Abstract

Semarang as the capital of central java is one of big cities in indonesiawith a population of as many as 1.765.396 lives in 2015 area 373.67 km2 andthe more rapidly with the emergence of housing only , apartment , restaurantand hotel .The state of do not possible that would be triggered dispute andconflict land within the city of semarang .In 2010 legal aid institute ( LBH )noted be more than 10 thousand hectares land in central java contested.Covering land was split in 46 cases land dispute. In comparison further ,2009 there are 42 land conflicts with broad 10.587,18 hectares. While datafrom a consortium of agrarian reform ( KPA ) central java show , along thisyear there are 163 conflict of agrarian affairs in the city of semarang with thenumber of people or farmers who became the victims were killed by a bombthis conflict reached 22 people .From the data kpa , agrarian conflict thathappened in the year 2011 involving 69.975 heads of household by the area ofthe space conflict reached 472.04 hectares .Of 163 conflict of agrarian affairsin 2010 , the details are 97 cases in the plantation sector , 36 cases in theforestry sector , 21 cases in the infrastructure sector , 8 cases in the miningsector , and 1 case in the region of fish-ponds or coastal and it is notimpossible that will increase again if not addressed .The purpose of this study is to find the role and strategies nationalland agency ( BPN ) the city of semarang as one of government agency in adispute case , conflict and matter land .The data collected directly from theor source that deals with this research , obtained through direct interviewwith respondents .The interviews conducted by determining key person.Informants selected can provide informants relevant to this research is2pertaining to role of government in a dispute case of land the city ofsemarang the national land agency ( BPN ) the city of semarang.Based on the research done the role of bpn in a dispute case of land itcan be seen that they are implement accordance with the procedure that is.Can be seen from the way they resolve the case of between siti part withn.v.bow & amp; cultuur mastechappij karangaju now changed its name intopt .Construction company and plantation karangayu .The strategy took bybpn the city of semarang effective over the result of startegi it is there are thenumber of cases from year 2012-2014 there are 1039 a disputed case land inthe city of semarang .Of 1039 a disputed case land in the city of semarang ,that were settled by bpn the city of semarang as many as 646 a case or 62 %.Keywords: role , strategy , land conflict

Abstract

The general election as the Democratic Party carried out throughout Indonesia including Jepara Jepara is a small town located in the northern part of Central Java with a majority muslim population and the socio-cultural circumstances has spelled out that it was written so as to make the State of the political situation is somewhat different from other areas. Proven PPP which is the Islamic party managed to become a strong party in Jepara. Elections in the postelection reform Jepara always won by the PPP from year to year, but winning the election for PPP in coupled with the number of votes the PPP also getting down at each election. In the current study focused on researching the factors causing the decline of anything from year to year the PPP vote, whereas historically the PPP has a lot of followers and Jepara Regency has socio-cultural islam. In this study, the author uses qualitative research methods are analytical, descriptive, using the technique of purposive sampling techniques the taking of the sample that is where researchers choose informants deemed relevant and knowledgeable which is a representation of the problem being studied. Engineering data retrieval using in-depth interviews with the informant, and secondary data with reference data written, and other data that support. Upon the decline of the PPP vote results is the existence of a multi-party system, the system elections is fickle, and less internal conflict over the activities of the party, the shifting behavior of voters, to political money. The factor that makes the sound of PPP Jepara Regency decreased. Advice that can be given to increase the back the sound of PPP is to ways to improve the cadre recruitment by rekruitment cadres who have the loyalty and spirit of the PPP, in addition diadakanya regular meetings need to be consolidated between the present cadres down to over PPP cadres so as to make the more powerful.

Abstract

ABSTRACTThis research is motivated by the researchers' concerns about drug abuse among students and students in Semarang City. The high case of narcotics abuse becomes a special attention for the Government which is also very attention to the public in the city of Semarang. Even considering its importance, the Government is calling for an emergency state of narcotics. Therefore, the Government's strategy to overcome drug abuse in accordance with the provisions of Law no. 35 Year 2009 on Narcotics is expected to be able to overcome the problem of Narcotics that occurred.The method used in this research is qualitative research method with descriptive-analysis approach. The purpose of this research is to obtain data on the Government's strategy in overcoming drug abuse among students and college students in the city of Semarang. Assessment and analysis based on interviews and literature studies from reliable sources.The results of this study indicate the strategy of prevention, eradication and rehabilitation of drug abusers among the Students and Students in Semarang City designed by BNNP Central Java is not fully running as expected, so can not reduce the case of drug abuse significantly Based on SWOT analysis it can be known explanation in more detail. And therefore, the Government's role in protecting its citizens from the dangers of drugs should be further enhanced through the optimization of the BNN function, the refinement of the P4GN strategy, and the empowerment of the community, especially for the young generation of the nation's successors, so as to create noble ideals of Indonesia free of narcotics. Keywords:Drug Abuse,P4GN Strategy, Prevention, Eradication, Rehabilitation.

