Abstract

Abstract. This study aims to describe the Election Smart House (RPP) as a means of pre-voting political education in Pekanbaru City and Dumai City. The study uses a qualitative approach with descriptive methods. Determination of research informants through non-probability sampling techniques with purposive sampling techniques. The data validity testing technique uses triangulation of data sources. The research findings show that pre-voting political education through the use of lesson plans is carried out in two ways, namely (1) a program to disseminate lesson plans to schools. The Election Commission of Pekanbaru City conducted socialization of lesson plans to kindergartens and elementary schools, while junior and senior high schools had not yet done so because of time constraints. While the General Election Commission of Dumai City has never carried out socialization of the RPP to schools, but rather it was carried out in tertiary institutions and; (2) hearings (visits) to the lesson plan. Pre-voter hearing activities have never been conducted in the Pekanbaru City RPP, while the Dumai City RPP has received a one-time visit from the school, namely the Erna City Vocational School in Dumai in December 2019. The RPP as a means of pre-voting political education has not run optimally. This is indicated by the lack of socialization of the RPP to the pre-voters and pre-voter visits to the RPP. In addition, the General Election Commission as the manager of the RPP does not have a special / routine program in educating pre-voters through the use of the RPP. Some efforts are needed to increase the political literacy of pre-voters through the use of RPPs such as the special RPP  program that is carried out periodically through the collaboration of the General Election Commission as the manager of RPPs and schools through PPKn teachers as subjects integrated with electoral and pre-voter visits to RPPs.Keywords: Election Smart House, Political Education, Pre-election, DemocracyAbstrak.  Penelitian ini bertujuan untuk mendeskripsikan Rumah Pintar Pemilu (RPP) sebagai sarana pendidikan politik prapemilih di Kota Pekanbaru dan Kota Dumai. Penelitian  menggunakan pendekatan kualitatif dengan metode deskriptif. Penentuan informan penelitian melalui teknik non probability sampling dengan teknik purposive sampling. Teknik pengujian keabsahan data menggunakan triangulasi sumber data. Temuan penelitian menunjukkan bahwa pendidikan politik prapemilih melalui pemanfaatan RPP dilakukan melalui dua cara yakni (1) program kegiatan sosialisasi RPP ke sekolah. Komisi Pemilihan Umum Kota Pekanbaru melakukan sosialisasi RPP ke taman kanak-kanak dan sekolah dasar, sedangkan untuk jenjang SMP dan SMA belum dilakukan karena terkendala waktu. Sementara Komisi Pemilihan Umum Kota Dumai belum pernah melakukan sosialisasi RPP ke sekolah, melainkan dilaksanakan di perguruan tinggi dan; (2) audiensi (kunjungan) ke RPP. Kegiatan audiensi prapemilih belum pernah dilakukan di RPP Kota Pekanbaru, sedangkan RPP Kota Dumai pernah menerima kunjungan sekali dari sekolah yakni SMK Erna Kota Dumai pada Desember 2019. RPP sebagai sarana pendidikan politik prapemilih belum berjalan secara optimal. Hal tersebut ditunjukkan dengan minimnya sosialisasi RPP kepada prapemilih maupun kunjungan prapemilih ke RPP. Selain itu, Komisi Pemilihan Umum sebagai pengelola RPP tidak mempunyai program khusus/rutin dalam mengedukasi prapemilih melalui pemanfaatan RPP. Diperlukan beberapa upaya untuk meningkatkan literasi politik prapemilih melalui pemanfaatan RPP seperti adanya program khusus RPP yang dilaksanakan secara berkala melalui kerjasama Komisi Pemilihan Umum sebagai pengelola RPP dan sekolah melalui guru PPKn sebagai mata pelajaran yang terintegrasi dengan kepemiluan serta kunjungan prapemilih ke RPP.Kata Kunci: Rumah Pintar Pemilu, Pendidikan Politik, Prapemilih, Demokrasi.

Abstract

Pre-voters are a group that will prepare to become novice voters in the next few years; it is important to prepare them to become intelligent and rational voters, one of which is through the existence of the Election Smart House. The research design employed a qualitative descriptive method. The researcher describes in-depth and comprehensively the activities of pre-voter political education at the Election Smart House of the Pekanbaru City of General Elections Commission during the Covid-19 pandemic. Data collection was carried out through observation, interviews, and documentation. Research informants include the commissioner of the General Election Commission of Pekanbaru City, the Elecivicction Smart House of Pekanbaru City manager, and Pancasila and Civic Education teachers teaching at Senior High Schools in Pekanbaru City. The results showed that during the Covid-19 pandemic, from 2020 until now, the activities in the Election Smart House were not very active. It was noted that during the pandemic in the last two years, there were no visits from students to the Election Smart House of the Pekanbaru City owned by the General Elections Commission or visits from the City’s Election Smart House to high schools in Pekanbaru. Therefore, to overcome this situation, the Election Smart House manager initiated a creative idea by procuring Voter Education Podcasts in the Election Smart House by inviting resource persons and broadcasting them through the Pekanbaru City KPU (General Election Commission) YouTube channel. This activity is one way to educate the public without violating the health protocol and an effort to keep the Election Smart House as the center of community political education, especially students as pre-voters.

