Abstract

Fertilizer is one of important production factors in food farming to gain high productivity. Efforts to manage procurement, distribution, and proper fertilizer application have been regulated, implemented, and controlled by the government. However, complaints related to fertilizer distribution problems still exist. This study aims to analyze national fertilizer performance, especially fertilizer policy for food sector, fertilizer industry, and farmer dynamics in formulating fertilizer needs and its application; and to formulate fertilizer policy alternatives that can increase fertilizer distribution efficiency and use of budget subsidy. Coverage and data of this study were at national level. Analytical methods of this study were both quantitative and qualitative descriptive approaches. The main finding of this study was a formulation of four policy alternatives pertaining distribution mean of direct fertilizer subsidy delivered to farmers. Implementation of these policy alternatives requires availability of accurate data on rice farmers, agricultural land ownership and use, and food farming system profile nationwide. In the short run, in order to increase distribution efficiency of subsidized fertilizer to farmers, it is recommended that some adjustments to the current fertilizer policy must be done on price of natural gas as raw material for Urea, level of subsidized price of fertilizers paid by farmers, document of definitive plan of fertilizer needs of farmer groups (RDKK), and function of fertilizer supervision commission at regional levels.  AbstrakPupuk merupakan salah satu faktor produksi penting dalam usaha tani pangan untuk memperoleh produktivitas tinggi. Upaya mengelola pengadaan, penyaluran, dan penggunaan pupuk telah diatur, dilaksanakan, dan diawasi pemerintah, namun keluhan terkait dengan permasalahan penyaluran pupuk bersubsidi masih saja terjadi. Pengkajian ini bertujuan untuk menganalis keragaan perpupukan nasional, terutama kebijakan penyaluran pupuk bersubsidi untuk subsektor pangan, industri pupuk nasional, dan dinamika petani dalam penyusunan kebutuhan serta pemanfaatan pupuk; dan merumuskan alternatif kebijakan perpupukan yang dapat meningkatkan efisiensi dalam penyaluran dan anggaran subsidi pupuk. Cakupan kajian dan data yang digunakan adalah pada tingkat nasional. Metode kajian menggunakan analisis kuantitatif dan deskriptif kualitatif. Hasil  utama kajian ini berupa formulasi empat alternatif kebijakan cara penyaluran anggaran subsidi pupuk langsung diberikan kepada petani. Implementasi alernatif kebijakan tersebut mempersyaratkan tersedianya data yang akurat tentang petani padi, penguasaan dan pengusahaan lahan pertanian, dan profil usaha tani pangan secara nasional. Dalam jangka pendek, untuk meningkatkan efisiensi penyaluran pupuk bersubsidi ke petani disarankan dilakukan beberapa penyesuaian atas kebijakan perpupukan saat ini, yaitu harga gas bumi sebagai bahan baku Urea, harga eceran tertinggi pupuk bersubsidi, dokumen rencana definitif kebutuhan kelompok (RDKK), dan fungsi komisi pengawasan pupuk di daerah.

Abstract

The main problem faced by small-scale farming is that the economy of scale cannot be reached so that the use of inputs and technology is inefficient. To overcome this problem, farmers need to join and cooperate in a farming group. One of the models of this cooperation is  the agricultural area development based on farmer corporation that combines technical business aspects with farmer institutions aspects. This study aims to analyze the achievements of a pilot project implementation of the corn area development based on farmer corporation in Lebak Regency, Banten Province, which analyzed using the evaluation model of contect, input, process, product (CIPP) and determine priority strategies which analyzed using Analytical Hierarchy Process (AHP). The result of this study shows that the pilot project targets for the first and the second years, namely cooperation with the feed industry and forming its own feed processing, respectively have not been achieved. From the identified seven success indicators, three were achieved, namely production increase, income increase, and implementation of local specific innovative technology. The strategy that needed to be set in advance as a priority was farmer empowerment through a farmer institution, with the most important factor is farmers’ welfare achievement.

