Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan alokasi dana desa di desa Pabuaran kecamatan Rangkasbitung. Metode penelitian kualitatif menjadi pendekatan yang digunakan dalam penelitian ini yaitu dengan pengambilan data melalui observasi, wawancara mendalam dan dokumentasi. Hasil penelitian ditemukan kebijakan alokasi dana desa di desa Pabuaran kecamatan Rangkasbitung memiliki kemanfaatan untuk Desa dari Desa dan masyarakat sekitar. Keterlibatan masyarakat menjadi aspek yang diperlukan untuk dapat mengendalikan secara lokalitas dalam mewujudkan lingkungan yang berkualitas. Pelibatan masyarakat dalam pembangunan, dimulai dari perencanaan, pelaksanaan sampai dengan pemanfaatan. Keberadaan implementasi kebijakan alokasi dana desa di desa Pabuaran kecamatan Rangkasbitung total dari pembangunan, namun dari jenis usulan program/kegiatan masih belum terealisasi semuanya.

Abstract

Environmental damage can be detrimental to the government and society such as damage to public infrastructure that is usually used by the community such as roads, places of worship, and educational facilities. the purpose of the research is to find out the Implementation of Tangerang Regency Regional Regulation Number 2 of 2010 concerning Environmental Supervision and Control in Cikupa District. The theory used is according to Edwards III's view consisting of communication, resources, disposition, and bureaucratic structure. The research method uses qualitative research with a descriptive approach. Data collection techniques using interviews, observation & documentation studies. The findings in the field show that communication between organizations & implementing activities is not optimal, due to the tug of interest between the Tangerang Regency government and the Central Government. The resources of the flood control system in Cikupa Sub-district are not optimal, because the human resources available for maintaining flood control infrastructure are still lacking. The attitude / tendency of the implementers is not optimal because the community / village parties' proposals submitted to the Cidanau-Ciujung-Cidurian BBWS are difficult to realize, the bureaucratic structure in the implementation of the flood control system in Cikupa Subdistrict is not optimal, because the implementers work based on their respective main tasks & functions so that the commands / orders between the implementers involved are not synchronized. Abstract

This study aims to analyze the implementation of public services related to the openness of public information in the digital era through the website at Perumdam Tirta Berkah Pandeglang along with the obstacles faced. This study is a qualitative study whose data comes from primary and secondary data with data collection techniques through literature studies and interviews that are analyzed qualitatively using the Merilee S. Grindle theory approach. The results of the study concluded that, first, the implementation of public services related to the openness of public information at Perumdam Tirta Berkah Pandeglang through the website in general cannot be accessed in full. This can be seen from the results of the monitoring and evaluation which concluded that public services related to the openness of public information at Perumdam are still far from being "informative". Second, the obstacles faced in implementing public services at Perumdam through the website are limited resources, including: limited knowledge and expertise of human resources in the field of information technology, limited budget, and facilities and infrastructure in meeting the demands of openness of public information in the digital era.

Abstract

ABSTRAK   Penelitian pemetaan konflik sosial bertujuan untuk memetakan masalah konflik sosial di Kota Tangerang yang meliputi: isu konflik, tempat kejadian, waktu kejadian dan pelaku/aktor/para pihak, serta penyebab konflik, kronologis/kejadian, dampak yang ditimbulkan, serta proses penyelesaian konflik. Kota Tangerang merupakan wilayah yang penduduknya sangat heterogen memiliki potensi konflik yang cukup besar terkait dengan adanya perbedaan sistem nilai, perbedaan kultur, perbedaan kepentingan. Konflik sosial  potensial dan memiliki intensitas sosial yang relatif tinggi di Kota Tangerang adalah (1) Konflik Buruh dengan beberapa perusahaannya; (2) Konflik terkait dengan penolakan terhadap berdirinya tempat peribadatan yaitu dalam bentuk penolakan terhadap pembangunan gereja; dan (3) Konflik berupa tuntutan mahasiswa Unis terkait dengan UU Sisdiknas dan penghapusan upah murah.   Kata Kunci : Pemetaan, Konflik Sosial

