Abstract

Financing education most important input components in the implementation of educational programs in schools and the need for guidance as a foundation of the foundation so that the financial management of schools can be done well. The objective of this research was to determine the understanding of the school of government policies related to financing school operational assistance, financing management of school operational assistance and its relevance to education quality improvement initiatives, and school problems in the process of financing school operational assistance in improving the quality of education at SMPN 1 Syamtalira Bayu North Aceh District. This study uses a qualitative approach to data collection through interviews, observation and documentation. The data analysis was done through data reduction, data display, and verification. Abstract

Abstract: Teachers’ professionalism ability to create quality learning affects the successful of education. Guiding the teachers is one of the principal’s responsibilities. This research aimed to find out the principal’s strategies including programs, implementation, evaluation, supporting and inhibiting factors in improving teacher’ professionalism at State Senior High School 1 of Indrapuri. This research employed a descriptive method with quantitative approach. Techniques of data collection used were interview, observation, and study documentation. Subjects were principals, vice principal, teachers, supervisors, and school committee. Data were analyzed by reducing data, displaying, drawing conclusion, and data verification. The results showed that: 1) planning to improve teachers’ professionalism was implemented in discussion forum at the beginning of academic year and involves all school personnel. Teachers’ professionalism improvement programs planned were implementing team teaching, involving all teachers in school activities, managing student’s administration including facilities and infrastructure, conducting supervision, instilling discipline, and giving motivation and reward accordingly. 2) The programs were implemented by the team, which consisted of the principal, vice principal and senior teachers. The programs were implemented by dividing the tasks and setting the planning as a reference. 3) The evaluation was conducted at the end of semester and guided the teacher to understand the evaluation activities, showing instrument evaluation, and socializing the evaluation activities. 4) The supporting factors in improving teachers’ professionalism were having a formal legal basis, the socialization regarding the importance of teachers’ professionalism, cooperation, partnership and potential teachers, and the existence of formal and informal organization in school. The inhibiting factors were the low of bureaucratic culture, the low of work productivity, the low of output education to compete, and incomplete of facilities and infrastructure.Keywords: Strategy, school principal, teacher’s professional.Abstrak: Strategi kepala sekolah merupakan cara untuk mengatasi segala kendala atau tantangan dengan memanfaatkan segala sumber daya sekolah, termasuk meningkatkan professional guru untuk mencapai tujuan pendidikan. Tujuan Penelitian ini untuk mengetahui strategi kepala sekolah dalam meningkatkan profesional guru. Penelitian ini menggunakan metode deskriptif dengan pendekatan kuantitatif. Teknik pengumpulan data adalah wawancara, observasi, dan studi dokumentasi. Subjek penelitian adalah kepala sekolah, wakil kepala sekolah, pengawas dan guru. Penyusunan rencana peningkatan profesional guru dilakukan dalam suatu forum musyawarah pada setiap awal tahun ajaran dengan melibatkan semua personel sekolah. Program peningkatan profesional guru yang direncanakan adalah melaksanakan team teaching, melibatkan seluruh guru dalam aktivitas sekolah, mengelola administrasi siswa, sarana dan prasarana, melakukan supervisi, menanamkan disiplin, memberikan motivasi dan penghargaan yang sesuai. 2) Pelaksanaan program dilakukan oleh tim yang terdiri dari kepala sekolah, wakil kepala sekolah dan guru senior. Pelaksanaan program diawali dengan pembagian tugas dan menjadikan perencanaan sebagai pedoman pelaksanaan. 3) Evaluasi dilaksanakan pada setiap akhir semester dengan terlebih dahulu membina guru untuk memahami kegiatan evaluasi, menunjukkan instrumen evaluasi dan mensosialisasikan kegiatan evaluasi. 4) Faktor pendukung dalam meningkatkan profesional guru adalah memiliki landasan yuridis formal, telah adanya sosialisasi tentang pentingnya profesional guru, adanya budaya gotong royong dan kemitraan dan potensi guru, dan adanya organisasi formal dan informal sekolah. Sedangkan hambatan adalah kultur birokrasi yang kurang baik, produktivitas kerja masih rendah, output pendidikan kurang mampu bersaing, sarana dan prasarana masih kurang.Kata kunci: Strategi Kepala Sekolah, Profesional Guru.

