Abstract

This study employs a qualitative approach with a case study as the research design. The focus of the case study is on how SDN 104231 Batang Kuis handles the Admission of New Students in the midst of the Covid-19 outbreak after the issuance of Regent Regulation No. 23 of 2021. Data collection is conducted through interviews, observations, and documentation. The findings indicate that 1) preparation for this policy is carried out through understanding, learning, and preparing implementation strategies in accordance with supporting factors, such as selecting a competent committee for Admission of New Students and implementing staff who are willing to learn from changes; 2) policy implementation has been carried out in accordance with existing policies and has become a new point for having a better system for Admission of New Students and services by integrating offline and online systems in the educational environment; and 3) there are supporting and inhibiting factors, such as the simplification of Admission of New Students activities and students being able to participate in online competitions, but also negative impacts, such as a decrease in parents' interest in enrolling their children in public elementary schools since the Covid-19 pandemic and the need for the development of infrastructure used.

Abstract

The purpose of this study is to analyze the implementation of Presidential Instruction No. 12 of 2016 on the National Movement of Mental Revolution at the North Sumatra Provincial Unity and Community Agency and the constraints faced. The research method used is qualitative with data analysis techniques using a qualitative approach. Data collection was obtained from observation, interviews, and documentation. The research results refer to Edward III's theory with indicators of communication, resources, disposition, and bureaucratic structure. The findings show that the implementation of Presidential Instruction No. 12 of 2016 on the National Movement of Mental Revolution in terms of communication and resources has not been running well. Communication is still lacking, especially with external parties. The employees of the North Sumatra Unity and Community Agency also lack work ethics. However, in terms of disposition and bureaucratic structure, the implementation of the Presidential Instruction has been running well. The constraints faced by the agency in implementing the National Movement of Mental Revolution are the lack of public awareness of the importance of the movement, difficulty in socializing in remote villages, and the delay in the provision of funds, which often hinders the implementation of the policy.

Abstract

This study aims to identify and analyze the performance of the bureaucracy in preparing administrative materials for making rank order lists and position analysis for the Langsa City DPR Secretariat and to find out the factors that support and hinder bureaucratic performance in preparing administrative materials for making rank order lists and position analysis for the Langsa City DPR Secretariat. The method used is a qualitative method with an inductive approach. Data collection techniques include interviews, observations, and documentation. This research was conducted at the Langsa DPRK Secretariat Office from October 2022 – September 2022. This research used the method of data collection, data reduction, data presentation, and drawing conclusions. The results of the study revealed that there were 5 stages in knowing the performance of the bureaucracy in preparing administrative materials for making rank order lists and analysis of program and financial positions of the DPRK Langsa Secretariat consisting of (1) Productivity found a discrepancy between the position map structure of the DPRK Langsa Secretariat and Job Analysis and Workload Analysis, (2) Responsiveness found the position analysis document of the DPRK Langsa Secretariat last made in 2018 which was not in accordance with the Organizational Structure, (3) Service Quality found that there were no problems and was counted well, (4) Responsibility found that the head of the General Administration Subdivision and Personnel do not know the main tasks and functions of the position before taking office and after taking office, (5) Accountability is known in the General Administration and Personnel Sub-Division that has not been able to meet accountability criteria such as being result-oriented and improving work.

Abstract

formulation of the problem in this study is what is the role of the Tourism Office in increasing regional original income in the marine tourism sector in South Aceh Regency, what are the obstacles to the Tourism Office in increasing Regional Original Revenue in the marine tourism sector in South Aceh Regency. The research method used is a qualitative method, and data analysis techniques use descriptive qualitative. Data collection was obtained from observation, interviews and documentation. The research results show that the development of marine tourism areas in South Aceh District aims to increase local revenue by developing tourism objects by maximizing marine tourism object areas in South Aceh District. Abstract

The objectives to be achieved are to know and analyze about: Implementation of Information and documentation service policies in improving Public Relations Services at the Human Resources Development Agency of North Sumatra Province and what factors support and hinder it. . This research uses a type of qualitative research that focuses on the Implementation of Information and Documentation Service Policies in Improving Public Relations Services at the Human Resources Development Agency by focusing on the flow of services and personnel willingness and competence in providing information and documentation for the public. In the framework of the Implementation of Information and Documentation Services in Improving Public Relations Services, it becomes a supporting element for BPSDM Nort Sumatra Province in carrying out its activities as a training institution that creates Professional, Trustworthy and Dignified ASN. Implementation at the Human Resource Development Board of North Sumatra Province needs overall support and commitment to get better results. This is demonstrated by the leadership's commitment to improving the performance and competence of personnel in managing information and documentation in improving public relations services. The inhibiting factors in terms of communication, resources, disposition and bureaucratic structure make it a consideration for BPSDM Nort Sumatra Province to continue to strive to implement personnel performance and competence improvement programs in managing Information and Documentation in Improving Public Relations Services through collaborative planning, budgeting, implementation, evaluation and reporting as a whole.

