Abstract

The purpose of this study was to determine the apparatus competence in administrativestructuring in Wawali Pasan Village, Ratahan District, Southeast Minahasa Regency. Based on theresults of research that has been done by the author, it can be concluded as follows: Self Contept orattitude, values and self-image possessed by someone is very good. So that in resolving problems andcomplaints from the community the employees can do it well and without obstacles. This is becausethere is a good relationship that exists in the work environment or in the community Knowledge orinformation / knowledge possessed by village employees in the field of structuring and implementingvillage administration. In this case, village officials' understanding of the demands and needs of thecommunity regarding village administration structuring is also already good, especially for the processof structuring village administration itself. The standard operational procedures are well understoodwhere the process starts with community data collection carried out by the respective ward head andthen forwarded to the kelurahan office through the kelurahan secretary who is then submitted to thelurah head to obtain authorization and returned to the community according to their individual needs.Skills or the ability to carry out certain physical tasks (certain mental tasks) are also good enough. Thisis also justified by the community who believes that village officials have carried out their duties well.Although related to the efficiency of the completion of tasks and complaints from the community is stilllacking. But some more understand because they know that each task and job and complaints from thecommunity are diverse and have a difficulty level in solving it because it takes more time to solve this.Kata Kunci: Keywords: Apparatus Competence, Administrative Arrangement

Abstract

Development in general is a process of change that is continuously carried out to get better. This study aims to find out how the impact of Infrastructure Development in Pisa Village, District of Tombatu, Southeast Minahasa Regency. The method used in this study is a qualitative descriptive method with an inductive approach. Qualitative descriptive approach is a method that describes problems or cases that are presented based on existing facts based on specific facts then examined to solve the problem and draw conclusions in general. Researchers use three indicators, namely, development is change, development is growth, and development is a series of businesses that are consciously done. Based on the results of the research, it was stated that the development realized in the village of Pisa in general was not optimal, this was demonstrated through the results that appeared that did not cause change. The government seems to be less consistent and government coordination towards the community is not optimal. This it can be concluded that the impact of Infrastructure Development in Pisa Village, Tombatu District, Sountheast Minahasa district does not cause changes and growth in developing the current development.Keywords : Impact, Development, Infrastructure, Village

Abstract

This research is dilator by the problems that exist in Ratahan District Government of South Minahasa Regency thatis in Effect of Compensation to Quality of Public Service which still has not give contribution optimally. The existence of factorsthat affect the compensation, among others, employee performance and employee job satisfaction. In doing a job, employeesshould have high performance. Therefore it is necessary to have a good compensation effect in order to improve the performanceof the employees.Compensation is an important factor affecting how and why people work in an organization, so that employees can work fulltime to achieve the optimum level of organizational success. Quality of Public Service is the ability of public service officers toprovide a sense of satisfaction in meeting the needs of the community very well so as to provide a good perception by thecommunity itself. The purpose of this study is to determine whether there is effect of compensation on the quality of publicservices in the Government of Ratahan District South Minahasa Regency.In this research the method used is quantitative method. While the data analysis technique used is a correlation analysis andsimple linear regression analysis to show how far the relationship between the two variables. Based on the results of researchconducted and continued by analyzing the data obtained, then the result is that there is a strong relationship between the effectof compensation on public service quality of 0.624. This means that hypothesis testing is accepted. From the research resultsobtained coefficient of determination of 38.93%, the remaining 61.07% influenced from other factors that are not included inthis study.Keywords: Effect of Compensation, Quality of Public Service

Abstract

ABSTRACT: The success of the village government can run smoothly and well being supported by manyfactors one village the financial factor because it is impossible for the village to be able to carry out thevillage administration effectively and efficiently without adequate financial support. This is due to thefinancial capacity of the village depends on the size and variety of sources of income as financial resourcesare owned by the village. Therefore, the leadership of the village head and village, excavation andmanagement of financial resources through the village of APBDes should be pursued in order to financewith establishment of the village and reached the village government administration efficient and effectiveas well as holding on to the Regulation of the Minister of Home Affairs Number 37 Year 2007, on GeneralGuidelines for Financial Management of the Village. The aim of this study is to describe, analyze anddetermine how the government's role in the management of village Budget Financing village inSupporting Rural Development in the District Bitunuris Salibabu Talaud Islands.This study used qualitative data analysis method presented in descriptive with purposivesampling technique of sampling / sample aiming the number of informants there are fifteen informants.Of existing research, the role of government in the village of budget revenue and expendituremanagement in support of rural development funding has not been completely worked well because thereis no budget is unclear or incomplete data, the condition of the village and village regulation system onlyfamilial but with flaws there are all the village officials work well together to seek the implementation ofAPBDes / village with a transparent financial accountability and participatory.Keywords:Management, Budget and buying rural (APBDes), Development.

Abstract

ABSTRACT : This research purpose to determine the performance evaluation BadanPermusyawaratan Desa(BPD) in performing its functions and its role in the era of regional autonomy,and get an over view about things related to How the achievement of performance in carrying out itsduties and functions in the village Mosum. The method used in this research is descriptive. Were used asinformants in research amount to as many as 10 people.BPD Kampung Mosum absorb the aspirations of the people is done by holding meetings that presents thevarious elements of the villagers; One of the problems that can be solved by the BPD in relation toindigenousaeg is functionis a matter of customary land; Implementation of legislative function byBAPERKA Mor BPD has not been implemented functions properly; oversight function has beenimplemented relatively well by BPD Kampung Mosum, where surveil lanceis done on the implementationof the village budget(APBDes); BPDMosum village, where member ship has reflected the diversity ofsocio-economic status communities that BPD has fulfilled the function of representation. In general, theperformance Consultative Body (BPD) seen from the implementation of the functions has been going well,although not achieving optimal results. It turns out that the legislative function optimally etreceivedattention to the still relatively low level of knowledge and expertise of representatives in formulating adraft Regulation is good village, due to the lowquality of human resources. Abstract