Abstract

ABSTRACTThis study was conducted to explain the results of an evaluation The Development Program ofJohar’s market, Bulu’s market, and jatingaleh’s market which held by Semarang Government’s city,Semarang city council market, UPTD johar’s Market, UPTD Bulu’s Market and UPTD Jatingaleh’sMarket within period of 2009-2011. The Program motivation start by increasingly the poor quality oftraditional market in Semarang. The purpose of this program is to restore the functions of traditionalmarket into a modern semi market that clean, safe, comfort, and tidy.In order to explain the evaluation of implementation, management, and accountability fromthis development program of Johar’s market, Bulu’s Market and Johar’s market, the research is usingqualitative method. The subject of this study is semarang city council market, UPTD johar’s Market,UPTD Bulu’s market, UPTD Jatingaleh’ market, as well as consument and the owner of the stall/ kioskin each market. The data collection method such as interviews, observation, document investigation,and questionnaires using random sampling method.The result of this Research explained in 2009, Goverment city together with Semarang citycouncil market, UPTD Johar’s Market, UPTD Bulu’s market, and UPTD Jatingaleh’s market formedthe Development program for various traditional markets such as Johar’s Market, Bulu’s Market, andJatingaleh’s Market. This Development program increase positive results including Building renovationto previous functions. In line with the holding of this program, there are some obstacles in theimplementation of this program, they are lack of interest from the owner to support and participationfor this development program, moreover the constrained funding allocations intended for theconstruction of Johar market. Meanwhile, The society strongly agrees with the Development Programfor Johar’s Market, Bulu’s Market, and Jatingaleh’s market.It is rerecommended for future research to prepare adequate funding before starting theimplementation of development program for Johar’s Market, Bulu’s Market, and Jatingaleh’s market .So that, the results achieve maximum point and to fulfill customers wishes for comfort, save, clean, andtidy’s traditional market.Kata kunci : The Development Program, Tradisional Market, Johar’s market, Bulu’s market, andJatingaleh’s market

Abstract

Public services, especially health services still have a lot of obstacles and barriers mostlyon the quality of the service given. Public service organizations that have an interest in accordancewith the basic rules and procedures have been established. The paradigm emerging during the publicservices management tends to be more directive and focusing only on the interests which indicate afield fact that there is deficiency in the performance of health services in health centers (Puskesmas).Based on that fact, the need of evaluation on performance of health service in health centers is amust. Health centers as one of government agencies which play role in delivering health services tosociety must be able to meet people's satisfaction on their needs of health services.The objectives of this research are to evaluate the performance of health centers publicservices in Semarang and to find out the problems encountered also the factors supporting theirperformance there. To strengthen and achieve the objectives of this study, evaluative method isbeing used. The prosedure of data collection is by spreading questionnaire to and interviewing bothproviders and recipients of the heath services in the health centers, or in this case the visitors, healthworkers, and related agencies in Semarang Health Office. In addition, to support the completion ofthe needed information, related data and documents are also being used.The result of the research shows that from overall user satisfaction indicators of healthservices in health centers, 56.93% survey respondents stated that the services is very good, 38.57%stated that services is good, 4.63% stated that is poor and 0.14% stated that the services is not good.The result also shows that the problems encountered on the process of delivering health services inthe health centers are the lack of personnel officer and readiness, lack of facility and infrastructure,slow medical treatment, less understanding and knowledge of the visitors and lack of medicalsupplies.

Abstract

The importance of political participation which does not discriminate where people are can be shown in the political participation of the convicts in women’s correctional facility II A Semarang in mayor of Semarang election. The background of this research is the political participation of the convicts in mayor election. Research type that is used is qualitative – analytic descriptive, a method that tells and paraphrases the available data. The purpose of this research is to explain the political participation of the convicts inside and outside the correctional facility in the mayor election based on the facts found during the research. However, with all the limitation, the convicts were willing to participate in the mayor election and understood what political participation was. Limited information did not diminish the enthusiasm of the convicts in the election process. This should be watched by the government in order to equalize the right of the society to get information. Socialization and guidance needs to be given by the government to increase the quality of political participation of the convicts inside the correctional facility. Abstract

ABSTRACT Diversification of food consumption is an attempt to cultivate food consumption patterns are diverse and balanced in the amount and composition sufficient to meet nutritional needs. Decree No. 20 Year 2010 on Food Consumption Diversification Acceleration Policy-Based Local Resources in Kudus is one of the government's efforts in implementing food consumption patterns are diverse, nutritious, balanced and safe to the public. In a broad sense the implementation of the policy is a way for a policy can achieve its objectives and bring results, as expected.The research method used in this study the descriptive research method with quantitative-qualitative approach to research that aims to describe and interpret the research object in accordance with the reality, and to develop theories and phenomena are interrelated.In the implementation of the policy of diversification of food consumption based on local resources in Kudus, has been carried out properly and in earnest since 2011 and received an award from the Ministry of Agriculture as one of the 50 districts / cities that have implemented P2KP best version of the Ministry of Agriculture and grown steadily every year, The implementation of the P2KP policies supported by the socialization, coaching, and counseling is done by executing competent, and can not be separated from the support of the people who actively participate in each program. Based on the research, there are obstacles in the implementation process of policy implementation P2KP is the total lack of executive experts, coordination among the implementing competent with implementing a junior less, and the results achieved have not been in line with expectations due to the consumption patterns of grain / rice still dominates, but the decline annually from 2011 to 2014.The implementation of policy implementation accelerated diversification of food consumption based on local resources in Kudus, it can be said that the role and support of the government has been optimal, but changing patterns of food consumption will be grain/rice as a staple food is hard to diverted. Abstract

