Abstract

Penelitian ini bertujuan untuk menganalisis implementasi SIMRS di RSUD Harapan dan Doa Kota Bengkulu. Penelitian ini menggunakan pendekatan kualitatif dengan metode pengumpulan data melalui observasi, wawancara dan dokumentasi. Proses wawancara melibatkan informan dari tim manajemen SIMRS dan juga unsur pimpinan rumah sakit. Hasil penelitian menunjukkan dari segi komunikasi semuanya berjalan dengan baik, SIMRS meningkatkan komunikasi antar unit layanan dalam penyediaan data dan informasi. Sumber daya yang dipilih untuk mengelola SIMRS juga berasal dari hasil rekrutmen khusus sesuai kriteria yang nantinya akan menjadi tim IT SIMRS. Disposisi penerapan sistem ini mempunyai pengaruh positif yang terlihat dari penerimaan penerapan sistem ini di lingkungan rumah sakit. Dari segi struktur birokrasi, tim pengelola SIMRS hanya terdiri dari beberapa unsur pimpinan dan tim IT. Sedangkan operator tidak masuk dalam struktur pengelolaan SIMRS. Kesimpulannya implementasi Sistem Informasi Manajemen Rumah Sakit (SIMRS) di RSHarapan dan Kota Bengkulu berjalan dengan baik.

Abstract

This research aims to analyze public services in the process of implementing the recruitment of National Police members in the Bengkulu Regional Police area. This research uses a qualitative approach, with data collection methods through observation, interviews and documentation support. Informants in this research came from organizers, participants, and guardians of selection participants. The research results show that overall the public services provided are in accordance with service standards. In the dissemination of information, acceptance is carried out with openness, there are no measures to limit the dissemination of information. Implementation accountability also complies with existing standards and regulations. Community participation is also involved in order to increase supervision of the admission process. And there are no acts of discrimination against participants starting from the registration process to the stages of each test category. The conclusion is that public services have been implemented as well as possible in accordance with the existing standards and rules in the admission selection process.

Abstract

Penelitian ini bertujuan untuk menganalisis peran arsiparis Dinas Perpustakaan dan Kearsipan dalam pengawasan kearsipan internal di Dinas Dukcapil Kabupaten Lebong dan menganalisis faktor penghambat dan pendukung arsiparis Dinas Perpustakaan dan Kearsipan dalam pengawasan internal di Dinas Dinas Dukcapil Kabupaten Lebong. Metode penelitian yang digunakan adalah metode wawancara dan observasi secara langsung dengan para informan sebanyak 7 (tujuh) informan yang terkait dengan penelitian ini. Peran arsiparis Dinas Perpustakaan dan Kearsipan dalam pengawasan kearsipan internal dikaji berdasarkan Permenpan Nomor 13 Tahun 2016 tentang jabatan fungsional arsiparis bahwa pengawasan kearsipan internal oleh tenaga arsiparis dimulai dari menetapkan standar (standards), pengukuran (measurements), membandingkan (compare), dan melakukan tindakan (actions). Hasil penelitian menunjukkan bahwa tenaga arsiparis di Dinas Perpustakaan dan Kearsipan Kabupaten Lebong telah melaksanakan tugasnya dengan baik dalam pengawasan kearsipan internal di Dinas Kependudukan dan Pencatatan Sipil sesuai dengan Permenpan Nomor 13 Tahun 2016. Hasil pengawasan internal dinas Dukcapil selama 4 tahun peringkatnya naik cukup signifikan, dimana pada tahun 2022 menduduki peringkat ke 27 sedangkan pada tahun 2023 dan tahun 2024 tetap menduduki peringkat ke 2 se Kabupaten Lebong. Faktor pendukung arsiparis dalam pengawasan kearsipan internal ini yaitu sudah kesadaran dari petugas arsip di setiap OPD khususnya di Dinas Dukcapil untuk melakukan pengelolaan kearsipan sesuai dengan standar ANRI Arsip Nasional RI sehingga memudahkan Arsiparis untuk melakukan pengawasan kearsipan internal dengan baik dan benar sesuai dengan jadwal yang ditentukan, sedangkan faktor penghambat ditemukan masih kurangnya tenaga arsiparis, anggaran masih terbatas, kemampuan manajemen kearsipan asih kurang dan masih terbatasnya sarana dan prasarana disetiap OPD dilingkungan pemerintah daerah Kabupaten Lebong.

