Abstract

Recently the traffic growth in Pekanbaru is fast. The intersection of Imam Munandar Street and BukitBarisan Street has high traffic flow. Therefore, it is necessary to perform a study to analyze theintersection condition to cope with problems related to the performance of unsignalized intersection.The primary data was obtained by collecting real traffic data. The primary data was used in the analysisin accordance with MKJI 1997. The result of the analysis showed that the peak hour was on Tuesday at17:00 to 18:00 WIB, the peak traffic flow (Q) was calculated as 2126.1 smp/hour, the capacity ( C ) was1990.69 smp/h, the degree of saturation ( DS ) was 1.068, the delay of intersecton traffic (DT1) was18.86 sec/smp, the delay of intersection geometry (DG) was 3.94, the intersection delay (D) was 22.80,the queue probability ( QP ) was 45.98%-91.60%. These indicate that the intersection requires evaluationand improvement.Key words: capacity, degree of saturation, delay, queue opportunities, MKJI1997

Abstract

The non-functioned traffic lights at intersection point of Jl. HR. Soebrantas-Jl. Kubang Raya-Jl. Garuda Sakti, Pekanbaru, is the main factor that lead to an increase in degree of saturation to 0,962. The value of degree of saturation is greater than the requirement of Indonesian Highway Capacity Manual (IHCM, 1997) which is 0,85. The IHCM method was used to overcome the congestion problem at this intersection point by specifying 4 alternatives solution. There was an increase in DS value by 8,64% for initial condition in alternative 1, a decrease in DS value by 4,78% from alternative 2, a drecrease in DS value by 2,09% for alternative 3 and a decrease by 20,26% in alternative 4. Hence, from the result shown, it is believed that alternative 4 is the best alternative to overcome the congestion problem at this particular intersection point.Keywords: intersection of Jl. HR. Abstract

The objective of the study was to evaluate and to calculate the required the existing 2016 and ultimate 2035 KKOP of Sultan Syarif Kasim II International Airport Pekanbaru. The KKOP area was drawn using ArcGIS Software package, the calculation was carried by using ICAO Manual Standard Annex 14 2013, Ministry Decree Number 60 2004 and Number 3 2016. It is identified that Approach and Take Off Surface in 2016 = 155 meters AES and in 2035 = 152 meters AES, the elevation for inner horizontal surface in 2016 = 50 meters AES and in 2035 = 47 meters AES , the discreapancy for both approach surface elevation of 1,97% to 6,38% for inner horizontal surface. It is also identified that runway length in 2016 = 2.600 meters will be extended to 3.000 meters in 2035, than area of inner horizontal in 2016 = 34.783.800 m2 became in 2035 = 50.300.000 m2, it’s not necessary the change of runway length from 2016 to 2035 affected to unincreased in KKOP elevation usualless KKOP distance length.Key Word: Sultan Syarif Kasim II International Airport, Obstacle Limitation Surface, AES

Abstract

Airport pavements are constructed to support the loads by aircraft using an airport. Pavements must be smooth surface, adequate of thickness, stable and not having distress. The purpose of this research are analyze pavement thickness landing movement such as runway, taxiway, and apron. Planning pavement thickness consist of flexible pavement and rigid pavement. Runway and taxiway using flexible pavement while taxiway using rigid pavement. Design pavementthickness landing movement refers to the method FAA (Federal Aviation Administration) Advisor Circular No : 150/5320-6D. Data movement of aircraft using air transportation data in2013 for scheduled flights. The analysis result shows the total pavement thickness runway, taxiway, and apron in a row is 75 cm, 68 cm, and 104 cm with aircraft plan B 737-900ER. While total pavement thickness for existing is 70 cm, 68 cm, and 117 cm.Keywords: Airport Pavement Design, FAA method, flexible and rigid pavement

