Abstract

The purpose of this study is to explain the strategy and direction of human quality development from the perspective of public administration. The method used is descriptive method, which is describing human quality development strategies from various literatures related to human resource development (HR). The results of the literature review show that the development of quality human bureaucracy is a necessity to be able to provide satisfying public services. Conclusions, Strategies and directions that need to be done by the HR manager is to improve physical and psychological quality. Keywords: Development Strategy, Human Resources

Abstract

This study aims to determine the implementation and aspects that hinder public service reform in Bengkulu City DPMPTSP in achieving excellent service. The method used in this research is a qualitative method with descriptive analysis. The results of the study indicate that services at DPMPTSP already cover 10 aspects of public services such as simplicity, clarity, certainty, security, responsibility, completeness of facilities and infrastructure, ease of access, discipline, and comfort. While the inhibiting aspects such as the completion of long licensing times, maintenance of facilities and infrastructure, lack of parking space, not all people use the website portal. The conclusion of this study is that the implementation of service reform in DPMPTSP has shown excellent service and aspects that need to be improved such as maximizing the use of technology, discipline, and completeness of facilities and infrastructure. Abstract

This paper is the result of analysis and observation that reviews the use of social media in the form of social networks as a very effective medium for communication and information to convey problems or aspirations of the community, especially for areas that have not been maximally touched by media and are not widely known by the wider community in particular. current regional officials. This paper aims to describe the characteristics of digital societies that use social media. Then, describe the relationship between social media and national development and describe the opportunities and challenges that arise in the digital era. This research method is a descriptive study using qualitative analysis. The results of the research show that national development will be realized well if a social media in the form of social networks is used by the community properly, ethically and can be justified. Therefore the role of local government is very important in informing the community quickly and accurately.

Abstract

Abstrak : Artikel ini dirangkum dari hasil kegiatan pengabdian yang dilaksanakan beberapa waktu yang lalu. Kegiatan pengabdian ini dilaksanakan dengan tujuan untuk mengetahui bagaimana proses UKM yang ada saat ini dalam melanjutkan kegiatan usaha nya ditengah keadaan covid 19 ini, UKM dalam hal ini adalah UKM yang berada di lingkungan rumah yang berlokasi di betungan kota Bengkulu.UKM Pelita merupakan salah satu jenis UKM rumah tangga yang telah menjalankan kegiatan nya sejak tahun 2007. UKM ini bergerak di penyediaan hasil produksi makanan tradisional yakni sanjai dan beberapa olahan lainnya yang berasal dari singkong/ketela. Dalam kegiatannya UKM sanjai telah memiliki 8 orang tenaga kerja, yang berasal dari lingkungan setempat. Masa pandemi covid 19 ini tentu sangat berdampak secara langsung pada UKM pelita, baik secara langsung maupun tidak langsung. Hal inilah yang mendorong dilaksanakan nya pengabdian ini. Untuk dapat memberikan motivasi dan pengetahuan teknologi guna mengembangkan UKM Pelita dimasa yang akan datang.

Abstract

This article aims to describe and provide an overview of the application-based innovation of the Lebong Dukcapil Service in the process of making population administration documents in the Lebong Regency to improve the quality of quality public services. Registration Service as the service provider in the field of population and civil registration. This research uses descriptive qualitative research, data sources use interview techniques and direct observation in the field, as well as documentation. The results of this study indicate that population administration services through the Lebong Dukcapil Service application at the Lebong Regency Population and Civil Registration Service are quite good This is seen from the aspects: of relative advantage, suitability, complexity, possibility to try, and ease of observation. Abstract

The aim of the research is to find out the strategies implemented by the Land Agency Office in providing services to the community in the field of making land certificates and to find out what factors are hindering the strategy in providing services to the community in Kaur Regency. This study uses a qualitative method. Data collection techniques in this study used observation, interviews and documentation. The results showed that the service for making land certificates carried out by the Kaur District Land Agency Office had been carried out properly, although there were several programs that had not yet been realized. The obstacles that occur in the implementation of making land certificates are not entirely the fault of the Land Agency Office, because the lack of institutions is not a big obstacle for people who want to make land certificates, on the contrary it is the fault of the people who do not follow the applicable regulations, and will impede the work of the Land Agency Office in processing community-owned land certificates. The conclusion that the active role of the community is still needed can improve the deficiencies that are owned by the Kaur District Land Agency Office. Abstract

In welcoming the Wonderfull of Bengkulu 2020 the city of Bengkulu continued to fix the existing tourism area, especially the Long Beach Tourism Village which is a tourist identity in Bengkulu. In the development of the Long Beach Pantai Panjang Tourism area continues to improve but the problems in its development policies, such as cleanliness and inadequate facilities. Through the thesis the problem raised is how is the implementation of tourism development policy in the Long Beach area of ​​Bengkulu city and what are the inhibiting factors. Researchers used descriptive qualitative research methods. Abstract

This paper discusses the role and function of the DPRD, which bridges the local government with the people and seeks agreement and support for specific policies. This paper aims to find out how the legislation functions run by the DPRD, from the regional level to the central level. The problem encountered in this paper is how the legislative function of the DPRD itself, the obstacles encountered in the implementation of legislative functions, as well as efforts made to resolve the constraints. Furthermore, the results of this paper are analyzed by data analysis techniques in the form of descriptive with a clear sentence and can be understood in accordance with the purpose of writing. The results of the observation indicate that the legislative function of DPRD is running well and in accordance with the prevailing regulations, the community is involved in the deliberation process of the Raperda. The main obstacles encountered are still at least proposed of Raperda derived from the legislature. To overcome these obstacles, local governments and DPRD are making efforts to improve the human resources of the DPRD through education, training or comparative studies. Thus, it is expected that the DPRD can carry out the legislation function properly through the establishment of local policies or regulations

Abstract

This article aims to describe and qualitatively analyze the diffusion of healthcare service innovations in the "jemput sakit pulang sehat" (homecoming healthy patient pickup) healthcare service in the city of Bengkulu. Drawing from the Diffusion of Innovations theory, this study utilizes one of its elements, knowledge, in conjunction with the Theory of Reasoned Action (TRA) to understand the behavior involved in the delivery and implementation of healthcare services, aimed at enhancing the quality of public services in Bengkulu. This research employs a qualitative descriptive approach, with data sources including interviews, direct field observations, and documentation. The findings of this study highlight the significance of knowledge as the foundation for the diffusion of healthcare service innovations. The results are expected to provide valuable insights for the local government of Bengkulu, particularly the Bengkulu City Health Office, which is responsible for providing healthcare services. Through the dissemination of knowledge among all relevant stakeholders, it is anticipated that they can play their respective roles in innovation diffusion, ultimately leading to the improvement of healthcare service quality through effective and efficient service delivery, with a focus on innovation objectives.
