Abstract

ABSTRAKDalam beberapa waktu terakhir, variasi, frekuensi dan intensitas gerakan peralawan semakin kompleks. Terdapat ketidakadilan yang membuat masyarakat melakukan perlawanan seperti pada perlawanan masyarakat Luar Batang Jakarta terhadap kebijakan revitalisasi kawasan pesisir. Perlawanan masyarakat Luar Batang dikarenakan mereka menginginkan kampung ini tidak ditertibkan oleh pemerintah melainkan dijaga dan dilestarikan. Adapun tujuan dari penelitian ini adalah untuk mengtahui dinamika perlawanan masyarakat Luar Batang Jakarta terhadap kebijakan revitalisasi kawasan pesisir dan faktor – faktor yang mempengaruhi masyarakat dalam melakukan perlawanan tersebutMetode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik pengumpulan data yaitu observasi, wawancara dan studi dokumen. Informan pada penelitian ini adalah Aktor Perlawanan dari masyarakat Luar Batang, beberapa masyarakat Luar Batang yang terkena dampak kebijakan revitalisasi dan Kepala Bidang Pemerintahan Bappeda Provinsi DKI Jakarta.Hasil peneltian menunjukan bahwa perlawanan masyarakat Luar Batang adalah perlawanan secara tim (Team Work) terbagi atas 3 tugas yaitu mengedukasi masyarakat, mengumpulkan bukti surat hak atas tanah, dan membangun jaringan lintas sektoral. Dengan pembagian tugas tersebut tercipta 3 bentuk perlawanan masyarakat Luar Batang yaitu aksi massa, jalur hukum dengan memperjuangkan hak atas tanah, dan diplomasi. Adapun faktor – faktor yang mempengaruhi masyarakat Luar Batang untuk melakukan perlawanan adalah faktor hsitoris, agama, hak atas tanah, dan kebijakan yang dianggap merugikan masyarakat.Rekomendasi yang dapat diberikan untuk pemerintah adalah ketika dalam merumuskan, menetapkan dan melaksanakan suatu kebijakan harus melibatkan masyarakat didalamnya sehingga masyarakat mengetahui tujuan dari kebijakan tersebut sehingga meminimalisir konflik antara masyarakat dan pemerintah.Kata Kunci: Perlawanan Masyarakat, Gerakan Sosial Baru dan Kebijakan

Abstract

Indonesia has already implementing direct elections as many as four times since1999. Direct Election aims to choose the leaders of the country in accordancewith the will of the people through the system and the mechanism that has beendetermined. The political dynamics and non-state actors that participate in theelection on every few always changed. The changes occur is then affect the resultof votes at the General Election was held. As happened in the Pati District, theresult of the total votes for candidate for legislative election for members of theLocal Parliament of also experienced the movement since the Election 2004 untilthe election year 2014.The purpose of this research to know the image of a shift inthe attitudes of the mass political constituencies in the Pati District from theLegislative Election Year 2009 to the Legislative Election Year 2014, and to knowthe factors that cause a shift in the attitudes of the mass political constituencies inthe Pati District from the Legislative Election Year 2009 to the legislative electionyear 2014.The research method used in this writing qualitative research method.That is based on the primary data source the vote recapitulation data is thenanalyzed and supported by the secondary data which is derived from the interviewto voters in Pati district based on their experiences and knowledge.Based on the results of research can be known that in Pati is a shift in theattitudes of the mass political voter from one political party to the other politicalparties. A shift occurred from voice in the legislative year 2009 to the legislativeelection year 2014 almost happened in every sub-districts in Pati. The result ofthe existence of a shift in the sound affect the composition of the Legislativemembers of the DPRD Pati. While to know the factors that affect the changes inthe behavior of voters used the sociological approach, psychological, politicalrational, and dominant cognitive problems. Known factors that affect a shift in theattitudes of the mass political constituencies in the Pati district was divided intotwo factors namely common factors and special factors. Common factors consistof the influence of the mass media, Figure candidates and national leaders of theparty, the emergence of new parties, corruption cases that traps cadres ofpolitical party in the period of the reign of 2009-2014.Recommendations for further research, more deepen the cause of thephenomenon that is found in this research. Abstract

The research discusses evaluation of management parking in SimpangLima Semarang in order to improve effectiveness of management and receptionarea of parking lot. This research aims to identity implementation of managementof the parking in field with participation identifying roles parties involved andoutlining barriers encountered in the management of parking in area of SimpangLima Semarang.This research uses theories of Government Management according toSamuel e. Overman about application of management functions with new publicmanagement paradigm which mean that public management is interdisciplinarystudy of the general aspects of the Organization and is combination ofmanagement functions such as Planning, Organizing, and ControllingDepartment on one side, with the human resources, financial, physical,informational, and politics on the other. The methods used in this study i.e., mixedmethods, in which qualitative methods are more dominant than quantitative. Thisresearch uses descriptive type of case studies that attempt to describe a symptomin the field. With techniques of data collection in the form of interviews,observation or observation and documentation. Informants in this study wasDishubkominfo, Commission B DPRD Kota Semarang, and implementing asparking at Parking field.It can be inferred that parking policy planning has done well byDishubkominfo where management of the general curb parking in the area ofSimpang Lima refer to Perda No. 1 of 2004 on the Organization of the PublicStreet Parking and Perda No. 2 in 2012 about Retribution. However in themanagement field encountered obstacles in terms of less socializing, givenbehavior of interpreter that parking is not orderly, and existence of barriers tobenefit of the field coordinator who feel have parking lots. Parking managementis ultimately ineffective in the field have an impact on the acceptance of theabsorption area of the parking sector is evidenced by the realizable targetachievement never budget public curbside parking levy.Finally with this research expected street parking managementimprovements to achieve order and local revenue from the parking sector.

