Abstract

Governance can be understood as rules applied to a wise, wise, good-value area that is embedded and followed by members of the community. The rules/traditions of this community in Maluku can be formal rules, informal rules and local traditions (sasi). Sasi is used in community-based management for both terrestrial and fishery resources and is commonly found in the Central Maluku and Southeast Maluku Islands. The purpose of this study is to describe the governance of fishery resource utilization in Kepualauan Kei Kecil in Southeast Maluku District. The research method used is descriptive qualitative method, by conducting Focus Group Discussion (FGD), research location on 14 (fourteen) ohoi (ohoi) ie Debut, Ngilngof, Selayar, Lairngangas, Watngil, Ohoidertutu, Ohoiren, Warwut, Madwaer, Teotat , Madwat, Letvuan, Ur Island, and Warbal Island. The result of the research shows that local beliefs are decreasing in the management of fishery resources, but some traditions are still done on some ohoi (ohoi) such as giving offerings to ancestors. Traditional fishing with coconut leaves is still done in some ohoi. A unique local tradition is the capture of leatherback turtles (tabob). This catching is done during the transition season and the local tradition of catching anchovies and glazed fish by using mosquito nets or baskets as well as offering offerings to the Church or Mosque at the start of a new venture. In addition, the provision of betel and areca nut to the head of the clan / soa and then taken to the place offerings / offerings appear in Ohoi Sathean. ABSTRAK Tata kelola dapat dipahami sebagai aturan-aturan yang diterapkan pada suatu wilayah yang bersifat bijaksana, penuh kearifan, bernilai baik, yang tertanam dan diikuti oleh anggota masyarakatnya. Aturan/tradisi masyarakat ini di Maluku dapat berupa aturan formal, aturan informal dan tradisi lokal (sasi). Sasi digunakan dalam pengelolaan berbasis masyarakat untuk kedua sumberdaya darat dan perikanan dan umumnya ditemukan di Kepulauan Maluku Tengah dan Maluku Tenggara. Tujuan penelitian ini adalah untuk mendeskripsikan tata kelola pemanfaatan sumberdaya perikanan di Kepualauan Kei Kecil di Kabupaten Maluku Tenggara. Metode penelitian yang digunakan adalah metode deskriptif kualitatif, dengan melakukan Focus Group Discussion (FGD), lokasi penelitian pada 14 (empat belas) ohoi (ohoi) yaitu Debut, Ngilngof, Selayar, Lairngangas, Watngil, Ohoidertutu, Ohoiren, Warwut, Madwaer, Teotat, Madwat, Letvuan, Ur Pulau, dan Pulau Warbal. Hasil penelitian yang diperoleh mendeskripsikan bahwa kepercayaan lokal mulai berkurang dalam pengelolaan sumberdaya perikanan, namun beberapa tradisi masih dilakukan pada beberapa ohoi (ohoi) seperti memberikan sesajian kepada leluhur, Penangkapan ikan secara tradisional dengan daun kelapa juga masih dilakukan dibeberapa ohoi. Tradisi lokal yang unik adalah penangkapan penyu belimbing (tabob).Penangkapan ini dilakukan pada saat musim pancaroba dan tradisi lokal penangkapan ikan teri dan ikan layang dengan menggunakan kelambu atau keranjang serta pemberian persembahan ke Gereja atau Masjid pada saat memulai usaha baru. Selain itu juga pemberian sirih dan pinang kepada kepala marga/soa dan selanjutnya dibawa ke tempat sesajian/persembahan muncul di Ohoi Sathean. Abstract

West Southeast Maluku Regency is one of the districts in Maluku Province. This regency has several large and small islands. One of the big islands is Yamdena Island. This island has been designated by the government as a water conservation area. This area is an important area for several marine species such as turtles, dugongs, whales and dolphins and plays an important role in the ecological connectivity of waters through local governance. The purpose of this study is to describe local traditions in the management of territorial waters in the Yamdena Island conservation area. The method used is a social survey method. The approach adopted was focus group discussions and key informant interviews. The analysis used is descriptive qualitative. This research shows that some villages still apply local traditions, namely sasi teripang and kima. Another tradition is the existence of prohibitions and sanctions in the management of marine resources made orally by the village government along with traditional institutions and local organizations. This local tradition was made since ancestors and is still ongoing to this day as a form of conservation of marine resources in order to remain sustainable and sustainable.

