Abstract

The Regional People's Representative Council (DPRD) as an element of government is explained in Law Number 23 of 2014, which stipulates that the DPRD and Regional Government have maximum autonomy within the framework of the Unitary State of the Republic of Indonesia. Articles 149 and 150 states that the DPRD has three main functions: legislation, budget, and supervision. The legislative function includes the creation of Regional Regulations (Perda) through DPRD initiatives or proposals, which are then discussed and approved or rejected. Sukabumi City Propemperda has targets and work plans in drafting regional regulations to create regional regulations that are productive and beneficial for the progress of the city. However, of the expected 59 Propemperda targets, only 37 were successfully realized. Of the 37 Propemperda that were passed as regional regulations, only 2 of them came from DPRD initiatives. This research aims to evaluate the function of DPRD legislation in the process of forming regional regulations in the City of Sukabumi, using William N. Dunn's (2003) public policy evaluation theoretical framework, which includes effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. The research method used is descriptive qualitative, with data collection techniques in the form of semi-structured interviews, observation, and documentation studies. Data analysis was carried out based on the Miles and Huberman approach. The research results show that there are still many targets that have not been achieved each year, and the implementation of regional regulations is not always by the expected goals. The advice given is the need for commitment from the council and local government to implement regional regulations optimally

Abstract

This study aims to find out how China's threat narratives are represented in the potrayal of Chinese issues in major Indonesian newspapers. The study found that some elements or themes of the Chinese threat theory are represented in four Indonesian major newspapers namely Republika, Jawa Pos, Jakarta Pos and Kompas. Mainland Chinese workers, infrastructure projects under China, and transnational drug trafficking appeared as the frequent themes of the China threat in these newspapers. However, the four newspapers were divided and took different public attitudes about the Chinese threat narrative. On the one hand, Republika and Jawa Pos tend to take the public side and are more inclined towards echoing Chinese threat narrative. On the other hand, the Jakarta Post and Kompas seem to take a government stance and neutralize the China issues from the threat narrative.

Abstract

Multinational Corporations (MNCs) undoubtedly have an important contribution to the development of national economy of a particular country. Indonesia is not without exception. Nevertheless, many experts are critical on the negative effects brought by MNCs. This study is set to survey the extant literatures on the impact of FDI/MNCs on Indonesian economy.  Based on the critical review of these literatures, the study suggets that MNCs might bring both favorable and unfavorable impacts on the national economy of Indonesia. The economic spillovers, technology transfer, and boosting trade performance are mostly higlighted favorable impacts.  The involvement of MNCs in the country’s economy is considered to be an easy way or short-cut for the government to engineer economic growth. On the other hand, MNCs are also considered harmful to the country’s economy. Some of mostly highlighted negative impacts of MNCs are creating dependent development, limited technology transfer, labor exploitation, encouraging government collusive practices, and environmental damage.

Abstract

The title of this research is "Implementation of HIV/AIDS Prevention Policy in Sukabumi Regency." This research focuses on implementing the HIV/AIDS prevention program by the AIDS Prevention Commission (KPA) of Sukabumi Regency. The research problem is the increasing cases of HIV/AIDS in the Sukabumi Regency. The method is descriptive qualitative, with data collection through observation, interviews, and documentation. The theory used is Van Meter and Van Horn (1975). Informants were determined using the non-probability sampling technique and snowball sampling method. The results showed that the implementation of the HIV/AIDS prevention program in Sukabumi Regency has not been optimal. Communication between organizations has been quite good, with clear roles. However, human resources still need to be improved compared to the wide area that needs to be handled, and the government fully supports this program. In addition, in terms of economic, social, and political aspects, differences in interests still hinder good partnerships at the village government level.

This is shown by the level of influence of the sub-district head's leadership on people's awareness of paying land and building taxes of 52 % . This value was obtained from the analysis results of the coefficient of determination of the regression model which was obtained as large as 0.496. This value shows that the magnitude of the influence is 52% and the remainder is influenced by other factors not explained in this study. Then, based on the correlation coefficient test , it was found that the leadership variable on community awareness in paying land and building taxes in Cibeureum District had a high level of relationship of around 0.725 , thus, the better the leadership pattern . sub - district heads implemented in Cibeureum District will increase public awareness in paying land and building taxes so that tax revenues in the District will increase.

Abstract

This study aims to examine the effectiveness of the priority village program for preventing stunting in Cisaat Sub-District, Sukabumi Regency. The urgency of this study is driven by the lack of public awareness about the importance of avoiding stunting, inefficiencies in aid distribution, and the shortage of posyandu (integrated health service posts) supervisors to regularly monitor the growth of toddlers. The research method used is descriptive qualitative with a snowball sampling technique and six informants. The result of this research is that the priority village program for stunting prevention has not been maximally implemented, due to the inability to conduct examinations by stunting experts, lack of human resources, inadequate facilities and infrastructure, and low public understanding of the importance of stunting prevention. The study recommends the need for training and capacity building for health workers, ensuring the availability of facilities and infrastructure, increasing the number of human resources for comprehensive and effective monitoring, and enhancing communication and coordination among all parties. Innovative approaches in community outreach are also required to raise awareness about the importance of stunting prevention.
