Abstract

This study aims to analyze how decentralization and the dynamics of local bureaucracy affect the quality of local democracy in Simalungun Regency, North Sumatra. Using a descriptive qualitative approach, data were collected through document studies, field observations, and in-depth interviews with bureaucratic actors, community members, and academics. The findings reveal that the implementation of decentralization in Simalungun has not been fully effective in fostering substantive local democracy. The regional bureaucracy remains stuck in hierarchical and unresponsive patterns, marked by politicization of positions and weak adherence to transparency and accountability principles. Public participation through the Musrenbang (development planning forums) tends to be procedural and symbolic. The weak oversight mechanisms worsen governance quality and hinder the realization of participatory democracy. Therefore, merit-based bureaucratic reform and institutional capacity strengthening are essential to improve the quality of local democracy.

Abstract

This project was developed to create an automatic system that can control a lamp based on the surrounding light conditions. The system uses an LDR (Light Dependent Resistor) sensor to detect light intensity and an LM324 IC as a comparator to determine when the lamp should turn on or off. When the ambient light decreases (such as during nighttime), the resistance of the LDR changes and sends a signal to the LM324 circuit. The main purpose of this system is to enable the lamp to automatically turn on when it gets dark and turn off when it becomes bright again, without the need for manual switching. In this way, the system helps to save electrical energy and improve lighting efficiency, especially in areas that are often forgotten to be turned off, such as porches or garden lights. Based on the testing results, the system functions properly and responds quickly to changes in light. The circuit is also stable and easy to build, as it uses simple and commonly available components. Overall, this system is suitable for various lighting automation purposes in residential areas as well as public spaces.

Abstract

BPJS is a public legal entity that is specifically assigned by the government to administer health care insurance for all Indonesian people, especially for the poor so that with the existence of BPJS for health, it is hoped that it can increase equity for all levels of society to access health services easily and not just prioritizing only those who are financially able. The high and low quality of public health is closely related to several supporting factors which include environmental factors, community behavior, and the level of health services which are interrelated between one problem and another. The purpose of this study was to see how the Bromo Health Center, Medan Denai District, implements services for recipients of contribution assistance (PBI) and what are the obstacles to implementing contribution assistance recipients (PBI). The research method that will be used in this study is an observational research method with a cross sectional approach which will be carried out in Medan City in 2022. From interviews with interviewees and BPJS participants it is clear that health services for BPJS PBI users at the Bromo Health Center, Kec. Medan Denai based on Presidential Regulation Number 62 of 2020 concerning Health Insurance Amendments to Presidential Regulation Number 82 of 2018 concerning Health Insurance have not run optimally.

Abstract

Abstract

This research aims to identify and analyze the factors influencing the intention of tourists from Batam to visit Malaysia. The main issue addressed is the limited understanding of the factors that drive tourists from Batam to choose Malaysia as their destination, despite its geographical proximity and the tourism potential that has not been fully explored. This study employs an explanatory quantitative approach, with a total sample of 282 respondent collected using convenience sampling and purposive sampling. Data were analyzed using Smart PLS 3.0 and IBM SPSS Statistics 27. The findings reveal that perceived value and experience quality have a significant positive impact on tourist satisfaction. Additionally, perceived value and experience quality have a significant positive effect on revisit intention. Nevertheless, perceived value and experience quality positively influence revisit intention when mediated by tourist satisfaction. For future research, it is recommended to explore additional factors such as nostalgia, authenticity, social media and perceived risk on tourist decisions-making. A comparative analysis between the experiences of domestic and international tourists is also suggested. This study is expected to contribute to Malaysia's tourism industry by enhancing tourism revenue through improved services and innovative developments.

Abstract

Background: Breastfeeding self-efficacy (BSE) is a crucial factor in the success of exclusive breastfeeding, as it reflects a mother’s confidence in her ability to breastfeed. One approach to enhancing BSE is ensuring maternal compliance with antenatal care (ANC) visits, which play a role by providing information, emotional support, and psychological readiness during pregnancy. Objective: This study aimed to examine the relationship between ANC visit compliance and BSE among breastfeeding mothers in the working area of Rejosari Public Health Center. Methods: This quantitative study employed a retrospective approach with a correlational analytic design. The sample consisted of 82 breastfeeding mothers with infants aged 0–6 months, selected using purposive sampling. Data were collected using the Breastfeeding Self-Efficacy Scale–Short Form (BSE-SF) questionnaire and by observing ANC visit records from Kesehatan Ibu dan Anak (KIA) books. Data analysis was performed using the chi-square test. Results: A significant relationship was found between ANC visit compliance and BSE in breastfeeding mothers (p = 0.001). Conclusion: Mothers who complied with ANC visits tended to have higher BSE compared to those who did not comply. These findings emphasize that ANC visits should be optimized as strategic opportunities for health professionals to deliver structured education, psychosocial support, and breastfeeding counseling, thereby enhancing maternal readiness and ensuring successful exclusive breastfeeding

Abstract

Abstract

Objective: this research examines the intricate processes contributing to educational development inequity among girls from impoverished female-headed households (pekka) in Pakpak communities at Pegagan Julu VIII Village, North Sumatra. The study explores the interplay between cultural traditions, socioeconomic constraints, and gender ideology that restricts girls' educational opportunities despite Indonesia's commitment to gender equality in educational development frameworks. Method: the investigation employed qualitative feminist methodology, gathering comprehensive life stories from seven Pakpak girls (ages 15-20) who experienced educational discontinuation. Data collection involved in-depth interviews, participatory observation, and focus group discussions with participants and their families, conducted over nine months of ethnographic fieldwork. Results: the analysis revealed that educational development inequity stems from two interlocking systems: patriarchal cultural structures and extreme poverty conditions. These systems create a "patriarchy-poverty nexus" that produces double marginalization of girls—first by systematically restricting their access to higher education in favor of male siblings, and second by imposing additional economic burdens wherein girls must abandon education to financially support their brothers' schooling. Significantly, mothers in these households often serve as unwitting agents reproducing patriarchal values despite their own marginalized position as household heads. Novelty: this study contributes uniquely to educational development discourse by identifying specific mechanisms through which traditional values intersect with economic hardship to create gender-based educational disparities in indigenous communities. Unlike previous research focusing solely on economic barriers, our findings illuminate how cultural interpretations of gender responsibility result in female educational sacrifice becoming normalized as familial duty, providing new insights for addressing educational inequity in traditional communities undergoing uneven development processes.
