Abstract

For the sake of reinforcing the local knowledge (that seems to be abandoned by local community of West Lampung themselves) and to make corrections against agroforestry malpractices as well as of accommodating to the poor performance of extension programs on recharge area of West Lampung (including of media lacking of extension), we have developed the entertainment media of pictorial story books of coffee agroforestry. The media were designed especially for the low literate community (Nurhaida et al., 2004) to affirm the tao of knowledge of the four tribes dwell in the recharge area: Lampungese, Semendonese, Sundanese and Sundanese of villages of Way Mengaku, Sukananti, Sidomakmur and Gunung Terang respectively (see Nurhaida et al., (2005). There are four languages edition in accordance with the locally mother tongues of the four tribes plus Indonesian to accommodate the other tribes exist in West Lampung. Desk activities were conducted at the Laboratory of Multimedia, Departmentof Communication Science, The University of Lampung Indonesia. Media pretesting were conducted twice in August-September 2005 to measure the variables of attraction, self involvement, acceptability and comprehension of the media in accordance with Bertrand’s suggestion (1978). Between the two and the second of the media pretesting, there had been conducted the media improvements. The research showed that the entertainment media have been used up to be a learning media for the propose of extension program in the recharge area successfully. This claim is supported by the high effectiveness of the five editions: (Lampungese, Semendonese, Javanese, Sundanese and Indonesian of 85, 89, 88, 89, and 86% repectively) that brookthrough aggaints the severely heavied barrier of low litteracy : 27, 44, 39, 77, dan 88 words per second respectively. It is strongly recommended that: (1) reproduce the media and disseminate into community dwell on the recharge of West Lampung to reinforce the tao of knowledge, and (2) conduct the similar research on other recharge areas.

Abstract

Instruksi Presiden No 3 tahun 2003 tentang kebijakan dan strategi nasional pengembangan e- Government merupakan kewajiban bagi pemerintah daerah untuk meningkatkan layanan publik melalui penerapan teknologi komunikasi dan informasi. Tahap awal implementasi e-Government tersebut adalah membangun website sebagai media informasi dan komunikasi layanan publik. Penelitian ini bertujuan untuk mengevaluasi website Pemerintahan Daerah Propinsi Lampung sebagai media komunikasi dan informasi. Untuk keperluan tersebut: 1) telah dikembangkan Rubrik Penilaian Website dengan unsur: a.kecepatan atau aksesibilitas, b. homepage pada website, c. desain, warna dan teks, d. Navigasi/menu dan Link, Usability, e. Isi (content) pada website, f. pembaharuan, g. layanan publik dan hits. 2) telah dilakukan sensus terhadap 58 SKPD di lingkungan Pemerintah Daerah Propinsi Lampung, hanya 28 website yang bisa diakses. 3) Pengelompokan website dilakukan dengan kriteria baik (skor 74-93), cukup (skor 64-73) dan tidak baik (skor 44-63) dengan hasil 5 website katagori baik, 19 website katagori cukup dan 4 website katagori buruk. 4) Semua website SKPD di Propinsi Lampung masih dalam tahapan awal e-government (web presence) menurut kriteria Kominfo yaitu menyediakan informasi dasar. Abstract

Program Praktisi Mengajar MBKM merupakan inisiatif kerja sama antara praktisi industri dengan perguruan tinggi untuk mengatasi isu kesulitan perusahaan dalam merekrut lulusan universitas yang siap kerja dan tingginya angka pengangguran di kalangan terdidik. Sebagai respons, FISIP Unila telah menyesuaikan dengan kebijakan MBKM melalui Peraturan Rektor No. 21/2020 dan melakukan diseminasi program ini kepada mitra kerjanya . Metode yang diterapkan dalam kegiatan ini meliputi dialog interaktif via FGD, pemberian sosialisasi tentang Program Praktisi Mengajar, serta tutorial pendaftaran, ditutup dengan observasi dan monitoring. Kegiatan ini terbukti efektif dengan hasil pengukuran menunjukkan peserta mendapatkan peningkatan wawasan, pemahaman, dan keterampilan, khususnya tentang peran penting praktisi dalam peningkatan kualitas pendidikan tinggi. Dari observasi, peserta menunjukkan antusiasme dan perkembangan dalam proses pendaftaran program tersebut, serta terlihat motivasi dan kepercayaan diri mereka untuk terlibat lebih aktif dalam pembelajaran kolaboratif. Sebagai simpulan, program ini berhasil memberikan dampak positif dan memberi dukungan untuk percepatan Program Praktisi Mengajar.