Abstract

AbstractBased on the diversity of culture, ethnicity, race and religion in Indonesia Thewriters interest to describe the mindset of the Chinese ethnic political participation. It isindicates highest legitimate authority by the people, measured from their involvement inthe democratic party (election). The results achieved in this study is to see the correlationof the socioeconomic level of the Chinese ethnic political participation in Semarangmayor election process (2010).The methodology research used by the author is quantitative descriptive research,in order to look at the relationship between variables. Data was collected throughquestionnaires method according to the number of samples. The results provide anoverview of data as a result of the overall conclusions regarding the overview of thesocio-economic level, to the level of political participation of Chinese ethnic.Results of this study shows that environmental factors and social status hasaffected their mindset to engage in political activities. The tendency of people choose toparticipate in a closed political, not following the political activities openly. They onlyparticipate by viewing and implement the system that has been determined by thepolitical elite. Abstract

AbstractEnvironment and natural resources is a gift from God Almighty shall bepreserved and developed ability to remain can be the source and support of humanlife and other living for survival. This study aims to determine how theimplementation of environmentalmanagement policies in industrial activity in thecity of Semarang according to local regulations Semarang City Number 13 Year2006 regarding environmental control and to determine the obstacles or barriersanything that happens in the implementation of environmental managementpolicies in industrial activity in Semarang city.This study took place in Semarang city government, because of the variousproblems that arise on the management, protection and environmental pollutiondue to the many industry sectors, as well as the community's role in it, often havea variety of interesting new problems to be studied further.The results showed that the implementation of Regulation mayor ofSemarang No. 5 of 2009 concerning Directive Implementing Regulation of theSemarang City Number 13 Year 2006 regarding Environmental Control has beenperforming well, having been through the process of delivering a regulation withthe right target, and then implementing these regulations in accordance with theduties principal and functions of the actors who play a direct role to implement aregulation. Impacts of air pollution motor vehicle can be prevented by theseelections is enough traffic away from population areas and reduce trafficcongestion. While the factors that inhibit failure of the community in thedevelopment and maintenance of the environment, internal constraints inhibitingthe realization of development. The progress of industry had a positive impactwheels society, but in reality progress industry not only had an impact on theinterconnected economy, but also the environment in which the companyoperates.Keywords: Activities Industry, Environment

Abstract

The title of this thesis is Equality and Justice Gender In Structural Position: Practice Study of Gender Equality and Justice in the Structural Position Head of Department in the City of Semarang. This background of research because of the emergence of the phenomenon where women served in the department head very slightly from year to year. Head of Department a structural position that can be occupied by women and men and have the same opportunities for structural department head positions. In article 62 of Law No.22/2009 of department is headed by a department head appointed by the regional head (mayor) of the civil servants who meet the above requirement proposed secretary regional. Government Regulation No.100/2000 amended by the Government Regulation No.13/2003 on structural position is a position that shows the duties, responsibilities, powers, and privileges of a civil servant in order to lead an organizational unit of the state. Local regulation No.3/2010 about structural positions mentioned requirement that the placement officer echelons II structure through Fit and proper test. With the existing regulations, women and men have equal opportunities and opportunities. But women still occupy fewer positions department heads. The problem formulation presented in this study is "What are the chances of women in charge of structural positions in the head office". The Authors in conducting this study is used descripitive analytic methods and techniques of data taken is interview, observation and documentation. Data processing is done by the model provide a list of interview questions, review documents and literature sources. From the results of the research are made known, the lack of human resources of women who are experts in the appropriate field and there are factors that previous leaders proximity.Key word: Equality and Justice, opportunities of women, and Head Of Department

