Abstract

Jurnal ini meneliti tentang bagaimana partisipasi masyarakat di desa hulawa. Tujuan penelitian ini adalah untuk mengetahui partisipasi masyarakat di desa hulawa dalam hal pengambilan keputusan, pelaksanaan, pengambilan manfaat dan evaluasi. Metode penelitian kali ini menggunakan metode kualitatif dan data yang diperoleh melalui observasi dan wawancara. Hasil penelitian ditemukan bahwa partisipasi masyarakat dalam hal pengambilan keputusan sudah cukup baik dengan ditandai adanya musyawarah yang dilakukan oleh pemerintah Desa dan masyarakat. Dalam hal pelaksanaan juga masyarakat ikut mengikuti dan mengawasi keputusan yang telah disepakati. Sementara dalam hal pengambilan manfaat masyarakat pemerintah Desa menyampaikan bahwa program yang dibuat oleh desa demi kesejahteraan masyarakat. Dan yang terakhir masyarakat ikut melakukan evaluasi terdahap keputusan tersebut

Abstract

Desa dikenal dengan kepadatan penduduknya yang rendah namun memiliki rasa simpati serta empati yang sudah tidak diragukan lagi. Bukan hanya antar sesama makhluk hidup saja, dalam hal pembangunan pun masyarakat desa selalu berperan aktif menyampaikan ide dan gagasan yang mereka miliki. Begitu pentingnya peran desa bagi negara, selain tentang ekonomi, bisa dibilang lancarnya pembangunan desa menjadi bukti pemerintah pusat memiliki program yang baik. Sejatinya, memang ada empat macam kegiatan yang menunjukkan partisipasi masyarakat di dalam kegiatan pembangunan, yaitu partisipasi dalam pengambilan keputusan, pelaksanaan kegiatan, pemantauan dan evaluasi, serta partisipasi dalam pemanfaatan hasil pembangunan (Yadav, 2013:82). Salah satu contohnya adalah Desa Pusaka Rakyat yang tergolong memiliki masyarakat yang aktif. Bagaimana partisipasi masyarakat Desa Pusaka Rakyat memang patut untuk ditilik lebih dalam. Dengan metode penelitian deskriptif kualitatif serta teknik pengumpulan data secara observasi, wawancara dan dokumen-dokumen terdahulu, dirasa penelitian ini akan lebih menarik untuk dibaca dan dikaji.

Abstract

The Queen's Gambit is a drama series that raises the issue of sexism against women, which in this drama is aimed at the character Beth Harmon. This study used a qualitative method with the semiotic approach of Roland Barthes. This study aimed to determine the meaning of denotation, connotation, and myths created about sexism in the drama series The Queen's Gambit. The scenes that became the object of the study consisted of 5 scenes that showed sexist behavior and speech. The results of this study indicate that women are depicted as creatures that are not smarter than men, are considered weak creatures, are objects made by the mass media to increase the market, are considered sexual objects, and are also considered troublesome for men.

Abstract

This study examines the policy of military excellence under the administration of Donald Trump, 2.0. This study uses a descriptive qualitative method with an approach; Case studies and critical discourse analysis techniques. The study examined the narrative in the text of Trump's statement, when consolidating "LGBT" groups as threats. By highlighting gender identity and sexual orientation, which has been politicized as a national security issue. The theoretical framework of this research uses speech act theory by (J.L. Austin), and securitization by (Buzan and Waever) to review the representation of policy by political authorities in national security. This research shows that the discourse of securitization has developed during Trump's time in office, (1) Initiation through declaratives on social media, (2) Formalization of policy documents, through presidential memorandums, and (3) The existence of authority, with a narrative of "burden", "disruption" and "radical ideology" that is the opposite of military discipline. This study concludes that Trump's policy on transgender military personnel is a form of securitization that uses rhetoric and language in political dynamics.