Abstract

Gender roles are behaviors that exist in society related to activities, tasks, roles or responsibilities carried out by men and women. This study aims to determine the roles in domestic and productive activities as well as gender involvement and gender work time in the development of tonda fishing business in Hitumessing Village. The research methos used was ethnographic method by conducting in-depth interviews with eight tonda fishing households. Data analysis used qualitative analysis. The results showed that women are more active in domestic roles. Productive roles performed by men are preparing fishing gear, catching fish, cleaning fishing gear and repairing boat walls. Women's productive roles in assisting the development of tonda fishing business are managing operational costs, processing caught fish, selling caught fish and collecting catch data. ABSTRAK Peran gender merupakan perilaku yang ada dalam masyarakat terkait aktivitas, tugas, peran, atau tanggung jawab yang dilakukan oleh laki-laki maupun perempuan. Penelitian ini bertujuan untuk mengetahui peran dalam aktivitas domestik dan profuktif serta keterlibatan gender dan curahan waktu gender dalam pengembangan usaha perikanan pancing tonda di Negeri Hitumessing. Metode penelitian yang digunakan adalah metode etnografi dengan melakukan wawancara secara mendalam terhadap delapan rumah tangga perikanan pancing tonda. Analisis menggunakan analisis kualitatif. Hasil penelitian menunjukkan bahwa perempuan lebih banyak kegiatannya dalam peran domestik. Peran produktif yang dilakukan laki-laki adalah mempersiapkan alat tangkap, menangkap ikan, membersihkan alat tangkap dan memperbaiki dinding kapal. Peran produktif perempuan dalam membantu pengembangan usaha perikanan pancing tonda adalah pengaturan biaya operasional, mengolah ikan hasil tangkapan, menjual ikan hasil tangkapan dan melakukan pendataan hasil tangkapan. Abstract

Tial Country is one of the countries in Saluhutu District, Central Maluku Regency, Maluku Province which has great fisheries potential because of its geographical location in the Coastal Area. Most people have a livelihood as fishermen. The target of this counseling activity is to increase the capacity of fishery households consisting of fishermen, fishermen's wives and family members who work in the fisheries sector. The counseling method is carried out by the method of lectures and discussions. The results of this counseling on increasing the capacity of fishermen show that the community understands the importance of maintaining and protecting the sustainability of fishery resources. The community must also participate in maintaining and maintaining the sustainability of fishery resources. The community feels an increase in knowledge and skills. This counseling is a suggestion that is very relevant to the condition of coastal areas and the available fishery resources

Abstract

Business opportunities for women as entrepreneurs have opened up job opportunities to be able to improve the family economy. Community Service activities for smoked skipjack tuna entrepreneurs in Hative Country aim to increase their knowledge of business management, good and correct fish smoking as well as making packaging and branding as well as conducting digital marketing. The methods used in this activity are counseling and training. The result of this activity is that entrepreneurs understand about good business management, good fish smoking methods, and are very interested in digital marketing

