Abstract

Decisions are made by those who are authorized and responsible decision makings for an institution or organization. Many decisions involve stakeholders who are individuals and organizations who can be affected by the future consequences of these decisions, including decision-making on Internet data quota assistance distributed by the Ministry of Education and Culture to support students' online learning from home (LFH). This Assistance Policy is very appropriate and well provided during the Covid-19 Pandemic. However, in an effort to optimize and objectify distribution so that it is right on target, this research is proposed solutions for applying the analysis decision-making mode using Multi-criteria Decision-making (MCDM). The criteria used include the amount of internet data consumption, Academic credits, courses, and student's economic capacity. The criteria weighting method uses Rank-order Centroid (ROC) and reference point MOORA for determining the best alternative.  The results showed that the implementation of the MCDM ROC-Reference MOORA method affected the preference value and alternative ranking of internet data quota assistance. This shows that the criteria weight value and the analysis method are critical aspects in decision-making. Differences in weight, even the slightest change in weight, can drastically change the final decision

Abstract

This paper discusses the availability of mobile networks and develops mobile learning software. The measurement Approach is testing from the user experience side to some point where potential users are located. Data clustering is divided into six location of measurement points, with different time sessions; morning, daylight, afternoon, and evening. In each time session, the measurement process is done as much as 10 times test for each the card service packs from Internet Service Providers (ISPs). The measurement process is carried out continuously for 21 days (three weeks), this is done to ensure the availability of mobile networks in the location. The  results of measurement and application testing, have given conclusion and contribution, that in of the research explains that although performance levels such as download and upload speed, latency, jitter and packet loss metrics are appropriate, not necessarily the level of network availability is appropriate. Because each parameter is influenced by a certain factor. The average value of network availability measurement experienced an internet connection failure rate on one of ISP 84.046% or as many as 10 to 11 times failed to connect from 70 attempts for internet connection.

Abstract

This paper discusses the resource portal of the analysis of the Borneo's Biodiversity Information System (BBIS) from the point of view of the characteristics of efficiency and reliability performance. Data collection methods and tools use the observation approach that simulates 100 simultaneous users, logging every 10 seconds between random clicks on the URL site. Efficiency testing results that measured 27 recommendations from PageSpeed measuring instruments and 19 recommendation parameters from YSlow, obtained average scores on grade A. However, there were still 6 parameters related to system resource issues with grade F scores, and these parameters were the significant effect the reliability value. Reliability test results referring to Jacob Nelson's equation approaches and Standard Telcordia reference. The result shows that the value of R = 0.988967 or the percentage of the reliability value is 98.89% and r = 0.011 or the error rate is 1.1%. and the user threshold test results are found when the number increases to 500 users. The success of efficiency testing parameters significantly affects the percentage of performance reliability.

Abstract

The low learning outcomes of students from year to year in the department of informatics in the course of data structure affect the learning outcomes. The purpose of this research is to know the difference between Student Learning Result between Using Mobile Media Learning application with Conventional Learning. Using a Quasi-Experimental Design. The sampling technique used is Cluster Purposive Sampling. Samples were divided into two groups: experimental groups taught using media mobile learning apps, and control groups taught using conventional learning. The test result data were tested using the Shapiro-Wilk test to know the data normality, F test for data homogeneity, and t-test to know the difference of learning result value with significant level (α = 0.05). Based on the data analysis result, a normality test result with the Shapiro-Wilk test obtained the value of both groups of samples is the normal distribution and the result of the F test is homogeneous. T-test result obtained by probability = 1.830 with α = 0.05 so probability value <α = 0.05 which means H0 is rejected, hence there is the difference of result of student learning between using application of Mobile learning media with conventional learning

Abstract

The 4th-Generation Long Term Evolution or 4G-LTE technology as data access and high-level wireless connections is an offer for internet service providers(ISPs) and competition in an effort to expand the network area in the mainland of Borneo. Although it continues to grow, however, in several urban areas in Kalimantan the cellular network is not evenly distributed. Further exploration studies are needed on the performance of the 4G-LTE network to optimize benefits and satisfy network users 4G LTE technology allows users to no longer be limited in space and become a solution to ensure connection continuity and data access speed. Service provider competition in an effort to increase its network coverage in Indonesia. Although it continues to improve, in practice. This study measures the quality of service experience (QOSE) the received signal power (RSRP/RSRQ) and noise ratio (SNR) on the 4G-LTE networks from three ISPs in the capital city of East Kalimantan Province. Measuring network signal quality using walk-test methods, Samarinda City Geographically It's a hilly and forested area. Measurement data analysis results of the 4G-LTE signals from the three ISPs have changed the RSRP, RSRQ, and SNR values. Some measuring points experienced a decrease in signal strength due to propagation loss factors such as the presence of dense and tall trees or buildings creating propagation to occur: spreading or diffraction and reflection. Another factor is the distance of the BTS or transmitter to the UE(user equipment) causing a weak signal received

Abstract

This study aims to assess the performance of non-ASN employees at the Human Resources Development Agency (BPSDM), East Kalimantan Province, Indonesia, to assist organizers in determining the feasibility of extending work contracts. The performance of 37 non-ASN employees has been assessed based on 12 criteria, including honesty, discipline, loyalty, responsibility, courtesy, commitment, ability and skills, neatness, communication, achievement, absence, and violations. In this study, the Rank Order Centroid (ROC) and Multi-Objective Optimization based on Ratio Analysis (MOORA) methods have been implemented to obtain rankings. Meanwhile, the confusion matrix (CM) method has also been used to measure the accuracy of both methods. Based on the experiment, the ROC method has been used to achieve the criteria weight, and the MOORA method has been utilized to rank all non-ASN employees based on the highest score. Where the CM suitability level of 81.1% has been gained so that the ranking of 37 non-ASN employees can be revealed. The study indicates that both methods can be implemented as alternative models for assessing the performance of non-ASN employees. Therefore, these methods are pretty effective, efficient, and relatively easy to use.
