Abstract

AbstractThe government has launched a Risk-Based Online Single Submission (OSS) licensing system or OSS-Risk Based Approach (RBA). OSS-RBA is a one-door licensing application/portal that includes permits at the Regency/City, Province, Ministry/Institution (K/L) and Ministry of Investment levels. This is because so far many investors have been hesitant to invest in Indonesia because the licensing process is quite long and not simple. The research uses literature studies and interviews to look at complex issues regarding the process of licensing services and requires an in-depth meaning analysis. Implementation of Government Regulation Number 5 of 2021 Concerning the Implementation of Risk-Based Business Licensing (OSS RBA) in Serang City DPMPTSP has been going well. However, the socialization provided to the community or business actors has not been evenly distributed, only given to representatives of business actors, business associations and technical OPDs administering permits online and face to face. identify constraints in each sector for further solutions to be sought and coordinated with related parties.Keywords: Policy implementation, Licensing, OSS RBA, DPMPTSP Serang City AbstrakPemerintah telah meluncurkan sistem perizinan Online Single Submission (OSS) Berbasis Risiko atau OSS-Risk Based Approach (RBA). OSS-RBA merupakan aplikasi/portal satu pintu perizinan yang mencakup periznan di tingkat Kabupaten/Kota, Provinsi, Kementerian/Lembaga (K/L), dan Kementerian Investasi. Sebab selama ini banyak investor merasa ragu melakukan investasi di Indonesia karena proses perizinan cukup lama dan tidak sederhana. Penelitian menggunakan studi literatur dan wawancara untuk melihat permasalahan yang kompleks mengenai proses pelayanan perizinan dan membutuhkan analisis makna secara mendalam. Implementasi Peraturan Pemerintah Nomor 5 Tahun 2021 Tentang Penyelenggaraan Perizinan Berusaha Berbasis Risiko (OSS RBA) Pada DPMPTSP Kota Serang sudah berjalan dengan baik. Namun sosialisasi yang diberikan kepada masyarakat atau pelaku usaha belum merata hanya diberikan kepada perwakilan pelaku usaha, asosiasi usaha dan OPD teknis penyelenggara perizinan secara daring dan tatap muka, diharapkan dapat membuka komunikasi dan koordinasi secara intensif untuk layanan konsultasi dan pendampingan untuk mengetahui progress penerbitan perizinan sekaligus mengidentifikasi kendala pada masing-masing sektor untuk selanjutnya dicarikan jalan keluarnya dan dikoordinasikan dengan pihak-pihak terkait.Kata kunci: Implementasi Kebijakan, Perizinan, OSS RBA, DPMPTSP Kota Serang

Abstract

AbstractThe Minister of State Apparatus Empowerment and Bureaucratic Reform (MenPANRB) noted that in 2016, around 64% of civil servants had below-standard qualifications. To improve the performance of civil servants so that they can more agilely achieve their organizational goals, the government has simplified the bureaucracy by converting administrative officers into functional officers. One of the tasks of the National Population and Family Planning Agency (BKKBN) is to reduce the national stunting rate. The prevalence of stunting in children in the province of Banten has reached 24.5%. This province ranks 23rd highest nationally. This study aims to examine the effect of job descriptions and job specifications on the performance of certain functional positions (JFT) of civil servants at the Perwakilan BKKBN Provinsi Banten. The research method used is quantitative with a population of 89 people. Sampling was done randomly. Data was obtained through questionnaire distribution. Data processing used respondent data analysis with the help of SPSS 21. Statement testing was done with validity and reliability tests, descriptive analysis tests, and classic assumption tests consisting of normality tests, heteroscedasticity tests, and multicollinearity tests. Testing used multiple regression analysis. The study concludes that job descriptions and job specifications affect performance. The results showed that job descriptions and job specifications have a significant effect on employee performance.Keywords: Job Description; Work Specifications; Performance; BKKBN Banten Province AbstrakMenteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (MenPANRB) mencatat pada tahun 2016 sekitar 64% PNS memiliki kualitas yang berada di bawah standar. Guna meningkatkan kinerja ASN sehingga pegawai dapat lebih lincah mencapai tujuan organisasinya, pemerintah melakukan penyederhanaan birokrasi melalui mengalihkan pejabat administrasi menjadi pejabat fungsional. Salahsatu tugas BKKBN adalah menurunkan angka stunting Nasional, disebutkan angka prevalensi stunting yang terjadi pada anak di wilayah Provinsi Banten telah mencapai 24,5%. Provinsi tersebut menempati peringkat ke-23 tertinggi secara nasional. Tujuan penelitian ini yaitu menguji pengaruh deskripsi kerja, spesifikasi kerja terhadap kinerja Jabatan Fungsional Tertentu (JFT) ASN di Perwakilan BKKBN Provinsi Banten. Metode penelitian yang digunakan adalah metode kuantitatif dengan jumlah populasi 89 orang. Pengambilan sampel dilakukan secara acak bertingkat. Data diperoleh melalui penyebaran kuesioner. Pengolahan data penelitian menggunakan analisis data responden dengan bantuan SPSS 21. Pengujian pernyataan dilakukan dengan uji validitas dan uji reliabilitas, uji analisa deskriptif penelitian dan uji asumsi klasik yang terdiri dari uji normalitas, uji heteroskedastisitas dan uji multikolinieritas. Pengujian menggunakan analisis regresi berganda. Kesimpulan penelitian adalah deskripsi kerja dan spesfikasi kerja berpengaruh terhadap kinerja. Hasil penelitian menunjukkan bahwa deskripsi kerja dan spesifikasi kerja berpengaruh signifikan terhadap kinerja karyawan.Kata kunci: Deskripsi Kerja; Spesifikasi Kerja; Kinerja; Perwakilan BKKBN Provinsi Banten