ABSTRACTVillage elections for villagers is an important vehicle for them, because their fate is determined ahead of their chosen leader directly. Therefore, the villagers always expect the leader or head of the village who can lead well for the future. Political participation of the community is vital in a democracy. In the broad sense of political participation is citizen involvement in all stages of the policy, ranging from the time of making a decision until the assessment decisions, including the opportunity to participate in the implementation of the decision. The research method used in this study the quantitative research method is a systematic scientific research on the parts and phenomena and their relationships, which aims to develop and use mathematical models, theories, and hypotheses are mutually linked.In Batursari Village Head Election 2013, the participation of rural communities Batursari very high. This is not out of any money that is used as a political motivation in choosing the head of the village community. Political money itself has become a cultural village Batursari. Culture of money politics can not be separated from poverty, mentality, and culture of the village head is seen sorting event in getting the additional money. This suggests that the influence of money politics.Batursari rural community participation in Pilkades in 2013 Based on the study the majority of people make their choice by measuring the amount of value for money provided by the village head candidate. Not seeing the vision, mission and capabilities of the prospective head of the village. Of what is happening in the village Batursari Pilkades implementation in 2013 could be argued that the politics of education received by today's society is still lacking, especially for those in the middle to lower economic level. Abstract

The attendance of national project’s plan of cement factory construction in Sukolilo, Pati, causes pro-contra reaction in a group of civil servant and in the society that located in the near with the factory location, limestone and clay soil mining. This research is to analyze the conflict between the company and society toward the politic, economic, social, cultural and environment impact that may arise caused by the cement factory construction.This research uses descriptive analysis approach, to illustrate a conflict phenomenon, and aimed to explain it specifically. In collecting data, the writer uses qualitative method by deepen interview. In choosing the informant the writer uses snowball technique or continually asking the information to the people that has interviewed or contacted before until the writer gets enough information.The result of this research shows that the conflict arise caused by the differences of opinion between pro and contra group toward the construction of cement factory’s plan in Sukolilo region, as one of the regions that prioritized in having the raw materials for cement with a good quality. Because of it, the investor interested to exploit the karst soil that contained in Kendeng mountain. In that conflict, not only caused by among the group of society and project initiator but also with the Pati government.Each of the attitude from pro or contra group is influenced by social, politic, economy and culture aspects. The contra group’s attitude appears because of the anxiety about the uncertainty of economy impact like work opportunity, business chance, and prosperity. Besides that environment issue become an important reason, the anxiety of water source missing, sound pollution (noisiness) and also air pollution that have an influence to the health. For it, the natural resource usage that managed by districtgovernment must do in fair and harmonious way. If not, conflict will be happen. In sociocultural way, the society don’t want a transition that influencing social and cultural systems. While, pro group will give support to the investor continuously so that the investor can build cement factory in Sukolilo sub-district that aimed to use Kendeng mountain’s karst soil as the cement raw materials and also can give a job opening to the citizens who live arround the applicant of factory, so that the positive impact from the region construction can make the prosperous society.Keywords: Conflict, Region Construction, Impact

Abstract

AbstractRevitalization is one way to maintain the old buildings that still maintained its authencitiy. Therevitalization must have positive and negative impacts. Positive impact of revitalization,among others caring for the building in oder look more beutiful, and negative impactscompromising the surrounding community. In the revitalization of the harness there must beconflict steakholder.This research, Dualism view point kepatihan revilization (Ssuryatmajan road corridor) aimsto determine the causes of differences between civil society and kepatihan office. In addition,it is also explain what efforts were made Kepatihan to handle the conflict. This research usesqualitative research methods with techniques of data collection through in-depth interviews(depth interviews) and analysis of documentation.The results showed that the social conflict in Revitalization Kepatihan Office forest happenedsince colonial times untill this time is caused by some factors. Social conflict is caused by fourfactors: differences in perception, differences in interests (economic), changes in values andrecognition of land ownership. Kepatihan has done a variety of ways to resolve and reduce theconflict, such as socialization of Revitalization, education Sultan Ground, providing supportand so on. Based on the result, this research recommends some alternatives for conflictresolution, through a collaborative approach with open communication with the public space,management of forest resources are more participatory, improving the quality of humanresources, and strengthening the management of organization.Keywords: different view, different interest, conflict resolution.
