Abstract

Thesis writing entitled "The Role of the Pekanbaru City Social and Cemetery Service in Fostering Persons with Social Welfare Problems (PMKS) in Pekanbaru City in 2019". The causative factor for coaching Persons with Social Welfare Problems (PMKS) is the absence of facilities that support the development of Persons with Social Welfare Problems (PMKS) in Pekanbaru City. This research was conducted in Pekanbaru. The purpose of this study is to describe the role of the Pekanbaru City Social and Cemetery Service in the Development of Persons with Social Welfare Problems (PMKS) in Pekanbaru City in 2019. The theory used is the theory of guidance from Mathis. The research method used. The author is descriptive qualitative with data techniques, interviews and documentation. The type of data used by the author is primary data and secondary data. Abstract

Gerinda party is a new party which, according to its development in a short time, has management at all levels, both provincial and district/city to sub-district and village levels. at this time all parties including gerindra are faced with various problems regarding the problem of a weak recruitment system, an ineffective regeneration system, resulting in the lack of representation of women sitting in the legislature. the cadre of women in political parties is an important issue, because every political party, both in the management structure and in the nomination of legislative candidates, must place thirty percent (30%) of women's representation.The purpose of this study was to determine the implementation of the female cadre of the gerindra party in pekanbaru city in 2014-2019. the research method used in this research is descriptive qualitative with interview and documentation data collection techniques.The results of this study indicate that the implementation of the female cadre of the gerindra party in pekanbaru city in 2014-2019 was carried out in two stages: first, cadreization education and training, second, advanced cadreization. the regeneration process for the dpc gerindra party in pekanbaru city is carried out in stages with three categories, namely driving cadres, middle cadres and young cadres. barriers to the implementation of the female cadre of the gerindra party in pekanbaru city in 2014-2019, among others, are the lack of interest in women in the world of politics and supported by public perceptions that tend to be biased towards limiting the role of women in household matters, so that the majority of votes in the general election are won by men. -male. keywords: implementation of women's cadre, elections, political parties

Abstract

The legal actions of the dumai city government are the rules or regulations made by the dumai city government in an effort to break the spread of the covid-19 of the 5 (five) legal actions of the mayor of dumai, the mayor of dumai, the city's handbill of dumai, the city government plan of dumai and the city's permission of dumai. The problem with this study is that the increase in the incidence of the covid-19 across the city of dumai, law enforcement that implires jeria has not been effective in enforcing and lack of communication with the city's dumai government, and the lowering of public legal awareness to adhere to health protocol. The purpose of this study is to find out how the legal action of the city's dumai government in breaking the spread of the covid-19.The research approach used is a qualitative approach, this type of research is descriptive. The research location is in Dumai City, precisely at the Health Service, Dumai City Covid-19 Task Force, Dumai City Secretary, Dumai City Satpol PP, Resort Police, and the community especially business actors. And the data collection technique is done by interview and documentation. The results of this study are that the implementation of the Dumai City Government Legal Action in deciding the spread of Covid-19 has gone quite well, this is marked by the decline in Covid-19 cases in Dumai City. However, it is undeniable that there are still obstacles in its implementation, namely the Dumai City Government Legal Action which does not contain sanctions for violators, namely Circulars and the level of legal awareness of the community is still low in complying with health protocols.Keyword: Government Legal Action, Covid-19, Dumai

Abstract

n 2019, forest and land fires occurred in Riau Province according to data from the Sipongi - Karhutla Monitoring System as many as 90,550.00 hectares of burned land area. Forest and land fires do not only occur once, but occur every year in Riau Province, this indicates that the Riau Provincial Government and stakeholders have not succeeded in controlling forest and land fires. The purpose of this study is to determine the implementation of coordination between the Riau Provincial Government and Stakeholders in tackling forest and land fires in Riau Province in 2019 and to determine the factors that hinder coordination in tackling forest and land fires in Riau Province in 2019. This study uses an approach qualitative with descriptive method. In collecting data, the author uses interview and documentation techniques. The results of this study are . to tackle forest and land fires in Riau Province The coordination carried out by the BPBD of Riau Province with stakeholders has not fully worked out, the lack of cooperation and the slow pace of prevention has caused forest and land fires to still occur. The inhibiting factor in the implementation of coordination between the Riau Provincial Government and Stakeholders in tackling forest and land fires in Riau Province in 2019 were internal and external constraints. Internal constraints in the form of lack of communication are still the lack of cooperation due to lack of preparation such as planning to prevent forest and land fires from occurring, while external obstacles include: preparedness constraints such as limited tools and lack of public knowledge. Abstract

