Abstract

Work performance is a crucial variable that remains relevant to be discusse asevery company is expected to have excellent performance. This study aims to investigate the effect of promotion, education, and training programs on the performance of non-civil servant academic in Faculty of Engineering, UB. This study implements a survey method with a quantitative approach and the research sample included 72 respondent,selected with non-probability sampling. Data were collected by questionnaire, which had previously been tested for validity and reliability. Hypotheses were tested using multiple regression. Based on the results, education and training, and promotions proved to have a significant effect on the performance of non-civil servant academic staff with 84.2% contribution. This finding is an important recommendation for the faculty to provide education and training programs regularly to maintain and improve employee competence. Furthermore, faculty may consider providing promotion programs to motivate the staff to dedicate their best performance.

Abstract

This research examines the integration of spiritual intelligence in public administration and its impact on service innovation. Conducted in Malang City, East Java, the study employed a survey method targeting residents aged 18 years and above who have utilized public services from the local government. A stratified sampling method was utilized to select a sample of 355 individuals. The independent variables investigated encompass social intelligence, cultural intelligence, emotional intelligence, and intellectual intelligence, while service innovation serves as the dependent variable, with spiritual intelligence acting as a moderating variable. Data were gathered through closed questionnaires, subsequently validated and assessed for reliability using the Karl Pearson method and the Cronbach Alpha test. Subsequent data analysis was performed employing SPSS to ascertain validity and reliability, and Smart-PLS for further analysis. This research aims to scrutinize the relationship between spiritual intelligence and service innovation within the realm of public administration, aiming to contribute novel insights into the integration of spiritual intelligence in the advancement of more comprehensive and efficacious public services. The findings underscore that the integration of spiritual intelligence in public administration exerts a positive influence on service innovation, underscoring the significance of incorporating the spiritual dimension in the development of inclusive public services.

Abstract

Strengthening accountability in local government requires internal oversight that not only complies with regulations but also drives tangible improvements in governance performance. This study applies the Context, Input, Process, and Product (CIPP) evaluation model to assess how the Blitar Regency Inspectorate supports development accountability. The analysis covers institutional capacity, resource readiness, oversight procedures, and the use of audit results in performance management. The findings indicate that although oversight mechanisms and formal procedures are established, their impact is constrained by limited human resources, weak coordination with planning and budgeting units, and inconsistent follow up on recommendations. As a result, internal oversight has not yet fully translated into stronger development planning and performance accountability. The study concludes that strengthening institutional capacity, improving the follow up process, and better integrating oversight outputs into the broader performance management system are essential to ensure that internal oversight contributes more effectively to accountable, results oriented local governance.

Abstract

Digital transformation in public administration is often claimed to generate public value, yet its linking mechanisms remain contested. This study proposes the Public Value Mediation Model in Digital Service Transformation, positioning citizen satisfaction as a transmission mechanism between technological improvements and the formation of perceived public value, as a conceptual contribution to the adaptive governance paradigm, in which adaptivity indicators are operationalized through service responsiveness and flexibility. Departing from Moore's (1995) normative approach, this study operationalizes public value as citizens' subjective assessments of service quality. The study employs an explanatory quantitative design, using a survey of 220 digital service users in Malang City, selected to represent a mid-sized city with measurable digital divides, relevant for testing the limits of digital efficiency claims under uneven infrastructure conditions, with 27 five-point Likert items. The dependent variable is operationalized as a composite public value score. Analysis employs Ordinal Logistic Regression; mediation was tested using the Sobel test, chosen for its suitability with ordinal data, despite its sensitivity limitations compared to bootstrapping. Results show that accessibility (β=0.298, p<0.01) and response speed (β=0.314, p<0.001) significantly enhance satisfaction, which in turn strengthens public value (β=0.382, p<0.001), with 40% partial mediation (Nagelkerke R²=0.642). Critical finding: participation dimensions consistently scored lower than efficiency, indicating a significant efficiency–participation trade-off evidence that digitalization has yet to expand the democratic space of public services. Technological innovation does not automatically generate public value without meaningful citizen experience and attention to the digital divide.
