Abstract

Electronic government telah banyak diimplementasikan di berbagai instansi seperti pemerintah / instansi pemerintah Negeri bagian maupun swasta. Badan Kepegawaian Daerah Provinsi Jawa Timur merupakan instansi pemerintah / Negeri bagian yang melaksanakan e-government. Sebagai lembaga pemerintah / Negeri yang mewadahi pejabat publik dalam pelayanan publik adalah Sistem Aplikasi Pelayanan Kepegawaian (SAPK). Tujuan dari penelitian ini adalah untuk mendeskripsikan penerapan Sistem Aplikasi Layanan Kepegawaian (SAPK) khususnya penerapan layanan pensiun pegawai di BKD Provinsi Jawa Timur. Dalam penelitian ini, metode kualitatif digunakan untuk melakukan penelitian pustaka. Sumber data dalam penelitian ini menggunakan sumber data tambahan yaitu studi tedahulu yaitu SAPK dalam peraturan BKD, SOP dan ASN di Provinsi Jawa Timur. Teknik analisis data meliputi pengumpulan data, reduksi data, representasi data, dan validasi data. Subjek kajiannya adalah keberhasilan implementasi kebijakan, yaitu: 1) Komunikasi ini bukan hanya layanan komunikasi, tetapi juga memperhitungkan data pegawai yang benar dan distribusi informasi jelas dan konsisten yang meminimalkan kurangnya komunikasi antara unit. 2) Sumber daya, yaitu pelaksana SAPK di Provinsi Jawa Timur adalah operator dalam aplikasi, terutama di bagian mutasi pegawai, serta asuransi komputer, aplikasi, softwear. 3) disposisi yaitu Sikap dan komitmen operator di BKD Provinsi Jatim khususnya dibagian mutasi dalam melaksanakan kebijakan tersebut sehingga kebijakan tersebut dapat tercapai sesuai dari sasaran kebijakan tersebut. dan 4) struktur birokrasi yaitu Tanggung jawab dan pembagian antar pelaksana kebijakan (SAPK) di BKD Provinsi Jatim khususnya di bagian Mutasi Pegawai berdasarkan Standar Operasional Prosedur (SOP) dijalankan atas dasar aturan hukum peraturan perundang-undangan ASN. Adapun saran mengoptimalkan sosialisasi sehingga pegawai dapat memanfaatkan fungsi dari program SAPK tersebut secara optimal sehingga partisipasi pegawai dalam menggunakan program dapat berjalan sesuai sasaran kebijakan, kemudian agar data kepegawaian dapat diakses setiap waktu, maka setiap instansi memberikan fasilitas jaringan internet yang baik. Sehingga data kepegawaain dapat dikelola dengan baik serta tepat waktu. The Regional Civil Service Agency of East Java Province is a state / government agency that implements e-government. As a government / state institution that accommodates public officials in public services is the Civil Service Application System (SAPK). The purpose of this study is to describe the application of the Employment Service Application System (SAPK), especially the application of employee retirement services in BKD, East Java Province. In this study, qualitative methods were used to conduct library research. Sources of data in this study use additional data sources, namely previous studies, namely SAPK in the BKD, SOP and ASN regulations in East Java Province. Data analysis techniques include data collection, data reduction, data representation, and data validation. The subject of the study is the success of policy implementation, namely: 1) This communication is not only a communication service, but also takes into account correct employee data and clear and consistent information distribution that minimizes the lack of communication between units. 2) Resources, namely SAPK implementers in East Java Province, are operators in applications, especially in the section for employee transfer, as well as computer insurance, applications, softwear. 3) disposition, namely the attitude and commitment of operators in the BKD of East Java Province, especially in the mutation section in implementing the policy so that the policy can be achieved in accordance with the policy objectives. and 4) bureaucratic structure, namely responsibility and distribution among policy implementers (SAPK) in the BKD of East Java Province, especially in the Division of Employee Movements based on Standard Operating Procedures (SOP) carried out on the basis of statutory rules and regulations of ASN. There are suggestions for optimizing socialization so that employees can take advantage of the functions of the SAPK program optimally so that employee participation in using the program can run according to policy goals, then so that employment data can be accessed at any time, each agency provides good internet network facilities. Abstract

