Abstract

The phenomenon that becomes the object of research is the implementation of the state border area development policy in Aruk, Sambas Regency, West Kalimantan Province. This research aims to analyze the implementation of the state border area development policy in Aruk, Sambas Regency, West Kalimantan Province and formulate a state border area development model in Aruk, Sambas Regency, West Kalimantan Province. The research method used a descriptive qualitative approach. The determination of research informants was carried out through the snowball technique. The results showed that the management of strategic issues in the state border area until now lacks the active role of Ministries/ Institutions and Local Governments. The implementation of development by K/L is still concerned with sectoral ego, this can be evidenced by the large disparity between the Implementation of the BWN-KP Management Master Plan 2020-2024 with programs/activities and budgets of Ministries/Institutions that have been committed to the implementation of development in state border areas in priority location sub-districts, PKSN, PLBN and PPK. Referring to the above, the activities of the Aruk PLBN Border Area Development of Sambas Regency are still categorized as not optimal. Supporting and inhibiting factors for the development of the Aruk PLBN area include the Aruk PLBN Management Resource Factor, the Human Resources Competency Factor, the Information and Technology Support Factor and the Aruk PLBN Management Positive Attitude Factor. Meanwhile, the inhibiting factors of development at PLBN Aruk Sambas Regency include Communication Factors, Infrastructure Factors and Bureaucratic Factors. The development model of border area development of PLBN Aruk Sambas Regency is the institutional development of the Border Management Agency consisting of institutional authority, institutional structure, institutional personnel, and institutional administrative resource management

Abstract

. Congestion is one of the problems that occur in urban areas, one of which is the city of Bandung. To overcome this problem, the Bandung City Government has established a policy on Trans Metro Bandung with the aim of improving services and providing integrated, safe, fast, smooth, orderly, regular, comfortable, reliable and efficient public transportation. But the policy has not been able to achieve the set goals. This study aims to analyze the determinants and efforts to optimize the success of Trans Metro Bandung policy implementation in Bandung City. This research uses a postpositivist approach with data collection techniques in the form of interviews, observation, and documentation. The informant determination technique used is purposive sampling and snowball sampling. Data analysis used is collection, condensation, presentation, and conclusion drawing. The results showed that there were factors that hindered the implementation of the Trans Metro Bandung policy, namely the difficulty of implementing policy instruments, unclear policy design related to resources and target changes, insufficient resources needed, inability to implement SOPs, and the low level of benefits felt by the community. The results of this study also show that there are supporting factors for the implementation of the Trans Metro Bandung policy, namely the appropriate policy instruments, the existence of a supervisory structure, the appropriate institutional design, the adequacy of the resources needed, and the involvement of the community. Efforts that need to be made to optimize the Implementation of Trans Metro Bandung Policy in Bandung City are to integrate mass transportation that connects Greater Bandung, improve the quality of Trans Metro Bandung services, and recruit competent information management human resources and appropriate promotion of Trans Metro Bandung services. Abstract

Abstract Waste has become one of the main challenges faced by several cities in Indonesia today. Rapid population growth significantly contributes to the increase in waste volume. The mismatch between waste production and management capacity, along with limited land availability, demands an effective management system to reduce the amount of waste generated. This study aims to identify the factors causing the suboptimal implementation of waste management policies in Semarang City and to formulate steps to enhance the success of their implementation. The approach used in this study is post-positivist, with data collection methods including interviews and documentation. The study results revealed that the factors causing the lack of successful implementation include the suitability of the instrument policy, clarity of the design policy related to procedures, time, and resources, and changes in management targets, as well as clarity of institutional structures and coordination between organizations. In addition, smooth supervision by related agencies and the high benefits felt by the community are also positive factors. On the other hand, the challenges faced include difficulties implementing policy instruments, lack of community supervision, limited resources, inability to implement standard operating procedures, and low community participation. Steps that can be taken include using human resources as human resources and the use of available technology, as well as the involvement of the community, communities, environmentalists, and the private sector in supporting the implementation of waste management policies in the city of Semarang. Abstract

People with disabilities have the same rights as citizens and are entitled to obtain population administration services. The implementation of the population administration data collection and issuance policy for people with disabilities cannot be separated from problems such as budget constraints, lack of facilities and infrastructure, and limited human resources. The purpose of this study is to examine and analyze the implementation of the population administration data collection and issuance policy for people with disabilities, the inhibiting and supporting factors, and to find an effective implementation model for the population administration data collection and issuance policy for people with disabilities. The research method used by the researcher is descriptive analysis with type his approach is qualitative through interviews, observations, and documentation. Data analysis was carried out use technique triangulation of data to increase the validity of research findings. The results of the study found that the implementation of the population administration data collection and publication policy has a clear target, namely people with disabilities. To achieve the realization of the percentage of targets that have been set, service innovations were found through the development of cooperation with parties or institutions managing people with disabilities with a pick-up service model. In addition, an integrated online service business process was also created through the Online Service Information Registration System (SIDILAN) application. The pick-up service model and online services from the dimensions of productivity and linearity are very effective because in addition to the clear targets and mechanisms, they are also efficient in utilizing resources.