Abstract Birth of Law Number 32 Year 2004 on Regional Government in which regions have theauthority to make policy in the village to provide services, increased participation and empowerment asstated in Law No. 32 Year 2004 on Regional Government. Embodiments of village autonomy is a process ofimproving the ability of people to participate to the public life with the principles of, by and for thecommunity.This study aimed to: determine the extent of village autonomy in financial management in the ruralvillages of the districts wayaloar wayaloar Halmahera district south. This study is trying to see the truth andhave to trace it farther something tangible as a qualitative method. Abstract

ABSTRAK This study aims to determine the effectiveness of the education and training of civilservants in improving the performance of the apparatus in Ternate City BKD; in other words, todetermine whether the education and training of civil servants effective in improving the performanceof the apparatus in BKD Ternate.This study used qualitative methods. Informants were taken from structural officials andemployees of the staff / implementers in BKD Ternate, entirely as many as 10 informants. Collectingdata using interview techniques, while the analysis of data using qualitative analysis techniquesinteractive model of Miles and Hubernann.The results showed: (1) Training civil servants (Structural / Leadership, Technical,Functional) can develop or improve the competence of knowledge, skills, and attitudes; (2) Training ofcivil servants may also develop personality, ethics and morals, and the dynamics of the mindset of theapparatus; (3) Training of civil servants provide benefits and positive impact on the ability to carry outthe task that in completing the task quickly and on time, manage and use the organization's resourcesefficiently, responding to the development of work tasks, make decisions, and handle and solveproblems in execution of duties ,Based on the results of these studies conclude that education and training of civil servantseffectively improve the performance of personnel in the Regional Employment Board of Ternate. Thismeans that more and higher education and training of civil servants who followed the higher orincreasing the performance of the apparatus.Based on the results of this study, it is necessary to put forward some suggestions (1) TrainingApparatus Training both Structural and Technical Training and Functional Training needs to beimproved. For the allocation of the budget (APBD) for Training Apparatus which has been felt stillvery small / minimal, needs to be improved. (2) Training of civil servants should be based on theprinciple of correspondence between the types of training with the objective needs and the realimplementation of the tasks at all levels in accordance with the principles of organizationaldevelopment. Abstract

The purpose of this study is to find out how the implementation of civil servant discipline policy at theGovernment District Northern Kao North Halmahera District.This research uses quantitative approach method. Informant research is as much as 5 people PNS office ofNorth Kao Subdistrict that is Camat, Secretary of District, Section Head of PMD and two staff employee. Datawas collected using interview guidelines, while the analytical technique used was interactive model analysisfrom Miles and Hubernan.Based on the results of data analysis, the conclusions are drawn: (1) Communication or socialization for theimplementation of the policy policy of civil servants discipline done fairly well since the enactment of the civilservant discipline policy (PP.53 / 2010). (2) Resources for the implementation of civil servant discipline policyhas not been maximized but good enough seen from the ability of employees in understanding andimplementing civil servant discipline policy. (3) The disposition or characteristics possessed by the employeeshas not been maximized but already good enough in terms of willingness / commitment and consistency tocomply with obligations and restrictions stipulated in the rules of civil servants discipline. (4) The bureaucracystructure for the implementation of civil servant discipline policy is quite good seen from SOP and division ofwork / responsibility.Based on the conclusions of the results of the study, it should be mentioned some suggestions as follows: (1)The discipline policy of civil servants should continue to be communicated or socialized to employees in orderto raise awareness to implement it as well as possible. (2) The ability of human resources of employees tounderstand and implement the policy of civil servant discipline should be continuously improved throughtraining and discipline development. (3) The willingness / commitment and consistency of employees toimplement the policy discipline of civil servants properly and correctly also need to be improved throughcontinuous guidance coaching. (4) Bureaucratic structure (SOP and division of work / responsibility) must beadhered to properly by the employee, so that the application of sanctions for each violation must be done firmly.Keywords: Policy implementation, civil servant discipline

Abstract

In the management and ownership of KK and KTP, the community members in Waengi District,Puncak Jaya Regency is still low. The purpose of this study was to determine community participation inpopulation administration in Waengi District, Puncak Jaya Regency.This study uses qualitative research to produce descriptive data in the form of words, data and observedbehaviors. This study is a qualitative study of one variable, community participation in populationadministration in Waengi District, Puncak Jaya Regency. In this research the parties that will be used asinformants are the informants who are chosen to obtain clear and accurate information in accordance withthe object to be examined. The procedure for taking the initial informants is then using the snowballtechnique, which is taking one person then being interviewed and then rolling to the other informants insequence in accordance with the informants that have been determined are representatives of the populationoffice, the District government, community leaders and local residents.Community awareness and spontaneous participation from the community for the ownership of a familycards and identity cards 30 percent of the Waengi district residents already have, while 70 percent of thepopulation does not yet have. the constraints experienced by the population are road, transportation,transportation financing, employment and the distance to place a family card and a low population identitycard at 13 percent, a population with a moderate participation rate of 7 percent, while there is no populationwith a high level of participation at distance is less than 300 kg. Residents with a distance of 309 m - 700 mwith a low participation rate of 23 percent, a population with a moderate participation rate of 20 percent,and residents with a high participation rate of 10 percent in the Waengi district of Puncak Jaya district.Keywords: Participation; Public; Administration; Population