Abstract

EnglishProblems and challenges in achieving sustainable Indonesian food security are multi-dimensional including economic, social, political, and environmental aspects. Identification of those problems and challenges can be approached through food supply and demand analysis. From supply side, those challenges, among others, are a stiff competition in the use of natural resources, impacts of global climate change, and the dominance of small-scale farmers in food farming. From demand side, several challenges are the existence of high population growth and its dynamic characteristics, change in food consumers' preference, and competition in demand for food commodities as human consumption, feed, and energy uses. This paper aims to review current condition of Indonesian food security, to analyze challenges faced by this country, and to formulate policy alternatives in achieving sustainable Indonesian food security toward 2025. This analysis found out that in the last five years Indonesia was able to provide enough food to fulfill its people’s need, however quality of food consumption of an average Indonesian was under standard dietary pattern recommended by nutritionists. Challenges to achieve sustainable Indonesian food security toward 2025 will be more difficult. To response to the challenges, this article recommends some adjustment on policy direction of food security development, especially related to defining goals, choosing means and ways in achieving the goals, and setting targets of food security development. IndonesianPermasalahan dan tantangan untuk mewujudkan ketahanan pangan Indonesia berkelanjutan bersifat multidimensi, mencakup aspek ekonomi, sosial, politik, dan lingkungan. Indentifikasi permasalahan dan tantangan tersebut dapat dilakukan melalui analisis penawaran dan permintaan pangan. Dari sisi penawaran, tantangan tersebut diantaranya berupa persaingan pemanfaatan sumber daya alam, dampak perubahan iklim global, dan dominasi usahatani skala kecil. Dari sisi permintaan, diantara tantangan tersebut adalah pertumbuhan penduduk yang tinggi beserta dinamika karakteristik demografisnya, perubahan selera konsumen, dan persaingan permintaan komoditas pangan untuk konsumsi manusia, pakan, dan bahan baku energi. Penulisan artikel ini bertujuan untuk menganalisis kondisi ketahanan pangan Indonesia saat ini, mengkaji tantangan 10 tahun yang akan datang, dan merumuskan alternatif kebijakan untuk mewujudkan ketahanan pangan Indonesia berkelanjutan menuju 2025. Dari hasil kajian ini dapat disimpulkan bahwa selama lima tahun terakhir secara makro Indonesia mampu menyediakan pangan yang cukup untuk memenuhi kebutuhan warganya, namun kualitas konsumsi pangan rata-rata masyarakat Indonesia masih di bawah rekomendasi para ahli gizi. Tantangan menuju ketahanan pangan Indonesia berkelanjutan tahun 2025 akan semakin berat. Untuk mengatasi tantangan tersebut, dalam artikel ini disarankan perlunya dilakukan penyesuaian arah kebijakan pembangunan ketahanan pangan, khususnya dalam menetapkan tujuan, memilih cara mencapai tujuan, dan menentukan sasaran ketahanan pangan nasional.

EnglishEspecially for Asian regions, rice is a strategic commodity because it is a staple food for most of the Asian people. In terms of agricultural land resources availability, several countries have become importers whereas the others exporters. The result of economic study in Asia shows that Cambodia and Thailand have a better agricultural land resource availability to provide rice for their people than the other countries in Asia. The rice farming system is able to give a better life to rice farmers in Malaysia, but it is unable yet to Indonesian rice farmers because of their very small landholding size, even though they have applied intensive technology.  Indonesian food autonomy (for rice) is better than that of several countries in Asia, such as Nepal, Japan, the Philippine and Malaysia.IndonesianKhususnya bagi kawasan Asia, beras merupakan komoditas strategis karena sebagian besar penduduknya menjadikan beras sebagai makanan pokok. Terkait dengan ketersediaan sumberdaya lahan pertanian untuk memproduksi beras, sebagian negara menjadi eksportir beras, sebagian lainnya masih harus impor. Hasil kajian komparatif ekonomi padi di Asia menunjukkan bahwa Kamboja dan Thailand memiliki daya dukung lahan pertanian dalam memproduksi beras untuk memenuhi kebutuhan penduduknya paling baik. Malaysia mampu menjadikan usahatani padi memberikan kehidupan yang layak bagi petaninya, sementara usahatani padi di Indonesia belum mampu memberikan kehidupan yang layak bagi petani, karena rata-rata luas garapan petani padi di Indonesia sangat sempit, sekalipun teknologi produksi padi yang diterapkan  petani Indonesia sudah cukup intensif, dibawah China, Korea, Jepang, dan Vietnam. Tingkat kemandirian pangan beras Indonesia relatif lebih baik dibanding negara Nepal, Jepang, Filipina, dan Malaysia, namun masih lemah dibandingkan negara Asia lainnya.

