Abstract

The provision of services that meet the standards that have been set is indeed a part that needs tobe observed. Currently, it is often felt that even the minimum service quality is still far from people'sexpectations. Likewise with the Modayag sub-district government which is the first spearhead in providingservices to the community. In serving the community, the sub-district government is also inseparable fromproblems related to relatively unsatisfactory service conditions. Various obstacles that exist in the field arethe cause of the ineffectiveness of service delivery at the Modayag District Office, East BolaangMongondow Regency. This study aims to answer questions about quality of public services at theModayag District Office, East Bolaang Mongondow Regency. In this study using the dimensions ofservice quality from Zeithaml. Tangible, Reliability, Responsiveness, Assurance, and Empathy. Qualitymeasurement aims to determine the factors of the quality of public services at the Modayag sub-districtoffice, East Bolaang Mongondow Regency. This study uses qualitative research methods by conductingdata collection methods by interviewing 10 informants in direct observation, looking for documentsrelated to research assisted by recording devices and writing instruments. The results of this study indicatethat service delivery at the Modayag District Office, North Bolaang Mongondow Regency has not beenmaximized.Keyword : Quality, Public Services

Abstract

Sexual violence is a serious problem facing modern civilization today, because acts of sexual violence showa malfunctioning of a norm in a person which results in the prohibition of human rights and the interests ofothers who are victims. In order to avoid sexual harassment, a person needs to be equipped with knowledgeor education about sexual harassment. Authority which usually consists of several powers, namely powerover a certain group of people or power over an area of government. One of the ways to prevent sexualviolence can be done by providing information and education, with this the Office of Women's Empowermentand Child Protection can exercise its authority by conducting socialization to local communities andeducating about the prevention and handling of violence. When the supervision occurs, the community canalso carry out supervision by assessing the workings and arrangements that are carried out so that clearcoordination and appropriate information can occur. This education is very much needed as a guide foreveryone to equip themselves to be able to understand about sexual harassment. The authority of the Officeof Women's Empowerment and Child Protection can be said to run well if it has provided education byobserving applicable regulations, coordinating (administration) with the community, and providingsupervision in the running of this program.Keywords: Authority, Education, Sexual Harassment

Abstract

Penelitian ini bertujuan untuk mengetagui apa dampak kebijakan dari Program Bantuan LangsungTunai dengan Kondisi Ekonomi Masyarakat di Kelurahan Talikuran Kecamatan Kawangkoan UtaraKabupaten Minahasa ,Penilitian ini menggunakan metode penelitian deskriptif kualitatif, Pengumpulandata dalam penelitian ini dilakukan dengan teknik wawancara, observasi dan dokumentasi. temuan daripenelitian ini yaitu diketahui Pemerintah Kelurahan Kurang Tepat sasaran dalam pendataan penerimaprogram Bantuan Lansung Tunai Sehingga masi ada masyarakat yang kurang mampu yang tidakterdampak dalam Kebijakan Ini ,Perlunya kesadaran masyarakat penerima Bantuan Langsung Tunaisehingga dana yang di dapatkan dari program BLT bisa sedikit membantu Kondisi Ekonomi Masyarakat,Pemerintah harus meninjau kembali Masalah-masalah publik yang sering muncul pada program BLTsehingga program Bantuan Langsung Tunai dapat terealisasi secara optimal kepada Masyarakat.Kata Kunci : Dampak Kebijakan , Bantuan Langsung Tunai ,Kondisi Ekonomi

