Abstract

Semarang city having broad areas 373,70 kilometers2 .With long coastlinewhich reached 13.6 kilometers, Therefore coastal areas in the city ofsemarang very has the potential to areas in additional or reclaimed that indoing in marina beach .In accordance with regional regulation which prevailat that number 8 years 2004 about layout of semarang city , marina area thatwill be reclaimed are allocated for the area building that support functionhousing .To education for example , sports , health and recreation .So , aimedas the area that support the common interests .The purpose of this research is to give evaluation or an assessment of policythe purpose of reclaiming the marina beach which accounted for target , aperiod of time the implementation of the , a budget and assessing how outputand outcome of these policies reclaiming the extent that was already carriedout .This research writer do research evaluation with the qualitative method. Thedata collected directly from the or source that deals with this research,obtained through direct interview with respondents.The interviewsconducted with a decisive manner of key person. Informants selected canprovide information that is relevant by research this is the associated withthe policy of reklamsi the coast of semarang, among others of bapeda,environmental board, of the city of semarang agency, works agency umun orbina marga, department of water resources management, among collegecompetent and community figures.Based on the research done reclamation are believed to have match to be thesolution the availability of land occupancy .This is supported to the city2semarang having long coastlines reached 13.6 kilometers , therefore coastalareas within the city of semarang potential to addition areas or reclaimed .Recommendations policy the planned reclamation, marina this is still feasibleto continue with a need of a revision of agreement policy itself , as a period oftime the implementation of the 75 year , and area on the agreement of 200ha ,or result reclamation , should be used for development tourism , industry andpublic facilities as the residential focus in the the city of semarang still asparse population .Keywords: evaluation , policy , reclamation

Abstract

ABSTRACTDistatisfaction and dissapoinment people of political party, became anopportunity for independent candidate. Independent candidate is a someone who runfor the regional head such as governor, mayor city or regent without supported bypolitical party and have to collect personal identity as much as four percent of thepopulation. At the Jakarta’s governor election in 2012, two of six candidate was anIndependent candidate namely Fasial-Basri and Hendarji-Riza. Faisal-Biem havegained 5% vote had beaten Hendaji-Riza dan Alex Noerdin-Nono who supported byeleven political party.Starting from that picture, this research aims to understanding the politicalstragies of independent candidate Faisal and Biem. The method for this study isqualitative method.Data was collected by in-depth interview with several informantwho represented and several document was obtained in the field. The analytical databased on interview results.Results of this study have shown that the political strategies of independentcandidate used several new inovations in campaignings such as Saweran (collectmoney from people), using social media, created JELITA or Jejaring peduli Jakarta(Caring Jakarta Network) who in charged collecting personal identities of Jakarta’speople. There’s several reason to explain why the independent candidate lose inJakarta’s governor election such as Lack of popularity and lack of clearly mass baseas well as political party.Keyword : Independent Candidate, Local Election, Political Strategies

Abstract

The number of games corruption in the recruitment of civil servants in theHoly District has encouraged the author to undertake the study, entitled Evaluation ofEmployee Recruitment Patterns in Kudus Regency in 2010.This study aims to identify and analyze patterns of recruitment in the HolyDistrict Government corruption-free as well as to identify and analyze the factors thatinfluence the recruitment process in the Holy District Government. The data wascollected through interviews and documentary studies at BKD Kudus and follow therecruitment of informants in Kudus Regency. This type of research is descriptiveresearch analysis. Descriptive analysis aimed to investigate in detail the activities andwork of humans and these results may provide recommendation for future purposesThe analysis showed that the pattern of recruitment Kudus less compliancewith BKN No. 9 of 2012 on guidelines for the procurement of the civil servant wherethere are indications of corruption. There are several factors inhibiting the recruitmentimplement, namely: leadership factors; factor rules and regulations; weaksupervision; factor low welfare of civil servants.Recommendations from this study are law enforcement and discipline of civilservants in order to eliminate the factors that become barriers BKD in carrying outthe functions and duties in the recruitment of civil servants.Keywords: Patterns of Recruitment and Employee.