Abstract

E-procurement is a process of procuring goods and services which is done electronically (internet/web based). One of the steps worth noted in construction project is the process ofcontractor appointment. Usually, such process is conducted through the auction of services and goods procurement. The auction is currently regulated in Presidential Regulation of 2012Number 70 about the second amendment of Presidential Regulation of 2010 Number 54 about Procurement of Government Services and Goods. In accordance to the regulation, this research aims to identify failure variables that can affect the process of evaluation for construction services auction in government owned project especially in Pekanbaru, Riau. Data in thisresearch is obtained from interview with the Head of ULP and LPSE of Riau Province and also secondary data obtained from LPSE of Riau Province’s website that comprise of documents regarding the implementation of the auction especially in road and pavement constructionservice on 2011, 2012 and 2013. The method used to process the data is manual process using software aid of Microsoft Excel, pie chart and bar chart. According to the result of the analysis conducted on auction for road and pavement construction service between 2011 until 2013, it can be obtained that the biggest percentage of 44 % during 2011 is for administration phase, the dominant factor of contractor failure because they were not uploaded document of demand.In 2013, the biggest percentage of 48 % of the contractor failure caused by technical problems inconstruction method and where in 2013 with the same the dominant factor of contractor failure increased to 50 %.Keywords: E-procurement, failure factor, auction, services and goods procurement system

Abstract

Sand of Pulau Bungin is natural sand derived from the Batang Kuantan river, Kuantan Singingi Regency. The existence of natural sand availability makes the progress of the construction of Kuantan Singingi Regency because easily obtained, and more economical no need to bring in sand material from other areas and not have to go through the process of solving stone by stone crusher. Based on the specifications of the Bina Marga 2010, the use of natural sand is to mix asphalt concrete (AC) shall not exceed 15% of the total weight of a mixture of aggregates. Therefore we need to know the efficiency use of natural sand in the mix asphalt concrete (AC) for optimum use. This research aims to find out how the levels of optimum asphalt (KAO) and knowing the characteristics of Marshall does meet the general specifications Bina Marga 2010 Revision 3. The variation of fine aggregate natural sand used in this research is 0%, 5%, 10%, 15% and 20% of the total weight of a mixture of aggregates. The addition of natural sand in asphalt concrete base course (AC-BC) causes the value of the levels of optimum asphalt (OBC) decreased. On the mixture of asphalt concrete base course (AC-BC) the addition on variation 10% of the sand obtained the value of the levels of optimum asphalt (KAO) is 6.20% and the maximum stability value is 1440.19 kg. Without considering the limitations on use of sand nature as set forth in the general specifications of the Bina Marga 2010 Revision 3, the addition of natural sand that still might be used in the asphalt concrete base course (AC-BC) until 20%.Keywords: natural Sand Pulau Bungin, asphalt concrete layer between the (AC-BC), a general specification Bina Marga 2010 Revision 3, characteristics of Marshall.

Abstract

Based on the Bina Marga Specification 2010 Revision 3, the use of natural sand for asphalt concrete mixture (AC) should not exceed 15% of the total aggregate mixture weight. Therefore, we need to know the efficiency of using natural sand in concrete asphalt mixture (AC) for optimal utilization. This research aims to find out the optimum asphalt (KAO) and to know Marshall's characteristics whether to meet the Bina Marga Specification 2010 Revision 3. The natural fine aggregate variation of sand used in this research is 0%, 5%, 10%, 15% and 16 % of the total weight of the aggregate mixture. The addition of natural sand in the asphalt concrete mixture of the asphalt concrete base (AC-Base) causes the value of optimum asphalt (KAO) to decrease. On the mixture asphalt concrete base (AC-Base), 5% of the sand content of the 5% content of the optimum asphalt content (KAO) was increased by 6,20% and the largest stability was 3341 kg. Without considering the limits of natural sand usage as set out in the Bina Marga Specification 2010 Revision 3 then the addition of natural sand is still possible in the asphalt concrete base (AC-Base) until 16%.Keywords: Natural sand, asphalt concrete base (AC-Base), a general Specification Bina Marga 2010 Revision 3 and characteristics of Marshall.

