Abstract

Global competitiveness index report in 2015 has put Indonesia in the 30th rank on one of the research collaboration performance between university and industry as innovation pillar. This indicates that there is still lack of synergy between higher education institutions and industry to develop research output. As the answer to this challenge, the Indonesian government initiated the establishment of Science Techno Park (hereafter, STP) as business technology incubator to stimulate and to manage the flow of knowledge and technology in universities, research and development institutions, industry, and government. However, among eight existing STP and 78 more that were planned to be built, Gorontalo, as an agricultural province with the potential to develop agro STP, was not among them. This study is aimed at examining the area potentials, potential commodities, and agro-industry potentials that are feasible for developing a pilot area for agro STP in Gorontalo province as a basis for implementation of agro-industry cluster policy to strengthen the regional innovation system in Gorontalo province. The data were collected from survey and focus group discussion (FGD). The data were analyzed by using Location Quotient Method and Exponential Comparison Method. The results reveal three potential agro-industry regency areas; Gorontalo Regency, Boalemo Regency, and Gorontalo Utara Regency as well as seven leading commodities for these potential areas; corn, coconut, marine fisheries, cocoa, beef cattle, cassava, and chili. Further, for agro-industry, the most dominant potentials to be developed are flour, beef floss, chips, handicraft, and animal feed.

Abstract

Abstract

The corn farmer households examined in this study participated in the dryland transmigration program to enhance welfare by furnishing livelihood capital to poor farmer households. This research compares the livelihood capital of corn farmer households in the transmigration areas of Gorontalo and Boalemo districts, Gorontalo, Indonesia, and examines its impact on their livelihood strategy selection. The study involved 240 poor corn farmer households. Data analysis was conducted by computing the livelihood capital index through entropy weighting analysis, followed by multinomial logistic regression analysis to examine the influence of livelihood capital on livelihood strategies. Findings indicate a higher level of livelihood capital in Boalemo Regency than in Gorontalo Regency, with Boalemo District outperforming in physical and human capital. In contrast, the Gorontalo district excels in natural and social capital. However, the financial capital of corn farmer households in both regions still needs to be improved. Natural and human capital significantly influences the likelihood of corn farming households opting for on-farm strategies over a combination of on-farm and off-farm strategies. In the case of on-farm and off-farm strategies, natural capital substantially enhances the probability of corn farmer households selecting both on-farm and off-farm strategies rather than solely on-farm and non-farm strategies. Conversely, physical capital diminishes the likelihood of corn farmer households adopting both on-farm and off-farm strategies compared to the combination of on-farm and non-farm strategies.

Abstract

The transmigration program aims to improve welfare, mainly through wet rice farming. This research objectives are: 1) To analyze the management of wet rice farming in transmigration areas; 2) To analyze the income of wet rice farming in transmigration areas; and 3) To analyze the influence of management and other factors on the income of wet rice farmers in transmigration areas. A quantitative descriptive research method was employed, with sampling conducted through purposive sampling. The study identified two management models used by wet rice farmers. Model 1 employed the jajar legowo planting pattern, utilizing irrigation and labor from within and outside the family. Model 2 applied the tabela planting pattern, relying on both irrigation and borehole irrigation, and predominantly employs labor from outside the family. The average income of rice farmers in Model 1 was IDR 3,278,446.21 per planting cycle, while in Model 2, it was IDR 1,797,150.33. Factors affecting the household income of transmigrant wet-rice farmers include age, education, land area, and farm management model.
