ABSTRAK Optimalisasi layanan transaksi Electronic Government (e-government) pada bidang perizinan di kota malang bertujuan untuk meningkatkan dan memperbaiki dalam memberikan pelayanan yang transparan dan akuntabel serta mengantisipasi sistem antrian yang panjang hanya untuk mendapatkan suatu pelayanan yang sederhana. Abstract

Implementation of E-Government in Indonesia and that has been achieved to date, the implementation strategy and E-Government concepts that inevitably require improvements on all sides. The delay in E-Government in development will only make this country away from the ideals of reform, improve the quality of public services to the whole society and ultimately can offend the welfare of society. Implementation of information and communication technology in government and development has become a demand, sooner or later in the era of globalization and regional autonomy that has led to a spirit of openness and empowerment of community potential, the emergence of public expectations of community needs. excellent service and speed Implementation of E-Government in Indonesia, especially in Malang City and the results that have been achieved to date and obstacles that hinder the implementation so that inevitably implementation strategy and E-Government concepts need improvement on all sides should be done as a motivation to build better. The E-Government’s delay in development will only keep the country away from reform ideas, improve the quality of public services to the rest of society and ultimately improve welfare.

Abstract

Community participation in the formation of participatory local regulations is an important thing in running a democracy, community participation here must be given a forum to accommodate inputs that can later be used as a strong reason for the formation of local regulations. Therefore, the community should be involved in the formation of local regulations in order to produce participatory properties. The research method used by the author is empirical, which is to describe the results of data obtained through interviews. The approach used is a sociological juridical approach that is to identify and conceptualize the law as a real and functional social institution in a real-life system regarding the Establishment of Participatory Regional Regulations. The results of this study were obtained by interviewing members of the DPRD, the malang city government, and the communities directly involved in the establishment of participatory local regulations. Community involvement is a mirror of the principle of openness in the establishment of legislation, although some of the public is still not aware of

Abstract

This riset discusses the role of the National Agency for Combating Terrorism, especially in the effort to overcome the Armed Criminal Group (KKB) in Papua as a crime of terrorism. Terrorist activities in Indonesia have threatened and claimed many victims. One of the actions carried out by the KKB in Papua. At first, this group labeled themselves as the Free Papua Organization. The OPM is a separatist group whose goal is to separate themselves from the Republic of Indonesia. The Indonesian government has agreed to categorize the KKB in Papua as a terrorism group based on Law Number 15 of 2018 concerning the Eradication of Criminal Acts of Terrorism. So far, KKB has only been categorized as a criminal group, where the way it is handled is different from that of a terrorist group. The purpose of this study was to determine the countermeasures carried out by BNPT in dealing with KKB in Papua as a crime of terrorism and also to find out the obstacles faced by BNPT in efforts to overcome KKB as a crime of terrorism. The type of research in this thesis is using empirical legal research or also known as juridical-sociological legal research. This study uses empirical facts taken from human behavior, both verbal behavior obtained from interviews and real ones through direct observation. The results of this thesis research are, BNPT in an effort to overcome KKB as a crime of terrorism has two approaches, namely a soft approach and a hard approach. In terms of the soft approach, BNPT has 3 programs in its implementation, namely the deradicalization program, counter radicalization, and also national preparedness. After that the hard approach.

Abstract

Indonesia adalah negara hukum yang dimana memiliki peraturan-peraturan hukum yang mengatur kepentingan negara, mengatur kepentingan negara ini meliputi kepentingan pendirian partai politik yang dimana partai politik tersebut bertujuan untuk mengantarkan anggota partai menjadi anggota dewan bahkan menjadi kepala pemerintahan, apabila anggota dewan dan kepala pemerintahan dalam hal ini adalah presiden yang dipilih oleh rakyat, maka kepala pemerintahan memiliki kewenangan yang telah di cover oleh Peraturan perundang-undangan untuk memberikan instruksi kepada instansi-instansi tertentu untuk tunduk pada  instruksi kepala pemerintahan atau presiden, bahkan presiden sebagai kepala pemerintahan dapat membuat peraturan-peraturan yang dapat membatasi  pendirian  partai politik untuk  .  Adanya jumlah partai politik yang begitu banyak di indonesia, semakin banyak pula oknum partai politik yang berkesempatan untuk melakukan tindakan kejahatan yang luar biasa, dalam hal ini adalah korupsi. Abstract

