Abstract

Abstract: Education is a key to reducing poverty in the medium and long term and one of the mostimportant elements in national development, because with education for the community to be promisingpeople more advanced in his thinking. Thought developed societies to form a Human Resources (HR) ofhigh quality. in the District of Siau Tagulandang Biaro of school age who have not been able to get aneducation, in junior high school education who do not finish school amounted to 51 students from thedata taken at the Department of Education Youth and Sports District Siau Tagulandang Biaro. The causeof the children who dropped out of school As well as some elementary school and junior high school inthe district of Siau Tagulandang Biaro still not being prasyrarat terselenggaraya education among othersdamaged classrooms and the uneven ketersebaran teachers is a problem facing education in the DistrictSiau Taguladang Biaro. Conditions as described previously prompted the authors to determine the depthon the performance of the Department of Education, Youth and Sports District Siau Tagulandang Biaroin implementing the nine-year compulsory education program. From the results of research and analysisconcluded that the Performance Department of Education Youth and Sport in the Nine-Year CompulsoryEducation Program which terihat on five aspects, namely. Productivity, quality of service,responsiveness, responsibility and accountability. Abstract

ABSTRACT: This study originated from the initial observation in several villages in the area ofthe District of North Ayamaru Maybrat Regency, West Papua Province showed that the success rate ofrural development in this region is still very low terkategori, where most people categorized poor orunderprivileged families. This indication shows that the implementation of rural development has notbeen based on an effective rural development planning. Thus, this study aims to (1) To determine theeffectiveness of rural development planning; (2) To analyze whether the factor of leadership andcultural values also determine the effectiveness of rural development planning; and (3) To measure thesize of the contribution factor of leadership and cultural value to the effectiveness of rural developmentplanning in the District of North Ayamaru Maybrat Regency, West Papua Province.The design used inthis research is the design of diagnostic analytic, by applying descriptive-quantitative method. Samplesdrawn by purposive sampling of respondents as many as 36 employees / service personnel, then spreadQuestionnaire (a questionnaire) and the results are analyzed by applying descriptive statistical analysistechniques and partial regression analysis and multiple regression as well as product momentcorrelation and multiple correlation.The research results presented as follows: (1) The average achievements of the effectiveness ofrural development planning in the District of North Ayamaru Maybrat district is in the category of"low" likely to "moderate". Government leadership and cultural values together (simultaneously)make a positive contribution to the achievement of the effectiveness of rural development planning,particularly in the district of North Ayamaru Maybrat district. (2) Leadership village administrationin the category of "low" tend to "moderate". Partially, the leadership of the village administration haspositive influence on the achievements of the effectiveness of rural development planning, particularlyin the district of North Ayamaru Maybrat district. (3) The value of culture is in the category of "low"likely to "moderate" or sufficient. Partial cultural values or cultural village government organizationspositive effect on the achievements of the effectiveness of rural development planning, particularly inthe district of North Ayamaru Maybrat district. Thus, it can be concluded that the governmentleadership and cultural values is a decisive factor attainment of the effectiveness of rural developmentplanning, particularly in the district of North Ayamaru Maybrat district.It is recommended that theorientation of the leadership of the village administration needs to be improved, in the sense thatshould be oriented towards transformational leadership style that emphasizes aspects of charismatic,creativity and innovation, while value-oriented organizational culture need results, not merely aprocess-oriented.Keywords : Effectiveness Village Development Planning, Leadership, Culture Value

Abstract

Abstract: the problems that often arise in instances of Government clinicsespecially in this regard contained in management functions such as planning,organizing, implementing, and monitoring at regular intervals. Based on thepermasalahaan that occur in the context of Pererencanaan, organizing,implementing and monitoring. Aspects of management became a very importantthing to note. Departing from the importance of the required management withinthe Organization, so that the researcher is interested in lifting and discussingand researching the title research on the management of health services at theClinic, and forms the Southeast Minahasa Regency Striped Subdistrict. Thisstudy uses qualitative methods because it is done in a natural condition.Sugiyono (2013) suggested that the research methods qualitative researchmethods are used to examine the conditions of natural objects, whereresearchers are as a key instrument, techniques of data collection conducted inthe combined inductive in nature, data analysis, and the results of the qualitativeresearch emphasizes the significance of on generalities.The number ofinformants 11 people, consisting of 1 head of clinics, 1 poly head General, I headthe poly Poly 1 head gear, maternal and child health, seven patients.Keywords: Health Services Management