Abstract

According to UU No. 32 of 2004 on Regional Government is expected to further enhance the ability of all levels of government together to manage and utilize the potentials and resources that exist, whether the potential social-economic communities, natural resources and government assistance. Kudus is one district that pro-investment in Central Java, by having as many as 13.659 UMKM in 2014UU No. 20 of 2004 on UMKM, the empowerment of UMKM itself was an attempt by the government, local government, businesss and society synergilistically. Conceptually UMKM mainly to do with the system itself is empowering UMKM. Empowerment success relies heavily on the participation of UMKM as actors and other stakeholders who as well and was intrumental in this development.

Abstract

PNPM Mandiri Perdesaan is a program to alleviate poverty by providing soft loans without collateral to poor households in order poverty in the area. This program is part of program development of the District Development Program (KDP) and expected to be a solution for poor households by providing venture capital and the development of survival skill independently in accordance to principle of community empowerment. Problems that occurred in the implementation emergence of issues in the group of beneficiary communities that resulted in the group cannot afford to pay installment loans such as in Gunungkidul Regency, where nearly 10% of funds raised by the government in 2014 and then payment jammed, thus the funds are difficult to develop and channeled back to the other poor households. Based on the research, there are several problems that occurred in the group of beneficiary communities, therefore they cannot pay the loan installments. It is from low quality of the human resources in managing grants and their business activities that caused bankruptcy. Awful control by UPK onfacilitators to the use of loan funds beyond the requirement proposed in the proposal and an atrocious verification system breed funds abuse by the group members. Eventhough the local government are not disadvantaged by no return of funds that have been introduced, but in term of reservation of government programs it is suffer losses because of the poverty alleviation program becomes constrained due to no return of loan funds provided to the public. Governments and relevant stakeholders should immediately make improvements in terms of support groups, system verification, and enforcement of sanctions to the troubled group. Abstract

PDAM Rembang (Rembang’s government water supply company) is the Regional Owned Company which was established to provide drinking water to the people of rembang with the quality and quantity in accordance with the standard set. As a regional company, PDAM Rembang often showed so many obstacles and problems in the past years. According BPPSPAM in 2010, PDAM Rembang was classified in healthy performance, otherwise it also included one of six of government water supply companies in Central Java which filed for bankruptcies due to lack of income. In the implementation of operational activities of public services in PDAM Rembang, it can be indicated that service quality is still low in terms of the distribution of clean water and the continuity of water to all customers.The purpose of this study is to find out what the dimension of tangible, reliability, responsibility, assurance, and empathy by Zeithaml (1990) is determining of public services quality at the Regional Water Supply Company (PDAM) Rembang . This study used quantitative research methods supported by tools of observation, questionnaires, and documents. The total of research samples were taken from 265 respondents which were drawn from 18.619 customers by using Table Cohen Manion and Morrison with some considerations, that an approximate population of 10.000, a 90 % the confidence level of the research, and an alpha of 0.1. Sampling technique used proportional stratified random sample (stratified proportional Random Sample). Then, the analysis of the data used Customer Satisfied Index (CSI) to determine the level of customer satisfaction.The results showed that the dimension of tangible, reliability, responsibility, assurance, and empathy by Zeithaml (1990) is determining of public services quality at the Regional Water Supply Company (PDAM) Rembang. From the calculation of the conformity level of the service attributes could be seen that the average level of concordance between performance and expectations of each service dimension, showed that tangible dimension has a suitability level of 89.09% indicating very satisfied, reliability dimension has a suitability level of 80.04% indicating satisfied, responsiveness dimension has a suitability level of 86.09% indicating satisfied, assurance dimension has a suitability level of 85.64% indicating satisfied, and empathy dimension has a suitability level of 86.12% indicating satisfied.Keywords: Public Service Quality, The Regional Water Supply Company (PDAM)

