Abstract

Artisanal gold mining activities in Ranggo Village, Pajo District, Dompu Regency, have been going on since 2014 until today.  About 50% of the people who work as gold miners traditionally come from Ranggo Village, with an average of junior to senior high school graduates ranging from 20 to 40 years old and above.  This study aims to determine the social, economic and environmental impacts of traditional gold mining activities on the welfare of the community around the mine.  The method used for data collection was interviews, observation, and documentation.  The research results reveal a decrease in crime by 80 % due to the availability of jobs in gold mines operated by the community.  In addition, there is a significant increase in income of IDR 3,000,000 – IDR 5,000,000 every month.  However, the presence of artisanal gold mines in Ranggo Village raises environmental problems because the processing activities still use mercury.

Abstract

Abstrak: Kegiatan Pertambangan rakyat yang dilakukan di Kecamatan Sekotong telah menimbulkan dampak positif maupun negative. Sehingga Pemerintah Provinsi Nusa Tenggara Barat berupaya untuk menertibkannya dengan menjadikan Kecamatan Sekotong sebagai salah satu Wilayah Pertambangan Rakyat (WPR). Dalam hal untuk mendukung hal tersebut penelitian ini dilakukan dengan tujuan: 1) Untuk mengidentifikasi sebaran pertambangan rakyat di Desa Pelangan, Kecamatan Sekotong, 2) Untuk mengidentifikasi Tata kelola pertambangan rakyat dari aspek K3-KO dan lingkungan sesuai konsep kaidah pertambangan yang baik, 3) Untuk melakukan analisa kesesuaian kegiatan pertambangan rakyat dengan konsep kaidah pertambangan yang baik. Metode penelitian yang digunakan adalah metode survey dengan purposive sampling. Analisis data dilakukan secara deskriptif (tabulasi) dan disajikan dalam bentuk grafik. Tata Kelola pertambangan yang dilakukan masyarakat Desa Pelangan dari aspek K3-KO dan lingkungan sebagai berikut: 41% tidak selalu menggunakan APD dalam melakukan penambangan, 50% disebakan karena masyarakat belum mengetahui fungsi dan manfaat penggunaan APD. Hal ini mengakibatkan masih terjadinya kecelakaan kerja (41%)dengan tingkatan cedera ringan 93%, cedera berat 7%. Penyebab kecelakaan kerja Sebagian besar disebabkan karena perilaku tidak hati-hati (55,55%) dan tidak menggunakan APD(27,8%). Sering terjadi ambrukan/longsor di lokasi tambang akibat tidak ada penyanggaan di lubang tambang, lubang tambang cenderung ditinggalkan begitu saja setelah tidak digunakan, dan limbah hasil pengolahan (tailing) belum dimanfaatkan. Hasil penelitian ini diharapkan dapat memberikan masukan/rekomendasi saat Wilayah Pertambangan Rakyat dan Izin Pertambangan Rakyat telah diperoleh.Abstract: People's mining activities in Sekotong District have had both positive and negative impacts. So that the West Nusa Tenggara Provincial Government is trying to put it in order by making Sekotong District one of the People's Mining Areas (WPR). In order to support this, this research was conducted with the following objectives: 1) To identify the distribution of community mining in Pelangan Village,Sekotong District, 2) To identify community mining governance from the K3-KO and environmental aspects according to the concept of good mining practice, 3) To conduct analysis conformity of community mining activities with the concept of good mining practice, the research method used is a survey method with purposive sampling. Data analysis was done descriptively (tabulation) and presented in graphical form. Mining governance carried out by the people of Pelangan Village from the K3-KO and environmental aspects is as follows: 41% do not always use Personal Protective Equipment (PPE) in mining, 50% is caused because the community does not know the functions and benefits of using PPE. This resulted in the occurrence of work accidents (41%) with a light injury rate of 93%, and a serious injury 7%. The causes of work accidents are mostly caused by careless behavior (55.55%) and not using PPE (27.8%). There are frequent collapses/landslides at the mine site due to the absence of support in the mine pit, mining pits tend to be abandoned after not being used, and tailings has not been utilized. The results of this study are expected to provide input/recommendations when the People's Mining Area and People's Mining Permit have been obtained.
