Abstract

Problems in Bandung city health departement related to Government Regulation Number 49 of 2018 clause 99 need to be addressed cerafully because it will reduce the number of human resources in the Health Office, especially human resources in the Puskesmas. This study aims to analyze the implementation of PPNPN governance at the Bandung City Health office and formulate a new strategy. This study used a qualitative, data collection use interviews and documentation studies with analysis technique use SWOT analysis. Based on the results of the study, it was found that the there were obstacles in the implementation of PPNPN governance, including the legal rules for PPNPN to get the status of being a PPPK or civil servants who have not been in favor of PPNPN because the current rules have not considered the period of service and work experience of PPNPN. PPNPN does not have a career development concept. PPNPN does not yet have standard rules in the management of performance appraisal. Performance appraisal given to PPNPN is still subjective. Therefore, the authors propose a PPNP governance strategy that can be applied to the implementation of PPNPN governance at the Bandung City Service. The strategy offered by the researcher is the Renewal strategy by Providing Incentives for PPNPN. Proposing PPNPN career development with achievements in reframing, revitalization, renewel, PPNPN governance with the proposed standard rules for PPNPN related to performance appraisal and discipline enforcement. Selection of PPNPN to be able to become PPPK or PNS.

Abstract

Subjective welfare is obtained from various internal and external factors in improving family welfare. Therefore, this study aims to look at the prevalence of the factors that shape the question of the welfare of the beneficiaries from the basic components/conditions of needs and welfare. A cross-section is used in this study because it is carried out in a certain period in view of the objective experience of subjective well-being. Therefore, we performed univariate and bivariate analyzes with chi-square tests to check for cross-relationships between variables. Research shows that one of the three basic needs is less relevant in shaping the quality of life, namely education. Meanwhile, welfare conditions (natural, economic, political, social, infrastructure, public services) in urban areas have a relationship in shaping the subjective well- being of beneficiaries, even though they are in critical or good conditions. There is a significant relationship between health, living standards, and all spheres of welfare in urban areas that shape the subjective well-being of beneficiaries and beneficiaries with their demographic characteristics showing that they are still below the poverty line. Therefore, the recommendation is addressed to the regional/central government to pay more attention to the quality of life of poor households in viewing and welfare through increasing human resources through efforts to improve the social economy to meet basic needs and improve the quality and accessibility of services. Because the quality of life is part of the goal of human development.

Abstract

Kebijakan penataan daerah seringkali diinterpretasikan secara sempit yaitu merujuk pada proses pemekaran daerah. Padahal mencakup pula proses penggabungan dan penghapusan daerah. Pertimbangan rasional kebijakan penataan daerah antara lain luasnya jangkauan wilayah Negara Kesatuan Republik Indonesia dalam menjalankan misi utama meningkatkan kualitas pelayanan publik. Kecenderungan titik tekan kebijakan penataan daerah pada proses pemekaran daerah menyebabkan kondisi keuangan negara mengalami penurunan dari aspek kualitas.  Hal tersebut dapat menyebabkan sasaran utama pemberlakuan kebijakan penataan daerah justru terabaikan.  Salah satu upaya yang dilakukan pemerintah untuk mengantisipasi dampak negatif proses pemekaran daerah melalui penyusunan Desain Besar Penataan Daerah di Indonesia Tahun 2010-2015.  Ditinjau dari aspek keuangan negara penyusunan Desartada diharapkan dapat memudahkan perkiraan perhitungan daerah yang dimekarkan dari tahun ke tahun sehingga memudahkan perkiraan perhitungan pengalokasian keuangan negara untuk mendukung aspek peningkatan kualitas pelayanan publik di tiap daerah.  Konsep penataan daerah perlu dideseminasikan ulang yakni mencakup proses penggabungan dan penghapusan daerah. Adanya kemungkinan merger dan penghapusan daerah diharapkan akan berdampak pada tata kelola keuangan negara yang lebih efektif dan efisien sehingga tujuan utama kebijakan dapat terwujud.

