Abstract

This article aims to describe and qualitatively analyze the diffusion of innovation in healthcare services, specifically focusing on post-treatment healthcare services in the city of Bengkulu, Indonesia. Based on the innovation diffusion theory and incorporating the theory of reasoned action (TRA), this research explores behavior in the process of organizing and implementing healthcare services to enhance the quality of public services in Bengkulu. The study employs a qualitative descriptive research approach, utilizing data sources such as interviews, direct field observations, and documentation. The results of this study indicate that knowledge serves as the primary foundation in the diffusion of innovation in healthcare services. In the context of post-treatment services, the community lacks knowledge about these services. The findings of this research are expected to provide insights for the local government of Bengkulu, particularly Harapan dan Doa Hospital (RSHD) in Bengkulu, as a healthcare service provider. Through knowledge dissemination among all stakeholders supporting innovation diffusion, each can play their respective roles. Consequently, with knowledge playing a key role in the diffusion of innovation in healthcare services, it is anticipated that it will enhance the quality of healthcare services through effective and efficient service delivery, with a focus on the goals of innovation.

Abstract

This paper is a result of the analysis and observations that the researchers conducted directly and openly. This research was carried out continuously by looking at several aspects related to the promotion of candidates as participants in the 2020 Bengkulu Provincial Election for Cagub. In this case the researchers focused on political marketing used by the number 1 pair, Helmi-Dedi. The research method used is the constructivist paradigm. Based on the results of research on political marketing applied by candidate pairs Helmi -Dedy in the Regional Head Election for the 2018-2023 period using an analysis knife, namely the Political Marketing Theory of Adnan Nursal (Nursal, 2004: 242) has three target groups that can be grouped into three: 1. Direct marketing of political products to potential voters (push political marketing), 2. Marketing of political products through mass media (pull political marketing) and 3. through influential groups, figures or organizations (pass political marketing).

Abstract

Budaya organisasi merupakan suatu sistem nilai, norma, dan keyakinan yang diterima dan dipahamiisecara bersama olehianggota organisasi sebagai dasar dalam aturan perilaku yang terdapatidalam organisasi tersebut, ipemasalahan sering muncul terutama pada organisasi baru, seperti kecamatan Pinang Raya. Penelitiimenggunakan metodeipenelitian deskriptifikualitatif. Dalam penelitianiini data yangidigunakan adalahiidata primer dan sekunderiyang diperolehimelalui teknik wawancara, iobservasi, idokumentasi. Budaya organisasi yang dimiliki oleh kantor kecamatan Pinang Raya sama dengan bentuk organisasi yang ada pemerinthan seluruh pegawai mengikuti kode etik kepegawaian yang disusun pemerintah. Serta peran pemimpin sangat berpengaruh pada bentuk budaya organisasi terlebih lagi dalam struktur organisasi kantor kecamatan Pinang Raya memiliki satu jabatan yang kosong

Abstract

This study aims to describe the public value of the Civil Registration Agency (Dukcapil) innovation through the Slawe application in Bengkulu City. Slawe is an innovation in population services, such as ID cards (KTP), family cards (KK), birth certificates, etc. This innovation represents an effort to improve public services undertaken by the Bengkulu City Government to expedite emergency response in Bengkulu City. This study utilizes Mark Moore's theory of public value. The research method used is descriptive qualitative. Informants were selected through purposive sampling and snowball sampling. The results indicate that the population service, in the form of the Slawe application, aligns with the strategic triangle of public value: legitimacy and support, operational capability, and substantive value. In conclusion, the application's implementation has been supported by strong legitimacy in the form of regulations regarding application use, specifically mayoral rules, and positive public trust. Adequate human resources, technology, and financial resources support operational capability. This service's substantial value is helpful in emergency management and has economic, socio-cultural, political, educational, and ecological value.   Keywords: Slawe Application, e-Government, Service Innovation, Public Value, Digital Public.

Abstract

This research aims to analyze how political messages are constructed, disseminated, and responded to by audiences on the dynamic TikTok platform. Using a qualitative approach and an in-depth single-case study design, this research focuses on a comprehensive analysis of video content and public interactions occurring on the @helmihasanchannel account. Primary data was collected through participant observation and online document studies, including video transcriptions and screen recordings of user comments. The research, using Todd Gitlin's Framing theory, shows that @helmihasanchannel successfully leveraged TikTok's unique characteristics to create an emotional connection with the public. This is evident in its use of a relaxed communication style and everyday narratives. The uploaded content covers issues of infrastructure development and social assistance, which significantly stimulated public responses in the form of comments and likes. The use of TikTok features such as background music, filters, effects, duets, and stitching also increased the content's appeal. Content framing strategies were used to build positive perceptions, such as showcasing road construction as evidence of tangible performance.

