Abstract

This research was conducted to find out effective it is implementation of development programs infrastructure village Bawo Kecamatan Tagulandang Utara Kabupaten Kepulauan SITARO. Bawo Village government increases infrastructure through the construction of infrastructure which prioritizes the basic rights of the community and the availabilility of infrastructure and quality as efforts to support accelerated development and enhancement passion for economic activity. And the problem found in the village of Bawo is how effectiveness of implementing infrastructure development programs in he village of Bawo this research aims to find out how effective it is implementation of infrastructure development in the village Bawo. The method used this study Is a qualitatitive method for later, fpr later analysis data collection is done by interview directly to the research informant who have determined by qualitative methods, to see how effective it is implementation of infrastructure development programs in the village Bawo Kecamatan Tagulandang Utara Kabupaten Kepulauan SITARO. Research use two indicators namely : the amount of result that can be issued meaning that the results are in the form of quantity or physical form the organization, program or activity. The intended result can be seen from Ratio (antara masukan) Input (dengan keluaran) output level of satisfaction obtained. Abstract

Budaya Organisasi merupakan proses meleburkan gaya budaya dan atau perilaku tiapanggota/individu yang dibawa sebelumnya kedalam sebuah norma-norma dan kehidupan yang baru,yang memiliki kekuatan serta kebanggan kelompok dalam menghadapi sesuatu dan tujuan tertentu,Sedangkan kekuatan dari budaya organisasi itu sendiri sangat bergantung pada nilai-nilai yang dibangun dan memengaruhi cara mereka bertindak. penelitihan ini bertujuan untuk mengetahuibudaya organisasi Samsat Tondano dalam Pelayanan Surat tanda nomor kendaraan bermotor.Penelitian ini menggunakan metode penelitihan kualitatif. Penelitian ini mendeskripsikan data yangdiperoleh dari informan, observasi, dan penelusuran dokumen di bantu dengan instrumen tambahanberupa pedoman wawancara, alat perekam, dan alat tulis menulis. Berdasarkan indikator dariKreitner dan Angelo Kinicki yang digunakan dalam penerlitian ini, Disiplin, kesiapan/keterbukaan,kerjasama, maka diketahui bahwa Budaya Organisasi Samsat Tondano pada Pelayanan Surat TandaNomor Kendaraan Bermotor (STNKB) sudah cukup baik meskipun masih ada beberapa hal yangperlu diperbaiki seperti Kedisiplinan pegawai sehingga pelayanan kedepannya menjadi lebih baik.Kedisiplinan pegawai Samsat Tondano hendaknya lebih ditingkatkan lagi dengan cara memberikansanksi – sanksi yang tegas seperti memberikan surat peringatan, penurunan jabatan, denda, ataupemotongan gaji kepada pegawai yang melanggar peraturan yang berlaku.Kata kunci : Budaya Organisasi, Pelayanan Surat Tanda Nomor Kendaraan BermotorAbstract: Organizational Culture is the process of fusing the style of culture and / or behavior of eachmember / individual brought before into a new norm and life, which has the strength and pride of thegroup in facing certain things and goals, while the strength of the organizational culture itself is verydependent on values that are built up and influence the way they act. This research aims to find out theorganizational culture of Tondano Samsat in the service of vehicle number certificate. This research usesqualitative research methods. This research describes the data obtained from informants, observation, anddocument tracing is assisted with additional instruments in the form of interview guidelines, recordingdevices, and writing instruments. Based on indicators from Kreitner and Angelo Kinicki that is used inthis research, Discipline, readiness / openness, cooperation, it is known that the Tondano SamsatOrganizational Culture in the Service of Vehicle Number Certificate (STNKB) is good enough that needto be improved like employee discipline so that future services will be better. The discipline of TondanoSamsat employees should be further enhanced by providing strict sanctions such as giving warning letters,demotion, fines, or salary deductions to employees who violate the applicable regulations.Keywords: The Organization Culture, service of motor vehicle number sign

