Local governments must provide good public services, in an era of regionalautonomy and fiscal decentralization.This study aimed to analyze the quality of public servicesto the satisfaction of the people in the city of Semarang. Analysis tool used Stuctural EquationModeling (SEM).The results showed responsiveness and emphaty public sector had positiveand significant impact on peopleâs satisfaction in the City of Semarang.Keywords: tangibles, reliability, assurance, responsiveness, emphaty.

Keterbatasan sumber pembiayaan bagi daerah yang berasal dari PendapatanAsli Daerah (PAD) maupun pemerintah pusat, untuk membiayai kebutuhan pembangunandaerah yang semakin meningkat, memberikan peluang bagi pemerintah daerah untuk mencarialternatif sumber-sumber pembiayaan untuk memperoleh hutang dari dalam negeri maupunluar negeri. Dalam era desentralisasi fiskal pembiayaan dari sumber pinjaman daerah adalahsalah satu pos pembiayaan yang belum dikelola dengan maksimal oleh pemerintah daerah.Sejak era otonomi daerah dan desentralisasi fiskal, hanya terdapat beberapa kabupaten ataukota saja yang memanfaatkan pinjaman dalam Anggaran Pendapatan dan Belanja Daerah(APBD) nya. Hal itu antara lain karenakan ada beberapa syarat khusus yang diberlakukanjika suatu daerah akan melakukan pinjaman.Keywords: desentralisasi fiskal, otonomi daerah, hutang daerah.

This research is intended to examine the influence of fiscal decentralization on economic growth, poverty, employment, and welfare at regencies/municipalities level in Central Java Province. Research population consist of 29 regencies and 6 municipalities, employing secondary data from Central Bureau of Statistic of Central Java Province and regencies/municipalities level in Central Java Province within the period of 2001 up to 2005. Data analysis is conducted by using path analysis with AMOS program software. The results of this study indicate that, first fiscal decentralization has a positive and significant effect on economic growth. Second, economic growth has a positive and significant effect on employment rate. Third, economic growth has a negative and significant effect on poverty. Forth, economic growth has a positive and significant effect on welfare. Fifth, employment rate has a negative and significant effect on welfare. Sixth, poverty has a negative and significant effect on welfare at regencies/municipalities level in Central Java Province.

Investment very significant influence economic growth, this research aim to identify and analysefactors influencing private invesment in Central Java Province. Analyse use multiple regression modelwith Ordinary Least Square method (OLS). Result of analyse indicate that, rate of interest negativeinfluence and significant to private invesment in Central Java coefficient ââ¬â1017.464. Since 2001, Indonesian government has effectively run fiscal decentralisation as a strategy to accelerate development. This study aimed to see direct relationship of fiscal decentralization on economic growth and indirect influence of decentralization on growth through its impact on inflation in the province of Central Java. The analysis focused on indicators of fiscal decentralization of direct expenÂditure, which is the ratio of direct local government spending to direct central government expenditure. This study useddata seriesin 2005-2010 by employing path analysis.The results showed that fiscal decentralization has positive and significant influences on inflation and economic growth. Meanwhile, the inflation was found to have positive influence on economic growth in the province of Central Java. Sejak 2001, secara efektif pemerintah Indonesia telah menjalankan kebijakan desentralisasi fiskal yang luas sebagai strategi untuk mempercepat pembangunan daerah. Kebijakan desentralisasi fiskal ini juga telah membawa perubahan besar dalam perkembangan belanja daerah Kabupaten/Kota di Provinsi Jawa Tengah.Penelitian ini bertujuan untuk melihat pengaruh secara langsung desentralisasi fiskal terhadap pertumbuhan ekonomi dan pengaruhnya secara tidak langsung pada pertumbuhan ekonomi melalui inflasi di Provinsi Jawa Tengah.Analisis desentralisasi fiskal difokuskan pada indikator pengeÂluaran kelompok belanja langsung, yang merupakan rasio realisasi belanja langsung pemerintah daerah terhadap realisasi belanja langsung pemerintah pusat.Penelitian ini menggunakan data series tahun 2005 sampai dengan 2010 dengan menggunakan metode analisis jalur.Hasil penelitian menunÂjukkan bahwa desentralisasi fiskal berpengaruh positif signifikan terhadap inflasi dan pertumbuhan ekonomi. Demikian halnya dengan inflasi yang berpengaruh positif terhadap pertumbuhan ekonomi di Provinsi Jawa Tengah.