Abstract

Penelitian ini mengkaji dampak program pemberdayaan masyarakat melalui Corporate Social Responsibility (CSR) yang dilakukan oleh PT. PLN Indonesia Power UBP Suralaya. Fokus utama penelitian adalah Program Bagendung Esensi, yang terdiri dari berbagai sub-program seperti Budidaya Maggot, Kota Aman, UMKM Camilan Emping, Bahan Bakar Jumputan Padat, dan KWT Tanjung Sekong. Metode yang digunakan adalah survei kuantitatif dengan instrumen kuesioner berbasis skala Likert untuk mengukur efektivitas program serta dampaknya terhadap kesejahteraan masyarakat. Hasil penelitian menunjukkan bahwa Program Bagendung Esensi memberikan dampak positif yang signifikan dalam meningkatkan pendapatan dan kemandirian masyarakat, dengan tingkat efektivitas yang dinilai sangat tinggi oleh responden. Empat sub-program utama (UMKM camilan emping, Budidaya Maggot, KWT Tanjung Sekong, dan Bahan Bakar Jumputan) memiliki tingkat keberlanjutan yang tinggi, bahkan tanpa dukungan langsung dari PT. PLN Indonesia Power UBP Suralaya. Namun, program Kota Aman mendapatkan skor keberlanjutan terendah, menunjukkan perlunya dukungan lebih lanjut. Penelitian ini menegaskan bahwa CSR yang berorientasi pada pemberdayaan dan pembangunan kapasitas masyarakat lebih efektif dalam menciptakan dampak jangka panjang dibandingkan dengan CSR berbasis filantropi.

Abstract

Peraturan Wali Kota Tangerang Nomor 14 Tahun 2020 tentang Penyelenggaraan Cadangan Pangan merupakan upaya strategis dalam memperkuat ketahanan pangan, khususnya saat terjadi bencana atau gangguan distribusi. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan oleh Pemerintah Kota Tangerang Dinas Ketahanan Pangan Kota Tangerang dan mitra pelaksana, serta mengidentifikasi hambatan pelaksanaannya. Menggunakan pendekatan kualitatif dan teori Van Meter dan Van Horn, hasil menunjukkan implementasi berjalan sesuai mekanisme, didukung kerja sama dengan Perum Bulog dan distribusi berbasis data “by name by address”. Meski demikian, ditemukan kendala berupa ketidaktepatan data penerima bantuan dan keterlambatan pelaksanaan akibat keterbatasan kapasitas pelaksana. Faktor sosial ekonomi juga memengaruhi efektivitas program. Disarankan penguatan SDM, evaluasi berkala, dan edukasi masyarakat guna mendukung ketahanan pangan daerah yang adaptif, berkelanjutan, dan tepat sasaran.

Abstract

The Gerbang Mapan program has been quite successful in its development, especially in the infrastructure sector, as its development has been evenly distributed due to its focus on planning. However, there are still many issues that have not been resolved. As a result of these issues, the Gerbang Mapan programme has not yet shown improvement in two main aspects, namely the economy and community empowerment. This study aims to determine the implementation level of the Gerbang Mapan programmeme, community income, and the programmeme’s impact on community income in Ketapang Village, Mauk Sub-district, Tangerang Regency. The research method used is quantitative. The sample consists of 98 respondents, with a purposive sampling technique employed. Data analysis in this study uses simple regression analysis with SPSS 26 software. The implementation of the Gerbang Mapan programme and community income in Ketapang Village, Mauk District, Tangerang Regency, are categorised as “very good,” with percentages of 83% and 75%, respectively. Based on the t-test, the calculated t-value is 3.618 with significance 0.000 < 0.05. This indicates a significant influence between the implementation of the Gerbang Mapan Programme and community income. The magnitude of the influence of the Gerbang Mapan Programme on community income in Ketapang Village, Mauk Subdistrict, Tangerang Regency, was found to be 12%, while the remaining 88% was influenced by factors outside the variables studied. It is recommended that the Tangerang Regency Government review and improve the implementation of the Gerbang Mapan Programme, particularly regarding funding and village management. To ensure the programme provides long-term economic benefits for coastal communities, funds must be distributed more effectively and sustainably.

