Abstract

The failure of community empowerment often forgets the ethics of change-makers as an essential instrument in program implementation. This assumption is existed because of weak human development resources in an educational institution in terms of shaping character. Pesantren or Islamic Boarding School offers another alternative to transforming santri or student ethics effectively when taking action in society. This article aims to explore the strategy of developing student ethics in the process of social transformation. The research data was generated through observation method at Al-Falah Islamic boarding school in Gorontalo, in-depth interviews with caregivers, teacher councils, students, and documentation related to development to shape students' character. Al-Falah Islamic boarding school has responded to modernity issues and implemented them into learning practices. This pesantren chooses three strategies (sentimental, rational, and takziyah) to develop the ethical quality of students. The fundamental Islamic values or ahklakul karimah (ethical values) is chosen because it can be primary guidelines for change-makers in developing community empowerment activities. In line with this, this research suggests that this strategy can be implemented in pesantren and in different contexts elsewhere. However, because limitation of the research, the ethical values are impossible to test in various aspects, so it is necessary to consider updated survey studies to prove the suitability of ethics and the achievement of community empowerment programs.

Abstract

Quranic education has long been a deeply ingrained tradition in Gorontalo City, often referred to as the "Veranda of Madinah." The enactment of Local Regulation Number 6 of 2012 on the Mandatory Reading and Writing of the Al-Quran in Gorontalo City can be seen as a form of state accommodation of this local wisdom. This study examines the background, legalization process, and implementation of Local Regulation Number 6 of 2012 among the people of Gorontalo City. Employing a qualitative descriptive research method based on George C. Edward's theory, the study finds that the implementation of Local Regulation Number 6 of 2012 was only active and had programs for two years during the leadership of Adhan Dambea. After Adhan Dambea's term ended, no further programs were implemented by the government related to the Local Regulation. However, Quranic education remains widespread in Gorontalo City. In reality, the people of Gorontalo provide Quranic education not based on their knowledge of Local Regulation Number 6 of 2012, but rather out of their own self-awareness as Muslims, a tradition deeply embedded in their society.

Abstract

This study investigates the role of Buatulo Toulongo as a local wisdom-based mechanism for countering religious radicalism in Gorontalo Province, Indonesia. The research addresses three questions: how the Buatulo Toulongo mechanism functions, what challenges threaten its sustainability, and how it can be revitalized as a strategy for promoting religious moderation. Using an institutional ethnography approach, the study was conducted in three regencies/municipalities through in-depth interviews, participant observation in fifteen mosques, and documentary analysis. The findings show that Buatulo Toulongo operates as a tripartite safeguard system at structural, cultural, and operational levels. Structurally, it creates checks and balances on religious authority; culturally, it transmits wasathiyyah values through local identity and communal traditions; operationally, it acts as an early warning system based on social capital and community networks. However, the mechanism faces significant challenges, including modernization, leadership regeneration crises, ideological competition, geographical vulnerability, and weak institutional support. The study concludes that revitalization requires integrated policy measures, including regional regulations, leadership cadre strengthening, curriculum integration, and gender inclusion. These findings highlight the strategic role of local wisdom in strengthening community resilience and advancing religious moderation in Indonesia.