Abstract

ABSTRACTEffective administration of the village is needed to support rural development, namely as a source ofdocuments and information in rural development planning. Therefore, the government continues tomake improvements on the village administration, among others, by issuing Regulation Number 32 of2006 on Village Administration. This study aimed to know how to transform the effectiveness of theadministration of the village in the village Lemahino, and the extent of the effectiveness of theimplementation of the village administrasu supporting development in rural Lemahino.This study used qualitative methods. The informants as many as 10 people were taken by usingpurposive of the various elements of the village government, BPD, LPM, PKK, social organization /social, leaders / village community leaders and villagers. The data was collected using interviewtechniques and equipped with a documentary and observation techniques. The documents analysistechnique used is the qualitative analysis of interactive model of Miles and Hubernann.Based on these results it can draw the following conclusions: (1) administrative Penyelenggaaraanvillage (village administration books), good public administration, administrative resident, financialadministration, and the administration of rural development Lemahino not yet fully effective, but it isgood enough. (2) The effectiveness of the administration of the village in supporting development inrural Lemahino pretty good but not maximized.Conclusions based on these results it is necessary to put forward the following suggestions: (1) Theeffectiveness of the administration of the village in the village Lemahino should be improved. It urgesthat must be done is to increase the village administration of human resources, provision of adequateresources allocation, and the provision of facilities and infrastructure of the village administration andadequate representative. (2) The planning of rural development should always be based on documentsand information that is accurate and reliable. To the village government and community agenciesconcerned in the preparation of village development plan should refer to the documents that have beenprocessed in the books related administrative villages.Keywords: village administration, village development.

Abstract

AbstrakTujuan penelitian adalah untuk mengetahui partisipasi masyarakat dalam perencanaan pembangunandesa di Desa Tanjung Una Kecamatan Taliabu Utara Kabupaten Pulau Taliabu.Penelitian ini menggunakan metode pendekatan kuantitatif. Informan penelitian ini sebanyak 10orang (Kepala Desa, Ketua BPD, Ketua LPM, Kepala Dusun, tokoh masyarakat, perwakilankelompok masyarakat, dan warga Desa Tanjung Una. Pengumpulan data menggunakan pedomanwawancara dan observasi; teknik analisis yang digunakan adalah model interaktif dari Miles danHubernann.Berdasarkan hasil analisa data ditarik kesimpulan bahwa partisipasi masyarakat dalam perencanaanpembangunan desa masih kurang/rendah. Masyarakat desa belum banyak berpartisipasi padapenyusunan dan pembahasan RPJM dan RKP, baik secara langsung ikut melalui musrembang desa,maupun secara tidak langsung melalui perwakilan masyarakat seperti tokoh-tokoh masyarakat danperwakilan kelompok-kelompok masyarakat.Masih rendahnya partisipasi masyarakat disebabkandisatu pihak oleh masih rendahnya kesadaran, dan kepedulian terhadap kegiatan perencanaanpembangunan desa (musrembang desa); dan di lain pihak karena masih kurangnya akses dankesempatan yang diberikan kepada masyarakat desa untuk dapat ikutserta dalam musrembang desa.Penelitian ini merekomendasikan : (1) perlu dilakukan sosialisasikan kepada masyarakat tehtangpelaksanaan musrembang; (2) Pemerintah desa hendaklah memberikan akses yang luas kepadamasyarakat desa untuk berpartisipasi; dan (3) BPD dan LPM hendaklah lebih berperan aktifmendorong masyarakat desa untuk berpartisipasi dalam perencanaan pembangunan desa melaluimusrembang desa.Kata Kunci: Partisipasi Masyarakat, Perencanaan Pembangunan Desa

