Abstract

Activities in the tourism sector are complex activities covering various sectors and forms of activity that have dynamic elements and develop according to the times. Lake Raja is one in Indragiri Hulu Regency which is a natural panorama that has the potential to be developed into a tourism object. However, this tourist attraction looks less than optimally managed, such as scattered garbage and poor road access and destroying the beauty of the natural panorama.The purpose of this research is to find out the implementation of the tasks of the Youth, Sports and Tourism Office in the Development of Raja Lake Tourism Objects in Indragiri Hulu Regency. And to find out the inhibiting factors in the implementation of the Tasks of the Tourism Office in the Development of Raja Lake Tourism Objects in Indragiri Hulu Regency?The method used in this research is a qualitative research method. Data obtained directly from informants using interviews and other data to support research. Data collection techniques were carried out by means of interviews, observation and documentation. This study uses a descriptive analysis technique. After the data is collected completely and thoroughly.Based on the results of the research that the author did, the development of the Raja Lake tourist attraction carried out by the agency was seen from a fairly diverse tourist attraction, which was a tourist attraction in the form of a saung that resembled a traditional house and the agency built supporting facilities and infrastructure so that visitors felt comfortable and returned. again visited the Lake Raja tourist attraction, but in this modernization era the department did not develop enough in the field of promotion and marketing through social media. The obstacles experienced by the Department of Tourism and Culture of Inhu Regency in developing the Lake Raja tourist attraction are the lack of Human Resources, low awareness of the local community, lack of careful planning in planning development.  Keywords: Analysis, Tasks, Tourism Object Development

Abstract

Regional divisions do not automatically provide prosperity for the region as mandated by laws and regulations and decentralization. expansion success stories tend to be less when compared with the current reality, many negative impacts of the expansion area. District of Rumbai desire to secede from the city of Pekanbaru ignited from uneven development reasons. and in terms of the administrative and technical requirements. Tassel not feasible to secede from the city of Pekanbaru. Tassel bloom always echoed in one of the mass media ie newspapers Riau many community newspapers and community leaders who support Rumbai to bloom, but after research conducted by the author turns largely Tassel community do not support the expansion of the Rumbai. of the phenomenon researchers are keen to gauge support and public perception in discourse Tassel expansion plan with the title "the support and the perception public the discourse of division Rumbai". Which became the basis of the problem where after doing field research, the authors found that support the expansion plan Rumbi only 46% while 54% do not support . Many people actually do not approve Rumbi division occurs, but sebahagian public figure and the originator of the division continued to echo the expansion plan Tassel, without knowing more in natural resources and human resources Rumbai. Theory (approach) that I use as a tool of analysis in this research is the theory of the Expansion of Regional and community participation, whereas the method used is a combination of quantitative and qualitative methods (mixed methods). Namely data collection techniques by Random sampling by taking a random sample of the entire community Rumbai andRumbaipesisir. Conclusions of this study is the emergence of a discourse division Rumbai not fully aspirations of its people, but there are other interests of the candidates to get voice support in legislative elections in 2014 by ignoring some of the process PP 78 in 2007. Abstract

Political parties today is conducted openly at the crawl stage but in the selection of candidates and their establishment of Political Parties that do tend to be closed. Abstract

The leadership of the Head Village in empowering village communities is needed in helping the community to be more independent and empowered. Kebumen Parit Village is a division of Teluk Lecah Village, but the Parit Kebumen Village is faster to succeed and is the best village in Bengkalis Regency year 2016 and 2017. The research aims to describe the leadership of the Head Village in empowering the community of Parit Kebumen Village and Teluk Lecah Village in 2017. This study uses leadership theory in accordance with the Head Village leadership type and situational leadership theory to help answer the objectives.This study uses a qualitative approach. Data was collected using field studies. Data collected through informants purposively. Data collection techniques use field research, interviews, and documentation studies. While the data analysis uses descriptive data analysis techniques.This study uses a qualitative approach. Data is collected using field research. Data is collected through informants purposively. While data analysis uses descriptive data analysis techniques.The results of the study show that the leadership of the Head of the Village of Parit Kebumen manages power for the benefit of many people, all forms of empowerment programs ranging from government and development are carried out to empower rural communities. While the leadership of the Teluk Lecah Village Chief was run normatively according to the main tasks and functions of the Head Village so that the empowerment program in the field of government and development followed the existing rules. The effort of the Parit Kebumen Head Village to embrace all parties, village officials and the community so that they succeeded in becoming the best village.Keywords: Leadership Head Village, Community Empowerment.

