Abstract

This article aims to determine the implementation of the Child Identity Card (KIA) service policy in Kotapinang District at the Department of Population and Civil Registration, South Labuhanbatu Regency, North Sumatra Province and to identify and analyze the factors that influence it. The form of this research belongs to descriptive research that uses qualitative data analysis, namely this research is investigated by observation or observation, interviews, and describes the state of the object of research based on the facts. There were 18 informants in this study. Data collection techniques were obtained from interviews, observations, and documentation. While the data analysis techniques are data collection, data reduction, data presentation, and drawing conclusions. Based on the results of the study, it can be concluded that the implementation of the Child Identity Card (KIA) service policy in Kotapinang District at the Population and Civil Registration Office of South Labuhanbatu Regency, North Sumatra Province has not gone well. This is due to a lack of knowledge, perception, physical condition, gender and community living environment, lack of human resources in charge of services, lack of a special budget allocated for service equipment, frequent network disturbances so that the Standard Operational Service (SOP) is set. has been determined for 3 days sometimes not fulfilled.

Abstract

Patient satisfaction is a level of patient feeling that arises as a result of the performance of health services obtained after the patient compares it with what is expected. The patient of Zubir Mahmud Hospital complains of difficulties in getting a room for his family who will perform the operation even though he already has a BPJS Health card besides that the patient is disappointed with the handling and services of Zubir Mahmud Hospital, so that it can cause a bad image of the hospital in the eyes of the patient. This type of research is a survey explanatory with a cross sectional approach. The population in this study were all patients who had used the services of the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency in 2020, as many as 43,216 patients. The research sample consisted of 100 people. The data collection technique uses the documentation method, the interview method and the questionnaire method. The data analysis technique used the chi square test and multiple logistic regression tests at the 95% confidence level. The results showed that there was a significant effect between facilities (p = 0.000) and image (p = 0.001) on patient satisfaction. Facility factor with Exp value (B) of 14.489 is the most dominant factor affecting patient satisfaction of the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency To the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency is expected to increase the number of specialist medical services so that it can reduce cases of patient referrals to other districts so as to create a good image in the eyes of the community.

Abstract

In order to minimize the spread of the new type of corona virus or SARS-CoV-2 which causes covid-19, people are asked to work, study and worship from home. face-to-face activities to be postponed or canceled. work from home has the same obligations and responsibilities as working from the office. work from home has challenges and obstacles that are not easy, because not all sectors of work can be done from home. The research objective was to determine and analyze the efficiency of performance and to determine the factors inhibiting the efficiency of the performance of the State Civil Apparatus in the Work from Home system in the Regional Office VI of the Medan State Civil Service Agency. with qualitative methods, data analysis techniques using descriptive research. The results showed that during WFH the cost of office expenses was reduced by 40% each month, the employees who are obliged to be in WFH are those who use public transportation and are over 50 years old, but it does not rule out the possibility that the age below 50 can still be in WFH, sick condition. Inhibiting factors in implementing WFH are the unavailability of facilities and infrastructure such as laptops / computers, printers and internet data packages, interference from family members, procrastinating work, prioritizing work at home compared to office work. It is recommended that employees during WFH create a special room, list of jobs, time limits, and communicate regularly with superiors.

Abstract

The responsibility for controlling the weeds is in the hands of the Sunggal sub-district, where the sub-district also collects retribution from the traders in accordance with the sub-district regulations. However, with the emergence of various problems from the existence of the illegal market, it becomes an illustration that the sub-district head is still not playing a role in managing the illegal market in his area, thus becoming a source of disturbance for other road users. The purpose of the study was to determine the role of the Camat in controlling the illegal market in Lalang Village, Sunggal District, Deli Serdang Regency. The benefits of research to add insight and knowledge in the field of controlling illegal markets. This research is a qualitative research in which researchers go directly to the field to examine the object of study and conduct direct interaction with the community. The discussion on the role of the sub-district head in controlling illegal markets in this study is based on the role theory proposed by Biddle and Thomas, which consists of expectations, norms, forms of behavior, as well as assessments and sanctions. The Camat has an important role in regulating various activities carried out by the community, including regulating the market so that the existence of the market does not cause problems for other community groups.

Abstract

The purpose of this study was to analyze the implementation and obstacles in the budget performance system at the General Section of the Regional Secretariat of Batu Bara Regency. The research method used is a qualitative method. The reason for using this qualitative method is because the problem is not clear, holistic, complex, dynamic, and full of meaning so that data on certain social situations is not possible. Implementation of the Budget Performance System in the General Section of the Regional Secretariat of Batu Bara Regency in terms of communication, has been able to communicate with the parties involved. In terms of Human Resources, it is still not optimal in carrying out the budget performance system. In terms of disposition, SKPD has been able to give a good attitude towards all offices. In terms of the Bureaucratic Structure, it still shows that it is less than optimal in budgeting. The obstacle is that the knowledge of SKPD is still not optimal in carrying out budget preparation, so that mature human resources are needed to really understand budget preparation for the smooth running of a good government. The SKPD's lack of understanding of the applicable laws and regulations and the lack of commitment to implement them have made the implementation of the budget performance system not run well.