Abstract

Election Smart House (ESH) is an election organizer innovation designed to improve pre-voter political literacy among students. However, the operation and management of the ESH as a community voter education center is not operating well at present. As a voter education center, ESH provides various attractive services, facilities, and programs. The research design employed a qualitative descriptive method. The researcher intended to describe in-depth and thoroughly the ESH service as a voter education center in Dumai City that strives to promote students' political literacy. Observation, interviews, and documentation were employed in the data collection process. The research informants included Dumai City Election Commission commissioners, Dumai City election smart house (ESH) managers, and Dumai City high school civic education teachers. The study results indicate that ESH services consist of (1) the publication of ESH activities in the mass media and (2) an invitation from the General Election Commission of the City of Dumai for the public, community, or school to visit ESH. ESH can serve as a forum where the election community can discuss elections and democracy. Voter education for students through ESH is a strategic step in educating students about election and democratic materials since ESH offers students materials and additional services that attract visitors.

Abstract

This study aims to analyze and describe local wisdom in the form of the traditional game Pacu Tabang Duck along with Pancasila values that can be explored in it, amidst the onslaught of dynamics of global issues. Pacu tabang ducks is a typical tradition of Luak fifty which consists of the district of fifty cities and the city of Payakumbuh. This study used a qualitative design with a descriptive method. Research data were collected through observation, in-depth interviews and documentation studies. The research findings show that (1) the tradition of spurring tabang itiak is a hereditary tradition in the luak fifty community; (2) the existence of the pacu tabang itiak tradition can be maintained because of the Pancasila values contained therein. The implementation of the duck racing tradition is not only a tradition of the local community but through local government policy, this tradition has become a tourist calendar event for the fifty cities and towns of Payakumbuh so that it attracts tourists to attend and witness it every year. The implementation of the Pacu Tabang Duck tradition brings economic blessings to the local community because of the large number of tourists who attend.

Abstract

This paper aims at  describing the role and identify the obstacles encountered by field supervisors in Kampus Mengajar  program from Batch 3, 4, 5, and 6. The research was conducted in Riau Province with the main informants, namely several DPLs assigned to several elementary schools in Riau province in addition to the students participating in Kampus Mengajar , the research was conducted in the time span of February 2022-December 2023.The research data were collected through interviews and documentation studies. The data analysis technique uses the miles and Huberman model which consists of data collection, verification and data reduction, conclusion drawing. The triangulation technique uses data source triangulation. The results of the study found that there are several roles of DPL, namely (1) communicator, in this role DPLs are required to always coordinate with the Education office and target schools to explain the usefulness and smooth running of Kampus Mengajar  program; (2) facilitator, meaning facilitating students to discuss with each other about the design, implementation and evaluation of Kampus Mengajar  program and; (3) mentor, meaning guiding students to follow the program according to the direction of the ministry but still be able to innovate and develop creativity for the success of the program. The obstacles encountered by DPLs are (1) the remote location of the target schools; (2) Kampus mengajar students who do not obey the rules, making it difficult for DPL positions; (3) the honorarium for Kampus Mengajar program which is compensated and sometimes late in disbursement.

Abstract

This research is motivated by the problem of rampant cases of bullying that occur in schools. Therefore, this study aims to describe the experiences of students related to bullying behavior at school and future efforts to prevent and overcome bullying behavior. This research uses a qualitative design with descriptive methods. The study was conducted in SMA / SMK Dumai City by involving school students and teachers in June-August 2023. Data were collected through observation, in-depth interviews, and documentation studies. Data analysis techniques use the Miles and Huberman model, consisting of data collection, verification and reduction, and conclusion drawing. The triangulation technique uses data source triangulation. The results showed that (1) the bullying experience experienced by students generally occurred verbally. Their attitudes in responding to bullying are also different; some are ignorant and ignore the bullying received, sad and keep it to themselves, but some report to parents and BK (counseling guidance) teachers at school; (2) Efforts to prevent bullying behavior at school are carried out in the form of appeals, socialization, infiltration in subjects through planting about manners and ethics in getting along; (3) As for handling efforts if bullying occurs at school, it will be processed first by the subject teacher or vice-grade. Furthermore, coaching is carried out by the school's counseling teacher or deputy student affairs. The understanding of bullying behavior is quite good in students, which is marked by their ability to identify bullying behavior based on experience and realize that bullying behavior is an act of violation of human rights (HAM). Still, the school needs to maximize the action of preventing and handling bullying behavior. Therefore, synergy is needed between students and schools to minimize bullying behavior in schools.
