Abstract

The implementation of construction especially in Pekanbaru City, the cost factor is the first consideration because of the usually involves the amount of investment that is great for a assignor. Therefore, the cost of the project should manage by a good way that the possibility of swelling (cost overruns) can be minimized. The purpose of this research is to analyze the most dominant factors causing the swelling of costs (cost overrun) at the construction of government building projects in Pekanbaru City. The data collection was done by distributed questionnaires to small contractors in Pekanbaru area. The data collected were analyzed by using validity and reliability test, analysis factor, classical assumption test and multiple linear Regression This data processing by using computer program SPSS (Statistical Product and Service Solution) version 24. From the results of analysis obtained the most dominant factors causing the swelling of costs (cost overrun) in the government building construction project in Pekanbaru city consists of: part of planning and implementation that so many projects are handled simultaneously, the part of coordination of resources, that the shortage of labor. The portion control which is a way of payment that is not timely.Keywords: cost, cost overrun, dominant factor.

Abstract

One of the wastes produced by the petroleum industries is oil sludge. Therefore the handling of oil sludge by utilizing it as a partial substitute for asphalt in a pavement mixture is an effort to reduce the buildup. Road pavements in Indonesia often damaged before its pavement servise life ended because the roads usually submerged by water flood at the rainy seasons. The research aims to determine durability level on HRS-WC mixtures by using oil sludge due to the influence of soaking time. Variations of oil sludge used were 0%, 2%, 4%, 6% and 8% of optimum weight asphalt content in the mixture. Tests were performed using the Marshall test specification of Bina Marga 2010 with modification of immersion duration, i.e. 24 hours, 96 hours, and 168 hours of immersion in the bath with the temperature of 60 ºC. Based on the result of the research, the influence of long soaking influential adequate significant on the durability a mixture of HRS-WC with using oil sludge as a partial substitute for asphalt. The lenght of immersion that meets the specification with minimum retained strenght value 90% for almost all variations of oil sludge content is 96 hours immerson. Maximum oil sludge content that meets the specification for 96 hours immersion is 6% with value of retained strenght 90.64%, first durability indeks 0.37% and second durabiity indeks 8.90%.Keywords: Oil sludge, HRS-WC, Bina Marga Specification 2010 Revision 3, durability

Abstract

Tulisan ini meneliti kinerja mesin diesel satu silinder menggunakan campuran bahan bakar biodiesel randu dengan solar. Tes dilakukan dengan berbagai perbandingan biodiesel-diesel (B10, B20 dan B30). Sebuah model artificial neural network (ANN) yang didasarkan pada algoritma back-propagasi standar digunakan untuk memprediksi kinerja mesin menggunakan MATLAB. Untuk memperoleh data untuk pelatihan dan pengujian yang diusulkan ANN, kecepatan mesin yang berbeda (1400-2200 rpm) dipilih sebagai parameter masukan, sedangkan kinerja mesin (BSFC dan BTE) dipilih sebagai parameter keluaran untuk ANN pemodelan dari mesin diesel. Kinerja mesin (BSFC dan BTE) ANN telah divalidasi dengan membandingkan hasil prediksi dengan hasil eksperimen. Hasil penelitian menunjukkan bahwa koefisien korelasi BSFC dan BTE masing masing adalah 0,99249 dan 0,99457. Nilai MAPE (mean absolute persentase kesalahan) BSFC dan BTE adalah 0,57467 dan 0,33424 dan root mean square (RSME) nilai di bawah 5% oleh model, yang diterima. Studi ini menunjukkan bahwa pemodelan teknik sebagai pendekatan dalam energi alternatif dapat memberikan peningkatan keuntungan dari kehandalan dalam prediksi kinerja mesin pembakaran dalam.