Abstract

Waste management in Namo Rambe Sub-district is not optimal, waste is not managed by the government, and piles and scattered garbage can be seen in corners of settlements/housings and illegal waste collection places as well as public facilities. This study aims to identify and analyze waste management which includes 5 (five) mutually supportive aspects consisting of legal and regulatory aspects, institutional aspects, operational technical aspects, financing aspects, and community participation aspects, and to identify and analyze obstacles in waste management in Namo Rambe District, Deli Serdang Regency. The research used was descriptive method, and the data analysis technique used descriptive qualitative. The results showed that waste management in Namo Rambe District was still classified as not good, because of the five aspects of waste management based on the theory of SNI-3242-2008, there were several aspects that were still not implemented properly, namely: legal and regulatory aspects, institutional aspects, technical aspects. operational and community participation aspects. There are obstacles faced by the government in waste management, it is necessary to make regulations regarding the number of waste management costs, add infrastructure, establish cooperation between interrelated institutions from the center to the regions, allocate the required costs and be more active in socializing by appealing to increase awareness public.

Abstract

The objectives of this study are to analyse the implementation and to identify the factors that influence the implementation of the Minister of Health regulation number 18 of 2020 regarding the management of medical waste in area-based health care facilities at the Public Health Center, Padang Bulan Medan. This study applies Edward III's Theory. This study applied qualitative descriptive approach. The informants in this study were the head of the community health center, management of medical waste, and four employees of community health center. The data collection techniques in this study were observation, interviews, and documentation. The data analysis technique in this research used the theory of Miles, Huberman, and Saldana (2014). The results showed that the Public Health Center in Padang Bulan implemented the Ministry of Health Regulation No. 18 of 2020 as seen from the good communication between the head and the employees of the public health center, the resources owned by the public health center in the form of safety boxes, plastic-coated trash cans, and environmental sanitation workers, waste management in an efficient manner in internal and external, Standard operating procedures owned by the community health centers, and recording and reporting the amount of waste every month. The factors that influence the implementation were the commitment of the head of the community health center and employees.

Abstract

The purpose of this study was to analyze and describe the innovation of foreign residence permit services carried out and to analyze the factors driving and inhibiting these innovations. The research method used is descriptive qualitative, using interview, observation, and documentation data collection techniques. The analysis uses an interactive model with the process of data reduction, data presentation, and drawing conclusions. The results show that SITITIK has met the requirements as a service innovation because it has new values and advantages over the old system; has conformity to old innovations; as new innovations experience complexity; trials have been carried out; and are easily observable. The supporting factor lies incompetent human resources while the inhibiting factor lies in the network and the presence of bugs.

Abstract

Policy implementation is a way for a policy to achieve its goals. Implementation is a general process of administrative action that can be investigated at a certain program level, this study aims to determine the implementation of the Land and Building Tax (PBB) service policy at the Medan City Regional Tax and Retribution Management Agency and to find out and analyze the factors that influence it. The form of this research belongs to descriptive research that uses qualitative data analysis, namely this research is investigated by observation or observation, interviews, and describes the state of the object of research based on the facts. There were 11 informants in this study. Data collection techniques were obtained from interviews, observations, and documentation. While the data analysis techniques are data collection, data reduction, data presentation, and drawing conclusions. Based on the results of the study, it can be concluded that the implementation of the Land and Building Tax (PBB) service policy at the Regional Tax and Retribution Management Agency of Medan City has not gone well. This can be seen from the lack of good communication, resources and bureaucratic structure. Factors that influence not going well are lack of knowledge, perception, physical condition, gender and community living environment, lack of human resources in charge of Land and Building Tax (PBB) services, lack of a special budget allocated for equipment Land and Building Tax (PBB) services, obstacles often occur so that the Service Operational Standards (SOP) are sometimes not met.

Abstract

The purpose of this paper is to find out the implementation of SE OJK number 6 of 2017 concerning the Determination of General Insurance Premium Rates, which has been implemented and carried out by PT. Jasindo Syariah Medan. This research method uses a descriptive qualitative approach. Through observation research instruments, interviews and documentation studies. The data analysis using descriptive analysis. The results of the research are expected to show that the implementation of SE OJK number 6 of 2017 concerning the Determination of General Insurance Premium Rates at PT. Insurance Services Indonesia Syariah Medan. The researcher concludes that the implementation in terms of communication has been going well for several parties, especially the OJK and the public as insurance consumers. However, in terms of human resources (HR), the implementation is considered still not optimal, because there are still insurance agents who do not understand the contents of SE OJK number 6 of 2017. In terms of disposition, PT Asuransi Jasa Indonesia Syariah Medan is very supportive. good with OJK rules, while in terms of bureaucratic structure it has been running well according to OJK standards.