Broadband Learning Center adalah program pelatihan komputer gratis yang disediakan oleh Pemerintah Kota Surabaya yang bertujuan untuk menjawab permasalahan di Surabaya seperti masyarakat yang kurang menguasai teknologi dan meningkatkan produktivitas dalam menggunakan teknologi. Broadband Learning Center telah memiliki 52 titik lokasi yang sudah menyebar di seluruh wilayah Surabaya salah satunya di Taman Prestasi Surabaya. Dalam program Broadband Learning Center tersebut masih terdapat kendala seperti kurang meratanya informasi mengenai Broadband Learning Center kepada seluruh lapisan masyarakat dan kendala dalam pelaksanaan pelatihan. Tujuan penelitian ini untuk memberikan gambaran terkait dampak program Broadband Learning Center di Taman Prestasi Surabaya. Penelitian ini menggunakan pendekatan kualitatif dan menggunakan penelitian studi kepustakaan (library research) yang dimana data diperoleh dari literatur-literatur terkait dengan topik penelitian seperti makalah, artikel, jurnal dan berita dari website (internet). Hasil penelitian ini menyatakan bahwa program Broadband Learning Center di Taman Prestasi Surabaya berdampak pada Individu dengan adanya kemudahan mendaftar dan meningkatkan kemampuan di bidang teknologi. Dampak pada organisasional yaitu adanya penghargaan untuk Pemerintah Kota Surabaya yang didapat melalui program Broadband Learning Center ini. Pelatihan ini juga berdampak pada peningkatan kepercayaan masyarakat terhadap instansi pemerintah dan berdampak pada lembaga sosial atau sistem sosial seperti lembaga pendidikan dan lembaga ekonomi. Saran dalam pelaksanaan Broadband Learning Center ini yaitu mensosialisasikan program secara berkala, mengupgrade sarana prasarana untuk pelatihan dan menambah variasi materi yang lain sehingga dapat menarik minat masyarakat. The Broadband Learning Center is a complimentary computer training program provided by the Surabaya Government which aims to answer the problems in Surabaya, such as people who are clueless about technology to increase their productivity in using technology. This Broadband Learning Center has 52 location points that have spread throughout the Surabaya area, one of them is located in Taman Prestasi Surabaya. In the implementation of the Broadband Learning Center program, there are still have obstacles such as the lack of even information about the Broadband Learning Center to all levels of society and constraints in the implementation of training. This research aims to provide an overview of the impact evaluation of the Broadband Learning Center program in Taman Prestasi. This research uses a qualitative approach and uses library research. The data is obtained from literature related to the research topics from papers, articles, journals, and news from websites (internet). The results of this research state that the Broadband Learning Center program in Taman Prestasi Surabaya impacts individuals with the ease of registering and increasing skills in the field of technology. The organizational impact is an award for the Surabaya City Government obtained through the Broadband Learning Center program. This training also impacts increasing public trust in institutions government and impacts social institutions or social systems such as educational institutions and economic institutions. Suggestions on implementing the Broadband Learning Center are to regularly socialize the program, upgrade the infrastructure for training, and add a variety of other materials to attract public interest. Abstract

The Indonesian government issued a COVID-19 vaccination policy as an effort to overcome the Covid-19 problem. The Kedungdoro Health Center is one of the health facilities located in the city center with a dense level of community mobility. With the density of mobility, group immunity is needed to overcome the spread of the Covid-19 virus by vaccinating against Covid-19. The purpose of this study is to describe the implementation of the Covid-19 Vaccination Policy at the Kedungdoro Health Center as an effort to protect themselves from the covid-19 virus by usingindicators content of policy and context of policy. The research method used is a qualitative approach research method with descriptive research type. Data collection techniques used are participant observation, in-depth interviews, and documentation. The results of the study were based on indicators of content of policy, namely the benefits of a vaccination policy being able to reduce cases of positive patients and deaths due to COVID-19 at the Kedungdoro Health Center. This is also driven by the role of good program implementers and sufficient resources. The obstacles encountered were the level of community compliance was still lacking due to fear of needles, fear of comorbid patients, and doubts about the effectiveness of vaccines due to the spread ofnews hoax. Meanwhile, inindicators context of policy, the strategies used are socialization, creatinggroups WhatsApp, door to door and vaccination monitoring throughapplications Pcare and Smile. The vaccination process carried out by the Kedungdoro Health Center was in accordance with technical instructions, but there was a lack of preparation in its implementation. The researcher's suggestion is that the puskesmas carry out routine socialization more deeply by explaining the contents of policies that regulate vaccination to convince the public regarding the importance of covid-19 vaccination accompanied by monitoring the spread ofnews hoax. Abstract