Abstract

The quality of service at the Puskesmas (Community Health Center) is a measure of the quality of health services provided to the community. Good service quality is very important in ensuring equitable and effective health access, as well as increasing community satisfaction and health. The aim of this research is to analyze whether Organizational Citizenship Behavior (OCB) has a positive and significant effect on the improvement of service quality at Puskesmas Ujung Karang. This study uses a quantitative approach. The research will be conducted at Puskesmas Ujung Karang in Central Bengkulu Regency. This Puskesmas is located at Jl. Bengkulu - Kepahiang, Ujung Karang, Karang Tinggi District, Central Bengkulu Regency, Bengkulu. The research sample consists of 17 staff members from Puskesmas Ujung Karang (the entire population is taken because the total is less than 100) and 80 patients who have received services at Puskesmas Ujung Karang. In this research, the researcher used questionnaire and documentation data collection techniques. The results of the study indicate that there is an influence of Organizational Citizenship Behavior (OCB) on the improvement of service quality at the Ujung Karang health center, with a t value greater than the t table value. This means that the higher the OCB behavior demonstrated by employees (such as helping colleagues, being loyal to the organization, and taking initiative beyond their main duties), the higher the quality of service provided to the community will be. The correlation coefficient value (R = 0.587) indicates a strong relationship between OCB and service quality. This value falls within the range of 0.50–0.70, which is typically categorized in statistical interpretation as a moderate to strong relationship. This indicates that although there are other factors that may affect service quality, the contribution of OCB is quite significant and cannot be ignored. Abstract

The Regional Secretariat (Setda) of Central Bengkulu Regency is one of the regional apparatus that functions as a center for administrative and strategic coordination in the implementation of government at the district level. As an organization, every member of the organization, both at the highest and lowest levels, must have discipline in carrying out their duties. As a member of the organization in the Regional Secretariat, of course, it is the State Civil Apparatus (ASN) who works in the Regional Secretariat itself. ASN discipline is not only in carrying out obligations but of course also discipline against the prohibitions that have been determined. If the obligations and prohibitions are violated, then ASN who commits violations should receive disciplinary sanctions, in accordance with the State Civil Service Agency Regulation Number 6 of 2022 concerning the Implementation Regulation of Government Regulation Number 94 of 2021. Without the discipline of ASN within the Regional Secretariat, it is difficult for the Regional Secretariat to achieve good performance. Therefore, this research is focused on ASN discipline on obligations and prohibitions as well as disciplinary sanctions. This research is a qualitative descriptive research, with the method of utanma data collection is interviews with informants. The information used is 6 people. The results of the research conducted show that not all obligations and prohibitions have been implemented by ASN within the Regional Secretariat of Central Bengkulu Regency consistently. Especially in the aspect of the obligation to come to work every working day, to go to work on time and to return to work after the time and the prohibition of leaving the workplace during working hours. ASN who violate discipline are given disciplinary sanctions in accordance with State Civil Service Agency Regulation Number 6 of 2022 concerning Implementation Regulations of Government Regulation Number 94 of 2021. The decision-makers at the Regional Secretariat of Central Bengkulu Regency are advised to improve the discipline of ASN in their environment and provide disciplinary sanctions against ASN who do not comply with obligations and prohibitions by not distinguishing between one ASN and another.  Keywords: Discipline on obligations, discipline on prohibitions and disciplinary sanctions.

