Abstract

AbstractThe hotel tax is one source of income region has considerable potential .The management of the potential of the hotel tax will certainly impact on a good contribution to local revenue itself .Business growth rapidly in the city hotel of semarang supposed to be opportunities for enhancing local income tax sector in the city of semarang .It is certainly demanding more from Dinas Pengelolaan Keuangan dan Aset Daerah can dig in and keep potential of semarang city hotel tax .This study using methods descriptive quantitative .And the data via documentation and interview .The purpose of this research to find out the plan , processes and their performance as well as the driving force behind and inhibitors of in the implementation of the tax collection hotel in order to improve its contribution to the local revenue semarang city .Data obtained used to formulate recommendations as a form of an input in the sustainability of the election the hotel tax .Results in the field showed that, to be able to explore and recognize the potential as well as the need for taxpayers to provide hotel service and get maximum results in implementing the poll tax Dpkad semarang city faced with the decision-making process not in accordance with local regulation number 3year 2011 to maintain the existence of business hotels as a source of revenue . Despite the growth of tax revenue fluctuating hotel and not contribute greatly to the PAD but the result of the withdrawal of the last five years the hotel tax Semarang city fall into the category of highly effective.In an effort to improve performance in the implementation of tax withdrawal hotel in semarang city , recommendations that can be given is: government conducts updating data periodically to investigate potential and setting target every year .In the implementation of the management of the hotel tax it needs strict supervision , not only internally supervision or the employee performance , DPKAD also have to apply strict sanctions against prospective taxpayers who disobedient , the city government of semarang must also can create a business climate conducive , by means of improved security of semarang city economy so that business and tourism being increased so that many guests and tourists staying as well as utilizing hotel facilities and services inn in semarang city .The keywords: the management of the hotel tax, local revenue, performance

Abstract

One of the policies made by the local government of DKI Jakarta in terms of arrangements place and Guidance Micro Street Vendors stipulated in Governor Regulation No.33 of 2010. This policy is to support micro businesses a solution vendors in Jakarta by providing infrastructure and facilities for micro enterprises vendors on possible locations and temporary which aims to provide legal certainty for the businesses vendors on the site. The initial concept of these policies arise from local government of DKI Jakarta which considers that in order to develop micro-enterprise vendors as services trade which quite large to absorb labor as well as to prevent a negative impact on utilization of city infrastructures, social facilities and other public facilities. Therefore these policies is expected to reduce rate of growth vendors and provide legal certainty to micro businesses vendors and can develop the business sector with the guidance provided.This study aims to analyze implementation the Governor Regulation No. 33 of 2010 concerning Setting and Guidance of Micro Street Vendors by local government of DKI Jakarta in guided location Meruya Ilir, West Jakarta.and see the factors inhibiting and supporting policies that affect the success of implementation the Governor Regulation No. 33 of 2010. As for analyzes using ndicators proposed by George C Edward III. The type of this research is evaluation research policy implementation using qualitative and quantitative approaches. The location of this research is in the location Guided Meruya Ilir, West Jakarta. Technique of information sampling is using purposive sampling and data collecting technique use interview and document analysis.The result of this research shows that Implementation of Governor Regulation No. 33 Year 2010 concerning arrangements place and Guidance of Micro Street Vendors in location Meruya Ilir can be said have not been good enough. This is because the implementation of Governor Regulation No. 33 Year 2010 wasn’t optimal. Implementation driving factors of Governor Regulation No. 33 Year 2010 concerning arrangements place and Guidance of Micro Street Vendors in Guided location meruya ilir among others Implementor Communications, Financial Resources and Dispositions. The factors that become an obstacle in this Governor Regulation are Communication implementor of the target group, Human resources, and bureaucratic structure.The writer recommend are: (1) Increase the number of locations or business area allocated the Guided (2) The location management unit should increase energy human resources in order to achieve a consistent coaching and good supervision function (3) Implementor role should be optimized in their communication and dissemination to the target group these policies.

Abstract

Bantar Gebang TPST as a garbage processing facility in Bekasi which is now owned by DKI Jakarta has positive and negative effect for social change in Bantar Gebang area. So this study aims to analyze what are the social impacts negatively and positively felt by residents living in the TPST area. For that writer analyze by using social change theory of Selo Soemardjan and seen from scavenger point of view and society in TPST area in Sumur Batu Village that feel impact from TPST. The result of this research is not only the negative impact of TPST, but also the positive impact is known by the author when doing this research.This study used descriptive qualitative method. The type of descriptive research is the problem solving procedure studied by describing the subject / object of research in accordance with the facts and about an ongoing process in the field. In obtaining the data, researchers conducted an interview on the Bantar Gebang TPST and the residents who became scavengers and residents who live there. The result of the research has been done not only the positive and negative side of Bantar Gebang TPST, but the writer also found that the takeover done by DKI Jakarta to take over Bantar Gebang TPST. Take over is also changing the economy, environment and social in the Village Sumur Batu Bantar Gebang Subdistrict. There are many good changes when managed by DKI Jakarta such as increased compensation money.The writer's suggestion for DKI Jakarta is to pay more attention to the affected communities of Bantar Gebang TPST because there are still many who have not been recorded yet to get the compensation promised by DKI Jakarta, and assist them in the management to get the right.Keywords: Bantar Gebang TPST, social change, scavenger, impact of TPS