Minister of Agrarian Regulation Number 6 of 2018 concerning Complete Systematic Land Registration (PTSL) is the Government's effort to resolve land disputes. PTSL is implemented in one village/kelurahan area. One of the villages implementing the 2019 PTSL program is Rangkah Kidul Village, Sidoarjo District, Sidoarjo Regency. This study aims to describe the evaluation of the PTSL program in Rangkah Kidul Village. This study uses a qualitative approach with descriptive research methods. The data collection techniques used were in-depth interviews, participant observation, documentation, and source triangulation techniques. Data analysis techniques used are data collection, data condensation, data presentation and drawing conclusions. The results of the study found that the implementation of the PTSL program in Rangkah Kidul Village on the effectiveness indicators was successfully accepted by the community according to the goals, foundations, and achievements of the PTSL program; efficiency is implemented with sufficient manpower, budget, facilities and infrastructure for the PTSL process, however, obstacles caused the distribution of certificates to experience a setback from the specified target; adequacy is not appropriate because not all communities have proof of land; the alignment is appropriate because all PTSL officers have provided equal opportunities, services, and information to all residents; responsiveness is appropriate because the PTSL program in this village is well received by the community and implementers respond to obstacles; The accuracy is appropriate because the PTSL program is precisely carried out in Rangkah Kidul Village and the community receives benefits. It is recommended that village PTSL officers be able to detect evidence of previous lands swiftly, Sidoarjo Regency BPN and village PTSL officers coordinate with each other to immediately process files that are not constrained, and provide targets to village PTSL officers.

Abstract

Pemerintah Indonesia melakukan berbagai upaya menyelesaikan berbagai persoalan publik dalam bidang pendidikan di tengah wabah pandemi Covid 19, salah satunya melalui kebijakan pembelajaran daring. Universitas Negeri Surabaya melalui SE Rektor Universitas Negeri Surabaya Nomor: B/15254/UN38/TU.00.02/2020 Tentang Tindakan Pencegahan Penyebaran Corona Virus Disease-19 (COVID-19) Di Universitas Negeri Surabaya, UNESA memberlakukan proses pembelajaran daring dan meminimalisir kegiatan yang menyebabkan kontak fisik. Metode pembelajaran daring dilakukan dengan memanfaatkan berbagai platform pembelajaran yang bisa diakses mahasiswa. Penelitian dilakukan menggunakan pendekatan kuantitatif dengan jenis penelitian asosiatif, menguji pengaruh bagaimana implementasi kebijakan daring yang diberlakukan terhadap optimalisasi capaian belajar mahasiwa. Sampel diambil sebanyak 175 dari 310 populasi dan diambil secara proporsional dari 3 angkatan yang aktif melakukan pembelajaran di semester ini. Pengolahan dan analisis data dilakukan dengan menggunakan statistik deskriptif dan analisis regeresi dengan bantuan SPSS. Hasil penelitian menunjukkan gambaran sebagian besar mahasiswa yang menjadi responden dalam penelitian ini berjenis kelamin perempuan. Para mahasiswa ini berasal dari angkatan 2017,2018, dan 2019 dengan jumlah berturutturut adalah 54 , 65 dan 56 mahasiswa. Selama pembelajaran daring diimplementasikan telah terjadi peningkatan capaian IP dari rata-rata sebelum pandemi Covid 19 adalah 3.54 menjadi 3.64 . Sehingga rata-rata terjadi peningkatan 0.0984 atau 9,84 % untuk ketiga angkatan.

