Abstract

Abstrak: Artikel ini mengkaji bagaimana konsep koalisi yang pernah dilakukan oleh Rasulullah SAW. dan seperti apakah bentuk praktik tahâluf siyâsî yang dijalankan oleh partai berbasis agama saat ini? Penelitian ini bersifat deskriptif, dokumentatif dengan analisis kualitatif. Hasil penelitian menemukan bahwa koalisi (tahâluf siyâsî) menyimpan makna suci dan bersih dari segala kepentingan pragmatis bahkan praktik politik generasi awal Islam memberi sinyal kuat bahwa koalisi itu adalah berkorban untuk orang yang terzalimi, menekan kebatilan dan mengangkat harkat dan martabat kebenaran, sedangkan praktik politik saat ini justru memberi konotasi lain dari makna suci tersebut. Suatu catatan kelam dari perjalanan koalisi yang sering dibangun di antara kelompok politik termasuk partai Islam saat ini bahwa koalisi (tahâluf) itu sarat dengan kepentingan pragmatis sehingga istilah tahâluf dirasa kurang sesuai dan lebih tepat disebut tanâshub atau takâluf siyâsi politik transaksional.Abstract: Tahâluf Siyâsî in the Practice of Islamic Politcal Party in Indonesia. This article studies the concept of the coalition at the level of normative doctrine and what form of tahâluf category practiced by religious-based parties of today? This research is descriptive with the method of documentation with qualitative analysis. The results of the study found that the coalition (tahâluf siyâsî) inherent there in the sacred and purity meaning of all pragmatic interests even the political practices of the early generations of Islam gave a strong signal that the coalition was a sacrifice for the wronged people, raised the dignity of the truth, where as the current political practice gives another connotation of the sacred meaning. The author emphasized that one of the dark history of the coalition that had been built among political groups including Islamic parties today is that the coalition (tahâluf) is loaded with pragmatic interests so that the term tahâluf is felt to be less appropriate and more properly called tanâshub or takâluf siyâsî transactional politic.Kata Kunci: tahâluf, siyâsî, koalisi, partai Islam, politik

Abstract

This study discusses the efforts of majlis taklim management to instill a clean-living attitude and behavior in combating corrupt practices during political years, including local contests such as regional elections. Furthermore, it is considered important because the majlis taklim congregation consists of individuals constantly nurtured mentally and spiritually through long and regular periods of guidance. In the context of Metro City, there are suspicions of a high prevalence of pragmatic political behavior during campaigns. Therefore, the central concern revolves around the clarity of the role and roadmap of a majlis taklim managed by the DKM (mosque management board) in promoting sound political morality and its potential to diminish the prevalence of money politics during regional elections. This study takes the form of a qualitative and descriptive analysis approach, using interviews and questionnaires as the main data sources distributed to the managers and congregation members. The findings indicate that the majlis taklim in Metro City has regular studies cultivating social morality during elections. However, these initiatives are not yet integrated into a standardized printed curriculum that can serve as a comprehensive reference. A majlis taklim congregation is a group of people who are not easily swayed by money politics during regional elections but some members are still inclined towards such practices.

Abstract

This study explains the meaning of ta’awun siyasi (political cooperation) which is usually carried out by party elites ahead of executive elections. Party elites see ta’awun siyasi not just an election rule but part of a political strategy to boost party votes during elections. In fact, there is great hope from ta’awun siyasi, but the results sometimes don’t go as desired because the impact of the coalition’s tail coat is not worth the energy expended. On the other hand, there is a communication ethic that is sometimes overlooked in addition to neglected siyasi  fiqh  norms.  The  main  problem  of  this  research  study  is how to reconcile the essential meaning of ta’awun siyasi with the ethics of coalitionalism in the style of party elites while still upholding  the  principles  of  democracy  and  siyasi  fiqh  with  the historical basis of the 2019 election coalition as a reference for the upcoming 2024 election. This study is a qualitative research that is descriptive in nature describing material objects with an analytical  knife  from  the  theory  of  democracy  and  fiqh  siyasi. The main data sources are interviews, questionnaires and other documents. The results of the study found that the true meaning of ta’awun siyasi describes sincerity and sincerity, partiality for the good  and  benefit  of  the  public  even  though  sometimes  political party elites are more entangled in purely pragmatic interests. The main principles of fiqh siyasi such as the concepts of siyasa ‘adilah, haibah siyasasiyah, istishlah al-’ammah, siyasat al- dunya wa hirasat al-din must become a frame in building group communication.

