Abstract

This  article addresses the gap in understanding the causal mechanisms linking democracy to human development. While existing research focuses on correlations or broad linkages, this study conceptualizes specific mechanisms at macro and micro levels, proposing an integrative framework that synthesizes diverse theoretical perspectives. The framework emphasizes the interconnected roles of electoral accountability, civil society, a culture of equality, and good governance in driving human development, offering a nuanced understanding of the democracy-development nexus. The study makes three key contributions: (1) identifying specific causal pathways; (2) providing a foundation for empirical research, particularly through qualitative case studies or process tracing; and (3) highlighting the importance of holistic democratic governance. It concludes that government expenditure on human development sectors, influenced by electoral accountability and good governance, is a plausible mechanism. However, the study acknowledges limitations, such as confounding factors like economic conditions and cultural differences, and calls for future research to empirically test these mechanisms. Methodologically, mixed-methods approaches, combining quantitative analysis with qualitative case studies, are recommended to validate the framework across diverse contexts. By doing so, this study aims to provide actionable insights for policymakers and researchers seeking to enhance human development through democratic governance. Artikel ini berupaya mengatasi celah dalam pemahaman tentang mekanisme kausal yang menghubungkan demokrasi dengan pembangunan manusia. Sementara penelitian yang ada fokus pada korelasi atau hubungan luas, studi ini mengkonseptualisasikan mekanisme spesifik pada tingkat makro dan mikro, dengan mengusulkan kerangka kerja integratif yang mensintesis berbagai perspektif teoretis. Kerangka kerja ini menekankan peran keterkaitan antara akuntabilitas elektoral, masyarakat sipil, budaya kesetaraan, dan tata kelola yang baik dalam mendorong pembangunan manusia, memberikan pemahaman yang lebih bernuansa tentang hubungan demokrasi-pembangunan. Studi ini memberikan tiga kontribusi utama: (1) mengidentifikasi jalur kausal spesifik; (2) menyediakan landasan untuk penelitian empiris, terutama melalui studi kasus kualitatif atau penelusuran proses (process tracing); dan (3) menyoroti pentingnya pendekatan holistik dalam tata kelola demokratis. Artikel ini menyimpulkan bahwa pengeluaran pemerintah di sektor pembangunan manusia, yang dipengaruhi oleh akuntabilitas elektoral dan tata kelola yang baik, merupakan mekanisme yang memungkinkan. Namun, studi ini juga mengakui keterbatasan, seperti faktor pengganggu (confounding factors) seperti kondisi ekonomi dan perbedaan budaya, serta menyerukan penelitian lebih lanjut untuk menguji mekanisme ini secara empiris. Secara metodologis, pendekatan metode campuran (mixed-methods), yang menggabungkan analisis kuantitatif dengan studi kasus kualitatif, direkomendasikan untuk memvalidasi kerangka kerja ini di berbagai konteks. Dengan demikian, studi ini bertujuan untuk memberikan wawasan yang dapat ditindaklanjuti bagi pembuat kebijakan dan peneliti dalam upaya meningkatkan pembangunan manusia melalui tata kelola demokratis.

Abstract

Pada tahun 2023 Kota Sukabumi melaporkan 2.210 kasus pneumonia dengan kasus tertinggi terjadi pada kelompok usia balita sebanyak 943 kasus di Puskesmas Selabatu Kota Sukabumi. Dalam upaya penanggulangannya Pemerintah Kota Sukabumi melaksanakan kebijakan program Pengendalian Penyakit Infeksi Saluran Pernafasan Akut (P2 – ISPA). Penelitian ini bertujuan untuk mengetahui efektivitas pelaksanaan program P2 – ISPA di Puskesmas Selabatu, dengan fokus pada dimensi product dari model teori evaluasi CIPP (Context, Input, Process, Product) menurut Stufflebeam. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara, observasi, dan studi dokumen. Hasil penelitian menunjukkan bahwa program telah dilaksanakan sesuai dengan Peraturan Menteri Kesehatan Nomor 82 Tahun 2014 tentang Penanggulangan Penyakit Menular, dengan upaya penemuan kasus, penatalaksanaan dan pencegahan, seperti imunisasi, pemantauan ASI Eksklusif, inspeksi lingkungan dan promosi kesehatan. Namun, tingkat keberhasilan pencapaian target program secara keseluruhan belum signifikan, meskipun dalam penatalaksanaan kasus telah memenuhi target standar kebijakan. Maka dari itu, saran untuk pelaksanaan program, yaitu optimalisasi ketersediaan sumber daya, memperkuat lintas sektor, menekankan sosialisasi agar mencapai tujuan program secara optimal.

Abstract

The purpose of this study was to determine the implementation of the Smart Indonesia Card program in Efforts to Equalize Public Elementary School Education in Cikole District, Sukabumi City for the 2021/2022 Period. And to find out the supporting and inhibiting factors in the Implementation of the Smart Indonesia Card Program in the Education Equality Activities of Public Elementary Schools in Cikole District, Sukabumi City 2021/2022 Period. To achieve the research objectives, the researcher used a descriptive qualitative approach method. In this study, the unit of analysis that is the object or research location is an institution or agency, namely 3 elementary schools in Cikole District. The results showed that the implementation of the Smart Indonesia Card Program (KIP) in the three elementary schools was in accordance with the implementation instructions set by the Ministry of Education and Culture. The KIP program is intended for children aged 6-12 years from poor, vulnerable poor families, and families receiving other social programs. The amount of KIP program funds received by students ranged from 225,000 to 450,000 rupiah per year. The implementation of this program is considered successful in the effort to equalize education, especially in reducing the possibility of students dropping out due to financial constraints.

