Abstract

The political culture of a society constitutes a pivotal component in the development of democracy. Within the context of democratic practice, the political orientations and cultures of modern urban societies differ significantly from those of traditional communities. As a pluralistic nation, Indonesia faces unique challenges in implementing democratic practices, particularly in general elections. In the Kasepuhan Gelaralam community, individuals are granted the agency to determine their chosen leaders within the electoral framework, as evidenced by the adoption of procedures aligned with national electoral laws (Election Law). Researching the political culture of the Kasepuhan community is both vital and compelling for advancing academic discourse and promoting democratic practices within traditional societies. Consequently, this study examines the democratic values and practices that shape the political culture of the Kasepuhan Gelaralam in Sukabumi Regency, West Java. Employing a qualitative descriptive method, data was collected through observation and interviews. The findings reveal that democratic practices and values are deeply embedded within the Kasepuhan Gelaralam community. In daily life, principles of freedom, equality, justice, humanity, and non- discrimination are manifested, with all individuals considered equal under the law (Sara, Nagara, and Mokaha). These values foster a just and civilized democracy within the Kasepuhan. Furthermore, the community exhibits varying cognitive, affective, and evaluative orientations across different electoral cycles (the 2020 Regional Election, the 2023 Village Head Election, and the 2024 General Election). Abstract

The relocation of the national capital to Ibu Kota Nusantara (IKN) in East Kalimantan places the region in a strategic yet vulnerable position within the Indo-Pacific regional security constellation. Its proximity to ALKI II, the Makassar Strait, and regional rivalries make strengthening the air defense radar system crucial for early detection and enforcing air sovereignty. This study examines the improvement of air defense radar readiness to detect regional threats to IKN, focusing on detection capabilities, radar data integration, and threat anticipation. Using a qualitative approach, data was collected through literature reviews, policy documents, operational reports, and interviews with officials at Koopsudnas and Satrad 205 Balikpapan. The analysis identified strengths, weaknesses, opportunities, and challenges in Kalimantan's radar system. Findings reveal that while the Indonesian Air Force’s radar network detects cooperative and non-cooperative flights, it faces limitations like older technology, vulnerability to electronic warfare, and radar blank spots in northern Kalimantan. Data integration via the Balikpapan MCC is underway, but more coordination with civilian radars and the establishment of a Pontianak MCC are needed for better situational awareness. This study recommends modernizing radar systems, expanding sensor networks, strengthening AI-based data integration, and improving personnel competencies for a robust IKN air defense system.

Abstract

Artikel ini menganalisis praktik politik uang dan implikasinya terhadap perilaku pemilih pada Pemilu Anggota DPRD Kabupaten Padang Pariaman Tahun 2024. Penelitian menggunakan pendekatan kualitatif dengan perspektif fenomenologis untuk memahami pengalaman, persepsi, dan pemaknaan aktor terhadap praktik politik uang. Informan penelitian dipilih secara purposive dan terdiri atas calon legislatif, pemilih, tim sukses atau koordinator lapangan, tokoh masyarakat, tokoh adat/ninik mamak, serta penyelenggara pemilu. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi, kemudian dianalisis melalui kondensasi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa politik uang dalam Pemilu Legislatif 2024 berlangsung melalui pemberian uang tunai, sembako, barang, bantuan kegiatan sosial, serta mobilisasi jaringan politik. Praktik tersebut dilakukan melalui pola yang relatif terorganisasi, dimulai dari pemetaan wilayah, pendataan pemilih, pembentukan tim dan koordinator, distribusi sumber daya, hingga mobilisasi pemilih menjelang pemungutan suara. Faktor ekonomi, sosial, budaya, dan politik memengaruhi penerimaan masyarakat terhadap politik uang. Politik uang mendorong munculnya perilaku pemilih yang pragmatis dan berorientasi pada keuntungan jangka pendek. Namun, penerimaan pemberian tidak selalu secara otomatis menentukan pilihan politik karena pemilih juga mempertimbangkan hubungan kekerabatan, pengaruh tokoh, reputasi kandidat, peluang kemenangan, dan kepentingan pribadi. Penelitian menyimpulkan bahwa politik uang telah menjadi bagian dari praktik politik transaksional yang berpotensi menggeser orientasi pemilih dari pertimbangan programatik menuju pertimbangan material dan pragmatis.

Abstract

Public service plays a crucial role in improving community welfare and addressing public health challenges, including stunting, particularly in developing regions such as East Lombok, Indonesia. This study aims to explore the contribution of public services in enhancing social well-being and reducing stunting rates through qualitative methods, specifically literature review and library research. By analyzing existing studies, government policies, and empirical reports, this research identifies key public service initiatives, including healthcare programs, nutritional support, education, and sanitation improvements, that directly impact community welfare and child growth. The findings indicate that effective public services, supported by strong governmental commitment and community participation, significantly contribute to reducing stunting prevalence. Furthermore, access to quality healthcare, maternal education, and social protection programs are essential in fostering sustainable development and improving overall public health. The study also highlights challenges such as inadequate infrastructure, limited funding, and bureaucratic inefficiencies that hinder optimal service delivery. Therefore, enhancing governance, increasing public awareness, and strengthening policy implementation are crucial to ensuring long-term success in stunting prevention and community welfare improvement. This research contributes to the existing literature by emphasizing the importance of integrated public services in achieving health and development goals. Future studies should focus on field-based evaluations and comparative analyses to further assess the effectiveness of public service interventions in various socio-economic contexts.

Abstract

This study examines the political transformation of the Indonesian Democratic Party of Struggle (PDI Perjuangan) from opposition to governing party during 1999–2004. Using a qualitative case study approach, this research explores the interaction between internal factors including Marhaenism ideology, Megawati Soekarnoputri's leadership, and party organizational institutionalization and external factors comprising fragmented multiparty system and post-reform coalition dynamics. The findings reveal that PDI Perjuangan's transformation was a multidimensional and dialectical process: the party's spectacular 33.74% electoral victory in the 1999 election did not automatically translate into executive power due to the political blockade by the Central Axis (Poros Tengah) coalition in the People's Consultative Assembly. This failure became a catalyst for strengthening internal institutionalization through grassroots consolidation, ideological revitalization, and systematic cadre development via the Party School. Megawati's leadership functioned as a unifying nexus integrating ideological, institutional, and coalition-building capacities. The successful transformation in 2001 reflects the party's ability to balance ideological steadfastness with strategic flexibility within an unconsolidated multiparty system.