Abstract

Coastal and marine resources based on indigenous law communities in the Aru Islands Regency have existed for a long time. Fulfilling the needs of the community's life and excessive resource extraction has resulted in the declining potential of coastal and marine resources in Jabulenga Village. This research aims to analyze the characteristics of indigenous people in Jabulenga Village, analyze the role of indigenous institutions in coastal resource management in Jabulenga Village, and recommend strategies for coastal resource management in Jabulenga Village based on indigenous people. The data collection techniques used in this research were observation, interview and questionnaire. The data that has been collected is then analyzed using the qualitative descriptive method. Resource management strategies were analyzed using the DPSIR analysis method. The results showed that Jabulenga Village applies indigenous law in the form of sasi to preserve coastal and marine resources such as sea cucumber sasi. Jabulenga Village has a indigenous institution that runs sasi, namely the Aru Ursia Urlima Indigenous Institution. The results of the interview obtained that there has been a decrease in resource potential both in size and number of sasied biota. This occurred because of the weak role of indigenous institutions to impose sanctions on people who violate sasi rules. Based on the results of the analysis, six management strategies were obtained that can be used by indigenous institutions as well as the community together to preserve coastal and marine resources in Jabulenga Village. ABSTRAK Sumberdaya pesisir dan laut berbasis masyarakat hukum adat di Kabupaten Kepulauan Aru sudah ada sejak dahulu. Pemenuhan kebutuhan hidup masyarakat serta pengambilan sumberdaya yang berlebihan mengakibatkan semakin menurunnya potensi sumberdaya pesisir dan laut di Desa Jabulenga. Penelitian ini bertujuan untuk menganasilis karakteristik masyarakat hukum adat Desa Jabulenga, menganalisis peran kelembagaan adat dalam pengelolaan sumberdaya pesisir di Desa Jabulenga, serta merekomendasikan strategi pengelolaan sumberdaya pesisir di Desa Jabulenga berbasis masyarakat hukum adat. Teknik pengumpulan data yang dilakukan dalam penelitian ini menggunakan metode observasi, wawancara dan kuisioner. Data yang telah dikumpulkan kemudian dianalisis dengan metode deksriptif kualitatif. Strategi pengelolaan sumberdaya dianalisis dengan menggunakan metode analisis DPSIR. Hasil penelitian menunjukan Desa Jabulenga menerapkan hukum adat berupa sasi untuk melestarikan sumberdaya pesisir dan laut seperti sasi teripang. Desa Jabulenga memiliki kelembagaan adat yang menjalankan sasi yaitu Kelembagaan Adat Aru Ursia Urlima. Hasil wawancara diperoleh bahwa telah terjadi penurunan potensi sumberdaya baik ukuran maupun jumlah biota yang disasi. Hal ini terjadi karena lemahnya peran lembaga adat untuk memberikan sanksi terhadap masyarakat yang melanggar aturan sasi. Berdasarkan hasil analisa diperoleh enam strategi pengelolaan yang dapat digunakan oleh lembaga adat juga masyarakat secara bersama-sama untuk melestarikan sumberdaya pesisir dan laut di Desa Jabulenga. Abstract

The abundant potential of Ambon City's fishery resources allows many producers to use them as a source of income. Rianilis is one of the business groups in Tawiri Village that takes advantage of this potential by producing shredded tuna. The problems faced in running the business are limited market share so that production cannot be carried out optimally and packaging that is not hygienic to maintain product quality. The purpose of this community service activity is to provide an understanding of competitive advantages through the differentiation of shredded fish products with 2 two flavor variants and attractive and hygienic packaging carried out by lecture and discussion methods as well as training in making attractive and hygienic packaging with practical methods. The results showed that there was an increase in understanding of competitive advantages through product and packaging differentiation as well as increased skills in making attractive and hygienic packaging before and after participating in the activity. The conclusion of this activity illustrates that the increase in understanding and skills acquired is beneficial for increasing income and business sustainability

Abstract

The fishermen's exchange analysis is a process of evaluating and assessing the economic performance of fishermen, including income, costs, and profits. This analysis is useful for identifying sources of income so that improvements and expansions can be made and optimizing fishermen's costs, so that they can increase profits. This research aims to analyze the Fishermen's Exchange Rate (NTN) of longline fishermen and to analyze the Fishermen's Exchange Rate Index (INTN) of longline fishing in Kawa Village, West Seram Regency. Data analysis was conducted through qualitative descriptive methods. This data aims to understand the characteristics of the respondents, while quantitative descriptive data analysis is used to calculate the income from fisheries, non-fisheries, expenditures from fisheries and non-fisheries, and household consumption, as well as to analyze the Fishermen's Exchange Rate (NTN) and the Fishermen's Exchange Rate Index (INTN) of longline fishermen in Kawa. The results of the study show that the average fishery business income obtained by fishermen from March to May 2024 is Rp. 6,680,417. The average non-fishery business income is Rp. 9,104,443. The average expenditure for fisheries business from March to May was Rp. 4,293,841, the average non-fishery business expenditure was Rp. 8,136,109, and the average expenditure for household consumption was Rp. 1,191,126. Meanwhile, the average non-consumption expenditure is Rp. 678,952. This indicates that the NTN of longline fishermen in Kawa Village is >1, where fishing households have a sufficient level of welfare to meet their primary needs and can also fulfill their non-primary needs.