Abstract

Agricultural research and development agencies have produced several new improved rice varieties (NIRVs) over the past few years with various advantages to dealing with climate change and increasing rice production. However, until now, the adoption of NIRVs is still relatively low. This paper aims to determine the performance and problems of adopting NIRVs and recommend strategies for accelerating the adoption of NIRVs by increasing seed availability through the role of Seed Mandiri Village. This paper is the result of a review of several research results and relevant literature. Of the many NIRVs that have been released, until now, their distribution is still very limited. Most farmers still use improved rice varieties that have been released for a long time, such as Ciherang, Mekongga, and IR64. The low level of availability of NIRV seeds on a commercial scale is one of the inhibiting factors for the adoption and spread of NIRVs. Optimizing the role of the Seed Self-Reliant Village can increase the availability of NIRV seeds. Seed Self-Reliant Village in various regions can be encouraged to carry out sustainable breeding of NIRV seeds, especially for location-specific NIRV seeds. Thus, it is expected that these efforts will increase the adoption of NIRVs so that they can further have implications for increasing rice production and meeting national food needs.

Abstract

The objective of the assessment on Rice Based Agribusiness Oriented Farming System (Sutpa) conducted in rainy season (MB) 1995/96 is to find an agribusiness development model that is capable to increase fanning efficiency and commodity's competitive advantage. The Sutpa assessment implementation main characteristics are: (1) to introduce new engineered technology packeges to enhance productivity and production efficiency; (2) to applicate technology with an economic scale; (3) to implement tight field supervision by interdicsipline team consisting of research and extension workers; (4) to applicate participatory approaches in encouraging involved farmers to play their active roles; and (5) to enhance coordination with related official and local key persons to maintain the implementation harmony beginning from its planning, implementation and evaluation. In 1995/96, Sutpa assessment implementation was concentrated in 14 provinces with an area of 46.000 Ha (92 assessment plot unit), and in the following two years it was widened in 18 and 19 provinces. Some assessment results show that rice farming using direct seeding system developed in Sutpa assessment could reduce labor utilization for 17.01 - 38.56 percent and it was able to increase production and farmer's profit for 40.26 - 43.74 percent and 14.12 - 24.10 percent respectively compared to tilt of transplanting system. The competitive advantage analysis also shows that rice fanning direct seeding system gives a competitive profit compared to that of transplanting system's at 70.23 - 82.14 percent of the existing production level. The Sutpa assessment implementation has been able to escalate new high yielding varieties and direct seeding system adoptions.

IndonesianSetahun setelah INSUS dilaksanakan, pada tahun 1980 produksi padi naik sebesar 13 persen. Kemudian timbul pendapat yang setuju dan kontra akan adanya peranan INSUS dalam hal ini. Untuk mengetahui apakah ada peran INSUS tersebut, perlu diketahui seberapa jauh INSUS itu telah diterapkan oleh petani sesuai dengan konsepnya. Telaahan ini dilakukan untuk menjawab pertanyaan di atas, walaupun disadari analisa dilakukan terlalu dini. Karena itu berupa penelitian kasus di dua kelompok tani di Malang dan Banyuwangi Jawa Timur; analisa bersifat deskriftif kualitatif, dan aspek yang dilihat terbatas pada kegiatan kelompok tani sebagai suatu lembaga. Hasil telaahan menunjukkan bahwa yang menentukan keberhasilan INSUS dibandingkan dengan kelompok petani lainnya karena adanya perbedaan dalam kerjasama kelompok.