Abstract

The increasing number of Indonesian migrant workers, who are largely Muslims in Taiwan, makes the work environment more diverse. Consequently, the need for diversity management programs such as accommodating religious practices in the workplace has become significantly more relevant. But the extant studies and reports point out those migrant workers, who are largely Muslims, have not been properly accommodated to implement their religious practices in the workplace. The study seeks to understand as how Indonesian migrant workers, who are largely Muslims, experience a kind of deprivation of their religious practices in the workplace. To that end, it uses a qualitative case study method to investigate a group of Indonesian Muslim workers of the X Company who were deprived to observe daily prayers in the workplace. The results of the study evidently found that the employer views that accommodation of such religious practices in the workplace as unreasonable for the company. The results further showed that the accommodation of religious practices of Indonesian Muslim workers was considered as unreasonable because of some important issues such as disruption of job duty, inflexible work schedule, other workers’ concern/objection, facility cost and management response/ approach. Accordingly, the study suggests some recommendations. First, the Taiwanese employer needs to sit together with relevant government institutions and religious leaders to formulate a specific policy on the accommodation of religious practices in the workplace. Second, as a single case study, the results of this study might lack of external validity (generalizability). It therefore strongly suggests prospective researchers to do a cross-cases study of this phenomenon or issue.

Abstract

This study provides a political economy analysis of how higher education liberalisation fails private universities in Indonesia through policy neutralisation and market constraints. Using path analysis, we conducted a census of 20 private universities in Sukabumi, with 60 respondents, to investigate the direct and mediated effects of liberalisation policies on economic performance through student enrolment. Our findings reveal that liberalisation policies have no significant effects on either economic performance or student enrollment, accounting for only 6.7% of enrollment variance. In contrast, student enrollment shows a robust positive relationship with economic performance, accounting for over 50% of institutional performance variance. These results demonstrate how market constraints—demographic limitations, competitive saturation, and resource scarcity—systematically neutralise the benefits of liberalisation for private universities. The absence of liberalisation effects contradicts neoliberal theoretical expectations, while the strong enrollment-performance linkage confirms resource dependence in tuition-dependent models. Our political economy analysis reveals that state policy advantages for public universities create asymmetric competition that undermines private institutions. The study demonstrates how market constraints generate policy-neutralisation effects, necessitating direct enrolment support mechanisms rather than market-oriented reforms for sustainable private university development in constrained contexts.

Abstract

Tuberculosis (TB) remains a global health challenge, including in Indonesia, with the number of cases continuing to increase in various regions, including Sukabumi City. This study aims to evaluate the implementation of tuberculosis (TB) prevention policies at Puskesmas Selabatu in Sukabumi City using Daniel Stufflebeam's CIPP (Context, Input, Process, Product) evaluation theory. This descriptive qualitative research collected data through interviews with five key informants, observation, and documentation. The results showed that the TB control policy has been implemented with a comprehensive approach, but still faces several challenges. The results showed that tuberculosis (TB) prevention at the Selabatu Health Center was under regulations, namely Ministry of Health Regulation No. 67 of 2016 and Presidential Regulation No. 67 of 2021 and supported by the Regional Budget (APBD) and Health Operational Assistance (BOK). However, there are several obstacles in implementation, such as the capacity of medical personnel that is not yet optimal, a less effective monitoring system, and limited community education. Lack of training of TB cadres and patient monitoring that only relies on WhatsApp groups and monthly control has led to many patients being inconsistent in treatment. In addition, supporting facilities such as rapid molecular testing (TCM) are not yet available, resulting in slow early diagnosis and increasing the risk of treatment dropout. However, the DOTS approach and the active role of TB cadres helped improve patient adherence. Community participation is generally low, but if properly empowered, local communities have great potential in assisting with education, early detection, and patient monitoring. Cross-sector collaboration between Puskesmas, the Health Office, local government, and professional organizations is also important in strengthening service coordination and improving synergy in TB program implementation.

Abstract

Merdeka field is a public green open space that serves the functions as stipulated in Sukabumi Mayor Regulation No. 4 of 2017, namely as a venue for ceremonies, sports, education, and other activities of the Sukabumi City Government. However, in practice, there has been a shift in function, with the emergence of various activities, including community activities and informal economic activities that are not subject to regulation. This situation indicates a gap between the established policies and their implementation on the ground. This study aims to analyze the implementation of policies regarding the use of the Merdeka field in Sukabumi City, as well as the factors influencing this implementation. The method employed is a descriptive qualitative approach, utilizing data collection techniques that include observation, interviews, and documentation. The theoretical framework employed is Merilee S. Grindle's policy implementation model, which encompasses both policy content and the context within which policy is implemented. The results of the study show that in terms of policy content, the intended benefits have not been optimally realized, there is a mismatch between the policy and conditions on the ground, low community involvement in decision-making, ineffective implementation by technical agencies, and resource constraints. Meanwhile, in terms of the context of policy, there is a diversity of interests among actors, weak implementation strategies, and low levels of community compliance due to minimal socialization and enforcement of regulations. This study recommends increasing massive and continuous dissemination of information regarding the policy on the use of the Merdeka field to the public; strengthening the capacity and number of field officers so that supervision and management of the Merdeka field can run optimally; and providing alternative economic zones for street vendors to maintain the function of public space by regulations.