Abstract

The quality of education is a picture of the overall performance of service in an educational institution. Optimal service will yield optimal results anyway and is able to meet the expected demand by a core component of the education system. The purpose of this study was to obtain information about (1) the curriculum management at State Junior High School (SMP Negeri) No 1 of Sigli, Pidie Regency, (2) student management at SMPN 1 of Sigli Pidie (3) personnel management at SMP Negeri 1 of Sigli, Pidie, and (4 ) facilities and infrastructure management at SMP Negeri 1 of Sigli, Pidie Regency. This study used a qualitative approach and descriptive methods. Data were collected through observation, interviews and documentation study. Subjects of this study were the principal, the vice principal for student affairs, vice principal for curriculum affairs, and teachers at SMP Negeri 1 of Sigli, Pidie Regency. The results showed that: (1) curriculum management has been implemented by work programs, program implementation, supervision, and implementation of the learning process optimally; (2) student management has been done well by showing some indicators, such as an increase of students’ discipline, run extracurricular activities, the student development, and evaluation of student activities that have been implemented; (3) personnel management has also been implemented, although not optimal; this reality was true by not giving regular professional development of teachers. In addition, there were employees who were not professional, that is, those who taught the lesson which was not their major; and (4) management of facilities and infrastructure has also been implemented to the maximum, level of completeness of infrastructure and facilities were adequate and can be utilized effectively to improve the quality of education at SMP Negeri 1 of Sigli, Pidie Regency.Keywords: management, quality management, and education quality

Abstract

ABSTRAK : Strategi kepala sekolah merupakan faktor yang paling menentukan dalam keberhasilan peningkatan mutu di sekolah. Penelitian ini bertujuan mendeskripsikan strategi kepala sekolah perencanaan, pelaksanaan, pengawasan  dan  hambatan dalam peningkatan mutu. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang digunakan adalah Observasi, Wawancara dan Studi Dokumentasi. Subjek penelitian adalah Komite, Kepala Sekolah, Guru dan Murid. Hasil penelitian menunjukkan: 1) Strategi Kepala Sekolah dalam perencanaan peningkatan mutu adalah  Melibatkan seluruh personil sekolah, Kepala Sekolah memberi kesempatan kepada guru dalam perencanaan mutu, Kepala Sekolah bekerjasama dengan komite dalam menyusun anggaran sekolah. 2) Strategi Kepala Sekolah dalam peningkatan mutu adalah  Guru yang mengajar harus sesuai dengan kualifikasinya, pembelajaran sesuai kurikulum, membantu dan menasehati guru, dalam penerimaan Siswa mengadakan tes. 3) Strategi Kepala Sekolah dalam pengawasan peningkatan mutu adalah  melakukan supervisi pengajaran dengan menggunakan teknik kelompok dan teknik perseorangan terhadap kegiatan peningkatan mutu di sekolah. 4) Hambatan dalam pelaksanaan peningkatan mutu adalah Kepala sekolah tidak dapat membagi waktu dan mengontrol seluruh kegiatan sekolah. Kurangnya kemampuan guru dalam mengoperasikan sarana sekolah yang terlalu canggih. Evaluasi siswa yang melibatkan wali murid dengan guru terhambat karena orangtua/wali tidak mau menerima kekurangan dari anaknya. Abstract

The leadership of a principal as an educator should have a power to guide teachers and students, to develop education professionals, to follow the updates of technology, and to demonstrate teaching skill. This study aimed at finding out: principal leadership to develop teachers’ skill in designing lesson plan, teachers’ responsibility in teaching, and teachers’ commitment in supervising and evaluating the teaching and learning process. This study employed a descriptive method with qualitative approach. The data collection techniques used were observation, interview, and documentation. The subjects of the study were the principal and teachers. The results: (1) Program to elevate learning quality, the implementation process of the program is presented in the preparation process of designing teaching instruments such as syllabus, annual program, semester program, and lesson plans. These instruments are main tool which should be prepared by teachers before they start teaching; (2) Principal leadership in terms of developing teachers’ responsibility in teaching was done in a persuasive way; and (3) Principal leadership in dealing with teachers’ commitment in the process of doing supervision and evaluation towards teaching and learning process is done with paternalistic leadership. This was done to level up teachers’ creativity without any compulsion. Keywords: Leadership, Educator, and Teachers’ Creativity.