Abstract

This study aims to analyze the implementation of traffic and road transportation policy in Tangerang City using Edward III’s policy implementation theory, which includes four key dimensions: communication, resources, disposition, and bureaucratic structure. A qualitative approach was employed, with data collected through in-depth interviews with officials from the Department of Transportation, Police, Civil Service Police Unit (Satpol PP), as well as members of the public and road users such as online drivers. The findings reveal that communication among implementing agencies and with the public remains suboptimal due to inconsistent information and a lack of integrated communication channels. Limited human resources and budget constraints also hinder effective implementation, although efforts in training and digitalization have been initiated. The disposition of policy implementers is generally positive; however, the lack of adequate incentive systems reduces motivation and loyalty among both implementers and the public. Furthermore, the fragmented bureaucratic structure leads to overlapping duties and miscommunication between agencies, despite ongoing coordination through special teams and regular meetings. Based on these findings, strengthening public communication systems, enhancing the quality and quantity of resources, reforming performance-based incentives, and reorganizing a more integrated bureaucratic structure are necessary to ensure the success of traffic and transportation policy implementation in Tangerang City.

Abstract

This research aims to determine the level of public satisfaction with the implementation of public services in the infrastructure sector provided by the Regional Government of Serang Regency, as well as the efforts of the local government to improve infrastructure services in Serang Regency. This study was conducted on the local government of Serang Regency. The research period lasted for two months, from July to September 2024. The variables to be examined are related to Physical Availability, Physical Quality, Appropriateness, Utility, and Contribution. The data used is primary data in the form of questionnaires distributed to the residents of Serang Regency aged over 17 years, spread across 29 districts, with a sample size of 205. The sampling technique used is multistage random sampling. The analysis technique employed is quantitative descriptive with the Infrastructure Service Satisfaction Index (IKLI) model. The results of the study indicate that the Infrastructure Service Satisfaction Index value for Serang Regency in 2024 is 2.62, equivalent to 65.62, which falls under the criteria of being fairly satisfied. This result shows that the residents of Serang Regency feel that the performance of the Serang Regency local government in priority infrastructure services is quite good and satisfactory. However, there is still a need for improvements in priority infrastructure services, particularly in bridge services, clean water, housing/settlements, and land transportation.

Abstract

Evaluasi Implementasi Program Indonesia Pintar (PIP) di Kecamatan Kaduhejo Kabupaten Pandeglang (Studi Kasus: SMKN 1 Pandeglang). Permasalahan dalam penelitian ini adalah kurangnya sosialisasi dari pihak sekolah mengenai tujuan Program Indonesia Pintar, tidak ada pengawasan dalam penggunaan dana Program Indonesia Pintar, dan pencairan dana Program Indonesia Pintar tidak tepat waktu. Tujuan penelitian ini untuk mengetahui hasil Evaluasi Implementasi Program Indonesia Pintar (PIP) di Kecamatan Kaduhejo Kabupaten Pandeglang (Studi Kasus: SMKN 1 Pandeglang). Menggunakan teori model Countenance Stake yang meliputi aspek Antecedent (kesiapan penerima PIP), Transactions (pelaksanaan PIP), dan Outcomes (pemanfaatan PIP). Penelitian ini penelitian yang digunakan metode penelitian kuantitatif, dengan jumlah sampel 69 orang. Teknik pengambilan sampel menggunakan Random Sampling dengan menggunakan t (test) satu sampel dengan uji pihak kanan. Hasil penelitian ini adalah 66% dan termasuk dalam kategori baik. Saran yang dapat direkomendasikan untuk penelitian ini adalah koordinasi antara pihak sekolah dan Lembaga penyalur untuk menyalurkan dana PIP tepat waktu sesuai dengan Perjanjian Kerja Sama (PKS), diadakannya konsultasi terkait pengguaan dana PIP, dilakukannya pengawasan/monitoring agar meminimalisir penyalahgunaan dana dan tercapainya tujuan dari PIP.
