Abstract

Kawasan Pulau Penyengat merupakan destinasi wisata yang memiliki karakteristik khusus di indonesia, namun dalam pengelolaannya masih menghadapi banyak kendala seperti kurangnya keterlibatan masyarakat dalam pengelolaan sumber daya pariwisata yang ada dan rendahnya kualitas sarana dan prasarana Pariwisata. Pengembangan kawasan Pulau Penyengat sebagai kawasan wisata unggulan juga terbentur pada berbagai regulasi, komunikasi pemerintahan antar pemerintahan dengan belum maksimal meskipun objek wisata pulau penyengat sudah ditetapkan sebagai cagar budaya nasional. Pemeliharaan objek wisata dilakukan oleh Balai Arkeologi yang unit teknisnya berada di Batu Sangkar Sumatera Barat, dampaknya komunikasi pemerintahan daerah terutama dalam hal alokasi anggaran Pemerintah kota penyengat tidak dapat dilakukan baik. Penelitian ini bertujuan untuk (1) mengidentifikasi model komunikasi pemerintahan dalam pengelolaan potensi objek wisata di Pulau Penyengat, (2) mengkaji karakteristik masyarakat sehingga terlihat bentuk dan tingkat partisipasi masyarakat dalam pemeliharaan dan pelestarian lingkungan hidup dalam mendukung Wisata di Pulau Penyengat, Penelitian ini dilaksanakan di Pulau Penyengat Kota Tanjungpinang Provinsi Kepulauan Riau. Data diperoleh dengan menggunakan metode survey dengan pendekatan kualitatif, pengamatan dan pengukuran lapangan, wawancara dan dokumentasi. Analisis data dilakukan dengan  teknik analisis deskriptif, dan diperkuat dengan analisis SWOT. Hasil penelitian menunjukkan partisipasi masyarakat dalam pengembangan wisata Pulau Penyengat belum maksimal. Dan berdasarkan analisis dikembangkan komunikasi pemerintahan  merupakan faktor penting dalam pengembangan desa wisata pulau penyengat.

Abstract

Pendalaman sikap demokratis penting dalam upaya menwujudkan konsolidasidemokrasi di Indonesia. Salah satu syarat pendukung konsolidasi adalahterinternalisasi sikap politik demokratis di kalangan elit, maupun masyarakat danmahasiswa. Dewasa ini aksi politik mahasiswa tidak hanya berlangsung secaradamai namun kadangkala juga diakhiri oleh aksi anarkis. Mahasiswa baru FISIPangkatan 2012 perlu dipetakan sikap demokratisnya agar bisa dibina dalam rangkamewujudkan insan yang berkualitas dan bermanfaat bagi pengembangan konsolidasidemokrasi di Indonesia. Menurut Osterich sikap demokratis generasi muda dapatdiukur dengan 5 indikator yaitu komitmen untuk melakukan kewajiban demokrasi,melakukan kegiatan politik konvensional, melakukan kegiatan sosial, melakukanprotes secara damai dan komitmen melakukan kegiatan politik non konvensional.Penelitian ini menggunakan metode kuantitatif dengan teknik systematic randomsampling sehingga didapatkan 83 responden. Data diambil melalui kuesioner tertutupyang selanjutnya dianalisa dan ditampilkan dalam bentuk Tabel frekuensi dan Tabelsilang. Hasil penelitian menunjukkan mayoritas responden berkomitmen untukmelakukan kegiatan politik konvensional berupa menulis tentang permasalahansosial di media massa dan menunaikan kewajiban demokratis berupa ikut sertadalam pemilihan umum.

Abstract

Currently there is a shift in tourism activities that are influenced by the environment that is more economically, socially and environmentally responsible for the local community at the destination. The occurrence of this shift directs the focus of tourism at this time not only oriented towards the level of visit alone, but can create a balance in the economic, social-cultural and environmental fields. This makes the development of tourism in Natuna into sustainable tourism (sustainable tourism), so that it can be enjoyed until the future. Achieving the goals and mission of tourism development that is good, sustainable (sustainable tourism) and environmentally sound can only be carried out when the achievement process can be done through good tourism governance, so various strategies are carried out by involving various stakeholders, bearing in mind Natuna has extraordinary natural potential of beauty and very strategic location.The research method used in this research is descriptive-qualitative which uses secondary data such as books, journals, reports, interview and the others sources. The theory used in this research is the public policy with the level of analysis is the nation state, the perspective of globalizm and supported by the concept of sustainable tourism.The research shows Indonesia's efforts in developing international-scale sustainable tourism in Natuna Riau Islands Province (KEPRI) are through the Sustainable Destination Program Development Strategy, a Strategy for the Creation of a Synergy and Environment-Friendly (Nature and Culture) Tourism Industry, Penetration Market Strategies for Environmentally Friendly Destinations, and Strategies for Building Support Institutions, through the SWOT approachKeywords : Development, Sustainable Tourism, Natuna, Strategy, Swot Analysis.