Abstract

This Research carried out with the aim background knowledge management and allocation of funds for Excise tobacco results (DBHCHT) in Kudus District fiscal year 2010-2012. Funds for Excise tobacco results  (DBHCHT) is one of the fund given by the central government to the local government from the State Budget with percentage division based on the regional potential and a benchmark for PMK 84/PMK.07 /2008 and subsequent changes in PMK No. 20/PMK.07 /2009 about the use DBHCHT and sanctions on abuse of Allocation DBHCHT.This research uses two methods or that is a combination of quantitative methods and the method qualitative research method also called descriptive analytical mind. This research subject that is the parties involved in managing DBHCHT is The overall Regional Secretary Kudus Regency, Economics district Sanctuary and service agencies SKPD on that are involved in the management of DBHCHT. Technical data collection on an interview, documentation, literature and then analyzed through techniques examine, editor data, editing, presentation data in the form table and draw conclusions.This research that is technically allocation and management of the funds for Excise tobacco results  (DBHCHT)  in Kudus District fiscal year 2010-2012 if it is seen as a model guidelines based on the regulation of the Minister of Financial No 84/PMK.07 /2008 and its amendments No 20/PMK.07 /2009 was appropriate and quite well but effective and efficient in the use of the funds are still less optimal. From the result of the research found many obstacle faced by the manager of DBHCHT such as timeliness in the preparation, implementation, reporting, the clarity of the regulation is not appropriate for the conditions of problems in field.

Abstract

In the conduct of public services to the society, the most important thing that was supposed to take precedence in society is satisfaction in getting the service. Provision of public services in accordance with the standards of the public service is the process of excellent service to the community. Excellent service is the best service is given with emphasis on simplicity, speed, timeliness and compliance with the applicable standards to create a satisfaction to the public. The problems discussed in this research include efforts made in achieving excellent service and the factors restricting anything encountered in achieving the award of excellent service to the community at the service of the integrated permitting agency (BPPT) of Semarang City.This study uses qualitative research methods of evaluation. The focus of the study include: (1) efforts in realizing BPPT excellent service to the community, (2) inhibiting factors encountered in achieving BPPT providing excellent service to the community.Based on the results of the qualitative evaluation of the obtained research results and discussion that shows that efforts in the matter of permitting excellent service at BPPT of Semarang City there are still some obstacles. A variety of factors restricting that needs to be fixed, that is existence of the technical team was still in the service of the other departments concerned, the uncertainty of the time of the completion of permitting, infrastructure and facilities, the existence of scalpers who made the cost of licensing to be doubled, the processing of the file permission must still be out to departments related as well as incomplete files from the applicants.The process of excellent service is still far from what is expected by society. BPPT of Semarang City should have been stricter in doing the superintendence toward the scalper and get full pander in publishing of permitting so that giving services become more effective and efficient.

Abstract

Abstract:Plunging women into the political sphere demanding their active role in every activity in parliament. Similarly, women legislators in Parliament Semarang period of 2009-2014, they have roles and responsibilities as representatives of the people that prosper and giving a voice to the people especially those for the benefit of the group. Researchers using descriptive research method with qualitative approach, and using the method of collecting evidence through in-depth interviews, documentation, observation and triangulation. The results showed that the role of women in decision-making in Semarang City Council in the 2009-2014 period were minimal. Most of them admitted that in each meeting, the women do not dare to propose opinion or disagrees with male legislators. This because of lack of confidence and quality of women's knowledge politic itself. It can be said that women's participation in influencing a decision is passive. This was confirmed on the results of interviews which states that in every meeting women just attend and listen to the proceedings.Keywords : The Role of Women Legislators, Women Participation, Decision Making

Abstract

This research has a goal to identify the role of a farmer’s organization in the form of farmers owned enterprise in forming farmer’s autonomy after World Bank program assistance in Magelang Regency. It is attempted by FOE through the implementation of agrobusiness agriculture activity whether on farm and off farm. Case study that is used by researcher is FOE PT. Merbabu Tunas Mandiri in Jogonayan Village, Ngablak Subdistrict, Magelang Regency.The type of this research is descriptive analysis through qualitative research. The source of data comes from primary and secondary data. The determining of informant is done through snowball sampling method by determining two types of informant. First informants as the key informants consist of Manager of FOE PT. Merbabu Tunas Mandiri, and farmers. Second informants as triangulation informants consist of BPPKP Magelang Regency, BPTP Central Java, and Yogyakarta Leaf Organic Corporation. In collecting data, researcher uses two methods which are interview and literary study.The problem of the weakness of farmers organization which live and be moved from bottom is often as an obstacle for farmers in following up the government program, so that can not be denied that agriculture development in Indonesia is very slow because there is no following up for the program in society level. Through World Bank assistance program or it is known as Farmer Empowerment through Agricultural Technology and Information (FEATI) an effort for empowering farmers organization starts to be implemented through developing FOE as a form of FEATI contiuous.FOE PT. Merbabu Tunas Mandiri is a Jogonayan Village farmer’s organization which has a goal to increase farmers autonomy after the existing of FEATI through empowering agriculture agrobusiness system. Besides giving encouragement, FOE also gives supporting service for farmers like access service, baking service, agriculture technology implementation service, and information of government policy service. Through the efforts of FOE PT Merbabu Tunas Mandiri, the result shows that the farmer's condition in that area has directed to autonomy, eventhough there are still found many obstacles. In its efforts, FOE is regarded as a place for farmer's actualization, a place for implementing the agriculture technology, a place for absobing employee in rural area, a place for restraining profitable farmer's business activity, and moving the economic cyrcle in rural area.Keywords : FOE, FEATI, Encouragement, Farmers Autonomy, Agrobusiness.
