Abstract

As one of the promising tools within the traffic management schemes, parking control still need further research especiallu for its implementation in the developing countries city such as Jakarta. Specific characteristic of its physical, social, and economical nature need careful consideration before implementing parking control policy such as Rancangan Peraturan Daerah (Raperda) Perparkiran which apply the tariff variation system. This approach seems to hard to be implemented for this approach suffer from 'the lack of good acceptance' by the whole economic range of Jakarta people. So that, this article discusses some possible alternatives for parking control in Jakarta from the point of view. By discussing the advantages and disadvantages of each of the alternatives, hopely readers can be introduced to some of the possible alternative solutions.

Abstract

The  swift  augmentation  in  the  adoption  of  smartphones,  the  gadget that  resulted  from  the  convergence  of  Information  and  Communication Technology  (ICT),  potentially  transforms  people's  life  in  myriad  dimensions. One  potential  change  induced  by  smartphones,  is  how  people  restructure  their daily agenda and consecutively influence their travel pattern. To understand it, this study theoretically reviews  mobile professional work, smartphone adoption, and how people conduct their mobile interaction, planning and execution of daily activities. Mobile professionals, the  cohort of professionals  that spend more than 20% of their total working time moving  around out  of  their work environment; they  are  important  beneficiaries  of  smartphones  and   have  been  chosen  as  the target of  this  study. Empirical results of mobile professionals´ experiences in the Greater Jakarta Area are presented at this juncture. Furthermore, their adjustment of  activities  as  a  dynamic  response  to  receiving  extensive  information  via smartphones  is  also  analysed.  The  results  indicate  that  there  is  a  strong adjustment  of  daily  activities  by  mobile  professionals.  Through  those  changes, the transformation of daily travel patterns  related to the activity is  also  brought about by the use of this high-end ICT contrivance.

Abstract

The purpose of this article is to explain the shift of idea in the notion of Folk to Online Communities. The methodology used is a literature review to establish the conceptual framework.There are two shift ideas, the first is the idea of Geddes, while the online community committed human activity not only in real space but also the virtual space that paved the conception of the unity of geography. The second is that the activity system concept was initiated Manheim no longer just the activities carried out in real space but also the activity is conducted in a virtual space. Concept of trip generation no longer refers to the location of the gathering of traveling performers in a particular geographic area unit. Conception of trip attraction was also no longer always refers to the city center or the center of town services but depends on the deal online community members in conducting physical meetings.

Abstract

Public Service Obligation (PSO) is government's obligation to provide affordable price and to optimize service in typicaly economy class of urban railway commuting. It is therefore important to evaluate its technical and service effectiveness. This article aims to assess the effectiveness of PSO railway services in economy class of urban railway, in accordance with the initial goals of PSO implementation. Using Data Envelopment Analysis (DEA) tool, technical effectiveness analysis is carried out by comparing the input (operating expenses, number of facilities, and amount of PSO) and output (and revenue passenger kilometers). Services Effectiveness is aimed to determine the effectiveness of service of two inputs that are train kilometers and kilometer of seats by comparing the 2 output namely kilometers passengers and revenue. The results show that only 4 out of 12 DMU have maximum level of technical effectiveness, and   only 3 out of 12 DMUs are having effective service.

Abstract

AbstractNowadays, Halim Perdanakusuma Airport plays a role in facilitating commercial and military flight activities. In the commercial flight segment, the role of Halim Perdanakusuma airport is expected to reduce the load of  Soekarno-Hatta International Airport in serving the ever increasing flight volume. As part of this concern, this article analyzes the potency of Halim Perdanakusuma Aiport to respond the growing demand of commercial flight based on land side and air side development potential factors. The potency of development from land side is based on the space availability to meet the standard of passenger service facilities, whereas the air side is based on the airport runway capacity in accommodating the number of aircraft take-off and landing activities according to their types as well as loading capacities. The need for airport development is based on the standard of space needs for each passenger during the peak time. Analysis result shows that the most critical constraint is coming from land sidedue to space limitation for the development of various facilities required to fulfil the service standard, which available only for up to 2,750,369 total passengers per year. Meanwhile, there is no significant constraint for airport development from the air side point of view.AbstrakSaat ini, Bandara Halim Perdanakusuma berperan dalam memfasilitasi kegiatan penerbangan komersil dan militer. Pada segmen penerbangan komersial, peran Bandara Halim Perdanakusuma diharapkan dapat mengurangi beban Bandara Internasional Soekarno-Hatta dalam melayani volume penerbangan komersial yang semakin meningkat. Fokus tulisan ini adalah menganalisis potensi Bandara Halim Perdanakusuma dalam merespon tumbuhnya permintaan dari penerbangan komersial berdasarkan faktor-faktor potensi pengembangan sisi darat dan sisi udara. Potensi pengembanga dari sisi darat didasarkan pada ketersediaan ruang untuk memenuhi standar fasilitas pelayanan penumpang, sedangkan dari sisi udara berdasarkan pada potensi pengembangan kapasitas landasan pacu bandara dalam melayani aktifitas take-off dan pendaratan pesawat sesuai dengan jenis dan kapasitas angkutnya. Kebutuhan untuk pengembangan bandar udara didasarkan pada standar kebutuhan ruang untuk penumpang pada waktu puncak. Hasil analisis menunjukkan bahwa kendala pengembangan bandara terutama datang dari sisi darat yang disebabkan oleh keterbatasan ruang bagi pengembangan berbagai fasilitas yang diperlukan untuk memenuhi standar pelayanan, yang hanya tersedia untuk melayani 2.750.369 total penumpang per tahun. Sementara itu, tidak terdapat kendala yang signikan untuk pengembangan bandara dari sisi udara.