Abstract

As a newly established political party, this is a significant step for PERINDO's party, especially in Riau province, so that the writer is interested to examine how this new political party is establishing its institutionalization at the level of Riau Province Board. In addition, the authors also want to examine what factors become obstacles faced by Dewan Pimpinan Wilayah (DPW) PERINDO Riau Province Party in conducting institutionalization. The research problem can be formulated as follows: How is the institutionalization of political party by the Dewan Pimpinan Wilayah of the Persatuan Indonesia Party (DPW PERINDO Party) Riau Province ?. What factors are the obstacles experienced by the Dewan Pimpinan Wilayah of the Persatuan Indonesia Party (DPW PERINDO Party) Riau Province in conducting the institutionalization of the political party ?. The Dewan Pimpinan Wilayah of the Persatuan Indonesia Party (DPW PERINDO Party) Riau Province as part of the PERINDO party in the activity of carrying out the functions of political parties is not allowed to leave and always guided by the Statutes / Bylaws and other rules applicable in the party PERINDO. The identity of the values put forward by is the strengthening of the Indonesian nation in the field of economic populist. DPW PERINDO Party of Riau Province has not implemented any connection binding with any party in decision making. While regarding the financing of the Dewan Pimpinan Wilayah of the Persatuan Indonesia Party (DPW PERINDO Party) Riau Province is still self-supporting. DPW PERINDO Riau Province Party in making the knowledge or positive image in the middle of society still depends on what is done by DPP PERINDO party. Abstract

In Indonesia, there are many problems with regional boundaries, problems up to village boundaries that overlap between one village and another. The problem of this research is the village boundary conflict between the Desa Petani and Desa Simpang Padang Kabupaten Bengkalis, which initially occurred because of the community's disobedience to village administration. This study aims to find out what are the factors that cause Village Boundary Conflicts between Desa Petani and Desa Simpang Padang and to find out how to resolve Village Boundary Conflicts between Desa Petani and Desa Simpang Padang.  The research approach used is a qualitative approach and the type of descriptive research. The location of this research was carried out in the Desa Petani and in the Desa Simpang Padang, and the data collection techniques were carried out by interviews and documentation. The results of this study are the factors causing the village boundary conflict between the Desa Petani and Desa Simpang Padang, namely the historical factor and the interest factor. To resolve the conflict, a form or effort is needed to resolve the village boundary conflict between the Desa Petani and Desa Simpang Padang. Efforts have been made to resolve the village boundary conflict between the Desa Petani and Desa Simpang Padang, namely by Negotiation and Mediation. Abstract

Most of the slums in the city of Pekanbaru are areas located around the Siak river. In addition to slum areas, river basins mostly have problems related to healthy lifestyles because most of the people who live in watershed areas use river water for daily life. The siak river flows have been polluted with rubber mill waste so the river water which is the source of life is not suitable for daily life. As the result, the community is not growing and not prosperous. In terms of formulating development strategies to improve the welfare of the community, it is necessary to pay attention to the general conditions and potentials of the said region. In addition, also considered the main issues and obstacles that exist in the community. One of the factors that affect the welfare of the community is the declining of the slum area, the number of poverty and the decrease in the number of unemployed. The Community Based Integrated Technology Processing Program in Siak Watershed Area is one of the government's ways to empower the people who live along the Siak river, namely RW 02 of Sri Meranti Sub-district, Rumbai District. With this program, it is hoped that the community can change the unhygienic lifestyles by no longer constructing the MCK (toilet, bath, and wash) along the river stream, consuming clean water and inviting the community to do the same as running the government program as a joint effort.In this case community participation is needed to achieve the goal of the establishment of Community-Based Integrated Technology Processing Program in Siak Watershed Area. However, after a year there has been no change in society due to lack of community participation in the program. People are still reluctant to consume clean water that has been distilled and still using the public bathroom on the edge of the river for daily needs and polluted the river water. In addition, thereJOM FISIP Vol. 4 No. 2 – Oktober 2017 Page 2are obstacles in running the existing program so that the Community Based Integrated Technology Processing Program in the Siak Watershed Area is not on target.The research method used in this research is descriptive research, with quantitative approach supported by qualitative where the author distributed questionnaires to the respondents and interviewed a number of figures as well as direct observation in the field to get a picture directly about the real condition that there is happening in community and installation buildings.The result of the research shows that in general, the participation of RW 02 community of Sri Meranti Sub-district, Rumbai District in the implementation of Community Based Integrated Technology Processing Program in Siak Watershed Area is not doing so well. There are factors that become obstacles of participation from RW 02 community of Sri Meranti Sub-district, Rumbai District such as community's mindset influenced by education level and public income, and lack of government supervision.Keywords: community, community participation, watershed area, Sri Meranti.