Domestic violence is an unlawful act, and if it is specifically regulated by the Criminal Code or a particular law, it can be classified as a criminal offense. This study focuses on the "Protection against Victims of Domestic Violence (Blitar Regency Resort Police Study)." The research problem is formulated as follows: How is the legal protection of victims of domestic violence crimes by the Blitar Resort Police, and what obstacles do they face in providing such legal protection. Empirical research methods were used to collect data, and the research was conducted at the Blitar Resort Police. In-person interviews with the organizational structures in the Blitar Resort Police served as the primary data source. Secondary data sources include Article 351 of the Criminal Code, which defines abuse in physical and verbal forms, and Law No. 23 of 2004 on the Elimination of Domestic Violence. Additionally, legal books, legal journals, legal writings, and the perspectives of jurists were used as tertiary data sources. The data analysis utilized qualitative descriptive techniques, leading to the research findings at the Blitar Resort Police. The legal protection efforts included preventive measures and repressive actions. Preventive efforts involved following up on reports or complaints of domestic violence and conducting awareness campaigns. Repressive efforts included taking legal action against domestic violence perpetrators and providing full legal assistance to domestic violence victims. The main obstacles faced by the Blitar Police were the victims' reluctance to immediately report domestic violence cases to the police and the perpetrators' tendency to escape, which hindered the investigative process.

Abstract

The Supreme Court (MA) ordered the General Election Commission (KPU) to revoke Article 11 paragraph (6) and Article 18 paragraph (2) of KPU regulation (PKPU) Number 10 of 2023. Some feel the order violates human rights because it deprives a person of the political right to be elected to public office. The Supreme Court in decision Number 28 P/HUM / 2023 has granted the application for Material Test against Article 11 paragraph (6) and Article 18 paragraph (2) of PKPU Number 10 of 2023. The PKPU is considered contrary to Article 240 paragraph (1) letter g and Article 182 letter g of the election law because it provides a red carpet for former corruption convicts to become election participants. revocation of political rights is done because the convict has abused his authority as a public official, this punishment is expected to protect the public from similar actions and cause a deterrent effect for the convict. Whereas, for Contra-groups, denial of revocation of Rights is chosen or chosen because it violates human rights. This research includes library research, which is a research conducted by reading books, literature and examining various theories and opinions that have a relationship with the problem under study. In this case the author reads and takes theories from books related to issues of Political Rights and establishing laws and concludes the results of research from various kinds of such books. Judging from its nature, this study includes normative juridical Law Research. The form of normative juridical research is legal research conducted by researching library materials. This research is conducted or submitted only on Written regulations or other legal materials.

The use of Civic Education barcode media will be reviewed to see whether it can support the implementation of 21st century skills learning. Whether 21st century skills are already present in the use of Civic Education barcode media will be discussed, so it is hoped that their utilization can be achieved. can run optimally in the future if you have found the emphasis on 21st century skills. This writing was carried out using literature study. All skills contained in Skill 21 learning can be possessed by students if teachers are able to create learning that supports the implementation of 21st century skills. Teachers develop learning that contains activities that challenge students to think critically and solve problems. Learning activities must also encourage students to work together and communicate so that learning skills 21 are visible. This study explores the significance of constitutional education in addressing the challenges posed by globalization. It highlights how an understanding of constitutional principles fosters critical thinking, promotes active citizenship, and strengthens democratic values in a globalized world. Through a qualitative approach, this research examines the relationship between constitutional education and the development of a well-informed and socially responsible citizenry capable of addressing global issues without compromising national identity. The findings emphasize the need for integrating constitutional education into curricula to equip individuals with the knowledge and skills necessary to balance global integration with local governance and cultural preservation. By enhancing constitutional literacy, societies can build resilience against the disruptive forces of globalization while contributing to sustainable and inclusive development