Abstract

The imbalance between supply and demand in Bandung City transport system has been the cause of the declining of this city transport performance. Supply approach by increasing road network capacity is considered as no longer effective due to limited developable road space. Demand approach seems to be a prospective solution to the problem. Among others, carpooling is considered as a promising scheme to reduce traffic volume by increasing average vehicle occupancy rate. The scheme is developed by attracting some travelers whose trip destination are in one corridor to join the same vehicle. This research figures out the feasibility of the implementation of carpooling scheme from the traveler preferences point of view. Based on Arcamanik Residential Area, Bandung City, the result of the research shows that this scheme is potential to be implemented with the percentage of respondent willingness to change mode in the beginning is 93%. However, after ride matching was introduced, respondents willing to join this scheme decline to 71% on leaving and 79% on the way back home. This research furthermore identifies some constraints in fulfilling traveler preference on carpooling scheme. The constraints are on the point to point pick-up system and walking distance preference that cannot totally be fulfilled.

Abstract

Abstract- In Indonesia, The absence of an institution that has the authority to coordinate and strengthen national commitment to the implementation of logistics policy is a constraint in the institutional system of national logistics in Indonesia. This paper conducted a review of the methodology of institutional framework to support cheap, fast and safe multimodal transport logistics system in port of tanjung priok, in an effort to objectify the institutional coordination concept of multimodal transport that can properly support the attainment of the vision in the development of the national logistics system. The method used in the form of qualitative descriptive to explore aspects of transport such as patterns of institutional coordination, range of powers and the institutional level. Meanwhile, multi-methods is used to select the proper transport institutional patterns according to the stakeholders associated with multimodal logistics activities in Indonesia.

Abstract

The enactment of the zoning policy through the Minister of Education and Culture Regulation (Number 14/2018) concerning the Admission of New Students states that the admission priority would be given to those who live within the radius of the closest zone from the school. From a transportation perspective, this policy has a potential positive impact in creating a more balanced school trip distribution pattern, and would further reduce the total trip length and improve transportation performance. Taking Bandung City as a case, this study aims to evaluate the impact of the Penerimaan Peserta Didik Baru/PPDB (New Student Admission) based on zoning system policy on the travel distribution patterns of high school students in this city. The method used in this research is spatial distribution analysis and qualitative descriptive analysis. The research performs a before-after analysis of comparison to analyze the impact of the policy on schooling trip distribution. The results show that the zoning policy stimulates the total change of the average schooling trip length of high school students in Bandung by 35%. This research also concludes that the schooling trip distribution pattern is no longer centered in the city center where favorite schools were located. Abstract

Transport governance has become an increasingly significant aspect of transport research. In urban areas, the institutional problems become more complex since they involve actors across administrative regions, not to mention institutional fragmentation, where actors need to have the capabilities to build good coordination between institutions. In addition, Indonesia currently has weak institutional capacity in public transportation planning and policy. This can hinder the development of effective and efficient public transportation. This paper elaborates on the complexities of public transportation planning in the Yogyakarta Urbanized Area (YUA) by unraveling the distribution of responsibilities and coordination mechanisms across governance levels. To fulfill this objective, we conduct interviews with policy-makers and stakeholders involved in public transport policy-making. Unclear roles, limited financial and human resources, and the lack of a clear institution responsible for public transport arrangements within YUA are constraints to achieving successful public transport planning in YUA. However, YUA has a typical polycentric governance system involving multiple actors in the public transport policy-making process, aggravating the coordination problem in various horizontal and vertical networks between actors.

Abstract

The advancement of information and communication technology has proliferated globally, as demonstrated by the emergence of various startups such as Gojek and Grab. Among the principal services provided by these enterprises is online food delivery, which facilitates the convenient ordering of food and beverages via mobile devices. This technological transformation not only influences patterns of human mobility but also shapes consumer preferences concerning the utilization of online food delivery services. This research employs descriptive analysis and logistic regression analysis as its methodological approach. The results indicate that preferences for using online food delivery services are determined not solely by socioeconomic factors and technological familiarity, but are also significantly influenced by social interactions and lifestyle considerations. Consequently, online food delivery services have not entirely supplanted the custom of dining in at restaurants; rather, they function as a complementary option that addresses the quotidian needs of consumers.