Abstract

Tambahan penghasilan pegawai (TPP) merupakan tambahan yang diberikan kepada PNSdan CPNS yang dikaitkan dengan penilaian kehadiran dan kinerja. Tunjangan kinerja daerahmerupakan penyempurnaan dari tunjangan yang telah ada dan akan menjadi satu tunjangan yangspesifik untuk memacu kinerja dan sekaligus menjamin keadilan dalam pemberian tunjangan.Metode penelitian yang di gunakan dalam penelitian ini adalah kualitatif deskriptif yaitudengan teknik pengumpulan data melalui observasi lapangan dan juga wawancaraberdasarkan hasildari penelitian penulis melakukan kesimpulan dan saran melalui empat metode kebijakan publicoleh Edward III yang memenuhi beberapa aspek yakni komunikasi, sumber daya, Disposisi dan jugastruktur birokrasi.penelitian ini adalah seluruh aparat Kantor kecamatan bunaken Kota Manado provinsiSulawesi Utara yang berjumlah 17 orangHasil penelitian menunjukan Bahwa Tambahan Penghasilan Pegawai (TPP) di kantorkecamatan Bunaken Manado belum sepenuhnya sesuai dengan efektivitas yang ada, di karenakanpenilaian kehadiran Kinerja yang berdapak pada Disiplin pegawai yang masih Kurang dalam tugasdan tanggung jawab mereka, selain itu masih kurangnya penilaian kehadiran pegawai pada Apel diSore hari yang kadang tidak di laksanakan oleh sebagaian pegawai yang bertugas pada hari tersebut.Kata Kunci : Implementasi Kebijakan Tambahan Penghasilan Pegawai

Abstract

Building a state apparatus to be more efficient and effective is a strategic step in carrying out thegeneral tasks of government and national development in the framework of implementing effectivegovernance. To create an effective government, the first step that must be taken is to improve the disciplineof Civil Servants. Because Civil Servants are the wheels of government that carry out their duties bothregional and central government. Therefore high discipline from Civil Servants will influence theeffectiveness of government administration. This research uses Quantitative research, which is trying toanswer the influence of Civil Servants Discipline variables on the Effectiveness of GovernmentAdministration. Data is collected by careful observation, including questionnaires in detailed contexts, aswell as in-depth interviews, as well as the results of the analysis. Scale statistics describes the average andstandard deviation of the dependent and independent variables, the average effectiveness of governance is22.50 mean with a standard deviation of 2013. the discipline average is 63.33 mean with a standarddeviation of 5.774. in the simple regression equation it can be seen that the regression direction coefficientis 0.281 and the constant coefficient (a) is 4.679. It is clear that the regression coefficient value (b) ispositive, which is 0.281. Y = 4,679 + 0,281X. Where every 1% increase in the value of the Discipline ofCivil Servants, the value of Government Organizational Effectiveness increases by 0.281 or 28.1% so thatit can be said that the direction of the influence of the Civil Servants Discipline variable (X) on theGovernment Implementation Effectiveness Variables (Y) is Positive.Keywords: Civil Servants Discipline, Government Organizational Effectiveness

Abstract: Rise of the blossoming decade shows the magnitude of the last public attention will be the fulfillment of needs against the importance of the improvement of quality of service onthul. IT was based on the background of the issue, to find out the effectiveness of this research aims at servicing openbare Kawangkoan sub-district post extraction in the Regency of Minahasa Regency North Minahasa. This qualitative research methods. It is intended for the use of the method of obtaining answers to problems that are associated with the service that was provided to the implementation process of openbare Oleg Kawangkoan Subdistrict North of Apparatus to the community. The results showed the execution of existing services in openbare Cantor camat Kecamatan North Kawangkoan still need to be improved. The quality of the implementing Ministry apparatus openbare Kawangkoan in district North be concentrated the main elements of the BBC respondents for the study. Disimping it's the quality of the implementing apparatus resource stewards openbare Kawangkoan Kacamatan Cantor in the North being the main elements got the attention of BBC respondents for the study. Abstract

Abstract: Population and community dietary changes cause the increase of the volumes of type, and characteristic of theincreasingly diverse garbage waste management. Based on the problems of Research aims to know the performance ofthe Department of the environment in the waste management in the city of Manado.This study uses qualitative methods with selected informants consisting of Chairman, officials of the competent officials/staff/ implementation, and how the garbage workers in the service of the Environment Manado as well as the community.Data collection techniques used are interviews, observation and documentation. Qualitative data were analysed withdescriptive narrative supported by primary and secondary data.The results showed that the performance of the related Department of the environment in the waste management in the cityof Manado has shown a fairly good results, in terms of productivity can be seen already very good views of the goals set andthe effort to realize the goal, among others, with the application of law socialization, adds to the operational personnelhygiene and the granting of construction on the importance of environmental hygiene in order to materialize the city ofManado in a healthy, comfortable, clean, healthy and free of waste by improving the quality of service sothat waste treatment system Manado city becomes "Cendikia" and as a destination "Ecotourism". Similarly, whenviewed from the responsivitas against the incoming complaints from community directly dealt with up with a sprightly,assertive and sociable and friendly also responds when serving. The same thing can also be seen in the responsibility,because the procedure of the Ministry of the environment Office of trash in Manado city is already organised properly. Inaddition to accountability is already good enough in this the role of Government as a provider of basic services and wastemanagement facilities as well as briefing policymakers also firmly related environment and garbage. BesidesGathering information dissemination and community aspirations regarding waste processing services through socializationand dropped directly into the field, conduct of meetings between the device and the public, as well as throughprint/online media others. But in terms of the quality of service is still lacking good especially the willingness of wastemanagement infrastructure and facilities because it looked to the future production of garbage will be moreand more, socialization and interaction of related problems of garbage as well as the affirmation of a rule about garbage isstill lacking.Keywords: performance, waste management