Abstract

Structural dysfunction will occur on the road such as cracks after passing the design life that can reduce the safety and comfort to the rider through it. It can be fixed by adding overlay. This research was conducted on road sections of Rangau - Duri Bengkalis Regency Riau Province. The purpose of this study is to calculate the overlay thickness using Pd T-05-2005-B method based on the deflection data obtained by using Benkelman Beam. Other than that is to calculate the resilient modulus and stability of the pavement with pick up first the stations that have good subgrade based the deflectometry have been made. This study generate overlay thickness from 4 cm to 13 cm with the design life of 5 years. While with the design life of 10 years, generated overlay thickness from 4 cm to 13.1 cm. Asphalt resilient modulus values obtained is from 1201.95 to 2403.90 Mpa and the stability value is from 1151.29 kg/0.01 in to 2302.59 kg/0.01 in.Keywords: Overlay thickness, Design Life, Pd T-05-2005-B Method, Deflectometry, Resilient modulus, Stability.

Abstract

Pekanbaru is one of the cities that has high number level development in Indonesia. To support Banking business facility in Pekanbaru, Bank Rakyat Indonesia (BRI) built BRI tower which is located in Sudirman Street Tangkerang Tengah, Pekanbaru. BRI tower project hired 171 workers and uses heavy equipments so it would risk safety and comfort of the workers. To decrease the number of work accidents and to apply ‘zero accident’ so it’s needed to apply safety and health management system in this project. The purpose this research is to observe safety and health management system in this project. The researcher used qualitative method, analysis unvariate, and descriptive quantitative method. The questionnaire has been spread through some respondents, 149 construction workers and 22 project staffs. The result of assessment in applying safety and health management system based on PP No.50 Tahun 2012 showed that it reaches 60% and it belongs to Good rate. The result of audit safety and health management system BRI tower Pekanbaru project reaches 100% and it belongs to Excellent rate. According to analysis of safety and health equipments cost calculation, it shows Rp 721.485.925,00 or 0,5% from the total of project contract value and it’s already fulfilling PT Pembangunan Perumahan rules which requires safety and health procurement budget worth 0,5%-1% for ≤ Rp 300 billions project value. Abstract

Tuanku Tambusai street is a road with many road side activities such as pedestrians, public transport stops and other vehicles as well as vehicles going in and out of land side roads. Those activities that have an impact on traffic flow problems such as congestion, therefore an analysis is needed due to the influence of side barriers on road performance. This research was conducted on the road section of the SKA intersection to Tuanku Tambusai street – Sudirman with two directions and four road segments. All data taken in the field are primary data such as road geometrycal conditions, vehicle flow volume, side barriers, travel speed. While secondary data are population and research location maps. Based on the results of the analysis and discussion, the most influential side barriers to the performance of road sections are the side barriers of vehicles entering and exiting with a contribution of 53 - 91%. The influence is carried out by the diversion of the side barriers of the vehicle exit/entry, it is found that there is an increase in the capacity of the east road with range of 206 - 362 pcu/hour daily and the west road with range of 33 - 231 pcu/hour daily, a decrease in the degree of saturation to the east road with range of 0.35 - 0.073 and the west road with ranged of 0.006 - 0.063, an increase in vehicle travel speed of the east road with ranged of 3 - 4 km/hour and the west road with ranged of 0.5 - 6 km/hour, and an increase in Level Of Service to A level has characteristics of free flow, low volume, high speed.   Keywords: Side Barriers, Road Performance, Level Of Service

Abstract

Road is one of the land transportation infrastructures which is very important for users of land transportation modes. If this infrastructure functions properly, it will affect the economic growth of the community because it facilitates population mobility, and increases other social activities. Damage to the road will interfere with driving comfort and safety, such as in Jalan Riau Ujung in Pekanbaru City, where the pavement has suffered a lot of damage such as potholes, transverse cracks and abrasion. The purpose of this study is to identify the type of damage, classify the type of damage and determine the level of pavement damage, and to determine the priority of handling road damage. This research was conducted visually with the Pavement Condition Index (PCI) method. The Riau Ujung Pekanbaru road segment with a length of 1.8 km and a width of 7 m is divided into several segments, each segment is evaluated by measuring dimensions, identification of the type and degree of damage to obtain a PCI value. The results of the analysis showed that damage occurred, among others, Elongated Cracks, Removal of Grains, Holes, Lumps, Puffs, Cracked Edges, Cracked Crocodile Skins, Patches and Cracked Blocks. The average PCI value for the Riau Ujung road in Pekanbaru City is 75.51 categorized in Very Good condition, so that the handling of road damage as referred to in the collector road classification is 6-10 years of maintenance. Abstract