Abstract

ABSTRACTThis study aims to determine the voting behavior in the Police family during Central Java Governor election 2013. This study used qualitative of research methods. Techniques of data collection using semi-srtuctural interviews that use open-ended questions, based on the interview guide. Abstract

Model manajemen bencana dewasa ini berfokus pada upaya pengurangan resiko bencana (mitigasi bencana) bukan sekedar pada usaha tanggap darurat. Kabupaten Magelang merupakan wilayah yang sangat rawan bencana, terutama bencana erupsi Merapi. Perlu sebuah penanganan khusus karena Merapi selalu aktif dan akan memenuhi janjinya. Berkaca pada erupsi Merapi pada tahun 2010 yang sangat kacau, dimana pada waktu para pengungsi tidak tahu harus mengungsi kemana. Sehingga yang mereka lakukan adalah lari sejauh mungkin dari zona rawan bencana. Beberapa bahkan sampai lari mengungsi di luar kota hingga ke Sleman dan Semarang. Keadaan pada waktu sangat tidak terorganisir, warga Desa Ngargomulyo merasa tidak ada yang mengayomi sedangkan dari pemerintah Desa Ngargomulyo tidak tahu kemana saja warganya mengungsi. Bahkan beberapa posko pengungsian melebihi kapasitas penampungan karena jumlah pengungsi yang berdatangan diluar perkiraan yang berimbas pula pada ketidakmampuan relawan menyediakan fasilitas dan logistik. Belajar dari kekacauan tersebut maka dibentuk model penanganan bencana dengan model sister village yaitu satu desa rawan bencana akan diarahkan mengungsi pada satu atau beberapa desa yang menjadi penyangga mereka. Dalam model ini Desa Ngargomulyo menjalin sister village dengan Desa Tamanagung. Sehingga pada waktu simulasi penanganan bencana erupsi Merapi, warga Desa Ngargomulyo memiliki arah yang pasti dalam mengungsi. Pengungsian lebih terorganisir, bahkan penyediaan fasilitas serta logistik dapat disipakan secara akurat melalui sistem pendataan kedua desa. Warga akan merasa aman dan nyaman karena mereka bersama-sama mengungsi pada tempat yang jelas sudah disiapkan bagi mereka. Bahkan aktivitas pemerintahan Desa Ngargomulyo dapat tetap aktif di Desa Tamanagung. Sehingga sistem sister village merupakan model penanganan bencana yang tepat dilakukan di Kabupaten Magelang.Kata Kunci : Sister village, manajemen bencana, erupsi Merapi, Kabupaten Magelang

Abstract

ABSTRACTAnalysis of government policies Purbalingga it on the plasma industry hair and falseeyelashes Purbalingga case studies Subdistrict Pengadegan in 2005-2015 has the aim to find outwhy the selected pattern hair industry plasma and false eyelashes in Purbalingga, knowing howto develop the plasma industry and knowing how the plasma acts as a forum for communityempowerment.Methods in this research use qualitative research with the main data types are the wordsand actions. Sources of data obtained derived from primary and secondary data. To search forinformants in this study is conducted with a purposive sample (making intentional) and snowballsampling (sampling through the help of key informants to identify the source of the nextinformant who is still involved in the research). Techniques for collecting data later usinginterviews, observation and documents.Interim findings in this study is nothing law that regulates the implementation of industrialplasma hair and false eyelashes. The condition causes there are two patterns in theimplementation of plasma in the Subdistrict Pengadegan. The second pattern is the pattern ofsuch branches and collector pattern. There is a loss and the benefits derived from the twopatterns.The results of this study are expected later can be beneficial for the government as a policyevaluation, for the people especially those plasma workers to be motivated establish industrialenterprises hair and false eyelashes.Keywords: Government Policy, Plasma Hair and Eyelashes

Abstract

The title of the background of writing a thesis this is because one of the water sources that is in the earth and can be utilized for everyday needs is ground water. To protect the existence of ground water from the exploitation of water, and to augment pad District Blora and implementation of the water tax.Ground water tax is compulsory contributions to the regions having the character of force based on the law by not rewarded directly and in use for purposes related to the region of the welfare of the people.Tax is impact on a source of income an area.The study is done to know about the evaluation of an implementation of regulation number 9 2011 about the tax ground water District Blora 2011-2012.Methods used in this research using a method of mixed (between a method of qualitative and quantitative methods). An informer in this research is governments Blora dppkad, represented by the head the head of revenue; employees Dppkad, commission, council members b and respondents from society as taxpayers ground water as many as 30 people.The technique is through a questionnaire, collecting data observation that is done with the election of respondents had to use techniques the withdrawal of samples sistimatically, an interview with the technique of snowball, deep as well as by examination of the validity of technical data.The result showed the result of the implementation of perda ground water tax has been good enough.The implementation of this is highly dependent upon the allocation of capital the quality of its human resources, their working bureaucracy, regulations that exist and the role of local government. A factor of impediment to implementation regulations among others: roads, SDM that is still low, natural2resources limited, socialization less, and the imposition of tariffs that is too high.Although realization it can be a bit when compared with the implementation of perda other taxes namum parties dppkad everlastingly increase pad of the ground water every year.Recommendations for the next research the government at regular intervals must do evaluation or polled on the implementation of perda ground water tax in the county of Blora this to the people the government must provide training as well as improve education for officers dppkad implementor, as parties formed dept. of the need for a new, specifically deal with a problem income throughout a county Blora.Keyword : regional regulation, ground water tax, Dppkad District Blora

