and otherprovinces. Bad service hosted by the service provider at the district / city and the ranks of lawenforcement officers to make the victim into a traumatic and not handled properly. BP3AKB supposedrole is to provide assistance and training to PPT / P2TP2A not run well and many people were not ableto be handled regency / city and referred to the province. It also needs assessment to the regency / cityin Central Java to quickly create a gender-sensitive local regulations such as local regulations on theprotection of women as well as local regulations on gender mainstreaming.Keywords: Violence against women, BP3AKB, Partnership, PPT

Abstract

Abstract:Kudus Regency is the largest recipient of revenue sharing fund tobacco excise, in Central Java. However, the government of the Kudus Regency still having trouble in managing revenue sharing fund tobacco excise. This can be seen in the use of budget revenue sharing fund tobacco excise Kudus Regency that had suffered surplus budget from 2009 – 2013. This study used a qualitative research method, with descriptive research type. The results of these studies include, surplus budget revenue sharing fund tobacco excise Kudus Regency of the year 2009 - 2013 due to the regulatory aspects, auction factors process goods/services funded by revenue sharing fund tobacco excise, and the delay factor of revenue sharing fund tobacco excise allocation. The existence of surplus budget revenue sharing fund tobacco excise impact on the government's responsibility to manage surplus budget Kudus Regency revenue sharing fund tobacco excise in the next year. Because according to the Ministry of Finance Regulation No. 20/PMK.07/2009, surplus budget revenue sharing fund tobacco excise but not scorched into the local treasury and must be budgeted for the next fiscal year.Keywords: Fiscal Decentralization, Revenue Sharing Fund Tobacco Excise, Budget Surplus

Abstract

ABSTRAKPenelitian ini dilakukan untuk mengkaji dan menganalisis implementasi kebijakan penanggulangan gelandangan dan pengemis di Kabupaten Demak berdasarkan Peraturan Daerah Nomor 2 Tahun 2015. Dan berupaya menemukan faktor-faktor/elemen krusial yang mempengaruhi jalannya implementasi kebijakan berdasarkan teori George Edwards III dan Mazmanian dan SabatierFakta-fakta dilapangan dikumpulkan dengan metode kualitatif- deskriptif, yang dilakukan dengan wawancara langsung, analisis data sekunder dan pengamatan lapangan.Hasil penelitian menunjukkan kebijakan yang digunakan untuk menangani gelandangan dan pengemis di Kabupaten Demak sebangun dengan penanganan Tuna Sosial/PMKS pada umumnya. Dilakukan melalui dua pendekatan,yakni kelembagaan dan non-kelembagaan. Pemerintah juga meningkatkan pembinaan PMKS dan memberikan program PKH, P2FM dan UEP Melalui KUBE untuk memberdayakan gelandangan dan pengemis purna bina. Selain itu faktor penting George Edward III juga, sadar atau tidak sadar, telah terpenuhi oleh Pemerintah Kabupaten Demak meskipun belum sempurna. Sedangkan dari variabel Mazmanian dan Sabatier, kendala dapat ditemukan di beberapa indikator setiap variabel. Ketidaksempurnaan menyebabkan belum berhasilnya kebijakan ini dilaksanakan di Kabupaten Demak dalam rangka menyelesaikan masalah gelandangan dan pengemis. Dalam menganalisa kebijakan ini, model Mazmanian dan Sabatier lebih menjawab permasalahan dibandingkan model milik Edwards III, hal tersebut tak lain karena penyertaan unsur eksternal oleh Mazmanian dan Sabatier.Tindakan yang disarankan untuk menyelesaikan masalah kegelandangan adalah membuat kebijakan dan melakukan tindakan (pelaksanaan) dengan memperhitungkan elemen eksternal, terutama masalah penyebab kegelandangan itu sendiri dengan pendekatan ekonomi-politik-struktural. Serta membuat program pemberdayaan purna bina yang berorientasi pada productive value, dan tidak sekedar exchangeable value.Kata Kunci : Kebijakan Publik,Penanggulangan, Gelandangan dan Pengemis