Abstract

Abstract: The purpose of this research is to find out and describe the management of budgeting performed by the House of Representatives of Aceh (DPRA) and working Unit of Aceh Government (SKPA). This reseach used qualitative approach with descriptive method. This research was conducted at the administrative office of the House of  Representative of Aceh (DPRA). The subjects of this research were the DPRA’s speaker, the four deputies of DPRA, the commussion of budget, and the secretary of DPRA. The results revealed that (1) budgeting management planning is conducted by the budget team of Aceh Government at the end of the year through coordination meetings by preparing budget document; (2) the budget process is performed through coordination meeting by discussing the plans of badget usage and budget Absorption of Aceh Provincial Budget (APBA) in the previous yeas, and making an accurate estimate; (3) the performance of DPRA in terms of  budgeting has been in line with the procedure stated within the minutes through the mechanism of special committee; (4) the supervision and evaluation performed by DPRA involve all stakeholders and also expert staff the Aceh Government.Keywords:  Management and BudgetingAbstrak : Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan manajemen anggaran yang dilaksanakan oleh Anggota Dewan Perwakilan Rakyat Aceh (DPRA) dengan Satuan Kerja Pemerintah Aceh (SKPA). Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Penelitian dilakukan pada kantor Sekretariat Dewan Perwakilan Rakyat Aceh dengan subjek penelitian: Ketua DPRA, Wakil Ketua DPRA, Komisi C yang membidangi Anggaran, dan Sekretaris Dewan (SETWAN) provinsi Aceh. Teknik pengumpulan data dilakukan melalui kegiatan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa: (1) Perencanaan program penganggaran dilakukan pada akhir tahun melalui rapat koordinasi dan Tim Anggaran Pemerintah Aceh dengan mempersiapkan dokumen-dokumen anggaran, (2) Proses anggaran dilaksanakan melalui rapat koordinasi dengan membahas rancangan penggunaan anggaran dan daya serap APBA tahun sebelumnya serta melakukan penaksiran atau estimasi secara lebih akurat, (3) Kinerja Dewan Perwakilan Rakyat Aceh dalam hal penganggaran sudah sesuai dengan mekanisme yang tercantum dalam berita acara melalui mekanisme Panitia Khusus (PANSUS), (4) Pengawasan dan evaluasi yang dilaksanakan oleh Dewan Perwakilan Rakyat Aceh melibatkan berbagai pihak atau stakeholder dan juga staf ahli dari Pemerintah Aceh.Kata kunci : Manajemen dan Penganggaran.

Abstract

School will be able to run smoothly if facilities and infrastructure of education very support for learning process. This research uses descriptive method with qualitative approach.  The purpose of this research is to describe correctly and real about the management of education facilities and infrastructure in improving the quality of learning in SD Negeri Lamteubee Aceh Besar.Data collection technique include observation, interviews, and documentation studies.  Research subjetct were Headmaster, Vice Principal, Teacher Council, and School Staff/Operator.  Result of research indicate that: (1) Planning of facilities and infratructure that is with activity analyze first first all school facilities and infrastructure. (2) The procurement of facilities and infrastructure collects inventory data for the data first and knows the inventory. (3) Utilization/use in is used by all citizens of schools, teachers and all school children, utilization of educational inventory should also be effectively monitored by the parties appointed by the school. (4) Maintenance of facilities and infrastructure is needed by teachers and students so that the goods owned by the school is always under supervision and well maintained.  (5) Elimination in made a letter of proposal to the Education Office so that related parties can make an official letter for the deletion. Abstract

