Abstract

The purpose of this research is to analyze the implementation and identify the driving and inhibiting factors of the implementation of Government Regulation Number 11 of 2017 on Paperless Civil Servant Rank Promotion Services at the Regional Personnel Agency and Human Resource Development of Medan City by applying Edward III's theory. This study used a descriptive qualitative approach with data collection techniques of observation, interviews, and documentation. The data analysis technique used in this study consisted of four stages: data collection, data reduction, data presentation, and conclusion drawing. The results of the study showed that the implementation of Government Regulation Number 11 of 2017 on Paperless Civil Servant Rank Promotion Services at the Regional Personnel Agency and Human Resource Development of Medan City is still not optimal due to (1) the suboptimal application of service-oriented work culture values, (2) the low interest of civil servants in applying for rank promotion during the COVID-19 pandemic, and (3) the development of the personnel information system is not fully capable of producing accurate information. The Regional Personnel Agency and Human Resource Development of Medan City is trying to run paperless rank promotion services by optimizing the SAPK and SIASN systems so that employee data is integrated for effective and efficient services in the future.

Abstract

This study aims to determine the Bureaucratic Performance of Land and Building Tax Services in the Urban and Rural Sector (PBB-P2) in Increasing Regional Original Income at the Regional Tax and Retribution Management Agency in Medan City and to find out and analyze what factors support and inhibit it. The research method used is descriptive research with observation data collection instruments, documentation studies and interviews, while the data analysis is descriptive analysis. The results of this study indicate that the performance of the Regional Tax and Retribution Management Agency in optimizing the increase in Local Own Revenue through the receipt of Land and Building Taxes for the Urban Sector in Medan City is analyzed from the following sub-indicators: conducting socialization of Medan City Regional Regulation Number 3 of 2011 concerning Land and Building Tax for Urban and Sub-District; carry out validation activities on the Subject and Object of Land and Building Tax in the Urban and Rural Sector; carry out adjustments to the Land Value Zone (ZNT), and: carry out activities to update the Selling Value of Tax Objects (NJOP). Supporting land and building tax revenue by the Regional Revenue Agency is influenced by the following factors, namely economic growth and population. The inhibiting factors in land and building tax revenues are the awareness and compliance of taxpayers and the weakness of the tax apparatus. Meanwhile, the government's recommendation is to socialize regulations regarding local taxes, make adjustments and determine Land Value Zones (ZNT) and update the Sales Value of Tax Objects (NJOP).

Abstract

This study aims to analyze the Policy Implementation of Asahan Regent Regulation Number 3 of 2019 Concerning Adjustment of Retribution Rates for Parking Services on Public Roadsides in the Asahan Regency Area and the obstacles. This research uses a qualitative descriptive research type, which is a method that describes and explains the results in the field in the form of words between sentences which are then drawn conclusions from the description. Based on the results of interviews and observations in the field which were then analyzed in this study, the results and conclusions of the parking levy policy on public roads in Asahan Regency have not been implemented properly. parking fees that are not in accordance with the provisions of the regulations and people who do not pay according to the rates, then the indicators for collecting fees in this study are still found by parking officers who do not use complete attributes in collecting fees. Then the indicators of supervision and sanctions, the results of the surveillance research conducted by the Department of Transportation are quite good but there are still violations committed by parking attendants.

Abstract

This study undertakes an analysis of the implementation of Supreme Court Regulation (Perma) No. 1 of 2016 concerning Mediation Procedure I in the settlement of divorce cases during the COVID-19 pandemic at Religious Courts in Medan City, while also identifying inhibiting factors. A descriptive qualitative research method is employed due to the nuanced nature of the issues at hand. Key informants (Vice Chairman of the Religious Courts in Medan City), main informants (mediators), and additional informants (court clerks) constitute the research subjects. Data collection methods encompass observation, interviews, and documentation. Data analysis includes data reduction, presentation, conclusion drawing, and verification, with data validity confirmed through triangulation. The implementation of Perma No. 1 of 2016 is evaluated through the lens of Edward III's theory, encompassing communication, disposition, resources, and bureaucratic structure. However, the appointment of mediator judges remains suboptimal. Mediation of divorce cases at the Religious Courts in Medan City is perceived as less effective, supported by the limited number of successfully mediated cases. Inhibiting factors include the scarcity of mediator judges, inadequate accessibility to mediation rooms for many individuals, and a lack of public awareness regarding the significance of mediation in case settlements.