Abstract

The application of the Minimum Service Standards (MSS) for secondary education is the focus of the Banten Provincial Government as an effort to implement the implementation of compulsory basic service affairs. This study discusses the evaluation of the implementation of the MSS for Secondary Education carried out by the Education and Culture Office of Banten Province with the CIPP public policy evaluation approach (Context, Input, Process, Product). This research is expected to provide input suggestions for the Banten Provincial Government in the Implementation of MSS. The research method used is a descriptive method with a qualitative approach. Results Based on the research, the application of the MSS for Secondary Education in Banten Province has not been optimal. In the context dimension, it shows that the Banten Provincial Government has integrated the content into the Banten Province RPJMD document for 2017-2022, the strategies needed to encourage and provide facilitation to education units in improving the National Education Standards (SNP) and efforts for educator certification strategies and mapping and improvement teachers so that the ratio of teachers to students at the SMA and SMK levels in Banten Province. In the Input dimension, the aspects of human resources and budget allocation are sufficient, however, it is necessary to form a MSS team for Secondary Education to improve understanding and accelerate the fulfillment of MSS for secondary education. In the Process dimension, the percentage of certified high school and vocational high school teachers in the Quality Improvement Program for Educators and Education Personnel is very low, below 50 percent due to the limited quota of participants for the Teacher Professional Education program from the Central Government. In product, the scope for fulfilling the SPM for Secondary Education in Banten Province has not yet been fulfilled. Abstract

The transformation of Indonesia's digital trade ecosystem after the COVID-19 pandemic has given rise to social commerce a model that combines social media functions with online transactions creating an urgent need for more adaptive regulation. This study examines the effectiveness of the separation system between social commerce and e-commerce as regulated by the Minister of Trade Regulation (Permendag) No. 31 of 2023, which aims to restructure digital trade governance and protect micro, small, and medium enterprises (MSMEs). The research aims to assess how effectively the policy achieves market fairness, strengthens platform supervision, and fosters a competitive digital ecosystem. This study employs a qualitative descriptive approach through literature review and observation of implementation practices on platforms such as TikTok, Instagram, and Tokopedia. The analysis applies the Adaptive Policy Design & Governance Capacity framework (Capano & Woo, 2018), covering analytical, operational, and political capacities, as well as policy robustness, adaptiveness, and integration. The results indicate that Minister of Trade Regulation No. 31/2023 is normatively effective in clarifying the boundary between promotional and transactional functions, while encouraging global corporate compliance through the TikTok Shop Tokopedia merger. The policy is found to be robust, adaptive, and well-coordinated across institutions, although challenges remain in oversight and MSME digital literacy. This study highlights the importance of adaptive and collaborative governance capacity in balancing innovation with regulation and provides a foundation for strengthening inclusive and sustainable digital trade governance in Indonesia.