Abstract

Kajian ini berupaya menganalisa motivasi pegawai BKD Kabupaten Jombang ditinjau dari aspek pemberiankompensasi nonfinansial. Motivasi kerja pegawai diukur berdasarkan indikator intensitas, arah dan ketekunan dalambekerja. Sedangkan pemberian kompensasi nonfinansial dinilai dari aspek pekerjaan dan lingkungan kerja. Metodepenelitian yang digunakan deskriptif kuantitatif.Berdasarkan hasil kajian terlihat bahwa motivasi kerja pegawai BKD Kabupaten Jombang dinilai cukup baikmeskipun dari tiga indikator yang dijadikan instrumen penelitian menunjukkan arah pegawai dalam bekerja termasukkategori kurang baik, salah satunya dapat dilihat dari inisiatif pegawai dalam bekerja masih minim. Demikian halnyadengan pemberian kompensasi nonfinansial yang dinilai cukup baik dengan penilaian aspek lingkungan kerja lebihrendah dibanding pekerjaan.Uji pengaruh pemberian kompensasi nonfinansial terhadap motivasi kerja pegawai BKD Kabupaten Jombangmenunjukkan angka 34,46% yang artinya faktor-faktor lain mempunyai pengaruh lebih besar dalam menggerakkanmotivasi kerja pegawai. Saran yang dapat disampaikan melalui kajian ini antara lain pentingnya penyediaaninfrastruktur dan suprastruktur yang seimbang dalam rangka menciptakan budaya organisasi yang mendukungsemangat mendukung semangat reformasi birokrasi seperti halnya fasilitas kesehatan, sarana ibadah, dan yang lebihpenting penciptaan hubungan harmonis antar pegawai, pengakuan dan penghargaan hasil kerja dari pimpinanmencakup penciptaan budaya organisasi yang mendukung amanat dan semangat reformasi birokrasi

Abstract

Penelitian ini bertujuan untuk merumuskan strategi pengembangan sumber daya manusia aparatur di Kantor Badan Kepegawaian Daerah Kabupaten Asahan melalui pendekatan analisis SWOT dengan menganalisis faktor internal yang terdiri dari aspek kekuatan dan aspek kelemahan serta faktor eksternal yang terdiri dari aspek peluang dan aspek ancaman. Guna menentukan strategi pengembangan sumber daya manusia aparatur di Kantor Badan Kepegawaian Daerah Kabupaten Asahan, maka dilakukan analisis menggunakan matriks Kesimpulan Analisis Faktor Internal (KAFI) dan Analisis Faktor Eksternal (KAFE), Matriks Kombinasi SWOT dan dilakukan analisis kuadran strategi dengan menggunakan diagram cartesius. serta merumuskan strategi prioritas pengembangan sumber daya manusia aparatur di Kantor Badan Kepegawaian Daerah Kabupaten Asahan.Proses pengumpulan data dari penelitian ini didapatkan melalui metode wawancara, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan posisi Badan Kepegawaian Daerah Kabupaten Asahan dalam pengembangan sumber daya manusia aparatur kuat namun memiliki tantangan yang besar. Rekomendasi strategi yang diberikan adalah Diversifikasi Strategi, artinya organisasi dalam kondisi mantap namun menghadapi sejumlah tantangan berat sehingga diperkirakan roda organisasi akan mengalami kesulitan untuk terus berputar bila hanya bertumpu pada strategi sebelumnya. Oleh karenanya, organisasi disarankan untuk memperbanyak ragam strategi taktisnya.Berdasarkan hasil analisis menggunakan Matriks SWOT, Dari 11 strategi yang dihasilkan dalam kombinasi SWOT tersebut peneliti mengambil 4 strategi prioritas berdasarkan hasil diskusi dengan beberapa informan yaitu meningkatkan kerjasama dengan perguruan tinggi, lembaga atau badan penyelenggara Diklat, memanfaatkan Teknologi Informasi dalam pengembangan sumber daya manusia aparatur, pelaksanaan Off the job training, dan penyusunan regulasi yang mendukung pengembangan sumber daya manusia aparatur di Lingkungan Pemerintah Kabupaten Asahan.

Abstract

The regional innovation index (IID) is a collection of regional innovations that spur innovation practice. IID encourages local governments to make innovative policies for the welfare of their people. Involvement between actors is needed in the implementation of regional innovations. Collaboration can overcome organizational in implementing innovation. The assessment of the regional innovation index among regional apparatus is still not optimal. The problem faced is the decline in the value of the regional innovation index in 2020. The purpose of this research is to analyze the collaboration between the regional innovation index. This research uses descriptive qualitative method. The data were obtained through interviews, observations and document studies. Data analysis techniques were carried out through data reduction, data presentation, and conclusions. Test the validity of the data using the credibility test, transferability test, dependability test, and confirmability test. The researchers used the collaborative governance model from Ansell and Gash (2007). Formulate research strategies using SWOT analysis techniques. The results of the study indicate that collaboration is still not optimal. To overcome this problem, the researcher proposes strategies including technical training, socialization of regional innovation, collaboration with LAN RI,, strengthening regional innovation policy regulations, and building cooperation Regional Work Units.