Abstract

AbstrakSalah satu bidang penting dalam pembangunan nasional adalah bidang ekonomi. Pelaksanaan pembangunan nasional di bidang ekonomi perlu didukung oleh pemerintah pusat bersama pemerintah daerah. Tujuan dari penelitian ini adalah mengetahui sejauh mana Dinas Koperasi dan UKM Kabupaten Karawang untuk melakukan pengembangan Usaha Mikro Kecil Menengah di Kabupaten Karawang. Studi lapangan dilakukan melalui observasi, wawancara, dokumentasi, dan triangulasi dengan jumlah informan sebanyak 7 orang yang ditentukan secara teknik purposive sampling yang terdiri dari 1 Kepala Bidang Kepala Bidang Pemberdayaan Usaha Mikro Dinas Koperasi dan UKM Kabupaten Karawang, 1 Kepala Seksi Pengembangan, Penguatan dan Perlindungan Usaha Mikro Dinas Koperasi dan UKM Kabupaten Karawang, 5 orang Pelaku Usaha Mikro Kecil Menengah. Hasil pembahasan dari isi kebijakan Dinas Koperasi dan UMKM Kabupaten Karawang sudah baik, hanya saja dalam implementasi dari kebijakan tersebut kepada sasaran belum menyentuh seluruh para pelaku UMKM secara menyeluruh. Dikarenakan dalam hal anggaran sehingga Dinas Koperasi dan UMKM hanya dapat membantu pengembangan sebagian UMKM dan berfokus pada UMKM yang memiliki produk. Sedangkan dari lingkungan implementasi Dinas Koperasi dan UMKM Kabupaten Karawang sudah baik dengan segala upaya yang semaksimal mungkin baik dari pelatihan, pengadaan alat produksi, dan surat izin usaha, hanya saja dalam lingkungan implementasi tersebut kepada sasaran belum menyentuh seluruh para pelaku UMKM secara menyeluruh.Kata Kunci: Pengembangan UMKM, Pelatihan, Bantuan Alat AbstractOne of the important fields in national development is the economic sector. The implementation of national development in the economic sector needs to be supported by the central government together with local governments. The purpose of this study was to determine the extent to which the Dinas Koperasi dan UKM in Karawang Regency to develop Micro, Small and Medium Enterprises in Karawang Regency. The field study was conducted through observation, interviews, documentation, and triangulation with a total of 7 informants determined by purposive sampling technique consisting of 1 Head of Division Head of Micro Business Empowerment Dinas Koperasi dan UKM Karawang Karawang Regency, 1 Head of Development, Strengthening and Protection Section Micro Enterprises Office of Dinas Koperasi dan UKM Karawang Karawang Regency, 5 Micro, Small and Medium Enterprises. The results of the discussion of the contents of the policy of the Department of Cooperatives and UMKM in Karawang Regency are good, it's just that the implementation of the policy to the target has not touched all the perpetrators of UMKM as a whole. Because in terms of budget, Dinas Koperasi dan UKM Karawang Office can only help develop some UKM and focus on UKM that have products. Meanwhile, the implementation environment of Dinas Koperasi dan UKM Karawang Service has been good with all the maximum possible efforts, both from training, procurement of production equipment, and business licenses, it's just that in the implementation environment the target has not touched all UKM actors as a whole.Keywords: UMKM Development, Training, Tool Donation