[ID] Pembangunan gedung parkir Sukaramai Trade Center II ini direncanakan pada tahun 2016 dan di kelola oleh pihak PT. Makmur Papan Permata sebagai penunjang bangunan Sukaramai Trade Center I untuk memenuhi lahan parkir kedepannya, dikarenakan adanya pembangunan tambahan Sukaramai Trade Center III sehingga pembangunan gedung parkir Sukaramai Trade Center II harus dilaksanakan, sesuai dengan bertambahnya permintaan konsumen serta lahan yang tidak memenuhi. Tujuan dari penelitian ini adalah untuk mengetahui apakah pembangunan dari gedung parkir Sukaramai Trade Center II layak untuk dilaksanakan berdasarkan aspek analisis kelayakan finansial dan untuk mengetahui faktor-faktor yang perlu diperhatikan seperti metode tarif parkir yang digunakan. Metode penelitian ini menggunakan observasi dan wawancara. Berdasarkan data dan hasil penelitian di ketahui luas bangunan 3.466 m2 , kapasitas parkir sepeda motor 1103 kendaraan, parkir mobil 325 kendaraan, rata-rata 5 tahun belakang tingkat pertumbuhan kendaraan 10,48%, inflasi 4,87%, menggunakan suku bunga tertinggi pada bank BUMN yaitu bank BTN sebesar 10,50%, sehingga memerlukan total biaya Rp 42.472.500.000,- umur ekonomis bangunan 50 tahun. Dengan tarif parkir/jam Rp 2000,- untuk kendaraan sepeda motor, Rp 5000,- untuk kendaraan mobil, ditinjau dari aspek analisis kelayakan finansial dengan umur bangunan 50 tahun : Net Present Value(NPV)= Rp. (–12.333.948.000,) Benefit Cost Ratio(BCR)= 0,504, Internal Rate of Return(IRR)= 6,69%, dinyatakan tidak layak untuk dilaksanakan. Pembangunan gedung parkir tersebut perlu memperhatikan tingkat pertumbuhan kendaraan, kapasitas parkir, tingkat inflasi dan tingkat suku bunga, serta tarif parkir yang ditetapkan oleh Pemerintah. Makmur Papan Permata is supporting the Sukaramai Trade Center I building to fill the parking lot in the future, due to the additional construction of the Sukaramai Trade Center III so that the construction of the Sukaramai Trade Center II parking building must be carried out, by increasing consumer demand and land that does not meet. The purpose of this study is to determine whether the construction of the Sukaramai Trade Center II parking building is feasible to carry out based on the aspect of financial feasibility analysis and to determine the factors that need to be considered such as the parking fee method used. This research method uses observation and interviews. Based on data and research results, it is known that the building area is 3,465.98 m2, the parking capacity for motorbikes is 1103 vehicles, 325 car parks, the average 5 years behind the vehicle growth rate is 10.48%, inflation is 4.87%, using the highest interest rate in state-owned banks, namely BTN banks at 10.50% so that it requires a total cost of IDR 42,472,500,000, - the economic age of the building is 50 years. With parking rates/hour Rp. 2000, - for motorbikes, Rp. 5000, - for cars, in terms of financial feasibility analysis aspects with a building age of 50 years: Net Present Value (NPV) = Rp. (-12,333,948,000,) Benefit-Cost Ratio (BCR) = 0.504, Internal Rate of Return (IRR) = 6.69%, declared unfit to be implemented. The construction of the parking building need to pay attention to the growth rate of vehicles, parking capacity, inflation rates, and interest rates, as well as parking rates set by the Government.