Abstract

Food loss and waste are one of the indicators of Sustainable Development Goals (SDGs), namely goal 12: ensure sustainable food consumption and production patterns. Indonesia is committed to achieving the targets set out in the SDGs, one of which is target 12.3: to reduce food loss and waste by half by 2030. Achieving this target is beneficial for achieving national food and nutrition security, and environmental sustainability. This paper is a scientific review aimed at analyzing the magnitude, causes, impacts, and policy strategies for reducing food waste. The results of the analysis show that the percentage of food waste in the last two decades tends to increase. The largest proportion of food waste occurs at the household level. The main cause is the behavior of household food consumption patterns, ranging from planning, purchasing, and processing up to consumption, which do not aware that food waste has impacted not only individuals but also society in the form of economic, social, and environmental losses. Therefore, efforts to reduce food waste need to be carried out comprehensively and sustainably, considering that changing people's food consumption behavior takes a relatively long time. Another effort that needs to be done is to change the mindset of each individual toward the value of food through formal education from an early age and non-formal socialization by utilizing various communication media.

Abstract

IndonesianTulisan ini mencoba mengkaji sistem bagi hasil dan dampak motorisasi penangkapan ikan terhadap pendapatan nelayan di dua desa di Kabupaten Langkat. Hasil yang diperoleh menunjukkan pendapatan nelayan meningkat dengan semakin besarnya ukuran motor yang digunakan. Namun demikian kenaikan pendapatan tersebut ternyata cenderung lebih tinggi pada nelayan pemilik kapital daripada buruh nelayan (operator). Kecenderungan ini terjadi karena sistem bagi hasil yang diterapkan cenderung menurunkan bagian pendapatan buruh nelayan dengan semakin besarnya ukuran motor. Secara umum buruh nelayan telah memperoleh imbalan yang sebanding dengan produktivitas tenaga kerja yang dicurahkan. Sedangkan pemilik kapital memperoleh bagian pendapatan yang sedikit lebih tinggi dari yang seharusnya diperoleh. Kurang berimbangnya jumlah kapal dan tenaga kerja yang tersedia mungkin merupakan penyebab dari kenyataan ini. Faktor ini pulalah yang menyebabkan sistem bagi hasil yang dianjurkan pemerintah tidak diterapkan nelayan di Langkat karena sistem tersebut cenderung menurunkan keuntungan pemilik kapital.

Abstract

IndonesianBerbagai macam cara intensifikasi untuk meningkatkan produksi padi selah diterapkan. Pada MT 1980 secara besama-sama dilaksanakan usaha intensifikasi padi melalui Bimas dan Inmas (Inmum), Insus serta Opsus. Lebih jauh intensifikasi pada Insus dapat pula diklasifikasikan ke dalam Kelompok Tani (KT) Insus lomba dan KT Insus tidak lomba. Tentu dapat diharapkan produksi padi sebagai hasil dari berbagai macam intensifikasi ini akan berbeda-beda. Hasil telaahan di Klaten Jawa Tengah dan Tabanan Bali menunjukkan bahwa produksi dan pendapatan usahatani padi dengan Insus lebih tinggi dibandingkan dengan produksi dan pendapatan usahatani padi Inmum. Kejadian tersebut berlaku pula antara Insus lomba dan Insus biasa; Insus lomba lebih baik daripada Insus biasa. Perbedaan ini tidak nyata disebabkan oleh perbedaan dari penggunaan masukan ataupun biaya, tetapi lebih banyak disebabkan oleh baiknya penerapan Panca Usahatani dan dukungan aparat lembaga penunjang di desa. Telaahan ini memperlihatkan pula bahwa pengalaman petani berorganisasi dalam bentuk Subak di Bali lebih memperlancar dan menigkatkan kualitas pelaksanaan Insus.
