Abstract

The study was conducted as an effort to raise the potential of local culinary hjiir mentuk as a tourist attraction. The location of the research was carried out in Tobati Village through a qualitative approach and literature. Data was collected through observation, interviews, documentation and literature searches. Furthermore, data analysis was carried out through reduction, data presentation and drawing conclusions. The results of this study indicate that Tobati Village is known for cultural tourism, especially the art of relief, dance and singing including its culinary arts so that it can be developed as a tourist village. Culinary as one of the sub-sectors of the creative industry has great potential as a tourist attraction, such as; Processed papeda made from sago with yellow sauce. This culinary can be juxtaposed with the dessert hjiir mentuk from Tobati Village which is part of the travel experience. The local culinary potential can be developed through promotional activities by implementing the DOT BAS and POSE strategies; Destination, Origin, and Time [DOT], Branding, Advertising, and Selling [BAS] and Paid Media, Own Media, and Social Media [POSE]. This promotional activity can be carried out jointly through synergy between the government, tourism industry players and the community. Through promotional activities, it can increase tourist visits which stem from improving the quality of life of the community.

Abstract

This article aims to describe and analyze gender relations and the division of roles between men and women in the life of the Hubula tribe in Kampung Isaima, DIstrik Usilimo, Jayawijaya Regency. The research method used is descriptive qualitative ethnographic approach. The data collection techniques used were in-depth interviews, observation, and documentation. Data analysis includes the stages of data reduction, data display and conclusion. The results showed that there was participation in production and reproduction activities, husband and wife did the division of labor based on the consensus that they had previously discussed. However, despite the participation of men / husbands, the share of women in production and reproduction activities is still larger. Then in social activities, men take a bigger portion.

Abstract

This article aims to analyze the identity construction of the Tehit tribe in Sorong Regency, West Papua Province. This study used a qualitative method with an ethnographic approach. The determination of informants is determined purposively, by selecting influential figures, both traditional and educational figures. The data collection technique used was in-depth interviews. Then data analysis includes the stages of data categorization, data description, and data interpretation. The results showed that the sense of identity of the Tehit tribe experienced degradation internally and externally due to practical politics and economic competition so that relations between people became loose. For this reason, the strategy developed in constructing the identity of the Teaite tribe is the socialization of tea culture and strengthening solidarity between groups, by revitalizing traditional institutions and carrying out cultural events to arouse the spirit of ethnicity of the Tehit tribe, as well as revitalizing claims to customary forests as customary rights as part of defending their identity. the Tehit tribe. then, educate among community groups and regenerate them to occupy strategic positions. Therefore, the technical culture must be made in a written document and visualized so that continuous research is needed to be included in the preparation of the Regional Budget (APBD) of South Sorong Regency

Abstract

This article aims to describe and analyze the social movements carried out by the OPRA (“Organisasi Perempuan Adat” or Indigenous Women's Organization) in the Namblong Tribe in the Grime Valley, Jayapura Regency, Papua. This research is a qualitative research with an ethnographic approach. Determination of selected informants by snowball involving key informants from OPRA. The data collection techniques used were in-depth interviews and observations, as well as FGD (Focus Group Discussion). Data analysis includes the stages of data reduction, data exposure and data interpretation. The results showed that the OPRA organization in the Namblong ethnic group was born because it was initiated by a group of women who were dissatisfied with the placement of women in the customary structure. The increasing number of women from the Namblong tribe who became victims of violence and unfair treatment, raised a collective awareness among them to rise up against and fight for their rights and demand justice and equality for Namblong women. The formation of the ORPA shows how customary identities are used and institutionalized not only as an effort to maintain power against the State and companies in matters of rights to land, natural resources and culture but also to fight for women's rights in the Namblong community