Abstract

The era of autonomy in the typical Kuantan Mudik culinary area does not develop like other regional foods, but the values ​​of local wisdom still exist. For this reason, this research seeks to multiply the model of strengthening local wisdom in maintaining the authenticity of lomang culinary tours in the regency of singing and singing. The results of the study explain the drivers of strengthening local wisdom are the ability to maintain, preserve, and pass on local wisdom. Pewarisan local wisdom value is intended so that the younger generation of Kuantan Singingi Regency can protect itself from the negative effects of modernization due to globalization, but it becomes an idea for expressing and appreciating local wisdom values ​​by empowering the community Kuantan Singingi District Government must include malomang activities as an event on the track runway event by utilizing a bottom-up system for millennials and communities that still maintain the Malomang tradition so that it becomes an attraction, with leverage like trees and crystallizes and fences like cages in lomang activities and marketing in tourist destinations.

Abstract

Tujuan penelitian ini menggambarkan pemberdayaan generasi milenial dalam Festival Pacu Jalur Tradisional Kabupaten Kuantan Singingi. Peneliti tertarik melakukan penelitian karena keberhasilan Festival Pacu Jalur Tradisional Kabupaten Kuantan Singingi keberhasilan meraih penghargaan pariwisata terpopuler di Indonesia di Ajang Anugerah Pesona Indonesia. Metode penelitian yang digunakan menggunakan metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data mengunakan wawancara, observasi dan dokumentasi. Metode pemilihan informan penelitian secara snow ball sampling dengan analisis data model interaktif. Hasil penelitian menunjukkan bahwa pemberdayaan generasi milenial dilakukan dengan pendekatan media sosial oleh pemerintah Kabupaten Kuantan Singingi. Selain itu faktor yang mempengaruhi adalah rasa kecintaan generasi milenial terhadap Festival Pacu Jalur Tradisional Kabupaten Kuantan Singingi. Faktor berikutnya rasa kecintaan para masayarakat asal Kabupaten Kuantan Singingi dan menanamkan rasa bangga kepada keturunannya akan Festival Pacu Jalur Tradisonal. Temuan penelitian selanjutnya media yang digunakan dalam menyebar luaskan informasi Festival Pacu Jalur melalui media sosial Facebook, Instagram, Youtube yang popular digunakan generasi milenial. Selain itu factor keterlibatan mahasiswa yang melakukan kegiatan pengabdian di Kabupaten Kuantan Singingi yang juga ikut berpartsipasi. Dari hasil penelitian ini dapat menjadi rujukan bagi peniliti berikutnya tentang pemberdayaan masyarakat pada Festival pariwisata lainnya.

Abstract

This study aims to find out what efforts have been made by Human Rights Watch (HRW) and explain how efforts have been made by HRW to help victims of violence and sexual harassment in the workplace in India. The high number of sexual violence against women that occurs in India, especially in the workplace, has caused HRW as an international organization that focuses on cases of human rights violations to voice the conditions of sexual violence that occur in India.This research uses descriptive analysis method. Descriptive method is a method that tries to collect and organize data. The data collection technique used qualitative research based on secondary data taken from books, journals, official source websites. The author uses the perspective of feminism and the level of group analysis. The theory used in this study is the theory of the role of international organizations according to Clive Archer. The results of this study indicate that HRW's efforts in overcoming sexual violence against women in the workplace are by providing recommendations to the Indian government from the central government, regional to internal and local agencies, foreign/domestic companies, and countries in the world to enforce labor laws. so that there are no victims of sexual violence in the workplace.Keywords: HRW, sexual violence against women, workplace

Abstract

This study discusses the interests of the Philippines in implementing security measures against the import of instant coffee from PT. Mayora Indah Tbk Indonesia in 2018. The Philippines implemented a Safeguard policy in the form of a tariff increase, because instant coffee products from Indonesia dominate the Philippine market, resulting in threats to local farmers and domestic products. This research uses the perspective of mercantilism and the level of analysis of the nation state supported by the theory of national interests. This research is a qualitative research with descriptive analysis method that describes and solves a problem that is happening. This research states that it is in the Philippines' interest to implement a safeguard policy to protect local farmers and domestic products from the threat of loss, so that Indonesia lobbies the Philippines to normalize imports of instant coffee from the Mayora Group.