Abstract

Surabaya City Government through Surabaya Mayor Regulation Number 28 of 2020 concerning Guidelines for the New Normal Order in the Corona Virus Disease 2019 (Covid-19) Pandemic Conditions in the City of Surabaya chapter 32 implementing the Resilient Village Dare To Guard Surabaya Program as an effort to prevent the spread of Covid-19. This program is a step to prevent the spread of Covid-19 within the RW/RT. This research was conducted in Pradah Kalikendal Village, Surabaya City, which is one of the areas with the highest number of positive numbers in the Dukuh Pakis District. The purpose of this study was to describe the evaluation of the Resilient Village Dare To Guard Surabaya Program in Pradah Kalikendal Village, Surabaya City. This type of research is a descriptive study with a qualitative approach using Dunn's evaluation criteria, namely effectiveness, efficiency, adequacy, alignment, and responsiveness with data collection techniques, namely in-depth interviews, participant observation, documentation, and data triangulation. The technique used to analyze the data uses an interactive model consisting of data collection, data condensation, data presentation and ends with concluding. The results of the study indicate that this program has been running following the applicable guidelines. However, there are obstacles in implementing the program, namely the lack of consistency of the RW task force in implementing the program even though it is well structured in the organizational structure and slack supervision which causes a lack of public awareness in implementing health protocols. Suggestions for implementing this program are that so that the program can run consistently, the task force coordinates and directs the task force in each RW to always carry out monitoring and socialization to residents so that they continue to apply health protocols, and continue to carry out comprehensive programs in each RW so that every community/community target groups feel the same benefits Keywords: Covid-19, Evaluation, Resilient Village Dare To Guard Surabaya Program.

Abstract

Penilaian kinerja pada Pemerintah Desa adalah faktor penting dalam mengembangkan organisasi secara efektif dan efisien, seperti yang tertuang dalam Peraturan Pemerintah Nomor 30 Tahun 2019 Tentang Penilaian Kinerja Aparatur Sipil Negara (ASN) sebagai landasan hukum dan hak hak yang harus dilaksanakan oleh Pemerintah Desa. Aparatur Sipil Negara harus memiliki kualitas kinerja yang baik sebagai penunjang terselenggaranya pelayanan kepada masyarakat. Kinerja pegawai di Desa Sepande Kecamatan Candi Kabupaten Sidoarjo dalam melakukan penilaian kinerja dirasa masih terdapat permasalahan. Yaitu pada penyusunan Sasaran Kinerja Pegawai (SKP) yang belum sesuai dengan standar pencapaian. Penelitian ini bertujuan untuk mendeskripsikan penerapan peraturan pemerintah nomor 30 tahun 2019 tentang penilaian kinerja Apataratur Sipil Negara (ASN) Desa Sepande Kecamatan Candi Kabupaten Sidoarjo secara objektif dan berdasarkan sistem pencapaian dan jenjang karir sesuai standar penyusunan target Sasaran Kinerja Pegawai. Jenis penelitian ini adalah deskriptif dengan pendekatan kualitatif, teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Analisis data dilakukan dengan metode interaktif, penelitian ini menggunakan teori yang dikemukakan oleh George C. Edward III. Hasil penelitian menunjukkan Pada unsur komunikasi, dan sumber daya manusia Desa Sepande yang belum sepenuhnya kompeten, karena tingkat pendidikan akhir yang terbatas dan faktor usia tua. Saran dari peneliti perlu adanya bimbingan teknis, pelatihan dan juga sosialisasi dari Pemerintah Kabupaten untuk keberlanjutan kualitas dan kompetensi Pemerintah Desa. Kata Kunci: Implementasi Kebijakan, Penilaian Kinerja, Aparatur Sipil Negara. Performance appraisal at the Village Government is an important factor in developing an organization effectively and efficiently, as stated in Government Regulation Number 30 of 2019 concerning Performance Assessment of State Civil Apparatus (ASN) as a legal basis and rights that must be implemented by the Village Government. The State Civil Apparatus must have good quality performance as a support for the implementation of services to the community. The performance of employees in the village of Sepande, Candi District, Sidoarjo Regency in conducting performance appraisals, it is felt that there are still problems. namely in the preparation of Employee Performance Targets (SKP) which are not in accordance with achievement standards. This study aims to describe the application of government regulation number 30 of 2019 regarding the performance assessment of the State Civil Apparatus (ASN) in Sepande Village, Candi District, Sidoarjo Regency objectively and based on a system of achievement and career paths according to standards for setting targets for Employee Performance Targets. This type of research is descriptive with a qualitative approach, data collection techniques using interviews, observation, and documentation. Data analysis was carried out using an interactive method, this study used the theory proposed by George C. Edward III. The results showed that the communication and human resources of the Sepande Village were not yet fully competent, due to the limited level of final education and the old age factor. Suggestions from researchers need technical guidance, training and also socialization from the Regency Government for the sustainability of the quality and competence of the Village Government. Abstract