Abstract

The purpose of this study was to analyze implementation and what factors influence the implementation of the Online Submission Risk Basic Approach (OSS RBA) system in improving the quality of service at the Investment and One-Stop Services Office of Aceh Tamiang Regency. To analyze implementation, Edward III's theory was used, among others, namely communication, resources, disposition and bureaucratic structure This research is a qualitative research, which produces descriptive data from data in the field. The data collection process was carried out by researchers through three data collection techniques, namely: observation, in-depth interviews, documentation study. The results of the study found that in the implementation of the application, the implementation was quite good, in terms of the communication that was carried out. Human resources and budget, not yet sufficient. Disposition, is in accordance with the regulations and provisions of its implementation and is in accordance with the applicable SOP. The inhibiting factor is the lack of outreach to the community as business actors; Lack of implementing staff or human resources implementing the OSS RBA application system; Budget resources that are still limited so that they cannot meet the facilities and infrastructure for the OSS RBA application system services; The rules change frequently which makes it difficult for employees to keep abreast of developments.

Abstract

The issuance of Minister of Finance Decree Number 504/PMK.04/2009 on 24-Hour Customs Service and 7-Day Customs Office at Certain Ports accommodates customs services to facilitate importers or exporters in submitting customs documents in order to obtain service certainty so that imported or exported goods can be served. However, some obstacles related to 24/7 services were found which may cause user satisfaction to be less than optimal. This study aims to determine the implementation of the 24/7 Service Policy and the factors affecting its implementation at the Belawan Customs and Excise Supervision and Service Office in North Sumatra. The method used is descriptive qualitative with data collection conducted through observation, interviews, and documentation. The data analysis techniques used are data collection, data reduction, data presentation, and conclusion drawing. Based on the results of the study, it is known that the implementation of the 24/7 Service Policy in improving user services at the Belawan Customs and Excise Supervision and Service Office, North Sumatra, still needs improvement due to communication, resources, and bureaucratic structure that have not been running well, influenced by factors such as Standard Operating Procedures (SOP), widespread fragmentation, limited socialization, and officer competence. Meanwhile, the implementation is supported by disposition influenced by factors such as facilities, authority, and performance contracts.

Abstract

This study aims to analyze the effectiveness and inhibiting factors in managing village fund allocations in infrastructure development in Kampung Medang Ara, Karang Baru District, Aceh Tamiang Regency. This study uses a qualitative method with a descriptive approach. Data collection was obtained from Secondary Data consisting of: history of establishment, organizational structure, vision and mission, and goals to be achieved; primary data, obtained from interviewing informants in the field. To analyze effectiveness, Edward III's theory was used, among others: namely communication, resources, disposition and bureaucratic structure. The results of the study found that in terms of communication between employees and village government officials it was good, but increased socialization with the community. In infrastructure development, human and material resources are inadequate due to a shortage of executive staff, as well as facilities and infrastructure. Village officials are quite committed and responsible for implementing the road infrastructure development program in accordance with the procedures that have been prepared. The inhibiting factors are inadequate human resources, very few village government officials and a lack of supporting facilities and infrastructure. The use of village fund allocation budgets can be resolved properly but the lack of information transparency causes a lack of community participation so that the target of allocating funds has not been achieved.

Abstract

The purpose of this writing is to analyze the implementation of Regional Regulation of Batu Bara District No. 9 of 2014 concerning the Master Plan for Regional Tourism Development for the period of 2014-2029 and the challenges faced in developing Community-Based Historical Beach Tourism to increase Local Revenue in Batu Bara District. This research used a descriptive method with a qualitative descriptive data analysis technique. Primary data was obtained through observation, interviews, and documentation. The results of the research showed that in terms of communication, resources, disposition, and bureaucratic structure, the implementation has been optimal. The challenges faced include limited financial resources and infrastructure, as well as the attitude of policy implementers which is not always positive towards the implementation of the policy. The implementation of Regional Regulation No. 9 of 2014 in Batu Bara District has a positive impact on local revenue, thereby increasing the Local Revenue.

Abstract

The purpose of this study was to determine the effect of differences between the quantity, quality of work, timeliness and employee performance before the implementation of the Electronic Based Government System  and the quantity, quality of work, timeliness and employee performance after e-government based at the Department of Industry and Trade North Sumatra Province. To analyze the research objectives, the 3 dimensions of performance contained in Dharma theory are used: namely, quantity of work, quality of work and timeliness. This study uses a quantitative approach, because in this study the relationship between variables is causal and in addition to testing the hypothesis between competency variables on performance. While the type of research used is included in the explanatory research type. namely research that is used to obtain data from certain places, using questionnaires as primary data. The results of the study found that the Implementation of Electronic-Based Government Systems gave increased performance based on the aspect of work quantity; provide performance improvement based on work quality aspects; provide performance improvement based on timeliness aspect; and provide performance improvement based on employee performance aspects.