Abstract

ABSTRACTThe purpose of this study was to determine the effect of human resource competence of theeffectiveness of public service district governments Ratatotok Southeast Minahasa Regency.This study uses quantitative methods. Research was carried by 30 votes apparatus (PNS)Ratatotok the District government. Instruments and data collection techniques used are questionnairesand aided by structured interview (interview quide). The analysis technique used to test the hypothesisis simple statistical regression analysis and simple correlation or correlation product moment.The results of data analysis provides conclusions: (1) Based on a simple regression analysis thatthe competency of HR personnel have functional relations / positive and significant impact on theeffectiveness of public services at the sub-district office Ratatotok Southeast Minahasa Regency. Thismeans that the higher / better human resource competence of the better / higher the level ofeffectiveness of public services. (2) Based on product moment correlation analysis that the competenceof human resource to correlate and power of determination / significant influence on the effectivenessof public services at the sub-district office Ratatotok Southeast Minahasa Regency. This means thatthe competence of human resource is the dominant factor in deciding the effectiveness of publicservices; that the absence of adequate human resource competencies it is difficult to expect theeffectiveness of public services can be realized optimally.Based on the results of this study, it can be recommended some of the following: (1) To improvethe effectiveness of public services in the sub-district office Ratatotok the competence of humanresource / staff should be improved, especially technical competence / functional. For that to theofficers / employees let be given education and training (training), especially technical training /functional right or in accordance with the needs and field assignments / positions these employees. (2)Given the districts is the spearhead of the district government, the public service in the sub-districtoffice personnel stationed let / employees who have sufficient competence. This is necessary becausethe reality shows that employees are generally placed in the sub-district office is a new employee orrecently lifted (inexperienced) and inadequate education.Keywords: human resource competence, effectiveness of public services.

Abstract

Abstract : In the village development community participation is needed, the public participation can takethe form of active participation means that people are willing to carry out development programs in theplanning, implementation and utilization of development. Aspirations of the people can be accommodatedthrough the Village Consultative Body (BPD) in the development planning. Because basically they wereaccommodating and channel the aspirations of the people it represents.The method used in this research is descriptive qualitative method. Informants were taken from variousrelated elements, namely the head of the village, kaur pembagunan, BPD, public and community stores.Wawancar data collection technique. The analysis technique used is qualitative analysis.Of the existing research, the role of the village consultative bodies in the village have not been fullyincluded pembagunan planning go well because in this case a lot of complaints from people who do notteratasi.BPD in making decisions in the village is not in accordance with the interests of the people in thevillage, but they simply take its own policy without involving masyaraka.Keywords. Abstract

Abstract: This study aims to describe how the implementation of administrative governance in theimplementation of village governance.This research uses qualitative descriptive method, and data collection techniques used are observation,interview and documentation. The number of informants in this study as many as seven people. In this studyusing the theory of basic principles of good governance. The results of this study indicate that in theimplementation of government in the village of Mundung Satu, not all village administrations can be appliedin accordance with applicable regulations that refers to PERMENDAGRI No. 47 of 2016. Lack of toolsneeded to manage village administration, as well as lack of capabilities and government responsibilitiesvillages in implementing their duties, and the implementation of work tasks that are not in accordance withthe main duties and functions of the village apparatus, are the factors behind the implementation of goodadministrative governance. Therefore, the village government should work harder and improve the abilityof village officials to realize good governance and in accordance with the regulations.Keywords: Governance, Village Administration, Village Government Implementation.

This research is qualitative, then according tothis study data analysis techniques are qualitative descriptive analysis.Based on the results it can be concluded that the effectiveness of the implementationof the LPM tasks in development planning in the Village BitunurissubdistrictSalibabuTalaud Islands is already good; in other words, the task of the LPM in rural developmentplanning in the Village District of SalibabuBitunuris Talaud Islands can be implementedquite effectively. Abstract

Vilage health post is a community based health effort that serves as a forum for the health of rural communities. The purpose of this study was to find out how to manage the Village Health Post in Poniki Village. This study uses descriptive qualitative research methods. Data collection techniques used were observation, interviews, and data collection with documents to see how the management of Poskesdes in Poniki Village. This researcher uses four indicators, namely: planning, organizing, actuating, and controlling. Based on the results of research on the Village Health Post stated that the immature planning resulted in the Poskesdes not running according to their functions, there was no action from the Health Office to advance the Poskesdes in Poniki Village, and lack of supervision from the Health Office to each village health post. The village has many Poskesdes which until now have not run. It can the be said that the management of the Village Health Post in Poniki Village is still not good.Keywords: Management, Health Post, Village.