Abstract

This research aim is to propose a machine learning approach to automatically evaluate or categories hospital quality status using quality indicator data. This research was divided into six stages: data collection, pre-processing, feature engineering, data training, data testing, and evaluation. In 2020, we collected 5,542 data values for quality indicators from 658 Indonesian hospitals. However, we analyzed data from only 275 hospitals due to inadequate submission. We employed methods of machine learning such as decision tree (DT), gaussian naïve Bayes (GNB), logistic regression (LR), k-nearest neighbors (KNN), support vector machine (SVM), linear discriminant analysis (LDA) and neural network (NN) for research archive purposes. Logistic regression achieved a 70% accuracy rate, SVM a 68% accuracy rate, and neural network a 59.34% of accuracy. Moreover, K-nearest neighbors achieved a 54% of accuracy and decision tree a 41% accuracy. Gaussian-NB achieved a 32% accuracy rate. The linear discriminant analysis achieved the highest accuracy with 71%. It can be concluded that linear discriminant analysis is the algorithm suitable for hospital quality data in this research.

Abstract

The Elevating IT Literacy Among Digital Immigrant Teachers in Bandar Lampung aims to improve the digital skills of teachers in Indonesia by empowering teachers to integrate technology into their teaching. The initiative provides tailored training for elementary school teachers to enhance their digital proficiency and use digital tools effectively in their teaching. The transition implementation enhances ICT integration in classroom teaching, improving interactivity, accessibility, student engagement, and learning outcomes. The initiative took place at SDN 3 Sukajawa Bandar Lampung and resulted in a significant improvement in teachers' digital literacy, with a 33% increase. 25% increase in knowledge post-training program. The educational interventions narrowed the digital proficiency gap between educators and tech-savvy students. The program's success is evident in the teachers' enhanced ability to develop and use digital instructional materials, which are essential for creating an engaging learning environment. In the rapidly changing educational landscape, it's crucial to implement programs like this to ensure that teachers can effectively address their students' diverse needs in the digital era.

Abstract

The rise of digital technology has revived engagement between governments and citizens, advancing e-governance with improved communication, transparency, and flexibility. The Sambat Online Program promotes a citizen-centric approach to information services in Malang City which strategies for advancing e-governance in the digital age is considered important. This study aims to analyze challenges, strategies, and propose an actionable framework to improve Malang City's e-governance, with a focus on the Sambat Online Program’s pursuit of citizen-centric information excellence. This study used a qualitative case study approach to examine the program. The results show that the Sambat Online application in Malang City faces organizational challenges and social issues such as lack of leadership, resistance to change, digital divide, digital literacy, and social inclusion needs. Technological challenges occur in terms of cybersecurity, updates, and system scalability. It also found that the Malang City Government needs a user-oriented e-government approach to ensure data security and privacy. In other words, the platform makes it easy for users to submit complaints, increasing citizen involvement in improving public services, however continuous program assessment and improvement are essential. Areas for improvement include improved complaint management, digital training, and strengthened cybersecurity, with a focus on complaint management as the most effective solution. In conclusion, the program enhances communication and comprehension between governing bodies and the public, highlighting its significance in contemporary governance.

Abstract

Sebuah jaringan komputer yang memiliki satu koneksi virtual Private virtual (VPN) tunnel  sangat rentan terhadap gangguan yang disebabkan oleh beberapa hal diantaranya kualitas dari internet yang tidak stabil maupun gangguan koneksi fisik kabel dan bencana berskala besar yang menyebabkan kegagalan komunikasi dalam kasus IPsec VPN. Untuk menanggulangi masalah tersebut diperlukan solusi yaitu failover. Pendekatan failover adalah perpindahan jalur ketika komunikasi utama ke jalur kedua secara otomatis. Ketika komunikasi antara perangkat yang dihubungkan virtual Private virtual (VPN) mendeteksi kegagalan maka perangkat tersebut akan melakukan routing ulang untuk menentukan rute jalur baru. Dengan adanya metode failover VPN Ipsec ini dapat memberikan ketersediaan koneksi data center dengan kantor yang berada di area pelosok dikarenakan insfrastruktur jaringan yang kurang memadai dapat memanfaatkan jaringan internet 4G sebagai jaringan ISP untuk tunnel VPN backup.