Abstract

AbstrakPenelitian ini dilatarbelakangi oleh hasil pengamatan peneliti terhadap masih mudahnya ditemui Anak Terlantar di sudut sudut kota Kabupaten Karawang,dimana Anak yang semestinya masih mendapatkan perlindungan orangtua dan bersekolah sudah harus merasakan hidup di jalanan untuk mencari uang dengan cara mengamen, mengemis hingga berjualan. Dimana stigma masyarakat masih menganggap negatif dengan adanya Anak Terlantar,akan tetapi di sisi lain peran pemerintah diperlukan untuk memperhatikan dan melindungi Anak Terlantar ini. Tujuan penelitian ini adalah untuk menganalisis dan mengidentifikasi peran Dinas Sosial dalam Rehabilitasi Sosial Anak Terlantar Di kabupaten Karawang. Peneliti menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara,observasi,dokumentasi dan triangulasi. Data diambil dari narasumber yang ditetapkan berdasarkan sampel nonprobability sampling dengan teknik purposive sampling. Informan dalam penelitian ini terdiri dari Kepala Bidang Rehabilitasi,Kepala Seksi Rehabilitasi Anak Terlantar dan Lanjut Usia. Peneliti menggunakan teori Peranan menurut Levinson yaitu Norma, Konsep, dan Perilaku. Hasil penelitian menunjukkan masih kurangnya sosialisasi terkait program sehingga menyebabkan program yang Diadakan oleh Dinas Sosial Kabupaten Karawang belum mampu mengurangi jumlah Anak Terlantar dan belum mampu merehabilitasi Anak Terlantar sesuai target Dinas Sosial.Kata Kunci: Anak Terlantar, Rehabilitasi Anak Terlantar, Peranan Dinas Sosial AbstractThe study is backed up by researchers’ observation of abandoned children in the corner of the city of khanewal district,where children who should still be given parental protection and go to school must live on the streets to make money by fishing,begging to selling. Where the stigma of society still treats its negative impact on displaced children ,however,on the other hand,the role of government is required to observe and and protect these displaced children. The purpose of this study was to analyze and identify the role of the Social Service in the Social Rehabilitation of Neglected Children in Karawang district. Researchers used a descriptive method with a qualitative approach. The data collection technique is done by interview, observation, documentation and triangulation. The data were taken from selected sources based on nonprobability sampling with purposive sampling technique. The informants in this study consisted of the Head of Rehabilitation, the Head of the Rehabilitation Section for Neglected Children and the Elderly. . Researchers used the Role theory according to Levinson namely Norms, Concepts, and Behaviors. The results showed that there is still a lack of socialization related to the program, causing the program held by the Social Service of Karawang Regency to not be able to reduce the number of children and not be able to rehabilitate abandoned children according to the target of the Social Service.Keywords: Neglected Children, Rehabilitation of Neglected Children, Role of Social Service

Abstract

This study analyzes the implementation of the ASEAN Convention Against Trafficking in Persons, Especially Women and Children (ACTIP) in Indonesia during 2017-2025, focusing on the gap between normative commitment and law enforcement practice. Although Indonesia ratified ACTIP through Law No. 12/2017 and possesses a comprehensive national legal framework, trafficking cases continue to increase from 340 cases (2017) to 798 cases (2023), indicating that compliance has not been substantively realized. This research employs a qualitative descriptive approach based on document analysis to identify factors hindering effective ACTIP implementation. Findings reveal that Indonesia's compliance remains normative with systematic obstacles across three pillars: weak prevention due to structural factors, ineffective victim protection due to policy-practice gaps, and suboptimal law enforcement due to limited capacity of local authorities, weak coordination, and differing interpretations of TIP elements. This study emphasizes the importance of strengthening institutional capacity and adopting victim-centered approaches to ensure regional commitments generate substantive impact.

Abstract

Climate change has prompted Indonesia to transition to clean energy as part of its global commitment under the Paris Agreement. One important effort in supporting this transition is through international cooperation, particularly to overcome limitations in funding, technology, and national capacity. This study aims to analyze the role of international cooperation in promoting clean energy transition in Indonesia and identify the challenges of its implementation. The study uses a descriptive qualitative approach with a literature review and document analysis of national policies, such as Nationally Determined Contributions (NDCs), as well as reports from international institutions and relevant academic literature. The results show that international cooperation contributes significantly through the provision of climate finance, technology transfer, and capacity building in renewable energy development. However, its effectiveness still faces regulatory and bureaucratic obstacles, funding challenges, as well as social and institutional factors. This study concludes that strengthening national governance and synergizing domestic actors are key to optimizing international cooperation in supporting Indonesia's clean energy transition.