Abstract: Determination of standard cost of education is a criterion for good measure the overall expenditure in the form of cash and non-cash as an expression of the sense of responsibility of all parties (the public, parents, and government) to the development of education in order to achieve educational goals efficiently and effectively. The purpose of this study was to determine the ability of the principal to establish the cost of education, including: (1) Preparation of the cost of education; (2) The use of the cost of education; and (3) Auditing the cost of education. This study used a qualitative approach with descriptive methods, techniques of data collection is done through interviews, observation, and documentation. Subjects were principal, treasurer and inspectorate Nagan Raya. The research found: (1) Preparation of educational costs through Plan Budget (RKA) and Draft Budget Shopping Opinions School (budgets) are discussed in a budget meeting in the DPRK; (2) The use of the cost of the education budget comes from the state budget, and the budget and other sources of educational expenses of parents, private, business, and alumni of the largest education budget priorities is to pay the salaries of teachers / employees, which is between 75-80% of the total budget, and the rest for non-teachers' salaries; and (3) the cost of education is an activity Auditing look carefully, investigate, study, examine and investigate the cost of education, including procedures for investigating its books, one truth in a case, the events that have been recorded, placed on their posting, as well as the receipt of cash flows and goods owned by a school organized by the government and society. It is expected that the inspectorate in order to direct and supervise the principal standard-setting the cost of education on the preparation, use, and effective auditing and efficiency so that the cost of education in school on target.Keywords: Determination of Standard Cost of Education and SupervisionAbstrak: Penetapan standar biaya pendidikan adalah suatu kriteria untuk mengukur keseluruhan pengeluaran baik yang berupa uang maupun bukan uang sebagai ungkapan rasa tanggung jawab semua pihak (masyarakat, orang tua, dan pemerintah) terhadap pembangunan pendidikan agar tujuan pendidikan tercapai secara efesien dan efektif. Tujuan penelitian ini adalah untuk mengetahui kemampuan kepala sekolah dalam menetapkan biaya pendidikan, meliputi: (1) Penyusunan biaya pendidikan; (2) Penggunaan biaya pendidikan; dan (3) Pengauditan biaya pendidikan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Subjek penelitian adalah kepala sekolah, bendahara dan inspektorat Kabupaten Nagan Raya. Hasil penelitian ditemukan: (1) Penyusunan biaya pendidikan melalui Rencana Penggunaan Anggaran (RKA) dan Rancangan Anggaran Pendapat Belanja Sekolah (RAPBS) yang dibahas dalam rapat anggaran di DPRK; (2) Penggunaan biaya pendidikan bersumber anggaran pemerintah berasal dari APBN, dan APBD dan sumber biaya pendidikan lainnya dari orang tua, swasta, dunia usaha, dan alumni dengan prioritas anggaran pendidikan terbesar adalah untuk membayar gaji guru/ pegawai, yaitu antara 75-80% dari total anggaran, dan selebihnya untuk non-gaji guru; dan (3) Pengauditan biaya pendidikan merupakan kegiatan melihat dengan teliti, menyelidiki, mempelajari, menelaah dan mengusut biaya pendidikan, termasuk mengusut tata cara pembukuannya, salah benarnya suatu hal, peristiwa yang telah dicatat, ditempatkan pada pos-posnya, serta proses arus penerimaan uang dan barang yang dimiliki oleh suatu sekolah yang diselenggarakan oleh pemerintah maupun masyarakat. Diharapkan kepada inspektorat agar dapat mengarahkan dan mengawasi kepala sekolah penetapan standar biaya pendidikan tentang penyusunan, penggunaan, dan pengauditan secara efektif dan efesiensi sehingga biaya pendidikan di sekolah tepat sasarannya.Kata Kunci: Penetapan Standar Biaya Pendidikan, dan Pengawasan