Abstract

Abstract: This paper discusses the pattern of Islamic political parties' approach to political marketing ahead of the 2019 legislative election in Lampung. This discussion is considered important considering that a political party must continue to maintain its electability on the political stage so that it can continue to be strong in parliament, both central and regional, especially ahead of the 2024 elections. What is meant by progressive Islamic parties in this study is an Islamic party that has a vision, and mission Islam is good and able to adapt quickly to all changes and demands of the times. The problem is, sometimes the spirit to win elections forces party elites or candidates for councillors to justify all means to win and get seats. In the rules of Islamic jurisprudence and political Islam, rejecting harm should take precedence over taking issue (dar'u al-mafasid muqaddamun 'ala jalb al-mashalih) when there is a conflict between the two. The harms of the breakdown of the electoral system and democracy because of the deviant behavior of politicians and the benefit of winning elections must be measured with the right scales. This research is in the form of a field study of elites and candidates from PKS and PAN in Lampung with data sources in the form of questionnaires and interviews. The results of the study found that both PAN and PKS had special strategies to market their respective parties during the 2019 elections such as door-to-door actions, character friendships, delivery of vision and mission, and not unwilling to engage with pragmatic campaign practices such as other parties and candidates because it is considered a mafsadah (damage) in democracy.

Abstract

Penelitian ini bertujuan untuk mengetahui kedudukan dan relevansi pemikiran politik Jamaluddin Al-Afghani terhadap pemikiran moderat di Indonesia. Penelitian ini menggunakan metode kajian pustaka atau library research dengan mendeskripsikan pemikiran Jamaluddin al-Afghani yang kemudian dicari titik temunya dengan pemikiran moderat di Indonesia. Rujukan utama karya Jamaluddin al-Afghani yang didalami adalah Hakikati Madhhabi Naychari wa Bayani Hali Naychariyan. Dalam penelitian ini, pemikiran politik Jamaluddin Al-Afghani yakni Siyasah Dauliyyah atau politik hubungan internasional dianalisis secara mendalam. Setelah dianalisis, ditemukan relevansi pemikiran Siyasah Dauliyyah Al-Afghani dengan gagasan nasionalisme oleh pemikir dan pejuang Islam di Indonesia yaitu KH. Hasyim Asy’ari dengan gagasan Hubbul Wathon Minal Iman. Dengan demikian, terdapat titik temu antara pemikiran Jamaluddin Al Afghani dengan pemikiran moderat di Indonesia yang ditemukan dalam pemikiran nasionalisme KH. Hasyim Asy’ari.

Abstract

Abstrak Apabila benar Muhammad seorang nabi  makshum, bicaranya  wahyu dan prediksinya merupakan nubuwat maka apakah masih ada ruang bagi kita untuk menilai kebenaran isi sabdanya? ‘Utsman bin ‘‘Affan ra.adalah salah satu sosok sahabat yang sangat dekat dengan baginda, dua putri mulia bagindapun menjadi pendamping hidupnya. ‘Utsman bin ‘‘Affan terkenal sebagai sosok sahabat yang hartawan lagi dermawan, tingkah lakunya selalu dihiasi dengan sifat malu dan penuh kesopanan dalam ketegasan. Namun, semua keutaman diatas seakan sirna dan tidak meninggalkan bekas pada saat para pemerhati sejarah menilai karakter kepemimpinannya selama menjadi khalifah. Ia acapkali disebut sebagai pemimpin Islam yang sarat dengan nepotisme dan mendahukan kepentingan kerabat dekatnya. Benar, tidak ada manusia yang lepas dari kesalahan apalagi seorang penguasa, tapi apakah semua lebel dan isu yang beredar di sekitar kepemimpinan Usman bin ‘‘Affan itu benar adanya?   Makalah ini mencoba melihat sosok ‘Utsman bin ‘‘Affan dari sudut pandang lain. Kata Kunci: Nepotisme, Pemerintahan Utsman