Abstract

The verification process of legislative candidates on legislative election 2014 in Semarang attracted a lot of attention in various circle enough. Verification is a gateway from search of qualified representative and clean from Corruption, Collution and Nepotism (KKN). Not only the political parties thah have to prepare everything for legislative elections. However, the election organizers such as the General Election Commission (KPU) should also show an attitude that cling to the principle of independence and professional.To determine the role of General Election Commission Semarang in verification of legislative candidates on legislative election 2014, the research using descriptive research method. These data were obtained from in-depth interviews as the primary data and some books as secondary data. Theory of the General Election Commission (KPU) and the theory of evaluation are used to ease in analyzing daa.Result of the research is the evaluation verification process of the legislative candidates on legislative election 2014 in Semarang basically already refers to the General Election Commission regulation No. 7/2013. But the implementation is not maximal. Because there are still problems that occur during the verification process, especially the problem of lack of socialization and establishment of DCS into DCT. So many constrains make the verification process has not been worked maximal that carried out by General Election Commission Semarang.Recommendation for next research is General Election Commission Semarang should be more cooperative and better coordination in improving the profesionalism and socializm that relate to what is the matters and needs that legislative candidates should know so that the verification process of legislative candidates can be maximal.Keywords: Verification, General Election Commission, Legislative Candidates

Abstract

The regional head and deputy regional head directly for the first time for the district Holy. The process of the election of the Holy regent and deputy regent has taken place on April 12 2008 Everyone knows, that is the Holy city of clove cigarette industry, a place where there are thousands of factories large and small cigarettes which give employment to the inhabitants. More than a hundred thousand people working in this sector. Most of them are as cigarette workers. The interesting thing is that in the This election their voices became seizure, even one candidate targeting him main, the pair Mansour As'ad and Agus Darmawan. This study aims to determine and identify the dominant factors affecting voter behavior cigarette workers in the implementation of direct elections in the Holy district. The process of data collection conducted through literature review, interviews, direct observation, then manage and analyzing the data with the results of a descriptive qualitative techniques. Based on the results of the study concluded that the first of the factors that affect voter behavior in elections Holy cigarette workers in 2008, the first row is a factor interpreter campaign or the campaign team. It is heavily influenced by the attitude of cigarette workers who tend to be passive in political activities, most of them are women, most of the time is used to work and they tend to not want to engage the conflict so that their voices of people who depend on surrounding.The second factor is the political incentives or grants or whatever. It is very closely related with a pragmatic attitude, they lack confidence in whether the elections will bring changes to the future for the better. The third factor is the identification of a candidate, they will select candidates according to behavior is good news and want to come and visit the community down. The fourth factor is issue campaign or candidate's vision and mission. Vision Mission and campaign promises of candidates that are too long will not be read, remembered and understood by the workers, campaign promises are practical and can be billed if laterelected more hit. The fifth factor is party identification, candidate of major parties such as PDI-P, Golkar, PKB and PPP has an influence as well known but solid party factor is more prominent, for they how the party would govern if care is not just incompetent. The sixth factor is the pressure group or pressure groups. Most of them are women and the lower class workers, who extremely susceptible to mobilization and pressure. At first, researchers consider the most pressure groups is the dominant union because the union chairman has a target, it turns out the workers are not afraid of dreaded union not a union but the company owner, while the owner of the company committed to neutral. Pressure groups are more dominant is the surrounding non-Sabet liberate their thinking and determine their own choice. Abstract

The reason why the writer focuses on this study is the political of Tionghoa in a structure of political party in kota Semarang period 2009 until 2014 there is an interesting phenomenon because Tionghoa joining in a political activities. Another condition, which tend to better in condition.The purpose of this study is that the writer would like to catch and to explain elite politics behavior of Tionhoa about the existence of this ethnic in managing Gerindra Party and PDI-P in Semarang. Beside, the writer would like to see the whether there is a correlation between political background of Tionghoa, its contribution and function in a political party, and also the problem found in organizing internal or external party of gerindra or PDI-P in SemarangThe method user by the writer is qualitative research, in term of snow ball method and structural interview guide as one of the technique in collecting data. The Writer gave his general poin of view as the result of the whole content of questionarries and analyzing interviewing as a method based on someone’s interpretation that give a real description of elite politic behaovior of Tionghoa in Semarang at this present reformation eraThe result of this study showed that Tionghoa elite politic joining in political party is a sociological base a the leader of those parties, family and friends support. The joining of political actor of tionghoa in social activity is still low. Tionghoa political actors in political structure are tend to economical side. Tionghoa polical actors should be able to see that politic is not only as someone’s side job but also a kind of serious duty and long term oriented to develop its potential function seriously when choosing the actors from their strategically position.Key word : elit Politic, Tionghoa, political party, political structure, gerindra and PDI-P
