Abstract

Abstrak— IT Balanced Scorecard adalah suatu teknik dalam pengkorelasian tujuan perusahaan dengan teknologi informasi supaya dapat memberikan nilai di suatu perusahaan. Pembuatan model IT Balanced Scorecar pada penelitian sebelumnya memperlihatkan bahwa terdapat pengaruh yang signifikan pada antar perspektif. Pengukuran IT Balanced Scorecar pada divisi Government Complaint handling dilakukan pada penelitian ini terutama pada bagian Solution, Delivery, dan Assurance PT XYZ. Metode penelitian yang digunakan adalah pengukuran berbasis COBIT 2019 yang berisi metrik alignment goals guna memperoleh data yang sesuai supaya dapat diukur. Pada pengukuran menggunakan empat perspektif: corporate contribution, costumer orientation, operational excellence, dan future orientation digunakan sebagai landasan dalam pengukuran IT Balanced Scorecard. Data yang diperoleh kemudian diolah sehingga menjadi data yang dapat dianalisis dalam hubungan dan kesenjangannya. Hasil yang didapatkan berupa hubungan dan kesenjangan yang terjadi dari keempat perspektif dan unit yang bersangkutan.Kata kunci— IT balanced scorecard, COBIT 2019, metrik alignment goals.

Abstract

Abstrak-Teknologi informasi (TI) penting bagi perusahaan sebagai support system dalam mengukur kinerja bisnis, efisiensi dan efektivitas untuk mendukung operasional perusahaan. Balanced Scorecard TI (BSC TI) merupakan alat ukur teknologi informasi perusahaan yang memiliki empat perspektif yaitu Corporate Contribution, Customer Orientation, Operation Excellence, Future Orientation. Kerangka kerja yang digunakan untuk menunjang pengukuran BSC TI yaitu framework COBIT 2019. COBIT 2019 merupakan framework yang menyediakan pedoman pengukuran kinerja serta evaluasi terhadap implementasi teknologi informasi perusahaan. Pengukuran BSC TI dilakukan pada unit Incident Management Top 200 di PT XYZ untuk mengetahui implementasi pengukuran kinerja divisi. Identifikasi metrik pengukuran perspektif BSC TI didapatkan 13 metrik yang tertuang ke dalam masing-masing perspektif dengan 4 metrik pada perspektif Corporate Contribution, 2 metrik pada Customer Orientation, 5 metrik pada Operation Excellence, dan 2 metrik pada Future Orientation.Kata Kunci - balanced scorecard TI, COBIT 2019, alignment goals

Abstract

Abstract-Information technology investment refers to the complete life cycle costs of all or a portion of an IT project, including ongoing expenses incurred after the project or system has been put into place. An IT-based corporation, PT XL Axiata, served as the case study in this study and the research topic. The goal is to determine how IT investment value affects the success of PT and other information technology-based businesses. OneXL Axiata. means that the organization has increased the amount of IT investments that it has made. From XL Axiata's annual report for the period of 15 years from 2006 to 2020, the data used for this study was derived. The Equity variable (K), the Manpower variable (L), and the TI capex variable (I) are the variables used in this study. With the help of multiple linear regression and nonlinear regression techniques, this study's Cobb Douglas production function was examined. After doing the research, findings were acquired utilizing the multiple linear regression method since the difference was found to be 0.05% close to the actual value of income. Additionally, the research utilizing the Cobb doubleglass production function yielded a value of 0.378 for the IT investment made by Bank Mandiri over the course of the last 15 years. With a TFP value of 2433,328 > 1, the investment value has a high productivity.Keywords- cobb douglas, IT Investment Value, XL Axiata, SPSS, Regression.

Abstract

In the contemporary landscape, technology holds pivotal significance across diverse domains, including academia and industry. The Faculty of Industrial Engineering at Telkom University faces challenges in optimizing the value derived from its IT investments to meet evolving market demands. To address this, IT governance methodologies are essential, ensuring effective and secure IT utilization aligned with strategic objectives. This study investigates and evaluates the IT delivery value process at the Faculty of Industrial Engineering, Telkom University, using the COBIT 2019 Domain APO04 framework and LAM INFOKOM standards. Data collection involved primary interviews and secondary document analysis. The analysis revealed gaps in assessing emerging technologies and recommending further initiatives. Recommendations span people, process, and technology aspects, aiming to enhance technology evaluation procedures and documentation. This study provides insights into effectively leveraging IT to achieve the Faculty's objectives and enhance decision-making quality.

Abstract

This study examines the application of the COBIT 2019 framework within the Faculty of Industrial Engineering at Telkom University, specifically focusing on the Monitor, Evaluate, and Assess (MEA) domain to assess IT management performance against the standards set by the Independent Accreditation Body for Informatics and Computer Science (LAM-INFOKOM). Through a meticulous analysis, a significant gap was identified in MEA01.04 - Analyze and Report Performance, indicating a lack of proper documentation for change recommendations in objectives and metrics. Recommendations to bridge this gap include the incorporation of a Research Analyst role, clarification of responsibilities, provision of data analysis training, enhancement of inter-team communication, establishment of clear policy guidelines, and the creation of specialized record formats. These suggestions aim at improving the alignment of IT governance with both COBIT and LAM-INFOKOM standards, enhancing IT performance management, and ensuring a strategic fit between IT operations and organizational goals. The findings underscore the critical role of structured IT governance in achieving operational excellence and sustaining competitive advantage in the digital era.