Program Balaputra Kita mengacu pada peraturan Bupati Kabupaten Mojokerto No. 6 tahun 2017 tentang Percepatan Penerbitan Akta Kelahiran Dengan Stakeholder Berbasis Teknologi Informasi dan Komunikasi. Program ini dibuat oleh Dispendukcapil Kabupaten Mojokerto untuk mempercepat kepemilikan Akta Kelahiran dan Kartu Identitas Anak (KIA). Implementasi program ini belum merata pelaksanaannya pada penolong kelahiran serta perbedaan presentase kepemilikan akta kelahiran usia 0-18 sebesar 90,59% dan KIA sebesar 74% pada tahun 2019. Tujuan penelitian ini adalah mendeskripsikan implementasi program Balaputra Kita (Bayi Lahir Pulang Terima Akta Kelahiran dan KIA) di Dispendukcapil Kabupaten Mojokerto. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Subyek penelitian adalah petugas Balaputra Kita, bidan, serta kelompok sasaran. Sumber data yang digunakan yaitu primer dan sekunder. Teknik analisis data menggunakan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa komunikasi belum dilakukan dengan baik karena penyampaian program kepada masyarakat belum dilakukan. Sumber daya belum terpenuhi dengan baik karena kurangnya staff. Disposisi belum dijalankan dengan baik karena Dispendukcapil kurang mendorong penolong kelahiran untuk melaksanakan program. Struktur birokrasi belum berjalan dengan baik karena pelaksanaan program belum sesuai dengan SOP menyebabkan keterlambatan pemrosesan akta kelahiran dan KIA serta pencetakan KIA dimulai tahun 2020. Adapun saran dari penelitian ini adalah Dispendukcapil agar melakukan penyampaian informasi secara langsung kepada masyarakat, penyelesaian penerbitan KIA periode dahulu, penambahan operator dari seksi Akta Kelahiran yang tidak mengurusi program, dan adanya pengawasan serta pengendalian dari Dispendukcapil untuk mengawasi penolong kelahiran agar melaksanakan program ini. This program was created by the Mojokerto Regency Dispendukcapil to accelerate the ownership of Birth Certificates and Child Identity Cards (KIA) aged 0-18 years. In its implementation, this program is still not evenly distributed among birth attendants and the difference in the percentage of birth certificate ownership aged 0-18 is 90.59% and MCH is 74% in 2019. The purpose of this study is to describe the implementation of the Balaputra Kita (Baby Born Home Received Birth Certificate and KIA) program at the Dispendukcapil Mojokerto Regency. Data collection techniques using interview techniques, observation, and documentation. The subjects of this study were Balaputra Kita officers, midwives, and the target group. Sources of data used are primary and secondary. Data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. The results of the study indicate that communication has not been carried out properly because the delivery of the program to the community has not been carried out. Resources have not been met properly due to lack of staff. The disposition has not been carried out properly because the Dispendukcapil does not encourage birth attendants to carry out the program. The bureaucratic structure has not gone well because the implementation of the program has not been in accordance with the SOPs causing delays in processing birth certificates and KIA and the printing of KIA starting in 2020. The suggestions from this research are Dispendukcapil to deliver information directly to the public, completion of the issuance of KIA in the previous period, addition of operators from Birth Certificate section who are not in charge of the program, and the existence of supervision and control from Dispendukcapil to supervise birth attendants to implement this program. Abstract

City phenomena branding be trend in developed countries and developed with tourism sector.The potency advancement region, tourism city being one and phenomena draw to improve the attraction the community and created city branding surabaya including a town.In 2006, Surabaya city government with Surabaya tourism promotion board (STPB) launched Surabaya Sparkling as city brand surabaya city.Surabaya and city government STPB at that time launched branding many activities involving Surabaya city people. The design of esearch used was research and development (RnD). Research and development were developing or completing its turn as the improve existing products and could be accounted for. Of these products may be either standard operating procedures in the development of a model three-sectors partnership in building city shareholders have blocked a branding “Sparkling Surabaya” through services bus Surabaya Shopping and Culinary Track (SSCT). The result showed that it can be seen that there are still several weaknesses of service from the bus SSCT, this one of the development partnership tri-sector, comprising the government private and public.Third this element should form open collaboration and mutual provide added value when the collaboration partnership was taken to the technical csr creation will produce a comprehensive and working in all the circles.