Abstract

Penggunaan helm menjadi suatu hal yang sangat penting dalam berkendara, karena dengan menggunakan helm, kefatalan akibat suatu kecelakaan dalam berkendara dapat diminimalisir, serta melindungi kepala dari benturan saat terjadinya kecelakaan. Penelitian inibertujuanuntuk mengetahui bagaimana volume lalu lintas serta perilaku pengendara dan karakteristik pengendara sepeda motor di Kabupaten Kuantan Singingi. Metode yang digunakan pada penelitian ini menggunakan metode analisis deskriptif dalam menganalisis data. Pengambilan data dilakukan dengan pengamatan (survei) langsung di ruas jalan Nasional di Kabupaten Kuantan Singingi (Jln. Perintis Kemerdekaan, jln. Ahmad Yani, jln. Diponegoro, jln. Tuanku Tambusai dan jln Proklamasi). Dari hasil penelitian ini, diperoleh volume dan karakteristik pengendara sepeda motor di kabupaten Kuantan singing. Kesimpulan dari penelitian ini yaitu perilaku pengendara sepeda motor tertinggi di Kabupaten Kuantan Singingi terjadi pada jam 16:00-17:00 WIB yaitu pada pengemudi yang menggunakan helm (berkendara sendiri) dengan jumlah 242 kend/jam. Hal ini disebabkan pengendara sepeda motor pada jam tersebut sudah taat dalam menggunakan helm. Selain itu diperoleh juga perilaku pengendara sepeda motor terendah pada jam 10:00-11:00 WIB dengan jumlah 169 kend/jam pada pengemudi yang menggunakan helm (berkendara sendiri). Hal ini disebabkan karena pengendara sepeda motor pada jam tersebut masih banyak yang melakukan aktifitas didalam ruangan. Volume pengendara sepeda motor tertinggi di Kabupaten Kuantan Singingi terjadi pada hari Minggu di jam 16:00-17:00 dengan jumlah 825 kend/jam, volume pengendara sepeda motor terendah di terjadi pada hari Rabu pada jam 11:00-12:00 dengan jumlah sepeda motor 478 kend/jam. Volume rata rata tertinggi terjadi pada jam sibuk yaitu pada jam 07:00-08:00, 09:00-10:00, 14:00-15:00 dan jam 16:00-17:00.

Abstract

Helm merupakan hal yang sangat penting dipergunakan dalam berkendaraan sepeda motor. Penggunaan helm akan mengurangi tingkat kefatalan akibat kecelakaan dalam berkendara, karena fungsi helm melindungi kepala dari benturan saat terjadinya kecelakaan. Penelitian ini bertujuan untuk mengetahui peluang pengendara sepeda motor dalam penggunaan helm di Kabupaten Kuantan Singingi. Metode yang dipergunakan pada penelitian ini adalah metode analisis deskriptif dan analisis regresi logistik. Pengambilan data dilakukan dengan pengamatan (survei) langsung dan melakukan wawancara kuesioner kepada sampel pengguna sepeda motor di ruas Jalan Nasional di Kabupaten Kuantan Singingi (Jalan Perintis Kemerdekaan, Jalan Ahmad Yani, Jalan Diponegoro, Jalan Tuanku Tambusai dan Jalan Proklamasi). Dari hasil penelitian ini, diperoleh peluang penggunaan helm di Kabupaten Kuantan Singing. Berdasarkan karakteristik dan peluang pengendara sepeda motor dari 14 variabel didapatkan yang memiliki hubungan dengan penggunaan helm terdiri dari 7 variabel. Variabel-variabel tersebut adalah: usia (umur), pendidikan, jumlah penumpang, gambaran kepatuhan, menggunakan helm, tali pengikat helm serta cedera kepala. Dari analisis diperoleh pengendara sepeda motor yang lewat di Jalan Nasional yang masuk ke daerah perkotaan di Kabupaten Kuantan Singingi termasuk kategori taat dalam aturan menggunakan helm saat berkendaraan di jalan raya.