Abstract

The election of the Governor and Deputy Governor is an embodiment of a democratic country. Indonesia, which is a democracy, conducts Regional Elections every 5 years. In the Election of the Governor and Deputy Governor, of course, it will be alleviated fairly and clean from violations or fraud, in this case Bawaslu as the highest body in the supervision of elections must act optimally in order to create an election that is clean from violations, but in reality there are still violations and fraud encountered by Bawaslu. This happens because of the lack of maximum and there are several obstacles in the supervision carried out by Bawaslu. The formulation of the problem in this study is How Dynamics of Supervision of the Election of the Governor and Deputy Governor of Riau in 2018 and What are the Obstacles in Supervision of the Election of the Governor and Deputy Governor of Riau in 2018. The purpose of this study is to find out How Dynamics of the Election of Governor and Deputy Governor of Riau in 2018 and What are the Obstacles in Supervision of the Election of the Governor and Deputy Governor of Riau in 2018. Theories used according to Donnelly (1996). In collecting data the author uses interview and documentation techniques. The results of the author's research are the Supervision of the Election of the Governor and Deputy Governor of Riau in 2018 which has not been carried out maximally because there are findings of violations. The obstacles in this supervision are the Budget and the number of supervisory personnel, political culture and the lack of public knowledge about the Regional Head Election itself. Keywords: Oversight, Election of Governor and Deputy Governor.

Abstract

This research was conducted to describe how the role of Production Studio RRI Bengkalis in keeping nationalism in the border area in Bengkalis. The purpose of this research was to see the extent to which the role of Production Studio RRI Bengkalis in keeping nationalism border communities in Bengkalis 2015.This research is a descriptive research using a qualitative approach as a tool of analysis. The research was conducted in Bengkalis. This study uses document observation and interview with key informants as an object of information that aims to achieve the goal to have the information in this study. Data used in this study are primary data and secondary data obtained through direct observation and interviews with key informants in this research.RRI Bengkalis role in keeping nationalism in the border area can be seen from the role that has been done is its role in strengthening national identity and centering margin, which is where the problem of sound quality RRI Production Studio Bengkalis not good enough to be heard by residents in the border area of Bengkalis. Supposedly Production Studio RRI Bengkalis radio is the only government can provide good sound quality for citizens in border regions may obtain information better and comfortable.Keywords : Role, Nasionalism, Border Area

Abstract

Stunting is a condition in which a person's height is shorter than the height of other people in general (who are the same age). Stunting occurs in infants (0-11) months and children under five (12-59) months due to chronic malnutrition, especially in 1,000 first day of life (HPK). The Regional Government of Rokan Hulu Regency is trying to reduce the stunting rate in Rokan Hulu. The Rokan Hulu District Health Office is the agency responsible for regulating health services in the Rokan Hulu Regency area. The prevention of stunting reduction aims to carry out efforts to reduce stunting in Riau Province, especially in Rokan Hulu Regency.                        This study seeks to answer the researcher's questions as follows: How is the Management of the Health Office in dealing with stunting in Rokan Hulu Regency in 2018, what factors are the obstacles in overcoming stunting in Kepayang Village, Rokan Hulu Regency in 2018. This research also aims to describe Management of the Health Office in overcoming stunting in Kepayang Village, Rokan Hulu Regency, then also to describe the factors that are obstacles in overcoming stunting in Rokan Hulu Regency. This type of research used by the author in this study is descriptive. Data collection techniques are interviews, literature study and documentation. The data analysis technique in this study was carried out qualitatively.The results of the study explain that the Government Management in tackling stunting in Kepayang Village, Rokan Hulu Regency has not been maximized due to the lack of coordination of Regional Apparatus Organizations (OPD) in the problem of stunting prevention, so that several indicators consist of planning policies and programs, organizing government structures, financial management, coaching. and personnel development, general decision-making, program management, political oversight. Not going well. In its implementation there are also several inhibiting factors such as Human Resources, Budget, and Infrastructure / Facilities and Infrastructure.Keywords: government management, prevention, stunting.