Abstract

Abstract: In the contemporary landscape characterized by advancements in artificial intelligence (AI), the profession of librarianship is experiencing a noteworthy transformation, thereby necessitating a re-evaluation and re-branding of the role in order to maintain its relevance. Librarians are transitioning from their traditional role as custodians of physical books to emerging as essential stakeholders in the domains of digital literacy, privacy, and information ethics. They currently fulfill the roles of information strategists, data analysts, and educators, demonstrating proficiency in navigating intricate digital environments. Notwithstanding these advancements, public perception frequently remains outdated, perceiving librarians primarily as engaged in rudimentary administrative activities. This stereotype inhibits the recognition of their extensive contributions to society. Re-branding initiatives center on emphasizing the evolving roles of librarians, which encompass the management of comprehensive digital resources and the promotion of critical information literacy within the context of the artificial intelligence era. The Faculty of Social and Political Sciences (FISIP) at the University of Lampung (Unila), in conjunction with the Association of Indonesian Political Science Students (ATPUSI), has commenced the implementation of training programs aimed at facilitating the re-branding efforts of the institution. These initiatives aim to enhance the digital competencies of librarians and transform public perceptions by positioning them as crucial facilitators in the process of knowledge dissemination. The results of the training indicate a significant enhancement in participants' comprehension of personal re-branding, thereby suggesting the efficacy of these initiatives in preparing librarians with the requisite skills for a future increasingly influenced by artificial intelligence.   Keywords: librarian re-branding, artificial intelligence (AI) era, librarian skill improvement.

Abstract

The Central Halmahera Regency Government has established a Management Information System to enhance service provision across various sectors. A primary focus is the creative economy, which is rapidly evolving alongside the designation of this region as a national strategic industrial area. The development of the creative economy in Central Halmahera emphasizes enhancing competitiveness, improving the capacity of human resources for creative economy stakeholders, strengthening digital-based creative enterprises, and promoting comprehensive digital transformation. This study aims to assess the implementation of the management information system in monitoring the creative economy's development and to identify the challenges encountered during this implementation. Employing a descriptive qualitative methodology, data collection involved direct interviews, observations, and documentation studies to gather both primary and secondary data. The findings indicate that the implementation of the management information system in Central Halmahera is suboptimal, primarily due to insufficient telecommunications infrastructure support at the village level and a lack of digital literacy among stakeholders. Although the relevant Regional Apparatus Organizations have established websites as digital platforms for monitoring the creative economy, systematic and integrated monitoring based on information technology has yet to be achieved. There is a pressing need to enhance the monitoring of the creative economy by developing a digital-based monitoring system. The regional government must devise an appropriate scheme and framework to create an integrated Management Information System that streamlines the collection of levies, thereby enabling this sector to contribute to the enhancement of regional financial capacity through the optimization of Regional Original Income.

Abstract

Coursera merupakan sebuah LMS yang dapat di akses oleh siapa saja dan di mana saja. Bagi pengguna android dapat mengunduhnya melalui Google Play Store. Selain mengunduh pengguna juga dapat memberikan nilai dan komentar terhadap aplikasi yang di gunakan. Komentar masyarakat yang ada di Google Play Store cukup beragam dan memiliki sifat acak. Agar dapat mengetahui komentar yang di tulis oleh pengguna merupakan komentar positif atau negatif, maka dilakukan analisis sentimen terhadap komentar pengguna. Peneliti menggunakan data komentar dari 3 negara sebagai pembanding tren komentar setiap negara. Selain itu juga peneliti menggunakan 3 algoritma berbeda untuk menghitung hasil dari komentar masyarakat. 3 algoritma yang digunakan ialah Naive Bayes, SVM, dan KNN. Untuk mendapatkan hasil yang maksimal dari analisis sentimen maka digunakan metode ensemble dengan menggabungkan 3 algoritma. Dengan menggunakan metode ensemble hasil yang di dapatkan menjadi lebih optimal sehingga mengetahui tren komentar masyarakat dari 3 negara lebih mengarah ke positif. Dari ketiga negara, Amerika merupakan negara dengan presentase komentar positif tertinggi.