Abstract

Analysis of the Effectiveness of Using Long-Term Contraceptive Methods (MKJP) in Preventing Stunting in the Working Area of Bintuhan Health Center. This study aims to analyze the effectiveness of Long-Term Contraceptive Methods (MKJP) in preventing stunting and identify the barriers to their implementation in the working area of Puskesmas Bintuhan. A qualitative approach was used, with data collected through in-depth interviews, observations, and document analysis. Informants included the Head of DP3APPKB Kaur Regency, the Head of UPTD Puskesmas Bintuhan, health workers, posyandu cadres, community leaders, and reproductive-age couples. The results show that the MKJP program effectively prevents stunting by targeting reproductive-age couples, particularly those aged 20–50 years, focusing on birth spacing. Socialization efforts, including counseling, field visits, and media campaigns, have improved public awareness. However, program acceptance remains hindered by social stigma, fear of side effects, and limited access to services in remote areas. Barriers to program implementation include myths surrounding MKJP, cultural norms placing contraceptive responsibility on women, limited male involvement in decision-making, and inaccurate information. These factors significantly influence the community’s acceptance of MKJP, especially in rural areas. In conclusion the MKJP program plays a crucial role in preventing stunting, but its success requires more inclusive educational strategies, culturally sensitive approaches, cross-sector collaboration, and improved access to healthcare services in remote areas. This program is expected to support reproductive health and family welfare sustainably and become reference in the future.

Abstract

Penelitian ini bertujuan untuk menganalisis mekanisme pengawasan DPRD Kabupaten Musi Rawas terhadap Anggaran Pendapatan dan Belanja Daerah (APBD) selama masa jabatan 2019–2024. Pengawasan DPRD merupakan bagian penting dari fungsi legislasi daerah dalam memastikan akuntabilitas dan transparansi pengelolaan keuangan publik. Penelitian ini menggunakan pendekatan kualitatif dengan teknik wawancara mendalam dan observasi langsung terhadap tujuh informan utama, yaitu ketua DPRD, wakil ketua, ketua Badan Anggaran, serta kepala Bappeda dan kepala Badan Pengelolaan Keuangan dan Aset Daerah. Hasil penelitian menunjukkan bahwa pengawasan DPRD dilaksanakan mulai dari tahap perencanaan, pelaksanaan hingga pertanggungjawaban APBD melalui penilaian langsung di lapangan dan evaluasi dokumen resmi dalam sidang pertanggungjawaban kepala daerah. DPRD menjalankan fungsinya sesuai dengan Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah, namun efektivitasnya masih perlu ditingkatkan melalui partisipasi publik dan penguatan kapasitas kelembagaan.

Abstract

This study aims to analyze the marketing strategy of Kampung Durian tourist destinations and identify the challenges faced in their implementation. The research uses a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation. The results of the study show that the marketing of Durian Village is quite successful in attracting tourists through the main attraction in the form of durian agrotourism, the involvement of local communities, and the beautiful rural natural atmosphere. However, marketing strategies still face obstacles in terms of limited infrastructure, low human resource capacity managers, lack of digital promotion, and low awareness of people outside the region. Therefore, it is necessary to improve services, strengthen destination branding, and integrate cross-sector promotion so that Durian Village can develop sustainably. Abstract

This study aims to analyze in depth the quality of educational services at SMA Negeri 7 Bengkulu City. The focus of this research is on various aspects of educational services such as physical facilities, quality of educators, administrative services, and interaction between teachers and students. The method used is qualitative descriptive with data collection techniques in the form of in-depth interviews, direct observation, and document analysis. The research involved a variety of key informants including school principals, teachers, administrative staff, and students. The results of the study show that despite efforts to improve the quality of services, there are still several weaknesses that need to be corrected immediately, such as the uneven availability of infrastructure facilities and the lack of training to improve teacher competence. These findings make an important contribution to policy-making in improving the quality of education services at the secondary school level. Abstract

This study aims to analyze the implementation of the Alsintan program policy that has been implemented at the Bengkulu Provincial Horticultural and Plantation Food Crops Office and analyze the impact on farmer groups in the implementation of the Alsintan program policy, including human resource and technical factors in the field that affect the policy of the Alsintan program. The research uses a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation. The results of the study showed that the alsintan program in the horticultural and plantation food crops service was running well, both in terms of communication, resources, disposition and bureaucratic structure. However, the alsintan program still has a negative impact such as not being on target for the assistance provided and there are still many farmer groups that do not have technical capabilities in the operation of alsintan. Therefore, it is necessary to improve both in terms of communication, resources, disposition and bureaucratic structure, so that the alsintan program can continue to improve the quality of farmers in Indonesia.