Abstract

Pernyataan Masalah/Latar Belakang (GAP): Penyelenggaraan Pemilihan Umum legislatif tahun 2024 di Kabupaten Bekasi melibatkan banyak pemangku kepentingan yang berasal dari berbagai latar belakang yang berbeda- beda seperti KPU Kabupaten Bekasi dan Bawaslu Kabupaten Bekasi sebagai penyelenggara Pemilu, Pemerintah Kabupaten Bekasi, partai politik, sektor swasta, media dan pers, lembaga masyarakat dan masyarakat. Keterlibatan banyak pihak ini menuntut seluruh pemangku berkepentingan untuk bekerja sama dan berkolaborasi dalam menyelenggarakan Pemilu Legislatif 2024 di Kabupaten Bekasi. Tujuan: Untuk mengkaji dan menganalisa collaborative governance KPU dan Bawaslu Kabupaten Bekasi dalam pelaksanaan Pemilu legislatif tahun 2024 di Kabupaten Bekasi sebagai bahan masukan penyelenggara Pemilu dalam mengambil kebijakan penyiapan pelaksanaan Pemilu berikutnya. Metode: Tesis ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil: Colleborative governance yang dilakukan pemangku kepentingan dalam penyelenggaraan Pemilihan Umum Legislatif tahun 2024 di Kabupaten Bekasi sudah berjalan cukup baik namun masih belum efektif dikarenakan masih adanya hambatan-hambatan yang dihadapi. Kesimpulan: Untuk menghadapi hambatan-hambatan penyelenggaraan Pemilu Legislatif 2024 di Kabupaten Bekasi, pemangku kepentingan terutama penyelenggara Pemilu berupaya untuk meningkatkan intensitas komunikasi, melakukan sosialisasi untuk menekan potensi masalah dan menguatkan sinergi dan evaluasi bersama.

Abstract

This research raises the issue of stunting, which is not only a serious public health challenge in Depok City but also worldwide. The main focus of the research is to identify and analyze the factors that support and hinder the implementation of policies to accelerate stunting reduction in Depok City and formulate an optimal implementation model. Using a descriptive qualitative approach, this study collected data through in-depth interviews, Focus Group Discussions (FGDs), and observations. The analysis was conducted using NVivo 14 software by applying Knill and Tosun's determinants of policy implementation approach. Results show that factors such as political will, program innovation, human resource quality, and social acceptance are key enablers, while budget inefficiency and sectoral ego were found to be the main inhibitors. The proposed implementation model integrates policy instruments, policy design, control structure, institutional design, administrative capacity, and social acceptance with a focus on sustainability. This research makes an important contribution to the development of knowledge in the fields of government science and public administration and the practice of public policy, particularly in efforts to accelerate stunting reduction in Depok City and other regions in Indonesia.

Abstract

Tujuan dari penelitian ini adalah mengetahui implementasi kebijakan BANGGA Papua di kabupaten Asmat Provinsi Papua. Metode penelitian yang digunakan adalah pendekatan kualitatif deksriptif, dengan tujuan menyajikan gambaran lengkap terkait masalah yang di teliti. Pengumpulan data dengan wawancara, observasi, studi dokumentasi serta teknis analisis data melalui reduksi data dan penarikan kesimpulan dengan jumlah informan 42. Hasil dan pembahasan implementasi kebijakan BANGGA Papua (Bangun Generasi dan Keluarga Papua Sejahtera) di Kabupaten Asmat Provinsi Papua, menjelaskan bahwa produktivitas kebijakan BANGGA Papua yang dilihat dari jumlah pencapaian kelompok sasaran masyarakat penerima manfaat belum produktif karena tidak tercapainya target penerima manfaat akibat terhentinya program BANGGA Papua yang belum berjalan lima tahun. Kemudian dari dimensi linieritas yang dilihat dari prosedur, waktu, biaya, tempat dan pelaksana dapat dikatakan bahwa implementasi telah linear atau sesuai dengan prosedur, biaya, tempat dan pelaksana, meskipun dalam aspek waktu pelaksanaan program BANGGA Papua belum sesuai. Adanya keterlambatan dan penundaan dalam beberapa tahapan pelaksanaan program BANGGA Papua menyebabkan capaian target program tidak tercapai. Sedangkan efisiensi Implementasi kebijakan BANGGA Papua yang dilihat dari asset, dana dan teknologi sudah sesuai dengan desain Peraturan Gubernur Papua Nomor 23 Taun 2018 tentang Program Bangun Generasi dan Keluarga Papua Sejahtera.