The three candidates for the 2016 Rokan Hulu District Head of Ngaso Kacamatan Ujung Batu Village Election were figures who were once the elite of Ngaso Village Ujung Batu District, Rokan Hulu Regency, namely having been an adat administrator, village head, and Chair of the Ngaso Kecamatan Village Consultative Body (BPD) Ujung Batu Rokan Hulu Regency. Formulation of the problem in the study: how is the quality of the village elite in the simultaneous village head election in Ngaso Village Ujung Batu District, Rokan Hulu Regency in 2016 ?, and what factors are the strengths and weaknesses of each village elite in the simultaneous election of village heads in Kecamatan Ngaso Village Ujung Batu in Rokan Hulu Regency in 2016? The objective of the study was to determine the quality of village elites in the simultaneous village head elections in Ngaso Village Ujung Batu District, Rokan Hulu District in 2016, and to find out which factors were the strengths and weaknesses of the elite in the simultaneous election of village heads in Ngaso Village Ujung Batu District, Rokan Hulu District 2016. Source of primary data through interviews and secondary data sources. Data analysis techniques were carried out with qualitative descriptive analysis. Instrumental quality, each participant has managerial competence as an advantage, Andes Siata has the advantage of functional competence in the economic field compared to 2 (two) other candidates. The symbolic dimension, the basic principles of each candidate are active in every social activity, while the emotional aura of the three candidates has an ambitious, upbeat and optimistic spirit, which is a differentiator is the humorous nature possessed by the Andes Siata more, the inspirational aura of Siata Andes more compared to the other two figures, the community considers Andes Siata to be a hard-working person so that his business has grown rapidly, Andes Siata's social aura represents himself as a successful businessman, Busri has a social aura as an experienced person in government, and Engki Mula Putra is representation of young people and people who have experience in government. Optical phenotype, the physical charm of the three candidates has a body that is obese or not athletic, and a face that is considered ugly is not bad and is said to be handsome or not handsome or not artistically, health and fitness are always energetic and active despite having a fat body. Abstract

This research arms to observe the victory Joko widodo- Jusuf Kalla in the 2014 President Elections North Tapanuli District and this Study focusing on Marketing Strategy Issues which is conducted by Indonesian Democratic Party-Struggle and the Winning team of Joko Widodo- Jusuf Kalla in North Tapanuli District. And this Marketing Strategy which is the conducted by the struggle of the democratic party and the winning team of Joko Widodo-Jusuf Kalla in North Tapanuli District.This Study used qualitative methods and Methods of Phenomonology then for descriptive analysis of the data presented in the form qualitative describe in detail the actual situation and by looking at the actual problems and goals research.Reseach conducted by the problem of research into information objects which aims to achieve the objectives and the information in this study.The result showed in pursuing a strategy to obtain high sound in the North Tapanuli District conduted by Indonesian Democratic Party-Struggle in the presidensial election 2014. Abstract

Communication strategies in politics is one of the keys to a successful Legislative Candidates in winning the election . Indonesia is a unitary state which has the principles of democracy , the government carried out from the people, by the people, and returned to the interests of the people through legislative representation. In these circumstances, the present Legislative Candidates in response to the roles and functions as a connector and absorbing people's aspirations .While the methodology used in the preparation of this paper uses qualitative namely, conducting interviews with Dedi Humadi as legislative candidates, then collect data , organize and classify the data . While the analysis is descriptive that describes the steps of political communication strategies undertaken Dedi Humadi in the general election legislators Rokan Hilir 2014 .The theory used in this discussion is the theoretical positioning of Adman Nursal said communication strategy to enter the brain window voters to a contestant implies that reflects the excellence of the contestants competitors in the form of an associative relationship . Then Anwar Arifin theory which says that the forms of political communication strategy that is political rhetoric, public Relatios political, political propaganda, political agitation, political campaigns, and political marketing .Smith's work done through various programs Dedi Humadi not in vain. There are a few things that the strategy of political communication in the success of Dedi Humadi legislative elections, namely, First, first requests a political campaign with mass communication and interpersonal communication by raising relevant issues to be ' slogan ' . Second, expand the network by cooperating with community leaders, community organizations, or the personal approach ( emotional attachment ). Third, run individual campaigns and rallies. Fourth, to optimize the role of the media is to create banners , baleho , stickers and calendars . Abstract