Abstract

Di Negara yang sedang berkembang umumnya kegiatan perekonomiannya sangat ditujukan oleh sektorpertanian. Sehingga pembangunan yang menonjol juga berada pada sektor pertanian. Pembangunanyang mendasar pada sektor pertanian sangat dibutuhkan karena hasilnya dapat meningkatkan mutumakanan penduduk dan kesejahteraan penduduk. Kelompok tani merupakan wadah belajar bersamadimana petani bisa bertukar pengalaman dan pengetahuan sehingga dapat di gunakan sebagai saranauntuk membangun rasa kebersamaan sesama anggota.Salah satu kelompok tani di desa Sasur sudah memiliki anggota-anggota kelompok yang berdaya danberkualitas agar mampu mengembangkan organisasi kelompok tani dengan baik dan sukses, sehinggadapat mensejahterakan anggota-anggota yang ada dalam kelompok tani tersebut. SeiringnyaPemerintah Kabupaten Halmahera Utara telah memiliki program pemberdayaan terhadap kelompoktani di setiap Desa, salah satunya di Desa Sasur Kecamatan Kao. Program tersebut ialah upayapemberdayaan untuk kelompok-kelompok tani, agar mampu mengelola potensi Desa yang diharapkandapat berimplikasi pada peningkatan taraf hidup masyarakat. Sehubunga dengan itu, Dinas Pertaniantelah membentuk kelompok tani disetiap Desa sebagai tindaklanjut program Pemerintah Daerah.Adapaun pemberdayaan kelompok tani yang dibentuk telah disuplai anggaran langsung dari APBD,digunakan untuk pemberdayaan kelompok tani. Berdasarkan informasi awal yang diperoleh penelitibahwa kelompok tani tidak lagi berjalan dengan baik, karena anggota kelompok merasa penguruskelompok tani tidak transparasi anggaran yang diperuntukkan untuk pembiayaan programpemberdayaan kelompok tani. Penelitian ini merupakan penelitian kulitatif yang dilakukan dikelompok tani solis Desa Sasur Kecamatan Kao Kabupaten Halmahera Utara. Informan yang ditelitisebanyak 12 informan.Kelompok tani ini memiliki 12 anggota dan mempunyai lahan diantaranya lahan padi ladang 8 Ha,lahan jagung, ubi kayu, ubi jalar, cabe dan kacang tanah ± 𝟏𝟐 Ha. Kelompok tani memiliki alat-alatpertanian yang diberikan oleh dinas pertanian guna menunjang perkembangan pertanian yang dimiliki,diantaranya traktor, alat semprot, cangkul, sekop, garuk rumput. Kurangnya penyuluhan dari dinaspertanian. Pemberdayaan yang di lakuan terhadap kelompok tani solis bertujuan untuk meningkatkankemampuan yang dimiliki oleh setiap anggota.Kata Kunci: Pemberdayaan Kelompok Tani Solis

Abstract

This study aims to determine the effect of employee empowerment on improving public services in theMalalayang District of Manado. This study uses quantitative research methods with the amount of samplestaken are all members of the population, amounting to 35 people, instruments and data collection techniquesused in this study are questionnaires and interviews. The results of a simple regression analysis test showthat employee empowerment has a significant influence on employee performance this sees the value ofcorrelation (R) of 0.731 and the coefficient of determination (Squere) 53.4% which means that the effect ofthe independent variable on the dependent variable is 53, The remaining 4% are 46.6% influenced by otherfactors.Keywords: Employee Empowerment, Public Service

Abstract

Penelitian ini bertujuan untuk mengetahui Implementasi Digital Govenrment Smart City Kota Manado.Dengan menggunakan metode penelitian kualitatif. pelaksanaan digital government smart city di kotaManado telah berlangsung sejak tahun 2017 mengacu kepada visi kota Manado yakni “Manado KotaCerdas 2021”. Pada tahun 2018 dikeluarkan Peraturan Walikota Manado Nomor 10 Tahun 2018 yangmengatur tentang pelaksanaan digital government berkonsep smart city di kota Manado. Pelaksanaandigital government smart city di kota Manado didapati belum berjalan dengan optimal, beberapakendala yang menghambat jalannya digital government smart city di kota Manado diantaranya; Masihminimnya sumber daya manusia di lingkungan pemerintah kota Manado dengan latar belakangpendidikan dan kompetensi di bidang teknologi dan informasi, hal tersebut memepengaruikemampuan aparatur dalam memahami dan melaksanakan program yang ada, tidak efektifnyamekanisme sosialisasi yang dilakukan mengakibatkan ketidaktahuan dan ketidakpahamanmasyarakat dalam memanfaatkan pelayanan digital dari pemerintah melalui program smart city kotaManado, kemudian besarnya anggaran dalam memenuhi kebutuhan infrastruktur teknologi informasimembuat pelaksanaan digital government smart city belum mencakup semua satuan kerja perangkatdaerah di kota Manado selain itu sumber anggaran yang berasal dari Alokasi Pendapatan dan BelanjaDaerah Pemerintah Kota Manado didapati belum optimal dalam memenuhi penyediaan fasilitasteknologi informasi di dalam lingkungan pemerintah Kota Manado.Kata Kunci : Implementasi Program, Digital Government Smart City