Abstract

Oru dia is a megalithic cultural phenomenon in the form of a circular stone structure, and the stones serve as a seat when customary deliberations are conducted. The existence of this orudia is very interesting to be disclosed about the structure, function and role in the life of Yokari tribe society so that until now still be maintained. Therefore the method used to express about the oru dia by using qualitative approach and data presentation is descriptive. The process of collecting data through interviews, observation, and literature study. While the analysis uses functional structural analysis and hermeneutic data interpretation. The result of this research is the finding of a number of oru dia in kampung which are in Yokari District area. Oru dia-oru dia is made of a number of stones arranged horizontally to form a circle, and in the middle of the circle there is a fireplace. The stones in oru dia are the seats of the Yarona who are the ondowafi messengers who perform their duties and functions based on adat. The existence of this oru dia illustrates the existence of a working structure of traditional tools, and the customary devices will be consulted and cooperate in carrying out the Ondoafi command on the implementation plan of an event or event such as a traditional party, Ondoafi's appointment ceremony as well as in termination of the case. Based on the structure of the oru dia can be known its function is as a place of deliberation, where the coronation of Ondoafi, the place of ratification of the verdict and the place of judging the case. The role of oru dia is as a unifying symbol or a tool that holds the whole of Yokari society, as a symbol of Ondoafi's power, meeting place or customary musyawarah center, place of ratification of a customary decision, Ondoafi's inauguration place witnessed directly by the sun and the univers

Abstract

The study aims to know and describe the quality of services and arrangements in the land certificates processing at Land Office of Jayapura Regency, Papua Province in Indonesia. This was a qualitative research by using service quality theory. This theory consists of five main dimensions namely, tangible, empathy, reliability, responsiveness, and assurance. The primary data was obtained through observation and interviews, while secondary data was obtained through library research. Data analysis was carried out through reduction and presentation, conclusions, and verification. Therefore, the results showed that service procedures were implemented according to standards, and the officers' competence were considered adequate. However, in terms of facilities and infrastructure, service standards did not meet the required expectations. Finally, the duration of the process indicated that the services provided were not responsive to the community needs. Kajian ini dilakukan untuk mengetahui dan mendeskripsikan kualitas pelayanan dan pengaturan pertanahan dalam pengurusan sertifikat tanah hak milik di Kantor Pertanahan Kabupaten Jayapura, Provinsi Papua. Jenis penelitian ini adalah kualitatif dengan menuang teori kualitas pelayanan yang terdiri atas lima dimensi pokok: tangible, empathy, reliability, responsiveness, assurance. Data primer diperoleh melalui pengamatan dan wawancara, data sekunder berasal dari studi kepustakaan. Analisis data dilakukan melalui reduksi data, penyajian data, penarikan kesimpulan dan verifikasi. Hasil penelitian ini menunjukkan bahwa prosedur pelayanan telah dilaksanakan sesuai standar pelayanan, serta kompetensi petugas juga dinilai telah memadai. Kendati demikian, dari segi sarana dan prasarana belum sepenuhnya sesuai dengan standar pelayanan, lamanya proses penyelesaian pengaduan juga mengindikasikan bahwa pelayanan yang diberikan kurang memuaskan kebutuhan masyarakat selaku pengguna layanan.

Abstract

This study aims to determine the implementation of the funeral ceremony in the Mat Lou ethnic community in Lilinta Village, West Misool District, Raja Ampat Islands. This research was qualitative using the social phenomenology paradigm with a flow chart model analysis. Results of this research: The culture of Raja Ampat community, especially in Lilinta village, which is Islam as a majority, has been through a culture diffusion and transformed with the existing local culture to produce a new culture. The cultures which are still conducted in the performance of various death are Tahlilan that has differences on its implementation, lifting the corpse using Koi (beds) where the other region in Indonesia those activities are conducted using coffins, the differences in making tombstone and also bones bath (Sof Kabom) which has various myth symbols in it. Immigrants have a role in spreading culture to bring up the assimilation of new cultural traits and elements of the Lilinta community in the form of other rituals that complement the death ritual

Abstract

The purpose of this community service activity is to provide education and knowledge about youth-friendly homes as a place to vent, discuss and consult counseling about children. This service is one form of drug control and promiscuity on the border of Papua and Papua New Guinea. While the partners in this Community Service are teenagers in Central Koya (an area adjacent to the Border) with sufficient knowledge, so participants can gain knowledge and information about the dangers of drugs and drug handling for teenagers. In achieving the goals of this community service program, the service team provided socialization and counseling in one of the houses of the residents of Central Koya, Muaratami, Jayapura City. The expected output target is to become a youth-friendly house as a model for dealing with drug problems and promiscuity in Jayapura City, Papua.