Abstract

In the era of rapid technological development, Information Technology (IT) plays a critical role in the operational aspects of companies/organizations, including educational institutions like Telkom University. The proper implementation of IT can enhance system efficiency and integration within an institution. IT Governance aims to ensure that the measurement of effectiveness and efficiency within an agency aligns with its strategic goals. Telkom University, especially the Faculty of Industrial Engineering, is one of the educational institutions focusing on the development of Information Technology to ensure that the information systems and technologies used in academic activities are effective. COBIT 2019 is a framework developed by ISACA to organize and implement strategies in information management and governance with international standards. In this analysis, the focus is on the APO12 domain of COBIT 2019, which plays a role in IT risk management. The Faculty of Industrial Engineering also requires standardization with LAM-INFOKOM, an accreditation body that establishes standards for risk management in informatics and computer science. This research aims to map the standards of LAM-INFOKOM and COBIT 2019 to determine the capability level of Risk Management. Additionally, it aims to provide recommendations for potential improvements in three aspects: people, process, and technology. The expected outcome of this research is to enhance risk management at the Faculty of Industrial Engineering, Telkom University, to align with LAM-INFOKOM standards and the institution's vision and mission. The results of the IT Risk Management analysis using the COBIT 2019 framework can also serve as a structured approach for other universities in improving IT Governance.

Abstract

PT Telkom Indonesia Tbk, sebagai salah satuperusahaan ternama di Indonesia dalam bidang teknologiinformasi, memiliki tanggung jawab besar dalam memastikanbahwa sistem Teknologi Informasi perusahaan handal. Namun,berdasarkan hasil pengambilan data, terdapat risiko yang sudahmemiliki kontrol namun belum efektif dalam mengurangi levelrisiko tersebut. Oleh karena itu, perlu dilakukan audit danpengujian pada kontrol risiko terkait TI untuk mencapaiefektivitas pengelolaan risiko terkait. Penelitian ini berfokuspada audit TI menggunakan COBIT 2019 pada unit Network& IT Solution di PT Telkom Indonesia Tbk. Unit ini memegangperan penting dalam menyediakan solusi teknologi informasiyang efisien. Pengujian efektivitas kontrol risiko menggunakanCOBIT 2019 I&T Risk Focus Area. Hasil penelitian ini akanmengemukakan beberapa rekomendasi yang sesuai dengankriteria dan aktivitas dalam objektif COBIT 2019 I&T RiskFocus Area. Hasil penelitian ini, menghasilkan pengujiankontrol risiko dari segi rancangan belum terbukti menurunkantingkat risiko serta tidak terdapat bukti Pemisahan tugas padarisiko R1, R3, R6, R7, R8, R9, R10. Semua aktivitas kontrolrisiko terbukti efektif dari segi operasional. Adapun untuk auditkontrol risiko berdasarkan COBIT 2019 terdapatketidaksesuaian pada beberapa aktivitas sehingga harusdilakukan perbaikan seperti objektif DSS04 ManagedContinuity, objektif APO07 Managed Human Resources danobjektif APO09 Managed Service Agreements.

Abstract

The purpose of this study is to evaluate the implementation of cybersecurity policies outlined in the Master Plan for Information Technology (RITI) within Indonesia’s digital banking sector, with a specific focus on assessing their effectiveness in mitigating increasingly sophisticated cyber threats. Employing a descriptive qualitative research design, this study uses a literature review approach based on credible sources, including peer-reviewed scientific articles, regulatory policy documents, and case studies involving cyberattacks on Indonesian banks. The findings indicate that while the regulatory frameworks established by Otoritas Jasa Keuangan (OJK) and Bank Indonesia (BI) serve as a solid foundation for cybersecurity governance, their implementation remains inconsistent across institutions, particularly due to resource disparities between large and small banks. Smaller banks often face significant obstacles such as limited IT infrastructure, insufficient human resources, and lack of technical oversight, which hinder the full adoption of cybersecurity standards. The discussion highlights the need for more proactive supervision, tailored technical support, and the adoption of AI-driven solutions for real-time threat detection and rapid incident response. The study concludes that fostering stronger collaboration between regulatory bodies, financial institutions, and private technology providers is crucial for creating an integrated and resilient cybersecurity ecosystem. These efforts are essential not only for strengthening system resilience but also for increasing customer trust in digital banking services.

Abstract

This study aims to provide an overview of the development and scope of research on Innovation in Information Technology through a hybrid approach combining Systematic Literature Review and bibliometric analysis. The study examines 121 articles selected from the Scopus database using the PRISMA 2020 framework. A bibliometric analysis was conducted using VOSviewer to identify publication trends, research distribution, and relationships among key keywords. The results indicate that research on Innovation in Information Technology remains relatively limited and is dominated by developed countries, with a primary focus on technological aspects and organizational contexts. These findings offer both theoretical and practical implications for advancing research and formulating sustainable information technology innovation strategies in the future.

Abstract

This study examined the role of information systems in supporting digital transformation in oil palm plantations using a systematic literature review (SLR). Despite the increasing adoption of digital technologies, the strategic integration of information systems in plantation management remains limited. The review was conducted by searching three major scientific databases Scopus, Web of Science, and Google Scholar for articles published between 2020 and 2025. A total of 127 articles were initially identified, of which nine studies were selected based on predefined inclusion and exclusion criteria, including relevance to oil palm plantations, focus on information systems, and methodological rigor. The quality of the selected articles was assessed using a structured evaluation framework to ensure reliability. The results showed that 89% of the reviewed studies reported significant improvements in operational efficiency and data accuracy, while 78% highlighted enhanced decision-making supported by information systems. Web-based and integrated systems were the most commonly implemented technologies, appearing in 67% of the studies, particularly for data integration, monitoring, and reporting. However, 56% of the studies identified human resource limitations and 44% reported system integration issues and organizational resistance as major barriers. The study concluded that information systems serve not only as operational tools but also as strategic enablers of sustainable digital transformation in oil palm plantations, emphasizing the need for integrated systems and strong organizational support.
