Abstract

Forest areas in Indonesia are often experience pressure due to the limited economic capacity of surrounding communities, which leads to illegal forest utilization. Therefore, the social forestry program emerged as a solution, providing legal access for communities to manage forests sustainably. One of its implementations is through the forestry partnership scheme in the Special Purpose Forest Area (KHDTK) Sisimeni Sanam, which established the Nekamese Forest Farmer Group (KTH Nekamese) as a partner in managing the area. This study aims to analyze the institutional system of KTH Nekamese and identify the factors influencing its institutional development. The research uses a qualitative method with a descriptive approach, involving interviews and field observations of 25 respondents, consisting of 16 KTH members and 9 forestry officers. The results show that the institutional system of KTH Nekamese was analyzed based on main aspects: institutional management, area management, and business management, as stipulated in the Regulation of the Minister of Environment and Forestry No. 89 of 2018 concerning Guidelines for Forest Farmer Groups. These three aspects indicate that KTH Nekamese has a complete and structured institutional system, but its supported by factors such as land availability, organizational structure, and assistance from forestry extension officers. However, the institutional is not yet functioning optimally due to serveral inhibiting factors, such as low member participation, weak administrative recordkeeping, and small-scale group enterprises with limited market access.

Abstract

Forest management is not solely the responsibility of the government; it is also the duty of the community to preserve the forest while improving their own welfare. One of the principles in forest protection and management is the utilization of local community wisdom. Local wisdom is a key asset for communities in advancing themselves without disrupting the social balance that harmonizes with the surrounding natural environment. The application of local wisdom can be found in various regions, such as in forest areas located in East Manggarai Regency, South Lamba Leda Subdistrict. Local wisdom in Mano Village is used to protect and preserve the forest. The purpose of this study is to identify the forms of local wisdom possessed by the community in managing the Pong Dode Protected Forest and to understand the impact of the application of local wisdom in managing the Pong Dode Protected Forest. This research uses a qualitative method with data collection techniques through interviews, observation, and documentation. The results of this study show that there are two forms of local wisdom: prohibitions and invitations. Local wisdom has a positive impact on the preservation of the Pong Dode Protected Forest, as it instills a fear among the community of damaging the forest and its ecosystems.

Abstract

Indonesia is one of the archipelagic countries that possesses rich marine and coastal resources, both biological and non-biological, one of which is the mangrove forest ecosystem. One of the regencies that has a distribution of mangrove forest ecosystems in East Nusa Tenggara (NTT) is Malaka Regency, specifically in the Maubesi Mangrove Forest Nature Reserve. Theft and logging occurring in the area, particularly involving the santigi mangrove species, can damage the mangrove ecosystem. These issues arise due to the lack of government oversight and limited community participation in protecting the area. Therefore, community involvement is necessary to preserve the mangrove forest. This study aims to determine the level of community participation in Kletek Village in preserving the mangrove forest. Data collection was conducted through field observation, interviews, and documentation using a qualitative descriptive analysis method. Sampling was carried out using purposive sampling. The results of the study indicate that the participation of the Kletek Village community in preserving the mangrove forest is divided into three stages: the planning stage, the implementation stage, and the evaluation stage. The planning stage showed a moderate level of participation at 65.42%, the implementation stage showed a high level of participation at 83.75%, and the evaluation stage showed a moderate level of participation at 63.37%. Factors influencing the level of community participation in preserving the mangrove forest include the level of education, livelihood influences, and the level of public awareness.