Abstract

This study intends to examine how the development of research related to the merit system in Indonesia and international practices. Bibliometric analysis is used to determine the dynamics of the research topics discussed related to the merit system through keywords that appear in the Scopus database until January 7, 2022. Visualization from bibliometric based on co-authorship, co-occurrence, and citation using VOSviewer 1.6.16. This study showed 485 articles had been filtered through the criteria of Open Access, Article, English, and Journal. Six of the 485 articles discussed various aspects of the merit system in Indonesia. In Co-authorship, there are eight of 23 clusters written by more than two people collaborating; the United Kingdom is the highest number of articles published, while Indonesia also appears in the visualization but does not collaborate with affiliated authors from other countries. In co-occurrence, 22 clusters of 1,503 keywords emerge, and 234 meet the threshold. The meritocracy item has the highest link and total link strength, but this item was published on average around the year 2018. In terms of citation, eight of the ten most-cited documents were published more than the last ten years, while the other two documents were published in the last eight years. The document of Pratto f. 1994 was the highest citation document and became an important article related to the merit system discussing social dominance orientation which looks at inequality in social groups.

Abstract

This study intend to see the trend of articles published in Jurnal Bina Praja through co-authorship dan co-occurrence analysis by describing the citation trend, most cited articles, top productive author, most collaborated author, most frequently keyword appeared, the latest, and the densest keyword of the journal. This study used several applications for collecting and analyzing the data, namely Publish or Perish for searching the literature, Mendeley for completing the metadata, and VOSviewer for building the visualization and analysis. The result of this study denotes there are 273 articles published online in Jurnal Bina Praja from 2012 volume 4 number 1 to 2021 volume 13 number 2. Based on this mapping, there has been a significant increase in citations from 2017 to 2020. The year 2020 was the year in which this journal obtained the highest number of citations, namely 266 citations compared to the previous year, which was only 162 citations. The most cited article was the one written by Saksono in 2012 entitled "Creative Economy: New Talents for Regional Competitiveness Triggers." The most productive author is Hamudy with a number of publications of 9 documents. In terms of collaboration between authors as seen from co-authorship based on total link strengths, there are 9 clusters, and the most collaborated author with 7 total link strengths, namely Afriyani, Fitri, Manoby, and Pranasari. According to the network visualization, the most frequent keyword that occurred in Jurnal Bina Praja is local government with 18 occurrences. Covid-19 is the latest keyword in the Jurnal Bina Praja in 2021. Local Government is the densest keyword in this journal followed by decentralization, poverty, development, and innovation.

Abstract

Abstrak Perubahan Undang – Undang 32 tahun 2004 menjadi Undang-Undang 23 tahun 2014 Tentang Pemerintahan Daerah membuat kelurahan tidak lagi menjadi perangkat daerah melainkan perangkat kecamatan, mengakibatkan berubahnya status penggunaan anggaran, dimana anggaran kegiatan kelurahan sepenuhnya berada di kecamatan. Hal ini dapat berdampak bagi kinerja organisasi kelurahan yang menjadi sector pelayanan paling dekat ke masyarakat. Penelitian ini bertujuan untuk mengetahui dan mengoptimalkan teknis penganggaran kelurahan dalam pembangunan dan pelayanan, mengidentifikasi faktor penghambat dan pendukung dalam penganggaran serta mencari strategi untuk mengoptimalkan penganggaran sebagai perangkat kecamatan. Metode penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif, teknik pengumpulan data dilakukan dengan wawancara mendalam, wawancara tidak terpimpin dan wawancara terpimpin Hasil penelitian menunjukkan bahwa penganggaran sebagai perangkat kecamatan masih belum optimal, karena kebutuhan kelurahan harus disesuaikan dengan prioritas kebutuhan kecamatan, masyarakat juga belum sepenuhnya memahami kebutuhan prioritas untuk kelurahan, tahap persetujuan menjadi faktor paling penting sebagai dasar dari dokumen pelaksanaan anggaran dan menjadi pedoman dalam melaksanakan kegiatan pembangunan maupun pelayanan, sehingga dalam prosesnya harus diperbaiki, terutama koordinasi dan komunikasi antara kecamatan dan kelurahan.
