Abstract

The high rate of forest conversion in Indonesia required further actions to overcome. One of the solutions is through waqf (endowment) forest, a forest developed on waqf land. According to Islamic law, a waqf forest cannot be sold, granted, inherited, or changed unreasonably. Previous researches generally focused more on the potential and prospect of cash waqf or land waqf for forest protection. On the other hand, a study to enhancing waqf forest sustainability still needs to be developed, especially in Indonesia. This paper aims to observe the practice of agroforestry to enhance the sustainability of waqf forest, with the case study location in the Bogor Waqf Forest, Cibunian Village, Pamijahan District, Bogor Regency, Indonesia. The present study was conducted from March 2019 until June 2021, using a literature study, observation, and in-depth interview method then analyzed descriptively. Agroforestry practices are chosen in the case study location, such as agrosilvicultural, agrosilvopastoral, and agrosilvofishery. Based on the Sustainable Forest Management (SFM) goals, agroforestry practices in waqf forests are estimated to extend forest resources, increase biodiversity, forest health, forest production, and protection functions, and contribute to social and economic development benefits.

Abstract

Waqf-based forest is developed on waqf land and is now being developed in Indonesia. It combines Islamic principles with environmental conservation, as being waqf assets, a forest is prohibited from being sold, given, or inherited. An effective management strategy is crucial to ensure waqf-based forest productivity and sustainability. Some research has already been conducted, but the specific dimension remains unexplored. This study aims to identify essential aspects and effective management strategies to escalate waqf-based forest benefits. Using a comprehensive approach, this study combines a literature study, in-depth interviews, and a study case in Bogor Waqf Forest, Bogor Regency, Indonesia. The findings were analyzed using the Analytic Hierarchy Process (AHP), followed by Focus Group Discussion (FGD) and further in-depth interviews as the validation process. There are six important considerations to optimize waqf-based forest management: legal, ecological, Islamic, economical, social, and aesthetic. The land’s legal status as waqf assets is recognized as the most crucial aspect to avoid possible conflict and sustainability in the future. Then, the following considerations are improved ecological and Islamic activities aspects, economic strategies, and social and aesthetic consecutively. This research is expected to provide a deeper investigation of the future management strategies for waqf-based forests. Abstract

Carbon trading is pivotal in mitigating greenhouse gas emissions. However, the contribution of waqf-based forests—forests established on endowed land—remains underexplored. This research addresses this gap by investigating the potential, schemes, stakeholders, opportunities, challenges, and strategies for waqf-based forests in carbon trading. Through a literature review, in-depth interviews, and field observations, the study found that waqf-based forests can contribute to carbon trading and raise Islamic awareness. The findings identify two potential schemes for selling carbon credits from waqf-based forests: the Ministry of Environment and Forestry’s carbon exchange and direct business-to-business (B2B) transactions. Due to the sustainability of waqf land and its added ecological, economic, social, and Islamic values, waqf-based forests can produce high-quality carbon credits and provide an inclusive and sustainable green economy. However, challenges such as suboptimal land area, lack of technical knowledge, and the absence of a carbon trading fatwa need to be addressed. Proposed strategies to overcome these challenges include document bundling, collaborations with Corporate Social Responsibility (CSR) programs, direct B2B sales, and selecting plants that enhance carbon economic value. This research offers in-depth insights into the potential of waqf-based forests as significant players in carbon trading, emphasizing their inherent sustainability values. Abstract

The development of waqf practices implemented so far has become very diverse. However, many people still think that the practice of waqf is limited to the management of 3M (tombs, mosques, and madrasas). Mekarjaya Village has great waqf potential, but its utilization has not been optimally realized because of the limited knowledge of its community. The Kampung Wakaf educational program was organized with the participation of 60 participants, who were the guardians of students from Madrasah At-Tarbiyah, one of the village's waqf assets, aimed at broadening the community's understanding and awareness of the concept and innovative utilization of waqf. The educational activity was conducted in one day, consisting of a material presentation session by the speakers and a discussion and Q&A session before the event was concluded. The result obtained was an increase in the community's knowledge regarding the basic concepts of waqf and its utilization, which was assessed through pre-tests and post-tests conducted at the beginning and end of the activity. Education is expected to support the development of village waqf utilization in a more comprehensive and innovative manner.