Abstract

Management of the Ulu Musi Trokon Tourism Village in Cawang Lama. This tourism village utilizes the natural potential of the Musi River, which was previously a traditional stone quarry. This study aims to analyze how collaborative processes involving the village government and community can enhance the sustainability and economic empowerment of the village. Through a qualitative approach using interviews, observations, and documentation, the research findings indicate that despite challenges such as limited skills and understanding, this collaboration successfully encouraged community participation in planning, organizing, and implementing the development of tourism facilities. Additionally, the synergy between the village government and the community plays a crucial role in maintaining the sustainability and upkeep of the village's tourism facilities. This effective collaboration has boosted the local economy and introduced the natural tourism potential of Ulu Musi Trokon Village to tourists, thereby providing long-term benefits for the well-being of the community.

Abstract

Penelitian ini bertujuan untuk mengevaluasi kebijakan penggunaan Aplikasi Mobile JKN dalam mendukung pelaksanaan Jaminan Kesehatan Nasional (JKN) di Kabupaten Bengkulu Selatan. Evaluasi dilakukan dengan menggunakan pendekatan kualitatif melalui teori evaluasi kebijakan Wayne Parsons, yang mencakup analisis terhadap input, output, dan outcome kebijakan. Teknik pengumpulan data dilakukan melalui observasi, wawancara mendalam, dan dokumentasi, dengan informan dari Dinas Kesehatan dan operator aplikasi Mobile JKN. Hasil evaluasi menunjukkan bahwa Aplikasi Mobile JKN telah memberikan kemudahan akses layanan kesehatan secara digital, terutama di wilayah perkotaan. Namun pelaksanaannya masih menghadapi berbagai kendala seperti keterbatasan literasi digital, gangguan teknis sistem, serta belum optimalnya infrastruktur dan sumber daya manusia. Dari sisi outcome, ditemukan adanya perubahan perilaku pengguna, peningkatan kepuasan sebagian peserta, dan efisiensi layanan publik di fasilitas kesehatan tertentu. Kebijakan digitalisasi melalui Aplikasi Mobile JKN di Bengkulu Selatan belum sepenuhnya mencapai target yang diharapkan, dan memerlukan peningkatan dukungan dari aspek teknis, edukasi, serta integrasi sistem layanan kesehatan.

Abstract

Penelitian ini mengkaji penerapan prinsip-prinsip good governance untuk meningkatkan kualitas pelayanan publik di Bawaslu Bengkulu Selatan. Penelitian ini menyoroti pentingnya akuntabilitas, transparansi, partisipasi, dan supremasi hukum dalam menciptakan pelayanan publik yang efisien, responsif, dan dapat diandalkan. Meskipun sudah ada kemajuan yang signifikan, masih terdapat tantangan dalam memastikan penerapan yang efektif, seperti masalah teknis (jaringan internet yang tidak stabil dan pemadaman listrik), keterbatasan infrastruktur, dan ketidakhadiran petugas yang tidak konsisten. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan mengumpulkan data melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa meskipun Bawaslu telah berusaha meningkatkan kualitas pelayanan, masalah seperti kurangnya keterlibatan petugas dan kurangnya pelatihan masih menjadi hambatan untuk mencapai tata kelola yang optimal. Penelitian ini menyimpulkan dengan rekomendasi untuk meningkatkan infrastruktur, pelatihan petugas, dan partisipasi publik guna memperbaiki efektivitas dan responsivitas pelayanan publik serta memastikan kelancaran proses pemilu.

Abstract

Salah satu masalah kesehatan jiwa yang dapat terjadi pada lansia adalah depresi. Depresi dapat menyebabkan penurunan kualitas hidup lansia dimana keseimbangan antara kekuatan dan kemampuannya terganggu. Merujuk pada kondisi lansia di BPPLU Bengkulu, dimana masih terdapat lansia yang mengalami depresi, maka dilaksanakanlah kegiatan Pengabdian Masyarakat yaitu “Movement Therapy”. Kegiatan ini bertujuan mengurangi depresi pada lansia sehingga lansia mampu menghindari akibat lanjut dari depresi seperti gejala psikologik dan somatik.  Gejala psikologik antara lain menjadi pendiam, sedih, pesimistik, putus asa, kurang bergaul dan tidak dapat mengambil keputusan. Gejala somatik antara lain apatis, bicara lemah, gerak-geriknya pelan, kelihatan tidak senang, insomnia, dan konstipasi.  Movement therapy dilaksanakan selama empat pekan, setiap dua kali sepekan. Kegiatan ini dihadiri oleh 40 orang yang menjadi perwakilan seluruh warga BPPLU.Hasil dari pengabdian masyarakat ini yaitu terdapat perbaikan kondisi depresi pada lansia. Perbaikan yang terjadi pada para lansia ini tidak hanya dipengaruhi Movement Therapy yang diberikan saja tetapi ada faktor lain seperti dukungan sosial dari pegawai BPPLU, petugas kesehatan BPPLU,  kegiatan rutin yang diadakan oleh Puskesmas. Hal-hal tersebut memberikan kontribusi terhadap perbaikan tingkat depresi pada lansia. Rencana tindak lanjut sebagai saran kepada pihak BPPLU adalah melaksanakan movement therapy secara rutin kepada para lansia agar dapat terhindar dari bahaya depresi.Kata Kunci : Lansia, Depresi, Movement Therapy
