Abstract

This study aims to examine the challenges and opportunities for the existence of Ondoafi traditional leadership in the context of governance in Kampung Nafri, Jayapura City, which is experiencing the dynamics of pluralism between traditional power and modern government structures. The main focus is on how Ondoafi leadership maintains its legitimacy and role amid modernization, national regulations, and changes in local social values. This study employs a descriptive qualitative approach using case study methodology, deemed most relevant for understanding complex social phenomena. Data collection techniques include field observations, in-depth interviews with key informants, and documentary analysis. Data analysis is conducted using an inductive-thematic approach with an interactive methodology emphasizing reflective interpretation of the social and historical context. The results of the study show that the existence of Ondoafi faces structural and cultural challenges, such as weak regeneration, the absence of formal regulations, and the marginalization of the role of customs in village development planning. However, great opportunities are also opening up through constitutional recognition of indigenous peoples, support for Papua's special autonomy, and increasing public awareness of the importance of preserving traditional values. Synergy big77 between traditional and formal leadership can be achieved through collaborative governance, the revitalization of traditional institutions, and the participation of Ondoafi in the formulation of village policies. This study recommends an inclusive and responsive village governance model that addresses the social and cultural dynamics of Papua.

Abstract

This research analyzes the implementation of community empowerment through the Village Fund Allocation Program (ADD) in Moruku Village, Dekai District, Yahukimo Regency. This research aims to understand the effectiveness of ADD implementation and identify supporting and inhibiting factors in the process. The urgency of this research lies in the importance of optimizing ADD management to realize inclusive and sustainable village development. The approach used is a qualitative method with data collection techniques in the form of in-depth interviews, participatory observation, and documentation. Informants were determined using purposive sampling technique, involving village officials, communities, and related stakeholders. Data were analyzed using the Miles and Huberman interactive model. The results showed that the implementation of ADD in Moruku Village was not optimal due to low community participation and the dominance of the village head in managing funds. Based on Edwards III's policy implementation theory, analysis of communication, resources, disposition, and bureaucratic structure reveals that communication is still limited, human resources and infrastructure are inadequate, and bureaucratic mechanisms are less effective in ensuring transparency and accountability. The main supporting factors are the availability of routinely allocated funds and the potential of local natural resources, while inhibiting factors include the weak capacity of village officials, lack of supervision, and low community literacy regarding fund management. This research emphasizes the need for improved communication between village governments and communities, strengthened human resource capacity, and structural reforms in ADD governance to make it more transparent and participatory. The main recommendation is to improve external and internal supervision and active involvement of the community in every stage of program implementation.

Abstract

This study aims to analyze the influence of local bureaucratic leadership on the effectiveness of health services at Er Dabi Regional Hospital in Yalimo Regency and to identify supporting and inhibiting factors for health services in this remote area, including the implications of regional health decentralization policies. The urgency of this research is to improve the quality of health services in Yalimo, which remain constrained by bureaucracy, medical staff, and infrastructure. Using a qualitative case study design approach, data were collected through in-depth interviews with health bureaucratic officials, hospital leaders, medical personnel, and patients and their families; participant observation at Er Dabi Regional Hospital; and analysis of health policy documents and hospital performance reports. Informants were selected using purposive sampling to ensure a diversity of perspectives, and data were analyzed thematically to uncover patterns, themes, and relationships between factors. The results indicate that the formal bureaucratic structure remains rigid and hierarchical, hindering adaptive decision-making and responsive resource distribution; transformational leadership styles are suboptimal due to a lack of intensive training, resulting in often-resistance-based initiatives; cross-sector coordination and good governance principles such as transparency, accountability, and public participation are also inadequate; and limited medical personnel, diagnostic facilities, and infrastructure create bottlenecks in the service process, resulting in low patient satisfaction and delayed treatment. The conclusion states the need for a transformation toward a participatory and innovative leadership model supported by a hybrid bureaucratic structure that combines operational flexibility and local cultural inclusion. Recommendations include implementing an adaptive managerial capacity building program, transformational leadership workshops, digitizing services through SIMRS and telemedicine, strengthening collaborative governance through cross-sector forums and public-private partnerships, and implementing a real-time monitoring system for drug procurement and ongoing performance evaluation to improve access, quality, and sustainability of health services in Yalimo Regency.