Abstract

Crossroad is an intersection of two or more roads that joins or crosses each other and often run into traffic conflicts. The intersection of Cempaka Road – Teratai Road is one of a intersection without traffic signs. Traffic conflicts, such as traffic jams during the peak hour, have happened frequently in this intersection. This study’s objective is to calculate the performance of this intersection based on Indonesian Highway Capacity Manual (Manual Kapasitas Jalan Indonesia, MKJI) 1997. The study took three days to finish; Saturday (28/10/2017), Sunday (29/10/2017), until Monday (30/10/2017), with observation hours happening during morning (07.00-09.00 WIB), noon (11.00-14.00 WIB) and afternoon (16.00-19.00 WIB). Based on the conducted surveys and traffic calculation, traffic peak hours happen on Monday from 16.45 to 17.45 WIB with the value of Q = 2984,5 smp/hr, C = 3170 smp/hr, Ds = 0,94, DTI = 12,70 s/smp, DTMA = 9,08 s/smp, DTMI = 19,91 s/smp, DG = 4,02 s/smp, D = 16,72 s/smp, and QP = 36 - 70%.. Due to the calculated Ds having a value higher than the value stated by MKJI which is 0,75, a planning and regulation needs to be done for the intersection of Cempaka Road – Teratai Road. In order to make the value of Ds for this intersection lower than 0,75, a lane (B) prohibiton and a widening of the major lanes from 7,7 m and 7,6 m into 9,7 m and 9,6 m respectively were done and then the Ds value for Cempaka Road – Teratai Road intersection finally reaches the intended target with the value being 0,69.Keywords: Intersection without traffic sings, traffic flow, capasity, degree of saturation

Abstract

Pekanbaru is the capital city of Riau Province which located in the center of Sumatra Island has made the government has a vision and a mission to transform the city of Pekanbaru as a metropolitan city. There are a lot of public transport users in the city of Pekanbaru. Some of them use Trans Metro Pekanbaru. The current investment in transportation is something that very risky because it requires huge modal, it is important to analyze the financial feasibility and a Vehicle Operational Cost (VOC). While analyzing the financial aspects by calculating the net present value, benefit cost ratio, internal rate of return, payback period and also sensitivity analysis. As a result the operational vehicle`s cost was Rp. 3738.63/km while the result of analysis combination with 30% equity and 70% of loans has produced the total investment costs of TMP reached Rp. 21,502,524,300.00 with NPV of Rp.6.944.296.351,48. BCR of 1.19 and PBP for 5 years and 8 months (the period time of vehicles for 7 years). It can be concluded that the investment is financially viable so investment Trans Metro Pekanbaru deserve to be operationalized.Keywords : Trans Metro, Analysis of Financial, Sensitivity Analysis, Investment, Pekanbaru

Abstract

Traffic problems that often happens in Pekanbaru is congestion, which are population growth and vihicles are not supported with traffic and infrastructure developments. Factor that cause this congestions is effect of side barriers that can reduce capacity of the roads Side obstacle factors are: pedestrians, vehicle stop / parking on the road, vehicle exit / entry road and slow vehicle. The study was conducted in three market locations by taking direct data of field, for traffic volume, side barrier and vehicle speed then analyzed by using Manual of Capacity of Road Indonesia (MKJI) 1997.Research result showed that traffic volume of Tuanku Tambusai street in front of Cik Puan market on east is 3092 smp/hour with a capacity of 3871 smp/hour, degree of saturation 0.80 and on west, traffic volume is 3034 smp/hour, with a capacity of 3871 smp/hour, degree of saturation is 0.78. H.R Subrantas street in front of Pasar Pagi Panam on east is 2250 smp/hour, with a capacity of 2915 smp/hour, degree of saturation is 0.77 and on west, traffic volume is 2275 smp/hour, with a capacity of 2915 smp/hour, degree of saturation 0.78 and Durian street in front of Palapa market, the traffic volume is 1929 smp/hour, with a capacity of 2581 smp/hour, degree of saturation is 0.75. Based on the result of contribution analysis of side barrier at the three research sites, that the most effective way is doing by omitting the sides obstale factor of vehicle out into the side of the road and side obstale factor vehicle parking/stop at the road body and vehicles in and out in the side of the road.Keywords: Side Barriers, Volume, Capacity, Market activity, Degree of Saturation .