Abstract

ABSTRACT: Government personnel is an important factor in achieving the objectives ofgovernment and state. In reality there is, still encountered problems in government agencies.Problems often occur is the presence of government officials who have the quality of work is notgood, it was seen from the slow processing tasks that accumulate, the lack of discipline ofgovernment officials, as a result of service that is provided is not maximized., While the one of thegovernment's efforts to improve the quality of government personnel is by giving knowledge andguidance through education and training.The research method that I use in this study is a quantitative research methods.quantitative method is a method / research based on the philosophy of positivism that is the sciencevalid, science is built on empirical, observable, measurable, using mathematical logic and makegeneralizations above average population and sample of this research is all employees at thedistrict office Kawangkoan north numbering 30 people.Based on the analysis using Pearson product moment correlation coefficient (r) = 0.802,while the coefficient of determination (r2) = 0.64. The results showed that the correlationcoefficient between the level of education and training on the performance of government officialsby 0802, while the coefficient of determination of 64%. With this result can be explained that theincrease in the performance of the government apparatus is determined by the education andtraining by 64% while 36% is determined by factors other. be based on above results, thehypothesis put forward unacceptable that there are degrees of connection and the power ofdetermination between education and training on the performance of government officials at theDistrict Office North Kawangkoan. Furthermore, based on the significance of test results obtainedthat the value t = 7108 at significance level (α) = 0.05 with degrees of freedom (df) = n -2 = 28,then the table = 1.701. From the data obtained that thitung greater than table where thitung 7.108˃ 1,701. then H0 and H1 a reject. thing this proves that there is significant influence betweeneducation and training on the performance of government officials at the District Office NorthKawangkoan.of research results on North District office Kawangkoan that education andtraining programs have a very strong influence on the improvement of the performance of thegovernment apparatus, the more often a government apparatus to follow the education andtraining programs, the performance of the apparatus will also increase.Keywords: education and training, government officials Performance

Abstract

Abstract:this research aims to know the influence of professionalism of employeesworking toward customersatisfaction rate on PT. TASPEN Manado Branch. This research using quantitative methods. Therespondents in this study amounted to 36 people atthe customers Office PT TASPEN Manado Branch.Data collection instrumentsand techniques used are questionnaire and assisted withinterviews andobservation. Analytical techniques used for hypothesis testing is the analysis of thecorrelation of product moment and a simple linear regression analysis assistedby data processing computer program SPSS version 13.0. The results of data analysis in this researchindicate: (1) there is a positive relationship between the variable profesioalisme of work employees andcustomer satisfaction with r = 0.773 count greater than r table with df (N-2 = 36-2 = 34) on thesignificance level 0.01 = 0.2785. (2) price determination coefficient (r ^ 2) of 0.597 gives a clue thatvariable professionalism of work employees (X) contributing positively to the development of 59.7%customer satisfaction variable (Y) PT TASPEN Branch Office in Manado, whereas the rest of 40.3%influenced by another factor that is outside of this research study. (3) the degree of correlation anddetermination of variable employee against the working professionalism of customer satisfaction this isreal and significant degrees of 0.01 or at level 99% confidence, as indicated on the test of significance (ttest)which gained value t calculate = of 7.094 that have a difference greater than the value of the t tableon the extent the significance of 0.01.Keywords: Professionalism Of Work, Employees, Customer SatisfactionPENDAHULUANSatu hal yang menjadi perhatianadalah sifat eksklusifitas dari PT TASPEN itusendiri, dimana ‘monopoli’ pemberian jasajaminan sosial kepada PNS telahmembebaskan PT TASPEN dari masalahpersaingan usaha. ABSTRACT : Any public or private organization set up to achieve certain goals, and if achieved then canbe said to be successful. Thus, thecompetence to be very useful to help the organization improve its performance. Competence isindispensable in every process of human resources. The more problems, the study aims to describe theimportance of competence on employee performance.This research uses qualitative research is research that is used to examine the condition of natural objectsin which the researcher is a key instrument. the proper technique to determine the source of the data /informant is "purposive sampling" is penentukan data source based on a specific goal (Sugiono, 2009).Who became an informant or source of the data in this study is the Civil Service Bureau and the PublicFinance Sam Ratulangi University in Manado.The results showed that the competence of work on General Affairs and Finance University of SamRatulangi is still lacking due to the lack of opportunities given to employees to participate in educationand training.