Abstract

This study aims to investigate how the impact of COVID-19 to the inflation of staple foods, increasing in unemployment 2,956 people, theft 2,940 cases and marijuana 50 cases in Jayapura City in 2020. To analyze the problem in this study, Thomas R. Dye Policy Theory was used. Qualitative research method was used. Research location is in Jayapura city in 2020-2021. There are 20 respondents gathered in this study: 1 respondent of Head of Health Department of Jayapura city; 1 respondent of Head of Department of Industry, Trade, Cooperatives and SMEs of Jayapura city; 1 respondent of Head of Department of Labor of Jayapura city; 2 respondents of Head of Detective for Theft and Marijuana Cases; 5 respondents of private employees; 6 respondents of neighborhood chiefs and respected figures in society; and 4 respondents of high school students and university students. The data collected and analyze from interview, observation and documentation according to the reality. In Jayapura City in 2021, the impact of COVID-19 still increase, the rise of staple food, the number of unemployment to 12,788 people, theft cases to 3,920 cases and marijuana cases to 60 cases. The suggestions to Mayor of Jayapura City in 2022 are lower monthly and yearly tax for malls, shops, hotels, traditional markets, give the donations or helps entrepreneurs suffering financial problems, no termination of employees in private sectors, ease the approval of business license issues and also invite the big investor to come and open the new business in Jayapura City.

Abstract

Perihal kegiatan Pengabdian kepada Masyarakat (PkM) yang dilakukan adalah aktivitas untuk pelestarian makanan olahan dari sagu sebagai kuliner lokal yang menjadi ciri khas dari etnik Sentani di Kabupaten Jayapura. Pemilihan lokasi PkM pada Kampung Ayapo, dikarenakan lokasi ini strategis karena cukup aktif dalam gerakan pelestarian budaya, sehingga diharapkan dapat menjembatani tempat-tempat lain untuk melakukan hal yang sama. Tujuan dari kegiatan PkM ini pertama adalah menyosialisasikan betapa pentingnya pelestarian kuliner lokal yang menjadi bagian dari identitas budaya pada Etnik Sentani. Kedua adalah demonstrasi atau peragaan tata cara pembuatan kuliner lokal dari olahan sagu (fi), kepada para generasi muda, agar mereka juga mendapatkan wawasan dan melihat langsung tata cara pengolahannya. Jadi, metode yang digunakan dalam kegiatan ini adalah sosialisasi dan partisipasi dalam demonstrasi pembuatan kuliner lokal yang dilakukan oleh ibu-ibu, sedangkan audiensnya adalah para generasi muda. Hasil pelaksanan kegiatan menunjukkan bahwa pada pelaksanaan sosialisasi, para generasi muda selama ini hanyut terhegemoni dalam modernisasi sehingga mengabaikan kebudayaan mereka sendiri, menganggap tradisional itu tidak keren, sehingga mereka lebih cenderung mengabaikan kuliner lokal, yang seharusnya mereka bangga memiliki kuliner lokal karena menjadi bagian dari identitas budaya. Sosialisasi mengenai pentingnya pelestarian kuliner lokal disambut hangat oleh para audiens untuk menumbuhkan kebanggaan mereka. Kemudian, Proses demonstrasi pembuatan kuliner lokal dari sagu (fi) berjalan dengan lancar yang ditunjukkan dengan antusias para ibu-ibu dalam memperagakan pembuatan kuliner, salah satunya adalah forna fi.