Abstract

This study aims to analyze the internal determinants that influence legislative dynamics in Kampung Kayo Batu, an indigenous community in the urban area of Jayapura City, Papua. Using a qualitative descriptive approach through case study methods, data were collected through in-depth interviews with formal and informal actors, participatory observation, and analysis of relevant village regulations. Source and method triangulation techniques were used to ensure data validity and credibility. The results show that village legislation faces various institutional challenges, such as low technical capacity for drafting regulations, weak coordination between village heads and Bamuskam, the dominance of local elites, and a lack of legal literacy among officials and the community. In addition, the dualism of authority between the formal government structure and traditional leaders creates legal ambiguity that often hinders policy implementation. A paternalistic and informal institutional culture also weakens substantive participation, especially for women and youth. However, there is an opportunity for reform through the application of a hybrid legislative model based on local wisdom, such as the deliberative “three-stove” framework that integrates the roles of government, customs, and society. Thus, it is important to strengthen institutional capacity, improve legal literacy, and harmonize customary norms and state law in order to create inclusive, legally valid, and sustainable village regulations in the context of urban indigenous communities.

Abstract

This research aims to analyze the implementation of disciplinary policies for the State Civil Service in the Finance Section of the Regional Secretariat of Jayapura Regency; and analyze and describe factors that support and hinder the implementation of disciplinary policies for the State Civil Apparatus in the Finance Section of the Regional Secretariat of Jayapura Regency. The research approach used in this research is a descriptive research approach with a qualitative approach. The results of the research show that the implementation of the State Civil Apparatus discipline policy in the Finance Section of the Regional Secretariat of Jayapura Regency according to the theory of Donald Van Meter and Carl Van Horn, based on the size and objectives of the policy, has become the basis for the State Civil Apparatus to work according to the Main Duties and Functions of each position. owned by employees; Human resources are quite good; The characteristics of the implementing agent are in accordance with applicable regulatory provisions; The attitudes and tendencies (Disposition) of implementers are still not understood in depth; Communication between organizations has been carried out in accordance with existing disciplinary regulations, namely coordination with the Regional Personnel Agency (BKD) of Jayapura Regency; and The external environment which includes the economic, social and political environment of ASN and the environment influences employee discipline. Supporting factors include enforcement of disciplinary rules; ease of policy content and employee environmental conditions, while inhibiting factors consist of employees lacking time discipline and less effective use of facilities.

Abstract

Kampung Enggros merupakan kampung pertama di Provinsi Papua yang memiliki fasilitas internet terlengkap lengkap dengan wifi hibah dari Kemendestrans. Sayangnya, belum dimanfaatkan dalam pembuatan website kampung. Disis lain, keinginan kepala kemapung untuk memiliki website hanya sebatas pengiriman pemuda kampung mengikuti pelatihan di luar Papua, namun belum juga dapat membuat website. Oleh karena itu pendampingan merupakan upaya untuk membantu Kampung Enggros dalam membuat website kampung. Metode pengabdian dilakukan secara bertahap mulai dari sosialisasi program, pelatihan pembuatan website, pendaftaran domain dan penyewaan hosting serta pemenuhan konten website. Hasil pengabdian menghasilkan website pemerintahan kampung sebagai model e-governmenet yang dapat diterapkan di kampung dan dapat dimanfaatkan oleh pemerintah dan masyarakat kampung Enggros.. Enggros Village is the first village in Papua Province that has the most complete internet facilities complete with a wifi grant from the Ministry of Villages Trans. Unfortunately, it has not been used in making village websites. On the other hand, the village head's desire to have a website is only limited to sending village youths to attend training outside Papua, but they have not yet been able to create a website. Therefore, mentoring is an effort to help Enggros Village in creating a village website. The service method is carried out in stages starting from program socialization, website creation training, domain registration and hosting rentals as well as fulfilling website content. The results of the service resulted in the village government website as an e-government model that can be applied in the village and can be utilized by the government and the Enggros village community.

Abstract

This study examines the challenges encountered during bureaucratic reform in developing countries, focusing on the complexities of implementing effective administrative changes. Employing a qualitative research method that includes a literature review and case study approach, the research highlights the various obstacles governments face, such as resistance to change, lack of institutional capacity, corruption, and political interference. The study identifies common trends and key factors hindering reform efforts by analyzing multiple case studies from different developing nations. A significant finding is the role of entrenched political elites, who often resist changes that may diminish their influence or control over resources. Additionally, weak governance structures and insufficient training programs for civil servants contribute to the slow pace of reform. The study also discusses the importance of fostering a culture of transparency and accountability within public institutions and the need for comprehensive strategies that address both the technical and human aspects of reform. This research contributes to the growing body of literature on public administration reform by providing insights into the multifaceted challenges that developing countries face. It offers recommendations for policymakers to create more adaptable and resilient bureaucratic systems that are better equipped to meet the demands of modern governance.