In the regional autonomy era, city or district have to be able to increase their own income to fund their government affairs. Realization of a more realistic regional autonomy can offer tangible economic, social and political benefits to the region. This paper analyze the influence of central government transfer, Gross Regional Domestic Product (GRDP) per capita, consumer price index to original regional income (PAD), and the influence of central government transfer, PDRB per capita, population to routine and regional development expenditure. Data panels of all districts and cities (29 districts and 6 cities) since 2001 up to 2004 are used and the analyzing instrument used by pooled data with fixed effect model.The result of the study shown that central government transfer and the GRDP per capita positive and significant influence to the PAD, routine and regional development expenditure.Consumer price index has positive and significant influence to the PAD, and the total population only has positive and significant influence to the routine expenditure and has nothing to do with development expenditure.

The majority of road infrastructure condition is far from excellent. The implementation of 10% minimum compulsory allocation of vehicle tax to be returned for road and transportation sector is potential to increase road maintenance fund.The research purpose is to raise regional revenue sources of Semarang City which is worth to be earmarked and to be alocated for road maintenance. This research is using secondary data of 2008-2015 period and linear regression analysis with Ordinary Least Square (OLS) method. The result of research concludes that : 1) the sources of earmarking consist of : vehicle tax (PKB), fee of vehicle title transfer (BBNKB), and fuel tax (PPBKB). 2) the allocation proportion of each earmarking source for Semarang City road maintenancefor next five years are : 25% (PKB), 15% (BBKNB), and 15% (PBBKB). 3) the allocation proportion of each earmarking source for Semarang City roadconstruction for next five years are: 50% (PKB), 45% (BBNKB), and 45% (PBBKB).Â

Desentralisasi fiskal dan pelaksanaan otonomi daerah meningkatkan kewenangan pemerintah daerah untuk meningkatkan pendapatan mereka dan menjalankan fungsi alokasi dalam menetapkan prioritas pembangunan daerah. Desentralisasi fiskal dan pelaksanaan otonomi daerah diharapkan dapat meningkatkan persamaan perkembangan daerah, sesuai dengan motivasi pemerintah daerah untuk mengembangkan daerahnya berdasarkan potensi spesifiknya. Penelitian ini bertujuan untuk menguji pengaruh desentralisasi fiskal terhadap pertumbuhan ekonomi, dan inflasi di provinsi-provinsi di Indonesia. Analisis data dilakukan dengan menggunakan regresi berganda. Hasil penelitian ini menunjukkan bahwa, desentralisasi fiskal memiliki hubungan yang positif namun secara statistik tidak berpengaruh signifikan terhadap pertumbuhan ekonomi dan inflasi. Kedua, kesempatan kerja berpengaruh positif signifikan terhadap pertumbuhan ekonomi.

In the era of globalized demands readiness state or area to be able to compete. This study dug condition flagship cluster in Central Java that is industrial metal casting in Klaten Regency. Methods of analysis using qualitative and quantitative analysis (R/C Ratio; Analytical Hierarcy Process). Using primary data as well as secondary data collected from selected samples or related institutions. Those results found: (1) the actors cast metal Small medium enterprises (SME) efforts largely have joined in a group/cluster (2). Based on the analysis of the feasibility of the effort, all the effort in the area of the cluster of decent run because it has a value of R/C ratio is more than 1 (one) (3). Industrial cluster development priority scale cast metal are: marketing, production aspects, aspects of the infrastructure, institutional aspects, and managerial aspects.