The rise of drug trafficking in Rokan Hilir Regency is marked by the inclusion of Rokan Hilir Regency in the red zone of the danger of drugs, p stipulated by the National Narcotics Agency based on visible cases and local people who do not understand drug use against drugs, economic crush is also a factor to get a bigger income. In addition, it is easy to access drug entry through rat ports. The Rokan Hilir District BNK records that drug trafficking in Rokan Hilir is very worrying, because it not only targets the general public but also extends widely to children and school students, so Rokan Hilir Regency is currently classified as a drug emergency area. The purpose of this study was to determine the actions of the government of Rokan Hilir Regency in drug prevention and to know the inhibiting factors of the Rokan Hilir District Government in the prevention of drugs. The theory used in this study is the theory of Government Action. The research method used is a qualitative research method using descriptive methods. Based on the results of this study, 1) Rokan Hilir Regency does not yet have a regional regulation on drugs, 2) establishes BNK to carry out prevention in drug trafficking, 3) the government has not made a circular about drugs to ASN, but references to the dangers of drugs are included in the regulations Regent No. 21 of 2015 concerning the discipline of ASN employees, 4) there is no written planning through assignment letters, but the instruction is carried out informally such as the socialization of the dangers of drugs, 5) all forms of licensing including prevention of drug trafficking are made by DPMPTSP through delegation of authority from the Regent. Keywords: Government Actions, Drugs

Abstract

The characteristic of a democratic country is how much the state engages the community in planning and carrying out general elections because political participation of the community (voters) is an important aspect in a democratic state order, there is a phenomenon in the Tanjungpinang Kota Kelurahan, namely the level of participation or the percentage of pilkada from the Riau Islands KPU recapitulation data there is a low level of participation in tanjung pinang urban village that is only 41.95% considering tanjung pinang urban village is an urban community area that has a high level of education with prosperous employment status should be able to provide higher political participation results but vice versaIn this study there are two main concepts, namely; voting behavior and non-voting behavior that divides four factors, namely Socio-Economic Factors, Psychological Factors, Rational and Structural Factors as a result of research that the author has done in the graduation of Tanjung Pinang, Tanjung Pinang Subdistricts, by spreading koesioner in 100 respondents.Causes of Tanjungpinang Urban Village Community Not Voting in the Election of Mayor and Deputy Mayor of Tanjungpinang 2018 there are several main causes, namely voters domiciled outside the area, then the theory of non-voting or non-voting behavior theory is the rationalist and psychological factors which are the main factors of the community not voting in election of mayor and deputy mayor of Tanjumgpinang in 2018 in Tanjungpinang Kota Sub-District, Tanjungpinang Kota Sub-District. Keywords: Non-voting behavior, political participation.

Abstract

Fiscal policy is a policy of adjustment in the field of spending and receipts to improve the state of the economy. Economic policy is expected to lead to better economic conditions by changing government revenue and spending. The implementation of fiscal decentralization policies should provide changes in the financial structure of the region. According to the results of pre-observation of researchers in dumai people who pay BPHTB tax, there are some obstacles found in the field among them there are domiciled communities that do not report so this makes it difficult for officers to process the verification of BPHTB tax data in Dumai City.          This research aims to find out the Local Government Policy in Implementing Fiscal Decentralization Through The Tax Receipt of BPHTB Dumai City In 2017/2018 and To see what factors are a block in the Local Government Policy in Implementing Fiscal Decentralization Through Tax Receipts bphtb Dumai City Year 2017/2018. The research approach used in this study is a qualitative approach to informant selection techniques in this study that uses purposive sampling techniques. Data collection techniques are by interview method and written notes.          The results of the study found the Local Government Policy in Implementing Fiscal Decentralization through the Tax Receipt of BPHTB Dumai City Year 2017/2018 has not been optimal. There are four factors blocking local government policy in implementing fiscal decentralization through the receipt of bphtb tax dumai city in 2017/2018 namely: Centralization of Taxation, Researchers found a discrepancy between the content of existing policies and the policies implemented. Participation of BUMD, the fiscal decentralization imbalance that occurs in Dumai City also occurs due to the lack of role of BUMD as a source of regional income. Competition Tax, One of the low tax receipts in Dumai City is The Acquisition Duty ha katas Land and Buildings. Regional Expenditure Allocation, Regional Revenue and Expenditure Allocation (APBD) dumai city in 2017 experienced deficit, several factors including the entry of balancing funds and other receipts from the central government to the region.