Abstract

Corruption has been exsited in Indonesia since long time ago and become a hereditary tradition from Orde Lama, Orde Baru, up to this present Reformation Era. Corruption in this country has reached epidemic level and threatens this nation, which is why cleaning up the enroot culture of corruption is needed, starting from the morality, behavior, and bureaucracy that might influence us to do something corrupt. The reasons for corruption are vary. Corruption is often attributed to the low salary, the wish to gain a lot of money in just a short time, and the influence of others, or even ourselves. Many efforts have been made by previous government and people to put a stop to it.Indonesia's Corruption Eradicaton Commision (Indonesian: Komisi Pemberantasan Korupsi, abbreviated KPK) is a government agency established to fight corruption. There is also a lot of Non-governmental Organizations (abbreviated NGO) that operate independently of government which has been recognized by Indonesian citizen and government itself. The spirit of "Good Governance, dare to be honest is cool" and stiff penalties that await are hoped can reduce corruption to the barest minimum. Corruption is not only performed in national scope, but also in regional scope. There is a space within our regional autonomy which gives every region its own freedom to manage, build and develop its own region.Salatiga has been spotted because one of local important figure that conducted corruption. The project of Salatiga Ring Road has been corrupted for campaign fund of one of the candidates of the mayor of Salatiga, and using that money he is now sitting as the mayor of Salatiga. Non-governmental Organization and local government took part in solving the corruption, with the help of Financial Investigation Bureau of Indonesia (Indonesia: Badan Pemeriksa Keuangan, abbreviated BPK) and the people of Salatiga.

Abstract

Poverty  happens in many areas  in  Indonesia  is  a classic  problem, as poverty will trigger a crime or criminality,because indeed human resource needs to survive  hence the  need for  training and the coaching job for the community.Work Practice UNIT BLK formed Government in effort to overcome poverty and unemployment in the Semarang City with infrastructures and training  places to get skills or who want to deepen their expertise in their fields . This research is a policy studies analyzing the effectiveness of  UNIT  BLK  and  efforts made Semarang Government in running the training program with qualitative descriptive  methods. This research was conducted in Semarang City, Central Java. With the techniques of data collection through interview  and documents.In the implementation of a training program  in  UNIT  BLK  Disnaker  Semarang city researchers found factors that affect success rate of good facility or infrastructure in the process including job training efforts that have been undertaken by Governments. As well as the researchers found effectivity variables of an organization that has not been fulfilled and affect the effectiveness of an organization. Especially in these research, findings one is the lack of permanent trainers and training material that have not been in accordance with the times, which need the ability and expertise to continue to increase. Recommendations of researchers need to  immediately  recruit  instructors  remain and have been officially  training as well as the need to enhance cooperation  with  private parties both companies and so on, in order to improve the learning  material  that suit the market needs, as well as the training of graduates who have  made the standards of  good competence. Abstract

Micro, Small and Medium Enterprises (MSMEs) themselves are an important part of the economy of a country or region, not least in the city of Semarang itself. Semarang City is one of the big cities in Indonesia which is the capital city of the Central Java Province. Semarang itself is often known as an industrial city, trade and services. The city of Semarang itself is the capital of Central Java Province where this big city has a lot of potential based on its geographical and historical location. Semarang has a batik "Semarangan" which signifies the characteristics of the city of Semarang so that it can be said is one of the potential of the city of Semarang.Semarang city government itself has considered Semarang batik as a superior product of Semarang City because of its motifs and patterns that describe the city of Semarang itself, so that semarangan batik products are only found in the city of Semarang. This has also been included in the OVOP (One Village One Product) program in 2012 which means that Semarang batik has been considered and recognized by the Semarang City government as one of the superior products of Semarang City.In conducting research, researchers used descriptive qualitative research methods, this descriptive qualitative research aims to describe, record, analyze and interpret conditions that currently occur or exist. In other words, this qualitative descriptive study aims to obtain information about the existing conditions.The results of this study indicate that the role of government in empowering MSMEs in Semarang City's Bubakan Batik Village here, represented by the Semarang City Office of Cooperatives and MSMEs, has carried out the role of facilitator, regulator and catalyst, in its implementation according to the indicators. maybe and ready to facilitate, but there are still problems that occur because there is still no synergy between related agencies involved in empowering MSMEs and there is still no good communication between the agencies related to the UMKM actors themselves, plus the roles and responses of actors The UMKM itself is still not good at welcoming the efforts of the Semarang City Government.Keywords: MSMEs, role theory, empowerment indicators