Abstract

Perkembangan zaman mengharuskan Pemerintah meningkatkan inovasi pelayanan publik berbasis elektronik atau e- government. Berbagai jenis pelayanan e-government yang sudah diciptakan oleh Pemerintah Kota Surabaya, salah satunya adalah E-Kios. Layanan E-Kios diciptakan berdasarkan Peraturan Walikota Surabaya No. 5 Tahun 2013 tentang Pedoman Pemanfaatan Teknologi Informasi dan Komunikasi Dalam Penyelenggaraan Pemerintah Daerah. E- Kios terdiri dari layanan Surabaya Single Window (SSW), E-Lampid, E-Health, E-Pendidikan, Layanan Kecamatan, layanan Perpajakan, Sistem Informasi Pemantauan Status Domisili Penduduk (SIPANDU), dan Mall Pelayanan Publik. Pada saat implementasi layanan E-Kios ditemukan berbagai masalah, salah satunya adalah mesin E-Kios yang mati. Setelah layanan E-Kios berjalan selama beberapa tahun, perlu dilakukan evaluasi terkait pelaksanaannya. Tujuan penelitian ini adalah mendeskripsikan evaluasi layanan E-Kios pada Kantor Kecamatan Wonokromo. Jenis penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data berasal dari observasi partisipan, wawancara mendalam, dan dokumentasi dengan triangulasi data. Teknik analisis data yang digunakan adalah analisis interaktif. Penelitian ini dianalisis dengan indikator efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan. Hasil penelitian menunjukkan bahwa layanan E-Kios dirasa cukup efektif karena mencegah terjadinya penumpukan antrian. Sangat efisien karena mempersingkat waktu pengurusan dan menghemat biaya. Cukup membantu pegawai dan masyarakat dalam bidang pelayanan publik. Merata karena seluruh warga Surabaya bisa mengakses layanan E-Kios serta dalam pemberian pelayanan E-Kios dilakukan secara adil. Responsivitas baik dan positif dari pegawai serta masyarakat ditunjukkan dari antusiasme yang tinggi. Dalam segi ketepatan dinilai sudah tepat untuk memecahkan masalah yang sebelumnya terjadi seperti penumpukan antrian. Peneliti menyarankan untuk meningkatkan sosialisasi, lebih cepat dalam menangani masalah pada layanan E-Kios, serta mengoptimalkan layanan. Kata Kunci : Evaluasi, Kebijakan, Layanan, E-Kios. To tackle the challenges of this modern era, the government should enhance the innovation of electronic-based public services or known as e-government. Surabaya Local Government has designed a set of e-government services, including E-Kiosk. The E-Kiosk service was developed in accordance with Surabaya Mayor Regulation No. 5 of 2013 on Guidelines for the Use of Information and Communication Technology in Local Government Implementation. E- Kiosk consists of Surabaya Single Window (SSW) services, E-Lampid, E-Health, E-Education, District Services, Taxation services, Information System for Monitoring Resident's Domicile Status (SIPANDU), and Public Service Malls to ease public service in the Surabaya Area. Several issues arose during the implementation of the E-Kios service, one of which was the malfunction of the E-Kios machines. After several years of its operation, it is necessary to evaluate the E-Kiosk service's implementation. The purpose of this study is to describe the evaluation of E-Kios services at the Wonokromo District Office. This type of research is descriptive research with a qualitative approach. Observation, in-depth interviews, documentation, and data triangulation were all used to gather the data. The technique used for data analysis is interactive analysis. This study was evaluated using effectiveness, efficiency, adequacy, leveling, responsiveness, and accuracy indicators. The results of the study indicate that the E-Kios service is considered quite effective because it prevents queue buildup. It considered very efficient because it shortens processing time and saves costs. This program's responsiveness can be defined as decent because of employees and community enthusiasm. This program has already solved previously occuring problems, like queue buildup, therefore its accuracy is can be considered as good. Researchers recommend that implementers should boost program socialization, increase the speed of handling E-Kiosk problems, and optimize E-Kiosk services.