Abstract

Abstract According to Islamic Shari'a, holding a public office is not a right for an individual, but an obligation for the State. Therefore, the government, both the regional head and all its officials, must select the most suitable and most suitable person for every government job. It should not be made of nepotism by looking at kinship, friendship, or faction from any relationship with the eligibility of someone to hold a position .The existing rulers should appoint officials from the best people (al-ashlah), the Prophet said which means "whoever holds a Muslim's business (meaning being a ruler) then he appoints someone to be an official even though he knows there are more people good for (benefit) of the Muslims, then really he has betrayed Allah and His Messenger "(Ibn Taimiyah). If the head of state or other officials do not find the right person for a certain position, in this situation they must choose the person who is more representative. Representative here means the person who is the most appropriate from the one for each government position. And also in this selection process, the head of state and other officials must know about the standards of eligibility al-quwwah (strength) and al-amanah (trust). Al-Quwwah is the ability and feasibility of a job assignment. Whereas trusteeship is a behavior that focuses on the management process regarding the position or function of a position that is in accordance with Islamic Shari'a with the intention of only devoting to Allah and not based on fear of humans and expecting their self-interest. nominating yourself is required to convey the vision and mission and the state program that will be implemented. In this case, the community or community is very necessary to obtain information on the candidate pairs who nominate themselves, and the campaign that can be used as a means of communicating politics and public education. The leaders, servants of the State, civil servants or the military, judges and so on, are essentially representations of the voices of the people they lead. The leaders are no more than public servants who must devote and dedicate their leadership to the benefit of the people. The leaders are only representatives of the fulfillment of the rights of the people, so that they are obliged to run the government properly.    Abstrak Menurut syariat islam, memegang suatu jabatan-jabatan umum bukanlah hak  bagi individu, melainkan kewajiban atasnya bagi Negara. Oleh sebab itu, pemerintah baik kepala daerah dan seluruh pejabatnya harus menyeleksi orang yang paling cocok dan paling layak bagi setiap pekerjaan pemerintahan.Tidak boleh beerbuat nepotisme dengan memandang kekerabatan, persahabatan, atau golongan dari manapun yang tidak ada hubunngannya dengan kelayakan seseorang untuk memegang suatu jabatan.Para penguasa yang telah ada hendaknya mengangkat para pejabat dari orang orang terbaik (al-ashlah), Nabi bersabda yang artinya“barang siapa memegang suatu urusan kaum muslimin (maksudnya menjadi penguasa) kemudian ia mengangkat seseorang menjadi pejabat padahal ia mengetahui ada orang yang lebih baik bagi (kemaslahatan) kaum muslimin, maka sungguh ia telah mengkhianati Allah dan Rasul-Nya” (Ibnu Taimiyah).Apabila kepala Negara atau para pejabat lainnya tidak menemukan orang yang tepat untuk suatu jabatan tertentu, dalam keadaan ini mereka harus memilih orang yang lebih representative. Representative disini memiliki arti yakni orang yang paling tepat dari yang ada untuk setiap jabatan pemerintahan. Dan juga dalam proses penyeleksian ini, kepala Negara dan pejabat lainnya harus mengetahui tentang standar kelayakan  al-quwwah (kekuatan) dan al-amanah (kepercayaan).Al-Quwwah ialah kemampuan dan kelayakan suatu tugas jabatan. Sedangkan amanah, merupakan perilaku yang dititik beratkan pada proses  pengelolaan perihal jabatan atau fungsi dari suatu jabatan yang sesuai dengan syariat islam dengan niat hanya bertaqwa kepada Allah dan bukan berdasar pada ketakutan kepada manusia dan mengharap pamrih dari mereka.Didalam pelaksanaan kampanye, pasangan calon kandidat yang mencalonkan diri diharuskan untuk menyampaikan visi dan misi serta program kenegaraan yang akan dijalankan. Dalam hal ini, umat atau khalayak masyarakat sangat perlu untuk memperoleh informasi atas pasangan calon kandidat yang mencalonkan diri tersebut, dan kampanyelah yang dapat dijadikan sebagai sarana berkomunikasi politik dan pendidikan masyarakat. Para pemimpin, abdi Negara, pegawai sipil atau militer, hakim dan lain sebagainya, pada hakikatnya merupakan representasi suara rakyat yang mereka pimpin. Para pemimpin tidaklah lebih dari pelayan masyarakat yang harus mengabdikan dan mendedikasikan kepemimpinannya untuk kemaslahatan rakyat. Para pemimpin hanyalah wakil akan pemenuh hak hak umat, sehingga mereka wajib menjalankan roda pemerintahan dengan baik.

Abstract

Partai politik itu ibarat gerai yang menawarkan berbagai macam produk kebutuhan masyarakat berdampingan dengan gerai-gerai lainnya yang juga menawarkan produk yang sama. Maka gerai mana yang paling pandai dalam memasang taktik dan strategi pemasaran guna menarik minat calon pembeli maka dialah yang akan mendapat banyak pelanggan dan meraih keuntungan dari bisnisnya. Begitupun nasib parpol dalam kontestasi demokrasi di Indonesia, semua parpol bersaing untuk merebut hati voters. Tak ketinggalan PKS Tulang Bawang yang merupakan bagian dari rumah besar partai politik berasas Islam ini juga ikut serta dalam memainkan peran dan strategi politiknya di masyarakat. Kajian ini mencoba mentelaah secara dalam tentang strategi PKS pada pemilu legislatif tahun 2019 yang lalu di Kabupaten Tulang Bawang.  Jenis penelitian adalah kualitatif analitik dengan metode wawancara terstruktur dan dokumentasi. Hasil penelitian mendapati bahwa PKS memainkan dua strategi utama dalam pemilu yaitu serangan udara berupa pendekatan media sosial dengan mengunggah konten-konten yang bisa menarik simpati kaum milenial secara khusus. Dan yang kedua adalah serangan darat seperti kerja-kerja sosial, dakwah, advokasi politik, bahkan tidak jarang aleg PKS harus melawan arus utama hanya sekedar untuk menyelamatkan idealitas politik partai dakwah mereka.