Abstract

The Department of Youth, Sports and Tourism of South Labuhanbatu Regency is 2 (two) different offices, namely the Office of Youth and Sports and the Office of Tourism. In 2002, these two agencies merged to become the Youth, Sports and Tourism Office which is expected to further optimize and synergize in carrying out development in the field of youth sports and tourism objects in South Labuhanbatu Regency. In this case, the Tourism and Culture Office of South Labuhanbatu Regency as the implementer of the regional regulation policy No. 6 of 2019 Chapter VI Concerning Tourism Development Strategies in Simalungun Regency. The theory used in this research is Implementation theory by Edward III, this research uses a qualitative type methodology which using interview techniques, observation, and also documentation. As reinforcement, this study also consisted of key informants, main informants and additional informants using data analysis techniques by Miles and Huberman namely data collection, data reduction, data presentation and conclusions.

Abstract

Infrastructure development is crucial in fostering economic growth. The development undertaken by the village government significantly influences the road infrastructure in Pulau Sejuk Village. With several damaged roads, the researcher was intrigued to explore the Role of the Village Head in Road Infrastructure Development in Pulau Sejuk Village and delineate the supporting and inhibiting factors of the Village Head's Role in Road Infrastructure Development. To address the research questions, the researcher employed Soekanto and Sulistyowati's (2017) theory, emphasizing planning, implementation, and monitoring. Data collection involved interviews, observations, documentation, and qualitative analysis following Sugiyono's (2010) methodology. The findings reveal that the village head's role in planning road infrastructure development has been well laid out, but its execution is pending. Direct or indirect supervision by the village head and village apparatus in road development has yet to materialize due to the absence of road repairs. The Village Head of Pulau Sejuk needs to pay closer attention to road development to ensure smooth infrastructure implementation.

Abstract

Hajj is one of the pillars of Islam and an annual worship carried out by Muslims around the world who have the istito'ah/ability (material, physical and scientific) to visit and carry out several worship activities in several places in Saudi Arabia or we often hear by the name of the season of Hajj or the month of Zulhijah. The current Hajj problems, coupled with the problems that arose during the Covid-19 pandemic, were handled by a system for delegating the portion of the Hajj which has become a benchmark for performance at the Regional Office of the Ministry of Religion of North Sumatra Province. This research was conducted using qualitative research methods. The results showed that the performance of the administrative service bureaucracy for the delegation of portions of regular pilgrims at the Regional Office of the Ministry of Religion of North Sumatra Province had met the service standards in accordance with the performance theory by Pollit & Bouckaert used in this study.

Abstract

The purpose of this paper is to describe the implementation and the factors that support and hinder Government Regulation Number 11 of 2017 concerning Civil Servant Management in developing ASN competencies at the Office of the Human Resources Development Agency of North Sumatra Province. The type of research used is qualitative to answer the existing problems. The data analysis of this research was carried out by means of data reduction; Presentation of data and drawing conclusions or verification. The results of the research found that the implementation was not optimal, namely: Communication was not optimal because not all information was given to employees; Human Resources are still lacking and the level of awareness about PNS Management is still lacking; Disposition of employee responsibilities is still very low in carrying out their work; Bureaucratic Structure Coordination of employees is not good because employee awareness in improving competencies related to PNS Management still needs to be further improved. The inhibiting factors for the implementation of Government Regulation Number 11 of 2017 concerning Civil Servant Management in developing ASN competence at the Office of the Human Resources Development Agency of North Sumatra Province such as Not all information being conveyed, Human resources are considered to be not good, some employees are less responsible for coordination between employees, there is still a lack optimal.