Abstract

This research discusses the role of the World Food Program (WFP) in dealing with the food crisis in Syria in 2018-2020. The civil conflict that has occurred in Syria since 2011 has caused a food crisis and prolonged economic stagnation. The food crisis has entered its seventh year in 2018, which has made the situation of the Syrian population in refugee camps even more vulnerable and economic and security conditions that have not improved. This situation was exacerbated by the global Covid-19 outbreak that entered Syria in 2020 which hindered WFP from carrying out its aid program in Syria. This research aims to find out more about the role of WFP in dealing with the food crisis in Syria 2018-2020. This study uses the Theory of the Role and Function of International Organizations from Clive Archer's thought as a reference in analyzing the data obtained. This research is a descriptive qualitative research with data collection methods using library research techniques and documentary studies. The result of this research is that WFP as an international organization in dealing with the food crisis in Syria has a role as an instrument, arena and independent actor. This role can be seen in the implementation of WFP programs in Syria. The main programs of WFP are Emergency Operation (EMOP), Protracted Relief and Recovery Operation (PRRO), and Special Operation (SO). During 2018 to 2020 the role of WFP as an instrument was very visible by providing General Food Assistance (GFA) compared to other role indicators. Its role as an Arena is not very visible in 2019 and 2020 because the project that supports the role of WFP as a discussion venue, namely Livelihoods and Resilience, was not implemented according to the Strategic Plan target due to the emergence of Covid-19. Meanwhile, the role of WFP as an independent actor is only slightly visible, namely in 2020 with changes in operational procedures in carrying out its programs which must comply with health regulations in preventing the spread of Covid - 19. The role of WFP can be measured and seen from the implementation of its program in the field, depending on conditions and situations. as well as performance on the field. Keywords: Role theory, Food crisis, International Organization.

Abstract

Many people travel to improve their wellbeing perception and Indonesian society are no exception in that, they hope to enchance their quality of life through tourism.  As such, this study presents a examination the service quality of tour guide in Muara Takus Tempel, Kampar Regency, Riau Province. This study aims to determine the quality of local guide services at Muara Takus Temple, Kampar Regency, Riau Province. This study uses a mixed method to examine the issues raised above. This current study collected samples from 100 tourists who visited Muara Takus Temple. Tour guiding  issues  were  identified through a series of in-depth and focus interviews and integrating many secondary data. Afterwards for the data collection techniques this study used observation, questionnaires, interviews and documentation. The results of this research exhibit the service quality of local guide at Muara Takus Temple is good, but still need some improvement. This result made based on 5 dimensions, such as dimension of tangible, reliability, responsiveness, assurance and empathy. Keywords: Service Quality, Tour Guide, Muara Takus Temple

Abstract

This research analyzes the Indonesia’s effort to make Ubud as a gastronomy tourism through United Nations of World Tourism Organization (UNWTO) in 2017- 2019. Study of culture and food is gastronomy. Understanding, tasting, experiencing, researching, discovering and writing about the sensory qualities of human nutrition and human preparation is called gastronomy.This research uses a pluralism perspective. Policies can be from different actors. The theory of cultural diplomacy is used to analyze this study. The method used is a qualitative method. The data obtained by doing literature study which consist of books, journal, websites and dissertation.This research shows the result of Indonesia’s effort to make Ubud a gastronomy tourism through United Nations of World Tourism Organization (UNWTO). Cultural diplomacy carried out by Indonesia uses the form of diplomacy in the form of exhibitions, competitions, negotiations and conferences. The forms of diplomacy that have been carried out by Indonesia have resulted in good relations between Indonesian government and UNWTO, and also increasing cooperation between Indonesia and UNWTO in gastronomy. Keywords : Ubud, Gastronomy, UNWTO, Cultural Diplomacy