Abstract

Sasi laut in Maluku is a local wisdom tradition that has been practiced to preserve marine resources. One of the marine resources in Aru Islands Regency that is preserved through the sasi system is sea cucumbers. In the implementation of sasi, several problems were found, including the opening of sasi, lack of rule enforcement, lack of community understanding and the limited role of customary institutions. The purpose of this research is to formulate an institutional-based sea cucumber management strategy in Aru Utara Timur sub-district. This research was conducted from November 2023 to June 2024 in Aru Utara Timur Subdistrict. Data collection was conducted by interview method using questionnaires to 25 respondents. Interviews were also conducted with key informants consisting of village leaders, customary leaders, and community representatives. The data obtained were analyzed using A'WOT which is a combination of AHP and SWOT. Based on the results of the research, there are several strategies that can be applied, namely optimizing the potential of sea cucumber resources; forming sea cucumber business groups; opening business opportunities for investors; optimizing sea cucumber sasi management institutions; conducting regular socialization activities to the community about sea cucumber resources; building cooperation between village institutions and the government, private sector and NGOs; expanding market access; increasing monitoring of resources during sasi closure; building good communication between institutions; providing strict legal sanctions for rule breakers; socializing environmentally friendly technology, and increasing synergy between related institutions. ABSTRAK Sasi laut di Maluku merupakan sebuah tradisi kearifan lokal yang telah dipraktikkan untuk menjaga kelestarian sumberdaya laut. Salah satu sumberdaya laut di Kabupaten Kepulauan Aru yang dilestarikan melalui sistem sasi yaitu teripang. Dalam pelaksanaan sasi ditemukan beberapa permasalahan antara lain pembukaan sasi, kurangnya penegakan aturan, kurangnya pemahaman masyarakat dan keterbatasan peran lembaga adat. Tujuan penelitian ini adalah memformulasikan strategi pengelolaan teripang yang berbasis pada kelembagaan di Kecamatan Aru Utara Timur. Penelitian ini dilakukan pada November 2023 hingga Juni 2024 di Kecamatan Aru Utara Timur. Pengumpulan data dilakukan dengan metode wawancara menggunakan kuesioner kepada 25 responden. Wawancara juga dilakukan kepada informan kunci yang terdiri dari pimpinan desa, pemangku adat, serta perwakilan masyarakat. Data yang diperoleh dianalisis menggunakan A’WOT yang merupakan kombinasi antara AHP dan SWOT. Berdasarkan hasil penelitian diperoleh beberapa strategi yang dapat diterapkan yaitu mengoptimalkan potensi sumberdaya teripang; membentuk kelompok usaha teripang; membuka kesempatan usaha bagi investor; mengoptimalkan kelembagaan pengelola sasi teripang; melakukan kegiatan sosialisasi secara rutin kepada masyarakat tentang sumberdaya teripang; membangun kerjasama antar lembaga desa dan pemerintah, swasta dan NGO; memperluas akses pasar; meningkatkan pengawasan terhadap sumberdaya saat penutupan sasi; membangun komunikasi yang baik antar lembaga; memberikan sanksi hukum yang tegas bagi pelanggar aturan; mensosialisasikan teknologi ramah lingkungan, serta meningkatkan sinergisitas antar lembaga terkait. Abstract

The decision to purchase skipjack fish in Ambon City is influenced by a number of factors, namely price, quality, consumer income and sales location. The purpose of this study was to determine the characteristics of consumers buying fresh skipjack fish at Arumbai Market in Ambon City. The analysis used qualitative analysis, F test, T test and multiple linear regression. The method used is the descriptive method. Respondents as many as 67 people were taken by Purposive Sampling. Based on the results of the study, it is known that the characteristics of respondents who buy and consume skipjack fish in Arumbai Market in Ambon City are dominated by women, classified as productive age (36-45 years), high school education (SMA), have dependents below or equal to 3 people. Most respondents have jobs, as long as the most respondents come from Batu Merah Village, respondents have incomes below or equal to MSEs in Ambon City of Rp 2,731,502. The results of the T test analysis show that the factors that influence consumers' decisions to buy fresh skipjack fish at the Arumbai Market in Ambon City are the price variable (X1) with a significance value of 0.000, the quality variable (X2) with a significance value of 0.003, consumer income variable (X3) with a significance value of 0.001 and sales location variable (X4) with a significant value of 0.007.