Abstract

Posyandu Cempaka in RW 11, Antapani Kidul Village, Antapani District, Bandung City has a low to moderate maternal and infant participation rate of 40% to 45%. In addition, the growth and development of toddlers is recorded manually or manually on the health card page (KMS). The absence of KMS often makes it difficult for parents and posyandu staff to find history about their child's development. This activity aims to increase the number of toddlers who come to Posyandu. In addition, this activity aims to make it easier for parents of toddlers to obtain information about Posyandu action plans, information on child growth and development, as well as Posyandu health information and programs. As for posyandu cadres, this activity can help collect data and report child growth and development, and can facilitate reporting to the sub-district or puskesmas. This activity utilizes the method of applying technology by creating a Posyandu Website. This website is a collection of components consisting of text, images, sound, and animation so it is interesting to visit (Sholechul Azis, 2013). The electronic-based data collection method serves as the basis for activity planning and implementation. Based on the measurement results, this community service activity is able to fulfill all indicators of success, including: the number of mothers of children under five who use the application reaches 45%, the number of children under five who come to Posyandu increases by 75%, all children under five at Posyandu Cempaka are registered digitally, the level of community satisfaction is high , and the activity suitability level reached 100%.

Abstract

Penelitian ini difokuskan pada strategi  dalam proses pemilihan penyedia barang dan jasa  pemerintah yang berbasis mitigasi risiko di Kota Sukabumi. Tujuannya adalah untuk  mengetahui proses implementasi kebijakan pemilihan penyedia barang dan jasa pemerintah, faktor risiko yang diakibatkan, dan selanjutnya untuk mengetahui strategi apa saja yang paling tepat sebagai mitigasi risiko dalam proses pemilihan penyedia barang dan jasa pemerintah. Penelitian ini menggunakan metode kualitatif dengan pendekatan Soft System Methodology menggunakan analisis CATWOE untuk mengungkapkan secara jelas fenomena dalam implementasi proses pemilihan penyedia barang dan jasa. Pemerintah di Kota Sukabumi. Data dihimpun melalui studi dokumentasi, observasi, dan wawancara, kemudian dianalisa dan diolah untuk menghasilkan strategi yang tepat. Sikap para implementator baik dan mendukung terlaksananya kebijakan proses pemilihan penyedia barang dan jasa. Dari hasil wawancara, observasi dan studi dokumentasi dapat diketahui bahwa belum optimalnya proses pemilihan penyedia barang dan jasa pemerintah di Kota Sukabumi adalah kurangnya jumlah dan kompetensi sumberdaya manusia, sarana dan prasarana belum optimal, komunikasi dengan instansi pengawas internal belum optimal. Analisis dilakukan dengan menggunakan analisa CATWOE yang hasilnya adalah  peningkatan kualitas sumberdaya manusia baik dari segi jumlah dan kompetensi, peningkatan alokasi anggaran untuk sarana dan prasarana,  peningkatan koordinasi dan Kerjasama dengan instansi pengawas internal, dan organisasi SKPD terkait. Hasil dari peneltian ini akan menjadi usulan kebijakan Kepala Daerah sehingga akan meningkatkan kualitas proses pemilihan penyedia barang dan jasa pemerintah dalam menghadapi risiko-risiko pengadaan di Kota Sukabumi.

Abstract

The research aiming for analyze governance conditions​ collaborative in the Land program Agriculture Food Sustainable Development (LP2B) in Sukabumi City and formulating a governance model collaborative which can applied to solve the existing problems. The research​ use theory collaborative governance by Ansel and Gash. This theory covers four dimensions main: starting conditions, institutional design, facilitative leadership, and collaborative process. The research used qualitative approach with Soft System Methodology (SSM). The results of this study show that collaborative governance in the LP2B program has not been optimal. Some identified problems show imbalance power bargain between stakeholder interest at the stage of starting condition, weakness in institutions design that cause roles and responsibilities of stakeholders is not clear, and obstacle in the collaborative process that resulted in lack of synergy and involvement between government, farmers, and private sector. The research gives important outlook about factors that need to be considered fixed for improve collaborative governance in the LP2B program, as well as offer model recommendations to solve problems which found in every dimensions.