Abstract

The construction of an economic center in the border region is very important because it is directly adjacent to other countries. Talaud Island Regency is a cluster of archipelagic groups which since the time of BC have experienced a period of glory. At that time even though the trading system was still barter and other traditional trade models. This research is qualitative research, a methods research procedure that produce descriptive data in the form of written or oral words from people and observable behaviors. This arrangement is reflected in the traditional structure of the Talaud archipelago, traditional figures as the pattern of the citizens, being exemplary and highly respected by all citizens of the community, once regulating the social control system in the daily lives of their citizens. This is manifested in various values, attitudes and behavior, among others, in the livelihoods system both as fishermen and farmers in the international trade with traditional models to the context Asean Economic Community (AEC). As a border area, Talaud Island in the North Sulawesi Indonesia can function as: Barriers to separation, seat belts and defenders of state sovereignty, Portrait of identity or image of honor and dignity of the nation and state of the Republic of Indonesia in the interaction of the international community.

Abstract

The environment is a global concern, including within Bunaken National Park. Safeguarding biodiversity is crucial for sustainable use. However, conservation efforts still face challenges. A significant threat to forest ecosystems is illegal logging, fragmentation, and forest conversion. This study aims to comprehend the local wisdom of the Bunaken National Park community concerning marine conservation. The study employs a qualitative research method with an ecological anthropology approach. Data were collected by means of interviews, observations, and document analysis from local communities. The findings reveal several significant points: Firstly, the community actively engages in the marine conservation process through a participatory approach. Despite the initial clash of interests between fishermen and the national park management, a mutual understanding was eventually reached regarding marine protection zones, encompassing core and utilization zones. Secondly, religious leaders wield a pivotal role in conservation endeavors. They interact with formal leaders and the community during worship, encouraging marine environment protection and community involvement in trash cleanup and preservation of mangrove trees. Thirdly, local wisdom, knowledge, and values persist in people's daily lives. Despite the religious shift from traditional beliefs to Christianity and Islam, certain values endure, such as the correlation between celestial bodies (moon and stars) and agricultural and fishing activities. Fourthly, the Navy contributes to marine conservation by offering close supervision, influencing changes in the mindset and behavior of the neighboring community to safeguard mangrove forests and marine habitats while diminishing the risk of wave-related disasters during high tides.

Abstract

The community has the right to utilize public open spaces. Therefore, the government has the responsibility to provide public open spaces and provide supporting facilities that can be used by the community according to their designation. Manado City in implementing Law Number 26 of 2007 has provided public open spaces for the community. The availability of public open spaces has been utilized by the community for sports activities, recreation or simply interacting with others. The open spaces that are often used by the people of Manado City besides the Blessing Park and the coastal reclamation park are also the Sparta Tikala Field, the Wenang National Unity Park, and the KONI Sario Field. However, in its management and utilization, several complaints are still found from the community. This study was conducted to identify and analyze community satisfaction in the management and use of green open spaces in Manado City. The research design used is qualitative with a descriptive approach. Data were obtained by conducting interviews with the community who use green open spaces and the managers of green open spaces. Observations were made by visiting the existing green open spaces directly and observing all the facilities available and the activities carried out by the community when they were in the green open space. Secondary data collection was conducted by utilizing Google Scholar and ResearchGate to obtain references that can support the achievement of research objectives. Abstract

Penelitian ini menganalisis dampak penerapan Digital Governance terhadap kualitas pelayanan diBPJS Ketenagakerjaan Cabang Manado. Menggunakan analisis regresi linier sederhana dankorelasi pearson, hasil penelitian menunjukkan bahwa Digital Governance berpengaruh positifsignifikan terhadap kualitas pelayanan dengan koefisien determinasi 73,6%. Infrastrukturteknologi, pengelolaan data, serta kebijakan yang jelas berkontribusi dalam meningkatkanefisiensi, akurasi, dan transparansi layanan. Rekomendasi penelitian ini mencakup peningkatanedukasi digital kepada masyarakat dan pengembangan akses layanan pelanggan untukmemperbaiki kualitas pelayanan. Temuan ini mengonfirmasi bahwa Digital Governance esensialuntuk pelayanan publik yang responsif dan efisien di era digital.
