Abstract

The policy on gender mainstreaming began with the issuance of Presidential Instruction No. 9/2000. The follow-up to this regulation was the issuance of circular letter No. 270/M.PPN/11/2012; number : SE-33/MK.02/2012; number : 050/4379A/SJ and SE46/MPP-PA/11/2012 concerning the National Strategy for the Acceleration of Gender Mainstreaming (PUG) through Gender Responsive Planning and Budgeting (PPRG). The seven pre-requisites of PUG, namely commitments, policies, institutions, resources, analytical tools, disaggregated data, and public support, have not been fully met by Ministries/Agencies and local governments. Gender integration in planning, budgeting, implementation, monitoring, and evaluation of development policies, programs and activities at the central and regional levels still needs to be strengthened. Referring to this, this service activity is carried out to strengthen institutions in the government in the Rokan Hulu Regency area in gender mainstreaming. The activity partner in this service activity is the Social Service for Women's Empowerment and Child Protection (Dinsos P3A) of Rokan Hulu Regency as the center of government in implementing policies on women and related agencies in the implementation of planning, budgeting and evaluating gender-responsive local government programs

Abstract

According to data from the Outlook of the Ministry of Agriculture of the Republic of Indonesia, a pineapple surplus is projected to reach 789.03 thousand tons in 2025 (Center for Agricultural Data and Information Systems, Ministry of Agriculture, 2023). High pineapple production without adequate downstream processing may lead to oversupply, short shelf life, price decline, and increased agricultural waste. One of the downstreaming efforts has been implemented by the “Nenas Berduri” (Ponari) Group in Rimbo Panjang Village, Kampar Regency, through pineapple syrup production. However, the group faced several key issues: low extraction yield due to manual equipment, absence of standardized operational procedures, and limited understanding of proper production techniques. This community empowerment program aimed to enhance production capacity and product quality through the introduction of processing technology, the development of standard operating procedures, and production training. The results showed an increase in production capacity from 20–30 bottles to 80–90 bottles per month, a reduction in extraction time from 5–6 hours to less than 1 hour per batch, and all group members were able to independently operate the juicing machine and apply the SOPs correctly. This activity contributed to improving production efficiency and group self-reliance, strengthening local MSME capacity, and supporting the sustainability of pineapple syrup as a regional flagship product.

Abstract

Women has a strategic role in rural economic development, including in micro-business groups such as the Joint Business Group (KUBE). However, limited production skills, weak business management, inadequate financial recording, and traditional marketing strategies remain significant obstacles to improving competitiveness. This community service program was carried out at KUBE Kerupuk Lomang Ubi Bersinar Kuok, Kampar Regency, with a focus on strengthening women’s roles through a sociopreneurship approach. The implementation methods included training on production skills (quality control, SOP preparation, and product certification), facilitation of modern production equipment, training on business management and simple financial recording, as well as training on digital marketing strategies and product branding. The program was implemented in a participatory manner by involving female KUBE members, the village government, and Universitas Riau students through the MBKM program. The results showed an increase in production capacity of approximately 30%, the establishment of more organized financial records, and the adoption of digital marketing strategies that expanded market reach. Socially, women’s roles in KUBE were strengthened through the involvement of the Women Farmers’ Group as suppliers of raw materials, which contributed to greater independence and family economic contribution. Economically, KUBE members gained higher income and improved competitiveness of cassava-based products, a local specialty of Kuok.