Abstract

Abstract: This study aims to determine of academic supervision programming, implementation of academic supervision, and the principal efforts in the implementation of academic supervision to the improved performance of teachers. To achieve these objectives, this study uses a qualitative approach. Data was collected through interviews, observation and documentation. The procedure of data analysis is data reduction, data display, and verification. While the subject of research is the principal, vice-principals, and teachers. The results showed that: (1) Preparation of the principal academic supervision program involves a number of teachers and education personnel; (2) Implementation of academic supervision conducted by academic supervision approach different techniques by each principal, there are there are groups and the individual; and (3) the principal efforts in the implementation of academic supervision to the improved performance of teachers include implementing teacher meetings at school, send some teachers to take refresher courses, requires all teachers to create lesson plans, and collect all subsequent evaluation instruments were translated into the final evaluation report learning.Keywords: Academic Supervision, and Teacher Performance.Abstrak: Peneli­tian ini bertujuan untuk mengetahui penyusunan program supervisi akademik, pelaksanaan supervisi akademik, dan upaya kepala sekolah dalam pelaksanaan supervisi akademik terhadap peningkatan kinerja guru-guru. Untuk mencapai tujuan tersebut, penelitian ini mengunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Prosedur analisis data adalah reduksi data, display data, dan verifikasi. Sedangkan subjek penelitian adalah kepala sekolah, wakil kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa: (1) Penyusunan program supervisi akademik kepala sekolah melibatkan sejumlah guru dan tenaga kependidikan; (2) Pelaksanaan supervisi akademik dilakukan dengan pendekatan tehnik supervisi akademik yang berbeda oleh masing-masing kepala sekolah, ada yang bersifat kelompok dan ada yang bersifat individual; dan (3) Upaya kepala sekolah dalam pelaksanaan supervisi akademik terhadap peningkatan kinerja guru-guru antara lain melaksanakan rapat guru di sekolah, mengirimkan sejumlah guru untuk mengikuti penataran, mewajibkan seluruh guru untuk membuat RPP, dan mengumpulkan seluruh instrumen evaluasi selanjutnya dijabarkan dalam laporan evaluasi akhir pembelajaran.Kata kunci: Supervisi Akademik, dan Kinerja Guru

The results showed that:(1) learning management planning is done by the teachers to prepare a number of needs of learners with regard to the development of science, technology, and art as a whole and sustainable; (2) The implementation of learning management is done with the purpose of formulating the subjects to be taught, to set standards of competence, basic competence to formulate, determine teaching materials in the form of subject and sub-subject, teaching and learning strategies, instructional media, learning activities, evaluation techniques, allocation time, and learning resources; and (3) management of the learning is done through evaluation of mastery learning materials at the beginning of each meeting which aims to determine the students' understanding of and insight into the material that is being and has been delivered, then adapted to the learning needsKeywords: Learning Management, Educational of School Level Curriculum, and Learning AchievementAbstrak: Peneli­tian ini bertujuan untuk mengetahui perencanaan, pelaksanaan, dan penilaian KTSP dalam meningkatkan prestasi belajar siswa di SMA Negeri 1 Mesjid Raya Aceh Besar. Untuk mencapai tujuan tersebut, penelitian ini mengunakan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan studi dokumentasi. Prosedur analisis data adalah reduksi data, display data, dan verifikasi.Sedangkan subjek penelitian adalah kepalasekolah, wakil kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa: (1) Perencanaan manajemen pembelajaran dilakukan oleh guru-guru dengan mempersiapkan sejumlah kebutuhan peserta didik dengan memperhatikan perkembangan ilmu pengetahuan, teknologi, dan seni secara menyeluruh dan berkesinambungan; (2) Pelaksanaan manajemen pembelajaran dilakukan dengan merumuskan tujuan mata pelajaran yang akan diajarkan, menetapkan standar kompetensi, merumuskan kompetensi dasar, menentukan materi ajar dalam bentuk pokok bahasan dan sub pokok bahasan, strategi belajar mengajar, media pembelajaran, kegiatan pembelajaran, tehnik evaluasi, alokasi waktu, dan sumber belajar; dan (3) Penilaian manajemen pembelajaran dilakukan melalui kegiatan evaluasi terhadap penguasaan materi pembelajaran pada setiap awal pertemuan yang bertujuan untuk mengetahui pemahaman dan wawasan siswa/i terhadap materi yang sedang dan sudah disampaikan, selanjutnya disesuaikan dengan kebutuhan pembelajaran.Kata kunci : Manajemen Pembelajaran, KTSP, dan Prestasi Belajar
